RVL Architecture + Design, P.A. (RVL) is delighted to submit our Team's professional qualifications in response
to your Request for Professional General Architectural Services. Weare excited at the opportunity to provide
our services to the City of Sunny Isles Beach.
RVL is a local firm based in Miami, Florida, founded in 1995. Our design philosophy has been to give our clients
quality Architectural designs coupled with economically feasible solutions, delivered within the narrowest time
schedules. This philosophy, together with our performance and excellent working relationship with our clients, has
been the comer stone of the triumphal development and financial success of many of our previous projects. This
relationship has contributed to having over 80 percent of our workload being derived from repeat business.
Over the past 15 years, RVL team has worked extensively and effectively in the private and public sectors where
delivering quality projects. The core staff of the Firm comprised of its principals and associates have practiced
together for many years. The principals in the Firm include: Segisberto (Bert) Leon, RAlLEED AP, member since
1995; and Nestor Vega, RAlLEED AP, member since 1995; senior associate Eric Vazquez, RAlLEED AP,
member since 1995 and associate Alain A. Perozo, member since 2003.
Individually, our Principals have over 30 years of experience in architecture and the Firms expertise include
master planning, design, construction document development, construction administration, code compliance,
constructability analysis, product evaluation and selection, quality assurance and control, fast-track construction,
design-build projects, space planning and LEED project certification
Our staff understands the critical importance of adopting an approach that fits each project individually, based on
thorough knowledge of local standards, conditions and permitting requirements and constraints. During the years
we have gained extensive knowledge and experience in a wide variety of building types such as office buildings,
retaiVcornrnercial, parking structures, auto dealerships, industrial, sport facilities, hi-rise residential, mid-rise mixed
use, educational and hotels.

Each of our designs responds to the specific needs of the Client and the individual character of a particular project
and/or condition as well as to its surroundings. Currently we have a staff of 10 employees, which includes
architects, project managers, CADD operators and support staff. We all understand and worked with tight
financial and time constrains, which has been the heartbeat of most clients/developer's operation. The flow of
information becomes a critical component in establishing timely and correct decisions.
RVL was established with a profound cornrnitment to excellence. We clearly understand that our client's
successes, as well as our own, go hand in hand. Therefore we have established a culture to aggressively pursue and
achieve the successful development of all our projects. To guarantee this outcome, we have implemented a series
of procedures and steps that are essential in attaining this goal. These steps are outlined below.
. Initial project start-up meeting to establish responsibilities, methods and lines of cornrnunications.
. Establish project schedules, milestone dates and critical path.
. Institute weekly or biweekly meeting with client to update status and exchange project information.
. Implement in-house weekly team coordination meetings to monitor the progress of the work.
. Development and distribution of detailed meeting minutes and memorandums to all team members.
. Determine timeline and percent of completion for the submittal of document progress sets.
. Monitor, update and follow actual progress as compared to original project schedule.
Our Firm's approach is to construct a well rounded project team composed of individuals with diverse talents,
skills and expertise backed up with extensive experience in all the major areas of the building construction
industry. Decisions are made with everybody's input and participation. Commitment to the best quality obtainable
within the Owner's budget and schedule is a philosophy shared by all team members. All of RVL's work will be
performed at the location herein indicated and we will collaborate seamlessly with the City of Sunny Isles Beach
staff in an effort to clearly understand their needs, identify the critical issues, consider all budgetary and time
constraints, in order to obtain and establish systems that produce the best available results.

ASSIGNED PERSONNEL AND EXPERIENCE
Qualification of Staff - Our goal for every project is to aggressively pursue and achieve our client's
success. RVL Architecture + Design, P.A. (RVL) is cornrnitted to personalized service and direct
principal involvement regardless of project size and complexity. This we accomplish by assigning
two principals to every project, so that the client and project team has always irnrnediate access and
response. Our staff is selected based on philosophical and character compatibility, strength of their
professional experience, and they must have excellent track records and recornrnendations.
The Project's Team is carefully selected to match the proper relevant experience and individual talents
to comfortably handle the project's demand and scope. Strong project leadership and management,
directed by principals and senior staff members, will be in place from the project's inception and
remain throughout its completion.
Prior to commencement, precise lines and methods of cornrnunications are established between all
team members and client. Strict adherence to schedule and budget is carefully monitored and enforced
through regular coordination meetings with client and regulatory agencies.

Description: Architectural Services
Located at the intersection of Ponce De Leon Blvd. and SW 81h Street entrance
to the City of Coral Gables Business District, this portal spans the whole width of
the Boulevard, without creating a burden on traffic flow and an obstruction to any
views along the Blvd. The goal was to be sensitive to the location, the history and
the future of the ever expanding business district as well as become a focal point at
one ofthe City's most important entrances. The concept here was to not only treat
the vehicular traffic in and out of the City... but more importantly... the
pedestrians which cross this area every single day as they go to work, to shop and
to dine. The book-end monuments located to the East and West of the Blvd.
entrance contain a portal for all pedestrians to pass through, which gives them a
sense of entry into something special and not seen anywhere. From the South,
towards each of these monuments are a series of obelisk which guides and leads the
pedestrian from one edge of the City... into the heard of the Business District. In
turn these portals create and frame the street along with a two story clock tower at
the median, establishing the focal point of the design.

Architectural Services
Located on the north side of the Miami River and in the heart of the Spring
Garden Historical District, this luxury 16 unit, four stories residential building is
one of Miami newest additions. By using the concept of"thru-unit", each unit has a
view of the river as well as the City's civic skyline. The residents have numerous
amenities such as a docking facility for motor boats, swimming pool, gymnasium
and a pool bar at their disposal. The open floor plan design of each unit, along with
semi-private elevator lobbies and the convenience of an inside the unit trash chute,
not to mention access to the Miami river by means of a private dock, makes this
what one article says to be "The best kept secret in the City of Miami". The
understructure parking garage created another desired feature for the residents by
providing shelter and security from the elements. The use of lush landscaping and
natural coral stones help to incorporate almost seamlessly, this new and modem
structure into its historical home. The architecture and landscaping integrate this
delicate structure into the surrounding neighborhood by incorporating features such
as proportions, texture, material, and plants species that are indigenous to the area.

Re-design and renovation of an 8,000 square feet, single story,
Showroom and Administration facility for Metro Ford. RVL took on this
challenging project and created a vibrant and rejuvenated contemporary
design showroom and sales area while maintaining the entire facility
operational. Responsibilities included Program Development, Schematic &
Design Development, and Construction Administration Services for the
project. Scope of work included the restoration of the facility after the
destruction of the showroom and offices by a major fire. Project was
completed without the suspension of operation of the dealership and within
an extremely short time table.

residential condominium tower has 338 units, including 388 parking

unit, four stories residential building is one of Miami newest additions. By using the concept of"thru-unit", each unit has a
view of the river as well as the City's civic skyline. The residents have numerous amenities such as a swimming pool,
gymnasium and a pool bar at there disposal. The open floor plan design of each unit, along with semi-private elevator
lobbies and the convenience of an inside the unit trash chute, not to mention access to the Miami river by means of a private
dock, makes this what one article says to be "The best kept secret in the City of Miami". The understructure parking garage
created another desired feature for the residents by providing shelter and security from the elements. The use of lush

The project comprised of 4 levels (91\ loth, 16th and 17th) of office-tenant improvements for several County
departments/agencies. These are: MDPD Court Services Bureau, Guardian Ad Litem, Clerk of the Court and
Building Code Compliance. Each floor plate is approximately 20,700 SF of gross area. The Architectural and
Engineering services scope of work included the production of construction documents for the building pennit
procurement, specifications, construction administration and probable construction cost estimate.
In addition to the normal electrical, mechanical, plumbing, fire protection and life safety; our team coordinated
the data, telecommunications and security infrastructure requirements for each of the future tenants. Also, the
Owner's program required the use of modular system furniture and movable partitions design, which had to be
closely coordinated with the existing lighting and ceiling grid layout, as well as with existing devices already in
place in order to minimized potential added cost. The single common element was the ETSD (computer/server)
room located on each floor, with the Main Servers and UPS for the entire building on the 9th floor.

This building was designed as an affordable lifestyle solution to the high cost of urban living in the City Miami. The
building was efficiently and compactly designed as a three stol)' structure consisting of ground floor parking and the two
stol}' townhouse above. The building's 13,105 SF of habitable space maximizes its allowed FAR which was makes this
residence one of the most efficient structure in the area today. There are a total of22 units ranging from 570 to 600 SF
in size. The building was highly praised and the units highly sought out by mostly local residents that wanted to upgrade
their housing but not move out of the area. According to the developer, the units sold out within the month of going on
sale. Like similar projects from this developer this cost efficient and economical type of unit has become something of a
commodity in today's market place. This product set the new concept for future projects by helping to revitalize the
neighborhood and at the same time gave the local residents an alternative to relocating to an affordable home in the
suburban developments on the city's distant and outer reaches.

This 6,847 SF building was designed for the Miami-Dade Resources Waste Recovery Facility-Montenay Power
Corp. as their maintenance shop and repair facility. The building is a two (2) level structure with offices on the
2nd floor. The lower level contains 4,594 SF and the 2nd floor 2,250 SF of office space. This project was located
inside the facility's 40 acre plant site located in NW Miami-Dade. The lower level was designed with an open two
story central space, approximately 40'x40' for repair of larger equipment, and a covered exterior working space of
20'x50' long. The building required an elevator due to it being considered a county building. As mentioned
before, the 2nd level consists of several office spaces, multi purposes rooms and document storage rooms.

This 16 stories mixed-use residential and retail development isjust blocks north of the new perfonning arts center
in the heart of Miami. The structure is a bold presence right on Biscayne Blvd with spectacular views towards
Biscayne Bay and the city sky line. The residential L-shaped tower sits on top of a well lined and hidden four (4)
stories parking structure (206 spaces) and a two story ground retail which enhance the urban fabric of this
vibrant and developing neighborhood. There are 119 units ranging from 1 bedroom studios to 1,350 SF 2 story
penthouses with roof top terraces. The overall gross building construction is some 285,000 SF with 26,500 SF of
that going towards the lower level retail. The bold and cubist architectural style characterize the digital and
analytical times of the epoch and also reflect a historic admiration to the architecturally significant Bacardi Building's
that are just to the South of this project.

The Residences @ Grove Station is a boutique residential building located on Southwest 27tl1 Avenue near the gateway to
Coconut Grove. The building contains a total of 51 residential units ranging in size from 575 SF to 1200 SF. The building
has a compact and efficient design which allowed it to be priced vel)' affordable. Although small in size, this development is
loaded with amenities, starting with an elegant ground floor lobby, a well equipped gym, a spacious community room and a
moderately sized recreation deck with a swimming pool and spa; it has all the lifestyle features of larger and much more
expensive developments. The architecture style is contemporaz and well adapted to its surroundings. The units are spacious
and contain large size, wrap around comer balconies. At the 8 and last level, you will find the penthouse suites, which are
the largest of the residential units. These comer units have accessible roof top terraces that promote an outdoor lifestyle
framed within the context of an urban inner city setting.

Located at the intersection of Ponce De Leon Blvd. and SW 8th Street entrance to the City of Coral Gables
Business District, this portal spans the whole width of the Boulevard, without creating a burden on traffic flow
and an obstruction to any views along the Blvd. The goal was to be sensitive to the location, the history and the
future of the ever expanding business district as weIl as become a focal point at one of the City's most important
entrances. The concept here was to not only treat the vehicular traffic in and out of the City... but more
importantly... the pedestrians which cross this area every single day as they go to work, to shop and to dine. The
book-end and monuments located to the East and West of the Blvd. entrance contain a portal for all pedestrians
to pass through, which gives them a sense of entry into something

These two buildings occupy different sites just block from each other. The developer wanted to maintain both buildings
identical to reduce cost. .. as well as to market them as a single project. This strategy seemed to have worked seeing that
he sold most of the units on both buildings injust a few months time. The building consists of 10 units (2 stories) over
ground floor parking. There is a direct access stair to each unit from the parking area. This cost efficient and economical
type of unit has become something of a commodity in today's market place and has proven itself well in the past few
years. The efficiency of the design leads to little or no loss of valuable real estate and maximizes all of the allowed
parameters dictated by the local zoning and building codes.

This unique mixed use complex in the Mediterranean style of architecture is now a landmark structure in
the City of Coral Gables, Florida. This collaboration of exclusive auto dealership, housing Porsche, Jaguar,
Ferrari, Austin Martin and Audi along with a restaurant &retail space (35,000 SF) on the ground level and
a seven story, 135,000 SF office building, is now the heart of the area's new commercial and retail
development. The dealership's 26,000 SF, two story volume showroom spaces, captures the West, North
and East comer of a city block. It houses a total of 890 parking spaces
in five levels, including 300 spaces in a basement level.
This building has blended into the city's vernacular and has
become one of its main focal points and the stepping
stone for the areas revitalization.

2. 1 understand that a "public entity crime" as defined in Paragraph 287.133(1)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
3. 1 understand that "convicted" or "conviction" as defined in Paragraph 287 .133(1)(b), Florida
Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial court of record relating to charges brought by
indictment or information after July I, 1989, as a result of a jury verdict, nonjury trial, or
entry of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287. 1 33(1)(a), Florida Statutes, means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come. The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
income among persons when not for fair market value under an arm's length agreement,
shall be a prima facie case that one person controls another person. A person who
knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287.133(1)(e), Florida Statutes, means
any natural person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise
transacts or applies to transact business with a public entity. The term "person" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in management of any entity.
