FIRM BACKGROUND
Dorsky Hodgson Parrish Yue (DHPY) is an award winning, full service
architecture, planning, interior and environmental graphics design firm. The firm
was founded in Cleveland in 1959, it opened its South Florida office in 1970, and
its Washington, D. C. office in 1999. The Florida office has been operating at the
current address at One Financial Plaza, Suite 2400 in downtown Fort Lauderdale
since 2000.
The firm has a diversified practice in governmental, office, retail, residential,
hospitality, senior living, health care and mixed-use developments. DHPY is built
with a group of dedicated professionals which has a reputation in the industry for
providing high quality and responsive services to its clients. The repeated clients
of the firm are represented by some of the most reputable, successful, quality
conscious and demanding developers and institutions in the country.
For over five decades, our commitment to excellence in design and service has
been driven by an approach with the partners' hands on involvement and a fixed
team assigned to projects from the beginning to their completion.
The Florida office is lead by an energetic Partner, who will act as the primary
contact for the project for the City of Sunny Isles Beach. The assigned team has
completed many projects over the years under his leadership, and has always been
known for its resolve and ability to respond quickly with a sense of urgency and
a positive attitude to please in servicing its clients. That attitude is founded on a
belief that we are here to provide the best service possible supported by a depth
of technical knowledge and experience from small interior renovation projects to
large complex mixed-use developments.
The firm's combined gross revenue of the three offices during the 2008 fiscal
year was $25.3 million including $7.1 million from its Florida office. The firm's
revenue of the 2009 fiscal year was $9.4 million with $1. 7 million from its Florida
office. The firm currently has thirty eight (38) employees including eight (8) based
in its Fort Lauderdale Office.
The shareholders of the firm include William Dorsky, Cornelia Hodgson, David
Parrish, Kevin Zak and Alex Espinosa at 23240 Chargrin Boulevard, Suite 300,
Cleveland, Ohio, and Victor Yue at the above stated Florida office address.

A Silver LEED-certified mixed-use development in a new suburban downtown that includes

residential units on a 28-acre site.

At an existing 1,709,000 sf, Florida Mall stands as one of the largest single-story malls in the
United States. The expansion and renovation adds approximately 139,000 sf of additional retail
and restaurants accompanied by a new ceremonial porte cochere and entry plaza complete with
a water feature and stage area.

connectors to existing and new parking structures.

This urban mixed-use development features 45,000 sf of retail, 304 apartments and four levels of
parking. Located in a mixed-use transitional zone, the project mediates between high-rise office
towers on one side and a single family Victorian-stylized residential community on the other.
Variations in form and materials articulate its scale.

The Douglas Garden North CCRC is located on a 26-acre parcel of land in Pembroke Pines,
Florida. The campus setting will offer independent, assisted, and special care living units with
planned affordable senior housing when completed. DHPY completed the first phase, featuring
a HUD 202 project consisting of a 4-story, 95-unit mid-rise building in 2006. The second phase
of this project was completed in October 2008. It includes a 4-story, 52 unit mid-rise building
in the same Key West style of architecture that will continue in next phases of the campus.

A master planned Medical Office Building campus consisting of multiple 40,000 sf buildings.
Each building incorporates a standardized two-story plus penthouse footprint for efficiency while
allowing flexibility in the exterior facades to promote individual tenant identity.

This project includes 29,000 sf of retail and offices and a 2-story 24,000 sf fitness club.
NU RIVER Fort LlIIderdale, Florida (Completed 2005)
Located on a bend in the scenic New River, this Mediterranean-style mixed-use community
includes 13,000 sf of retail, a two-story, 11,000 sf upscale restaurant, a 409-unit luxury rental
apartment building and a 570-car parking garage. An integral element in downtown Fort
Lauderdale's renaissance, the 24-story, L-shaped landmark will offer spectacular views from the
upper levels, while its gracious ground-floor entry plaza, retail arcade and restaurant encourage
Riverwalk activities.
ONE RIVERVIEW SQUARE 1\1iallli, PlMida (Completed 2005)
An Urban redevelopment project that includes an 8-story, 155,000 sf of build- to-suit administra-
tive courtrooms and offices for the U.S. Immigration and Naturalization Services and the U.S.
Attorneys 5,000 sf of ground floor retail and a 4,000 sf riverfront restaurant with outdoor seating
on the Miami River that includes a boat docking pier and a dedicated public access easement
that is part of the Miami Riverwalk.
TEN ARAGON Coral Cables, FlMid'l (Completed 2005)
This mixed-use development consists of 40,000 sf of retail on the ground floor with 30,000 sf of
office space. In addition, the design includes 184 rental apartments and a 600-car parking struc-
ture to create a vibrant mixed-use block. The design of this urban redevelopment is inspired by
the Mediterranean architecture of Coral Gables.

A mixed-use development that includes 42 units of townhouses and a two-story 20,000 sf of
office building.

on a .88-acre property in the heart of downtown.

Mr. Yue has more than 30 years of global experience in design, master planning, and
construction. He has designed and managed a sizeable portfolio of projects in seven
countries that include mixed-use landmarks, residential, hotels, shopping centers,
government facilities, and office buildings. Prior to joining DHPY in 2000, Mr.Yue was
the Senior Vice President of an international signature design firm managing its Miami
main office, five branch offices and leading a design studio. Mr. Yue has received several
local, national and international architectural and design awards for his work and has been
a featured speaker at architectural professional conferences and universities.

Off Brickell, located on a triangular shaped property in Miami. The project is a transit-oriented, mixed-use development consisting of a
210-key Hilton Garden Inn hotel, 156,000 sf of Class A offices and a two-story, 100,000 sf retail and restaurant space including a deli-
grocer located between the Metrorail and Metromover on Coral Way in Miami.
The project will provide additional hospitality and retail services for the fast growing Brickell Area. As a number of high-end luxury
hotels have recently been opened in Miami, the hotel of this development is targeting the much needed service to the business
community.
The 10-story hotel features a two-story atrium lobby with a contemporary interior design including a grand staircase, a bar and
restaurant and an aquarium. Other amenities include 5,000 sf of meeting facilities, a fitness center and a swimming pool.
The office building will have a seven-story glass atrium nestled within an urban plaza with convenient access to the other services
offered by the development.

2. I understand that a "public entity crime" as defined in Paragraph 287.1 33(1)(g), Florida
Statutes, means a violation of any state or federal law by a persoll with respect to and directly
related to the transaction of business with any public entity or with all agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, thef1,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
. 3. 1 understand that "convicted" or "conviction" as defined in Paragraph 287 .133(1)(b), Florida
Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial cOUli of record relating to charges brought by
indictment or infonnation after July 1, 1989, as a result of a jury verdict, nonjury trial, or
entry of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287. 1 33(1)(a), Florida Statutes, means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come. The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
income among persons when not for fair market value under an aim's length agreement,
shall be a prima facie case that one person controls another person. A person who
knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287. I 33(1)(e), Florida Statutes, means
any nahlral person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise
transacts or applies to transact business with a public entity. The term "person" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in management of any entity.
6. Based on information and belief, the statement which I have marked below is true in a
relation to the entity submitting this sworn statement. (Please indicate which one (1) of the
following three (3) statements is applicable.)
x (1) Neither the entity submitting this sworn statement, nor any of its officers, directors,
executives, partners, shareholders, employees, members, or agents who are active in the
management of the entity, or any affiliate of the entity has been charged with and convicted of
a public entity crime within the past 36 months.

State of Florida, Division of Administrative Hearings and the Final Order by the Hearing

I UNDERSTAND THAT THE SUBMISSION OF THIS FORM TO THE CONTRACTING
OFFICER FOR THE PUBLIC ENTITY IDENTIFIED IN PARAGRAPH 1 (ONE) ABOVE IS
FOR THE PUBLIC ENTITY ONLY AND, THAT THIS FORM IS VALID THROUGH
