(B&A) is pleased to respond to the Request for Qualifications presented by the City of Sunny Isles Beach to provide Professional Engineering Services on the above mentioned project. As requested, we are submitting one original and four additional complete copies that include the documentation specified. All copies are unbound, as directed in the pre-submittal conference. B&A is excited about the opportunity of being able to present our qualifications to the City of Sunny Isles Beach. We are proposing Frantz L. Tassy, P.E. as the project manager for this project. Mr. Tassy is a Transportation Design Engineer with over 15 years of experience working on various roadway and drainage design improvement projects specifically for Florida Department of Transportation (FDOT), Miami-Dade County Public Works (MDCPW), and with numerous local municipalities. Mr. Tassy will receive assistance from Mr. Jack Young, P.E., who has 39 years of experience in Civil Engineering related projects. He has worked as lead project manager on numerous projects ranging from minor drainage improvement projects to full master plans for water, sewer, and storm drainage. Leading our effort in landscape architecture will be Mr. Chris Cawley, RLA, who has over 11 years of experience in designing streetscape improvement projects. We have an in-house public information group which is led by Ms. Tere Garcia who has over 25 years of experience organizing and conducting these events, primarily with FOOT and Miami-Dade Expressway Authority. Mr. Tony Hernandez, P.E., with over 20 years of experience in Construction Engineering and Inspection (CE&I), will be available to provide this important service to the City after design is completed and construction commences. B&A will be pursuing the Civil Engineering work that includes Landscape Architecture, Construction Management, Construction Inspection, General Design Work, Preparation of Complete Construction Contract Plans, Public Involvement, Post Design Services, and Bid Administration. In conclusion, we believe we have the best project manager and group of workers for this contract. All of the proposed individuals are located in our corporate office in Miami so close coordination can be maintained throughout the duration of the task. The project entailed establishing a re-use plan for City-owned parking areas facing the waterfront, beach dune restoration and the schematic design of the Pompano Beach Boulevard and the waterfront promenade. B&A carried out an extensive public involvement process to build consensus as to the future of current parking areas, and performed traffic, parking and engineering studies to evaluate traffic volumes and parking demand with the intent to create open space in the area through the construction of a parking structure. Following the completion Plan, B&A was selected to develop a complete streetscape program. The primary goal for the redesign was to create a pedestrian-friendly environmenf less dominated by the automobile. The first section is located along Atlantic Blvd. Construction documents are being designed for this segment which includes fhe use of stamped and colored concrete for decorative purposes. Curb and guffer has been relocafed, impacting the existing drainage system and requiring relocation of four drainage structures. Coordinafion with FOOT drainage deparfment is required to address permiffing issues. (B&A) was commissioned by the State of Florida's Department of Management Services to help re- place a deteriorating concrete seawall that threatened the securify of an important archaeological artifact known as the "Miami Circle", the only documented village site of the Tequesta Indians of South Florida. The current seawall was in severe disrepair and required total replacement. B&A provided full service marine civil engineering services from design through bidding for a new cantilever steel sheet pile seawall in 15 fl. of water. The new seawall was designed to be located within the existing seawall footprint. The State had also stipulated that tiebacks were not to be used. B&A was also commissioned for emergency temporary repairs on the current seawall following a site investigation conducted by one of B&A Civil Engineers when a portion of the existing wall was discovered to have collapsed into the river.
