We shall discuss the project scope and budget to ascertain its feasibility, and suggest adjustments if necessary. · Establish project goals. Work with the city project manager to identify specific goals, and offer suggestions for growth based on those goals. · Establish design parameters, if historical, contextual or other. . Establish timetable of deliverables for all phases from Sche- matics, 30%, 60%, 90% and final contract documents. . Establish protocol for invoicing and monitoring fees, and determining what services are part of the agreement. . Establish protocol for permitting / bidding phase. Though it may seem simplistic, the smooth flow of the project(s) depends on the clear and mutual understanding and agreement on these matters. We will prepare a project schedule delineating project meet- ings and dates, for all phases. Gus Berenblum and Manny Mele shall attend key meetings together with other team members, as necessary. Maintain Time Schedules BEA is equipped to handle multiple jobs without affecting the flow or the ability to meet deadlines. Projects under $1,000,000 will carry the project manager, a project architect and a junior architect with draftingltechnical support as needed per phase. BEA works with the latest digital programs such asAUTOCAD and REVIT/BIM as well as 3D Max and other simulation soft- ware. These programs are necessary to maintain accuracy, repeatability and quick turnaround on revisions. In addition we have an in-house graphics department for full printing and binding capabilities including reprographic output and prepara- tion of brochures and other media related to the project. Cost Control Our approach to value engineering and cost control is tied to our design philosophy - we work comparatively and collabora- tively, presenting various options to the client at early stages of design developing the project together. These options are analyzed for cost impact as well as design and schedule implications, The value engineering process is most effective when it's the result of collaboration between the architect, TechnicalApproach . - .. - .... architects BfA has extensive working relationships with regulatory agencies including but not limited to: Building and Zoning, Fire Marshal's Office, DfRM, WASA, HRS and DfP We are proactive and keep the agencies informed conducting meetings prior to permit submittal (Dry-Run) in order to pick up comments PRIOR to seeking the Building Permit. engineer, general contractor, and owner, so that choices are made together and implications weighed from all sides. We see value engineering as a response to ever shifting project conditions. Market environments, labor forces and availability of products can change dramatically during the life of a project, typically spaning several years, affect the cost. Therefore, its part of our business landscape so our team will be prepared to accommodate change within reason. Quality Control BEA employs a 3-step quality control review system, Manny Mele, the project manager, is the first reviewer of the work product. His mark-ups are incorporated and sent to John Colao, AlA QNQC, who is not directly associated with the project. Said partner's comments are incorporated and sent to the project Principal, Gus Berenblum, for a final review. Each person's mark-ups are recorded in their own color and the entire check set is maintained on file for the client. In addition, Bruno Elias Ramos, as peer reviewer and principal in charge of BEA, will conduct specific analysis of project documentation. The 3-step process is used at 60% and 100% construction documents as well as in earlier phases. Of course, the cli- ent is the fourth step of the review process. Though it may appear at first cumbersome, we have found controlling documents in this manner helps projects of all size to run smoothly. Schematic Design & Programming At the start of the project we will conduct a program verification and as stated before, a schedule and budget analysis. During the schematic design phase we will create the design concept and visualize communications to the client via sketched plans, sections, elevations and mod- els as necessary to fully convey the main idea. Working corroboratively, we will bring several options to the table and together choose the most desirable (per aesthetics, sustainability, cost schedules and technical implications), to be developed further. RFQ #10-04-02 Professional Architectural Services I 4 Design Development At this stage, the team identifies the major project com- ponents and systems. This will include those that have a direct impact on LEED certification if applicable. We work collaboratively and with comparative studies, present design alternatives in 2D and 3D for the client's evaluation and conduct several presentation meetings and final submittal review meeting with the client. Construction Documents Once approved by the City of Sunny Isles Beach, we pro- ceed with the preparation of construction documents and specifications. Normally this phase is broken in 50% and 100% Submittals. Although, per client's request it can also be broken-down further. At each one of the milestones, we submit complete sets of plans and specifications and conduct a review meeting with the owner's representative and main users to convey and explain the project details so that the main stakeholders are informed. Any comment resulting from this and other owner's review are incorporated immediately into the final work product for construction. A key element to this phase is to achieve a thorough coordination between all the disciplines. BEA performs regular coordination meetings with the engineers and requires follow up meetings to ensure that the revisions have been incorporated. Bid Process If the project is delivered as hard-bid, we assist the client through the process preparing the bid package, tabulating bids and responding to questions from prospective bidders as well as attending the pre-bid conference. If the delivery process is CM-at-Risk, we participate in the negotiating pro- cess and assist the client as required, in addition to providing responses to questions that the CM might have. Permitting BEA tracks permitting on a daily basis and updates a permit schedule for each project which is sent to the city's Project manager to keep him/her informed of the permit status. BEA has extensive working relationships with the regulatory agencies including but not limited to: Building and Zoning, Fire Marshal's Office, DERM, WASA, HRS and DEP. We are proactive and keep the agencies informed conducting meetings prior to permit submittal (Dry-Run) in order to pick up comments PRIOR to seeking the Building Permit. TechnicalApPnlach . architects ~ , Construction Administration Services, review of con. tractor's submittal and Close.out Documents. Our team works closely with the contractor during the construction period, being sensitive to their time constrains and review needs for shop drawings as well as other sub- mittals. We participate in the weekly construction meetings, preparing minutes, leading and coordinating the efforts and maintaining a pro-active stance until project delivery. We conduct meetings on a bi-weekly basis specifically to ad- dress submittals that are forthcoming and those that require immediate response. BEA has senior representation in these meetings with the project manager and project director when the need arises in addition to support staff. We require that our engineers and consultants to be regularly present in the construction meetings and site observation meetings to keep up to date of events and respond accordingly. Close-out doc- uments are reviewed by our QA/QC team for compliance with project specifications. We request the contractor to submit a preliminary set of c1ose-out documents at approximately 90% project completion, so that we provide a cursory review with comments, that when adopted, will facilitate and expedite the final approval ofthe final documents. If contracted for this service, BEA will prepare an updated set of as-built plans in CAD. The process of updating plans to show built conditions is performed by our architects and engineers completed as construction progresses rather than at the end of the project. In this way, not only are we able to finish the as-built more rapidly, but also assure that built conditions are documented soon after the work has been completed making it easier to address any questions. Structural analysis was performed in an effort to determine for the city whether or not the culverts, in their existing physical condi- tion, could withstand the stress applied on them by trucks carrying heavy loads. A simple analysis of the findings determined that the culverts, built in the 1940's and 50's, did not meet the current standard in terms of structural strength. Careful scrutiny by BEA, however, revealed that with proper maintenance and the implementation of a load restriction signage program, the culverts will likely continue to function as they have in the last 50 years. Consequently, the city's engineers were able to avert an unnecessary and costly replacement, and avoid the heavy burden that would have been placed on the Flamingo-Lummus neighborhood. Color tensile-fabric panels of Port Canaveral scenes adorn the facility's exterior fa~ade, and the main elevator is encased in a glass tower. The building accommodates 1300 vehicles within 407,000 sq. ft. over six stories. A suspended, translucent roof land- mark was originally designed to greet visitors at its entrance so that after sunset, interior lighting would cause it to glow against the night sky. Construction budget restraints prevented the incorporation of this element. The design criteria were used in a design-build construction approach. Age and renovations by various prior owners have taken their toll on the 1950 structure. While honoring the visual intent of the original Miami Modern style, "green design" concepts and new materials will upgrade the designated historical property into South Florida's first LEED-certified 5-star luxury hotel. Working with Skidmore, Owings & Merrill of New York, BEA is preserving most of the footprint and fa~ade of the building while enlarg- ing guest rooms and adding upper floor balcony bays where the building is wider at its base. Aspects of green design include rooftop gardens, a series of skylights shedding natural light over interior spaces, and utilizing fair colors for flooring and appurtenances in order to reduce lighting needs.
