We are pleased to submit our qualifications for your review and consideration in the selection of a professional
architectural firm to complete Architectural Professional Services for the City. We are confident that through our
team's experience and efforts, the City of Sunny Isles Beach can achieve a functional, efficient, and professional
firm to complete all projects under this contract.
Founded in 1988, C3TS is a full service multi-disciplined Architectural and Engineering firm whose expertise is
predominantly in public works projects for state, county and municipal agencies. In fact, well over 95% of our
work has been for the public sector. Our highly trained staff of professional architects, engineers, planners, and
technicians has specific experience relevant to the above referenced contract. With a staff of over 140
employees statewide, C3TS has the capacity to handle any large scale project but not at the loss of providing
services with a personal touch that is more typical of a smaller firm.
Additionally, C3TS can boast 20 LEED AP professionals. For this project, we will service the City out of our
Coral Gables office located just less than 21 miles from the City of Sunny Isles Beach Government Center.
C3TS has the advantage of being a full service firm, with a broad array of in-house services. In addition to the
extensive range of Architecture services we provide, we have full divisions for Civil, Structural, Transportation,
Electrical and Mechanical Engineering, General Planning, Public Information, and Construction Management.
The inclusion of a variety of in-house services allows us to provide a unified and comprehensive approach to
projects that avoids the tunnel vision syndrome of firms with a narrow focus.
The C3TS Team will be able to provide to the City of Sunny Isles Beach a thoughtfully-assembled, experienced,
full-service design team, organized and qualified to address every need of your projects. We can offer extensive
relevant design experience, strong local presence, and effective project management capabilities.

Corzo Castella Carballo Thompson Salman, PA (C3TS) is a locally-based Subchapter S Corporation founded in March
1988 in Miami, Florida. It is a full-service, multi-disciplined Architectural and Engineering firm with offices in Coral Gables
(Main Office), Fort Lauderdale, Boca Raton, Wellington, and Orlando, Florida. We have been providing our services to
public and private sector clients for over 22 successful years. The firm has grown from a group of 3 friends to a staff of 150
employees in 5 offices statewide.
C3TS firm was created out of the desire to better serve our clients and derive the professional satisfaction from being able
to more effectively control all aspects of a project. Whether the project is a building, road or bridge, all of the divisions work
together to make the final project the best it can be. With in-house teams including architecture, civil, roadway, structural,
traffic & transportation design, planning, MEP, grants, and public involvement, in addition to construction engineering
inspections, C3TS caters to large institutional and governmental clients who need the integrated, innovative solutions C3TS
provides. With over 120 combined years of experience among the principals, our clients have come to value our unique
combination of integrated disciplines and commitment to excellence. The firm's staff has extensive experience in the
planning, design and implementation of large-scale projects throughout Florida and the Southeastern United States.
C3TS' experience includes projects and services as diverse as office buildings, emergency/fire station buildings,
educational campus design and school facilities drainage, park and recreation facilities, streetscapes, citywide planning,
coastal and marine facilities, acquisition of grant funds, award-winning highway and bridge design, historic preservation, and
other types of public buildings and facilities. Although working primarily in the Southeastern United States, the firm's
experience is not limited to the US market.
C3TS' success is based on both the hands-on approach taken by the principals and associates together with the integration
of its disciplines in the delivery of successful solutions. In addition, all projects are subjected to a rigorous in-house Quality
Assurance / Quality Control Program which spans the life of the project. It is this constant attention to client and project
needs which has resulted in C3TS' proven track record of consistent on-time and within-budget project delivery.

producing high quality designs and construction documents quickly and efficiently.

NOTABLE PROJECTS
Renovations & Addition to Fire Station No. 57
C3TS was retained by the City of Lauderhill Fire Department to provide Architectural & Engineering services to renovate an
existing three-story former Police Headquarters building adjacent to Fire Station NO.57 and design a new building that
houses two apparatus bays.
The challenge in this project was the conversion of the existing Police Station and addition of the apparatus bays enabling
the facility to function as the City's Emergency Operations Center (EOC). Differences in floor elevations were resolved and
the building exterior appears to be unified and cohesive.
The ground floor of the existing three-story building houses the quarters for the Fire-Rescue personnel. The second floor
contains the City of Lauderhill's EOC and Fire-Rescue Training Facilities. The third floor provides space for the Fire
Administrations and Fire Marshal's offices. C3TS received the 2005 Fire Chief Magazine Station Style Bronze Award for the
unique and creative design of the City of Lauderhill Fire Station.

Renovations, Maintenance & Repairs to Miami Northwestern Senior High School
The scope of work called for a $10 million renovation of this 360,000 sq. ft. school campus by updating key elements for
compliance with life safety & accessibility requirements, and correcting campus-wide deficiencies and ADA noncompliance
such as the redesign of existing public/student bathroom facilities for barrier removal. C3TS was called to undertake this
"expanded maintenance project" based on our past experience in this particular project type for the Miami-Dade County
Public School system (MDCPS) and our wealth of in-house resources in Architecture and Engineering.

Miami Beach Concessions Stands & Restroom Facilities
Designed to be located at the heads of the major east/west streets where they intersect the beach, these restroom and
concession facilities were designed through the Arts in Public Places Committees requirements to expend funds at these
locations. C3TS was extremely proud to have been selected, together with Tran Construction, to provide these much
needed facilities on a design-build basis. Each street head (17th, 21 st, 29th, 46th, and 64th) will act as location markers
and be each visually distinctive from the other in order to promote way-finding along the beach as well as provide a level of
whimsy to what has been traditionally a very dour program.

Claude Pepper Park Youth Community Center & Gymnasium
C3TS was selected to design this $10 million multi-purpose youth center which includes classrooms, youth training center,
computer labs, and health center. Services also included parking lot drainage, water main, pump station, and general site
development. Programmed to be the crown jewel of the City of North Miami's Parks & Recreation Department, this facility
will occupy a very highly visible location within the western end of the City. This project is currently in process of Silver
LEED certification. Green design and construction methods are being used throughout the park for environmental benefits.

Grapeland Sports Aquatic Complex
C3TS was selected to do the planning and architectural design for a 10-acre, $20 million urban park as part of the area
renewal and airport improvement district. This project took an underutilized and poorly planned tournament complex and
transformed it into a regional, needs-based park which includes a water theme park and a state-of-the-art baseball
tournament complex. . The needs for access and parking encroachment into the surrounding areas were identified as one of
the principal complaints by the stakeholders as this program was developed. As such, the design of Grapeland Park,
located adjacent to a densely populated urban neighborhood, is able to accommodate both multi-modal transportation
access and all required parking.

Oakes Road Fire Station
C3TS was selected by the Town of Davie to provide design services for the Oakes Road Fire/Rescue Station. The 2 story,
15,000 SF Station is located on a 1.3 acre site adjacent to SR-7. The project includes 3 large apparatus bays, offices, day
room, kitchen, fitness room and sleeping quarters for the Fire/Rescue personnel. Town of Davie Emergency Call/Dispatch
center is also part of this project, which required longer term emergency power & hardened communication links. This
station is sited in the eastern / industrial part of the town, and architecture of the building reflects a more industrial character.
The 3-story tower serves as a beacon for the station and its surroundings.

Norwood-Oeffler Water Treatment Plant & Operations Center
The Norwood Oeffler Water Treatment Plant & Operations Center project consists of a $60 million expansion for the City of
North Miami Beach Water Treatment Plant. The expansion includes a new 14,500 s.f. two-story office building for the plant's
administrative personnel, water testing laboratory, locker rooms, and break rooms. In addition there is a new 21,450 s.f.
Processing Building for the nanofiltration, reverse osmosis skids, control room, generator, motor controls, and pump room.
The 4,290 s.f. high service pump building contains additional pumps, generator room, and motor control center. There is a
new 2,380 s.f. sodium hypochlorite building, and a new 5.0 MG ground storage water tank with architectural treatment.
C3TS provided architectural, structural, and landscape design & improvements for the 8.9 acre site in addition to
construction administration services.
C3TS provided shop drawing reviews, RFI tracking, Change Item tracking, and ensured an adequate flow of prompt
information to owner and field personnel. Additionally, C3TS provided special inspections for foundations, structural slabs,
reinforce concrete and steel structural elements, masonry wall inspections, structural framing and inspections for roofing,
insulation applications, stucco, and building interiors.
The Permit process was complex because of the number of agencies and the logistics involved in permitting various
buildings (i.e., Department of Environmental Resource Management, Miami Dade Water & Sewer and Miami Dade Fire
Rescue), which entailed a complex approval process for industrial type occupancies, chemical storage areas, labs, and
generator rooms.

Walker Park Community Center & Library
C3TS' professional design staff has worked on a number of community service centers throughout South Florida. Such
experience includes the Walker Park Community Service Center and Library for the City of Hialeah. As part of their
continuing services contract, the City of Hialeah commissioned C3TS to provide architecture and engineering design and
construction for a 25,000 sq. ft. community center, library, daycare center, outdoor play areas and classrooms for adults and
children alike. The vernacular design of this building and courtyard style will help create the image the City of Hialeah
wishes to project and will increase the value of the surrounding properties. This project includes modifications of site design
to allow for future growth of either soccer fields or baseball fields for the community and a possible fire/police station.

Martin County Emergency Services Vehicle Maintenance & Storage Facility
C3TS was selected by Martin County for the development of design criteria for the design/build of the first phase of the
county's ultimate vehicle maintenance facility. Incorporating the latest in servicing technology, including portable hydraulic
lifts, overhead cranes, and prefabricated rack storage, this facility will be the definitive state-of-the-art facility in South
Florida. C3TS is responsible for both this first phase 20,000 sJ design criteria package and the 60,000 sJ master
planning, including environmental assessment through South Florida Water Management District of this facility.

C3TS was retained by the City of Lauderhill Fire Department to provide Architectural & Engineering services to renovate an existing three story
former Police Headquarters building adjacent to Fire Station NO.57 and design a new building to connect the two existing buildings. The new building
d. houses two apparatus bays. The ground floor of the existing three story building houses the quarters for the Fire-Rescue personnel. The second floor
contains the City of Lauderhill's Emergency Operations Center and Fire-Rescue Training Facilities. The third floor provides space for the Fire
Administrations and Fire Marshal's offices. Construction cost was $1.8 million dollars.
The construction inspection services included on site personnel to provide the construction engineering administration services inclusive of
construction inspection services including but not limited to overseeing, coordinating and inspecting the work of surveyors and construction
contractors. Responsibilities included monitoring, record keeping, approving and recommending requisitions for compensation, review of change
orders, estimations, claims, scheduling, shop drawings and remedial designs. C3TS also provided responses to Requests for Information (RFI) and
assuring compliance with all local, state and federal regulations, on behalf of the City of Lauderhill. This project was awarded a Bronze Medal in the
2005 "Station Stvle Desian Awards" from Fire Chief MaQazine.

d. C3TS was/is in charge of all programming and architectural design of this 8,000 S.F. community and aquatic center at a 5.5 acre park. The aquatic
facility includes a 25 X 25 M competition pool with diving sell, aquatic exercise pool and children's water play pool. This new complex includes three
Little League baseball fields, one mixed-use field for adult softball/pony baseball/softball, and one football/soccer field with a perimeter running track.
Along with the fields, C3TS designed a two-story baseball pavilion which offers a snack bar/concession area and an announcer's booth and a one-
story football pavilion which provides players with restrooms, weigh-in room, storage and observation deck. The site also features a 50-meter
competitive swimming pool with zero-depth entry at one point, where school children will receive weekly swimming lessons. Also included in the pool
buildinq are restrooms, locker rooms, offices, and a meetinq room.

Designed to be located at the heads of the major east/west streets where they intersect the beach, these restroom and concession facilities were designed

C3TS was selected to do the planning and architectural design for a 10-acre, $20 million urban park as part of the area renewal and airport improvement
district. This project took an underutilized and poorly planned tournament complex and transformed it into a regional, needs-based park which includes a
water theme park and a state-of-the-art baseball tournament complex. The needs for access and parking encroachment into the surrounding areas were
identified as one of the principal complaints by the stakeholders as this program was developed. As such, the design of Grapeland Park, located adjacent to

a 1.3 acre site adjacent to SR-7. The project includes 3 large apparatus bays, offices, day room, kitchen, fitness room and sleeping quarters for the
Fire/Rescue personnel. Town of Davie Emergency Call/Dispatch center is also part of this project, which required longer term emergency power & hardened
communication links. This station is sited in the eastern / industrial part of the town, and architecture of the building reflects a more industrial character. The
3-story tower serves as a beacon for the station and its surroundings.

The Norwood Oeffler Water Treatment Plant & Operations Center project consists of a $60 million expansion for the City of North Miami Beach Water
Treatment Plant. The expansion includes a new 14,500 sJ two-story office building for the plant's administrative personnel, water testing laboratory, locker
rooms, and break rooms. In addition there is a new 21,450 sJ Processing Building for the nanofiltration, reverse osmosis skids, control room, generator,
motor controls, and pump room. The 4,290 sJ high service pump building contains additional pumps, generator room, and motor control center. There is a
new 2,380 sJ sodium hypochlorite building, and a new 5.0 MG ground storage water tank with architectural treatment. C3TS provided architectural,
structural, and landscape design & improvements for the 8.9 acre site in addition to construction administration services.
C3TS provided shop drawing reviews, RFI tracking, Change Item tracking, and ensured an adequate flow of prompt information to owner and field
personnel. Additionally, C3TS provided special inspections for foundations, structural slabs, reinforce concrete and steel structural elements, masonry wall
inspections, structural framing and inspections for roofing, insulation applications, stucco, and building interiors.
The Permit process was complex because of the number of agencies and the logistics involved in permitting various buildings (i.e., Department of
Environmental Resource Management, Miami Dade Water & Sewer and Miami Dade Fire Rescue), which entailed a complex approval process for industrial
type occupancies, chemical storage areas, labs, and generator rooms.

C3TS was retained by the City of Lauderhill Fire Department to provide Architectural & Engineering services to renovate an existing three-story former
Police Headquarters building adjacent to Fire Station NO.57 and design a new building that houses two apparatus bays.
The challenge in this project was the conversion of the existing Police Station and addition of the apparatus bays enabling the facility to function as the City's
Emergency Operations Center (EOC). Differences in floor elevations were resolved and the building exterior appears to be unified and cohesive.
The ground floor of the existing three-story building houses the quarters for the Fire-Rescue personnel. The second floor contains the City of Lauderhill's
EOC and Fire-Rescue Training Facilities. The third floor provides space for the Fire Administrations and Fire Marshal's offices. C3TS received the 2005 Fire
Chief Magazine Station Style Bronze Award for the unique and creative design of the City of Lauderhill Fire Station.

C3TS is in charge of the design for this Aquatic Facility to include a teaching and recreational pool. This pool will have practice lanes (up to 8 & accessible
3'-0" deep basin area approximately 20'x40') but is intended for high school swimming competition use and be 75' x 67' in size and will be provided with
exterior retractable bleachers. A support "bathhouse" to include restrooms lockers and showers for both sexes as well as concessions (non-cooking)
support and office space appropriate to the adjoining aquatic facilities only. This structure will also incorporate an open air screened enclosure for
equipment. The above scope will require the relocation of an existing double full size basketball court which will be located due west of the current
multipurpose facility. A new lighted asphalt parking area with 12 parking stalls with 2 accessible spots. All of the above improvements to Murray Park will be
provided with sports lighting.

to balance growth with stability, and personal client service with excellence in design. C3TS's statistics are indeed impressive: from its inception with a staff
of only three, the firm now has over 140 employees, with five offices statewide, servicing scores of governmental and private clients throughout Florida, the
United States and abroad.
The firm was created out of the desire to better serve our clients and derive the professional satisfaction from being able to more effectively control all
aspects of a project. Whether the project is building a road or bridge, all of the divisions work together to make the final project the best it can be. With in-
house teams including MEP engineering, architecture, civil, roadway, structural, traffic & transportation design, planning, grants, and public involvement, in
addition to construction engineering inspections, C3TS caters to large institutional and governmental clients who need the integrated, innovative solutions
C3TS provides. With over 120 combined years of experience among the principals, our clients have come to value our unique combination of integrated
disciplines and commitment to excellence. The firm's staff has extensive experience in the planning, design and implementation of large-scale projects
throughout Florida and the Southeastem United States.
C3TS' experience includes projects and services as diverse as all types of public buildings and facilities, educational campus design and school facilities,
emergency/fire station buildings, park and recreation facilities, award-winning highway and bridge design, drainage, streetscapes, citywide planning, coastal
and marine facilities, acquisition of grant funds, and historic preservation. Although working primarily in the Southeastern United States, the firm's
experience is not limited to the US market. C3TS has expanded into the international market with projects in the Caribbean and Middle East. Among these
projects are design-build projects for the United States Army Corps of Engineers in Riyadh, Saudi Arabia as well as projects in Puerto Rico and St. Maarten,

C3TS' success is based on both the hands-on approach taken by the principals and associates together with the integration of its disciplines in the delivery
of successful solutions. In addition, all projects are subjected to a rigorous in-house Quality Assurance / Quality Control Program which spans the life of the
project. It is this constant attention to client and project needs which has resulted in C3TS' proven track record of consistent on-time and within-budget
project delivery.
The Architecture Department's staff works very closely with our various engineering departments, affording our clients a unique holistic approach to
projects. Noteworthy among our most recent architectural successes are the master plan for the Pompano State Farmers' Market, the Lifelong Leaming
Center for Florida Atlantic University, and the PC Building Elevator Tower at Florida Intemational University. As lead designers on Design/Build teams, we
have worked on the North Dade Maintenance Facility (FDOT District 6), and State School JJ (Miami-Dade County Public Schools). The Architecture
Department has also provided building, interior design and space planning services, for diverse private sector clients.
The Structural Engineering Department has done it all - from building to bridge structure design, and threshold building inspection to forensic
investigation. Signature design projects include the Mashta Bridge in Key Biscayne, Pompano State Farmers' Market (Department of Management
Services), the Helen Miller Community Center at Segal Park (City of Opa-Iocka), and the Lifelong Learning Center (Florida Atlantic University). Other
projects include the forensic investigation of several parking garages throughout South Florida, as well as threshold inspections on the Avborne Hangar at
Miami Intemational Airport
The Civil Engineering Department has distinguished itself while compiling a large and varied project portfolio since 1988. The department has completed
several major projects, including the Crandon Boulevard Master Plan for the Village of Key Biscayne, the Plantation Midtown North Streetscape & Roadway
Improvements for the City of Plantation, numerous roadway projects for the City of Hialeah and the Watermain Extensions for the City of South Miami. The
Civil group has also completed various high profile projects such as the streetscape improvements on Ponce de Leon Boulevard (City of Coral Gables) and
on Sunset Drive through South Miami's downtown district, as well as the 1-75 Little Manatee River Southbound Rest Area for FDOT District 7, and the East
Entrance Road at Florida International University. Additionally, C3TS' Civil Department has worked on a multitude of large recreation projects such as T.Y.
Park - Castaway Island, C.B. Smith Park, Jacob's Aquatic Center; and smaller park projects such as Pierce Park, Phillips Park, and Sunrise Park in Coral
Gables.
The MEP Department has broad expertise in central energy plants, utility distribution, sustainable design, indoor air quality and code compliance which
enables our professionals to tackle master plans, feasibility studies, renovations and new facility designs. In addition to heating, ventilation, air conditioning,
plumbing and fire protection. C3TS' experience includes commercial and industrial indoor lighting, exterior and roadway lighting, and lighting control
systems, the design of power distribution, communications, fire alarm, and life safety systems.
The Construction Management I Construction Engineering Inspections Department has worked on numerous Design/Build projects, as well as
ongoing C.E.1. contracts for the Florida Department of Transportation. Our inspectors completed the C.E.1. work on the Quail Roost Drive Superpave project
for FDOT District 6. In addition, District 4 awarded C3TS a Districtwide C.E.1. Services contract, as well as the SR-834/ Sample Road C.E.1. contract.
