TALL Y ENGINEERING, INC. (TALL Y) is pleased to submit this letter of interest and statements of
qualifications and experience to provide Professional Engineering Services to the City of
Sunny Isles Beach in response to RFQ # 10-04-01.
Tally is a Civil Engineering firm that was established in 1992 in Miami, Florida. Over a span of
eighteen years it has expanded its operations to cover Transportation Engineering,
Geotechnical Engineering, Materials Testing and Laboratory Services, Building Design,
Inspection Services with a dual focus on Vertical Construction and Transportation
Engineering. Its four offices are located in Miami, Pembroke Pines, Sunrise and Tampa,
Florida, supporting clients throughout the State of Florida.
AWARENESS OF THE RFQ's SCOPE OF WORK:
This RFQ for Civil Engineering Professional Services and Related Work is designed to
enable the City of Sunny Isles Beach on an as-needed basis during the two-year term to
utilize the services of the professional engineering firm to provide the services in the services
listed in the RFQ, individually or in combination, that may be required to complete the tasks
at hand. It is more desireable, efficient, cost-effective and quicker for the City of Sunny Isles
Beach to select a firm with multiple skills, qualifications and capabilities to ensure faster
response and better coordination to meet the needs of the City of Sunny Isles Beach.
WHY TALL Y BEST MEETS THE NEEDS OF THE CITY OF SUNNY ISLES BEACH:
Tally is a combined civil engineering, geotechnical, and material testing firm. Tally has
performed in a variety of areas, including: preliminary design services, which include soil
boring, field investigation, foundation recommendation and pavement evaluation; full design
services; material testing, and laboratory services; and construction management and
inspection for variety of City, County and FOOT projects. On some projects Tally is retained
from concept design to completion and on others Tally has provided services in a specific area
on an as-needed bases.
Tally's services have been utilized by a variety of clients with diverse needs. This is due to its
vast experience and qualifications in the areas of geotechnical services, materials and testing
laboratory services, field testing and inspection including but not limited to concrete, asphalt,
pre-cast, pre-stress, drill shaft, utility coordination, and pavement evaluation. All these
services are supported by our CMEC and FOOT qualified geotechnical and material testing

In a span of nearly two decades Tally has designed, implemented, serviced, and completed many
design, construction engineering inspection, material testing and inspection projects as well as
building inspections. Due to quality of services provided in these projects, Tally has established a
solid reputation with the Florida Department of Transportation, municipalities and building general
contractors, statewide. The main advantage Tally has over its competitors is that outside of
quality services it provides it also brings its extensive experience and knowledge in material
testing, design, inspection, geotechnical and laboratory services, and material engineering know-
how to the table. No other local engineering firm has the same level of experience and extent of
qualifications necessary to offer all these services and experiences in one package.
Tally's team will be led by Mr. Pirooz Borojerdi, P.E., who has over 25 years of practical
engineering experience (over 20 of which has been with FOOT in design, geotechnical, material
testing, pavement evaluation, and construction, in both the vertical and transportation
environment. Given these qualifications, Tally is the best candidate to provide the City of Sunny
Isles Beach with the services required through this RFQ because of its knowledge and
experience combined with its well qualified, equipped, and experienced team that has a proven
record of providing services to meet all the requirements and challenges facing the City of Sunny
Isles Beach to achieve its goals.

Road" coordinated preliminary approvals of the City of Pembroke Pines
Engineering and Planning and Zoning departments, photometric design,
coordinated landscaping and MEP plans, design of Architectural and Structural
plans of the guardhouse and access control for a new access road for a
community of 500 homes to access Pembroke Road. The scope of the design is
the design and maintenance of traffic on Pembroke Road to provide modification
of the median, a storage lane and new signalization for eastbound and westbound
entrance and exit to and from the community and Pembroke Road.
2008 - ongoing - Golf View Village located in Sunrise, Florida
As Design Engineer of Record, responsible for drainage, pavement design,
signing and marking of the access road to the 49-unit townhouse community,
including site plan approval and permitting through all municipal agencies.
This project consists of the design of a new site plan and construction
documents for seven townhouses in the larger 49 townhouse community.
The construction documents include water, sewer, force main, pavement
design, signing and marking for the Golf View Village Condominium.
2007-2008 - Culvert Bridge and an access road to a community located
at 950 S.W. 121 Avenue in Davie, Florida.
This project involved the design and permitting of a culvert bridge to provide
access from Flamingo Road to the community over a canal being controlled
by Central Broward Water Control District. As Design Engineer,
responsibilities included design a culvert bridge for property access over the
canal for the installation of a 60 inch pipe culvert to control the flow,
pavement design, signing and marking, rip rap, and guardrails. This required
coordination between the county, city and the South Florida Water
Management District for permitting, inspection, and certification.
2008 - ongoing - Turtle Run development located at Vero Beach,
Florida.
As the Design Engineer of Record, responsible for the permitting of a new
site plan to include environmental, drainage design, pavement design,
signing, marking, and paving plans for the community roads in a one hundred
and eighty six single family home community, design of wet and dry retention
ponds, environmental plan, mitigation plans, water, sewer, force-main,
pavement design, signage and marking, lighting, and curb and gutter. The
scope of work of this project is the design and approval of the site plan for
one hundred and eighty six single family home community: wet and dry
retention ponds, environmental plan, mitigation plans, water, sewer, force-
main, pavement design, signage and marking, lighting, curb and gutter, new
entrance-exit access to SR-60, including modification of SR-60 to provide a
storage lane, median work, landscaping, irrigation, sign age and re-striping,

FLORIDA STATUTES, ON PUBLIC ENTITY CRIMES
THIS FORM MUST BE SIGNED AND SWORN TO IN THE PRESENCE OF A NOTARY
PUBLIC OR OTHER OFFICIAL AUTHORIZED TO ADMINISTER OATHS.
1. This sworn statement is submitted to The City of Sunny Isles

and (if applicable) its Federal Employer Identification Number (FEIN) is 65-0372419

2. 1 understand that a "public entity crime" as defined in Paragraph 287.133(1)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
3. I understand that "convicted" or "conviction" as defined in Paragraph 287. 133(1)(b ), Florida
Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial court of record relating to charges brought by
indictment or information after July 1, 1989, as a result of a jury verdict, nonjury trial, or
entry of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287. 133(1)(a), Florida Statutes. means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come. The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
income among persons when not for fair market value under an arm's length agreement,
shall be a prima facie case that one person controls another person. A person who
knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287.133(1)( e), Florida Statutes, means
any natural person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise
transacts or applies to transact business with a public entity. The term "person" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in management of any entity.
6. Based on information and belief, the statement which I have marked below is true in a
relation to the entity submitting this sworn statement. (Please indicate which one (1) of the
following three (3) statements is applicable.)
~ (1) Neither the entity submitting this sworn statement, nor any of its officers, directors,
executives, partners, shareholders, employees, members, or agents who are active in the
management of the entity, or any affiliate of the entity has been charged with and convicted of
a public entity crime within the past 36 months.

executives, partners, shareholders, employees, members, or agents who are active in the
