Craig A. Smith and Associates, Inc. (CAS) is a Florida Corporation licensed for the practice of Professional
Engineering, Surveying, Construction Management, Local Government Assistance (grants, fiscal assistance
and appropriations) and Utility Locates Services.

CAS was established in 1980. Since then, the firm expanded from its original, technical orientation in
municipal engineering and surveying into a full service civil engineering practice with specialized expertise in
Engineering, Surveying & Mapping, Grants/Loan Assistance, Construction Management, Utility Locates and CAD
Design & Development.
CAS is owned and operated by Stephen C. Smith, P.E., Gene R. Schriner, P.E., and Michael D. Milita. All three
owners are located at 7777 Glades Road, Suite 410, Boca Raton, Florida 33434. Home address is available
upon request.
Size - CAS professional, technical and administrative personnel numbering 40+ people represent professionals
in the fields of civil engineering, water and wastewater engineering, storm water engineering, surveying,
mechanical engineering, construction engineering, grant specialists, utility locating, computer sciences and
finance.
Financial - CAS has been in business for 30 years and maintains its financial stability through its diverse
service offerings to its long-term public and private clients. Annual revenues for 2008 were $5,625,278 and
$5,372,822 for 2009. Assets are in excess of $2,000,000. With the company's wide mix of customers, there is
limited or no risk of concentration. Financial statements are available upon request.

Our surveying staff is comprised of licensed land surveyors who adhere to strict standards and give special
attention to accuracy and detail. CAS utilizes the most modern electronic measurement equipment and has
radio dispatched vehicles to provide immediate and accurate communication. Quality control measures are

CONSTRUCTION MANAGEMENT
The CAS Construction Management Team has a combined total experience of nearly 100 years. CAS Field
Representatives are qualified to perform a full-service program, assuring total monitoring on-site to protect
the client's interest on their projects. The CAS Construction Management Team will keep the client informed
of all facets of construction including, but not limited to, weekly progress notices, advice on any change
orders and monthly monitoring of project finances.
The Construction Management Team of professionals provide extra attention to detail to ensure that all
projects are built to specifications and are fully operational to meet the needs of our client. CAS

CAS assists municipalities and counties in obtaining State and Federal grant funding for their various Capital

CADD CAPABILITY
CAS employs three (3) out of the seventy (70) Florida Certified American Design & Drafting Association
CADD Operators. Our CADD Technicians prepare detailed drawings, layouts, exhibits, topographical maps,
and graphic representations of survey information & engineering designs by using computer software known
as AutoCAD. Designs relate to engineering projects such as water, sewer, paving and drainage systems.
Craig A. Smith & Associates prides itself in keeping its workforce educated and equipped to handle today's
most challenging and rewarding tasks. CAS is utilizing the latest AutoCAD software (Civil3D 2010), custom-
built AutoCAD systems and functions, as well as some industry-first hardware including 3D laser scanning

SUBSURFACE UTILITY LOCATES
CAS provides complete subsurface utility engineering and location services utilizing the latest in electronic
verification, Ground Penetrating Radar, Vacuum Excavation and GPS survey equipment. CAS can provide
utility location information in various formats from simplistic 2D (two dimensional) to comprehensive 3D
(three dimensional) Radar Tomography coupled with advanced software platforms such as: AutoCAD, Civil
3D or Microstation, Geopak. CAS performs Subsurface Utility Engineering providing utility mapping,
electromagnetic designating, 2D radar designating, 3D radar tomography, vacuum soft digs, conventional
and GPS utility surveys. CAS also provides utility coordination services, interfacing with utility owner/
operators on behalf of engineers, planners and project designers.

Specifically oversees all transportation/ roadway projects including studies, reports and design. Ensure proper
allocation of resources, staffing, financial management, quality control and timely project completion.
Gene R. Schriner, P.E., President, is part of the Quality Assurance Team and is responsible for the business
development of the 40+ member civil engineering and surveying firm with gross sales of $5.5 Million. Mr. Schriner
initiates business development opportunities and client coordination. Also supervises and manages the
Governmental and Utility Consulting Department. Mr. Schriner is involved with the conceptual design and planning of
water and wastewater treatment projects ranging in size from 1.0 MGD up to 10.0 MGD.
Orlando Rubio, P.E., Senior Supervising Engineer, is a designer of various surface water management systems
with established criteria, engineering principles, and normal construction practices. Mr. Rubio conducts field and
office visits with clients, permitting agency staff, and other project coordination as necessary. Mr. Rubio worked
for Broward County in the Water Resources Division. Mr. Rubio has extensive experience reviewing complex
surface water management license applications consisting of administrative and legal data, engineering reports,
computer program output and construction plans. Mr. Rubio conducted review in accordance with established
criteria, engineering principles, and normal construction practices to produce a written report in a prescribed
format. Mr. Rubio coordinated reviews with the SFWMD, FDEP and/or County agencies and the delegation of the
Environmental Resource Permitting program for Broward County from SFWMD and FDEP.
Peter A. Kunen, P.E., Project Manager, has over ten (10) years of experience as a Project Engineer/Manager in
design and construction services in water, sewer projects and stormwater pump stations. He coordinates water
and wastewater permitting. Mr. Kunen has worked with several municipalities such as City of Margate, City of
Okeechobee, City of Tamarac, Town of Pembroke Park, City of North Miami and Village of Bal Harbour.
Matthew G. Harold, P.E., Supervising Engineer, has over eleven years of engineering experience. His background
includes project management of various private site work development of municipal design projects including: water,
sanitary sewer (including master plans), storm drainage (including master plans), parking area, roadway and
feasibility studies.
AI Caruso, E.I., Project Engineer, is responsible for the design of various components of land development
engineering projects including design, calculations, cost estimates and certifications, feasibility studies and Phase I
environmental site assessments.
Robert D. Keener, P.S.M., Vice President of Surveying, has been licensed in the State of Florida for 18 years
and with over 29 years of surveying experience such as utility and stormwater master planning. As Vice President
of the CAS Survey Division, Mr. Keener heads a qualified survey staff that includes both CADD and field personnel.
His staff is proficient with the latest survey technology available to the industry including AutoCAD Civil3D 2010.
Mr. Keener was also responsible for creating Route Surveys used for engineering design for many municipalities
including Bal Harbour Village, Town of Golden Beach, City of Sweetwater, Town of Pembroke Park, City of Oakland
Park, City of South Bay, City of Pahokee and the City of Okeechobee.
Michael Sarver, P.S.M., Project Surveyor, has over 34 years experience and is responsible for supervising survey
field crews and survey technicians for the preparation of boundary surveys, right-of-way surveys, plats, legal
descriptions and sketches, earthwork computations, as-built surveys and construction surveying.

Greg Jeffries is our Vice President of Subsurface Utility Locates. Mr. Jeffries experience has been in construction
over the last 22 years. Mr. Jeffries coordinates the utility locate crews that perform horizontal locates as well as
vertical utility locating using both vacuum pothole digging and ground penetrating radar (radar tomography).
Jim Driscoll, General Manager of Training and Radar Operations, is responsible for the coordination of Sunshine
State One Call ticket management and locating for numerous Florida municipalities. Provide assistance in the
performance of electronic designating, layout, and completion of vital soft dig information for vacuum excavation
projects. Perform ground penetrating radar surveys for various clients to locate and identify underground facilities.
Serve as Division Training Manager and QC Auditor.
Alan Lopez, General Manager of Utility Locations, provide job-site management and supervision, document and
report project activities, coordinate activities of subordinates. Supervise and coordinate subsurface utility engineering
and location activities including vacuum excavations and subsequent survey data on engineering and radar
tomography projects.
Kerry J. Loggins is our CADD Manager. Mr. Loggins manages the drafting and design department.
Responsibilities include creation and implementation of company CADD standards. Design and drafting of various
Civil Engineering projects such as water, sewer, paving and drainage.
Tony Gomes is a Senior Field Inspector. Mr. Gomes provides assistance to the Project Engineer for the inspection

GRANT I LEGISLATIVE ASSISTANCE
CAS assists municipalities and counties in obtaining State and Federal grant funding for their various Capital

CAD CAPABILITY
CAS employs three (3) out of seventy (70) Florida Certified American Design & Drafting Association CADD
Operators. Our CAD Technicians prepare detailed drawings, layouts, exhibits, topographical maps, and graphic
representations of survey information & engineering designs by using computer software known as AutoCAD.
Designs relate to engineering projects such as water, sewer, paving and drainage systems. Craig A. Smith &
Associates prides itself in keeping its workforce educated and equipped to handle today's most challenging and
rewarding tasks. CAS is utilizing the latest AutoCAD software (Civi13D 2010), custom-built AutoCAD systems and
functions, as well as some industry-first hardware including 3D laser scanning technologies. In summation, the

SUBSURFACE UTILITY LOCATES
CAS provides complete subsurface utility engineering and location services utilizing the latest in electronic
verification, Ground Penetrating Radar, Vacuum Excavation and GPS survey equipment. CAS can provide utility
location information in various formats from simplistic 2D (two dimensional) to comprehensive 3D (three
dimensional) Radar Tomography coupled with advanced software platforms such as: AutoCAD, Civil 3D or
Microstation, Geopak. CAS performs Subsurface Utility Engineering throughout the State of Florida, providing
utility mapping, electromagnetic designating, 2D radar designating, 3D radar tomography, vacuum soft digs,
conventional and GPS utility surveys. CAS also provides utility coordination services, interfacing with utility
owner/operators on behalf of engineers, planners and project designers.
