Ladies and Gentlemen:
Coastal Systems International, Inc. (Coastal Systems) is pleased to submit the attached original and four
copies of our qualifications in response to the above-referenced contract. This Request for Qualifications
(RFQ) includes a summary of the team's experience with the requested types of site/civil projects and key
project team resumes in Standard Form 330 format. Professional Registrations are also included.
COMPANY BACKGROUND
Coastal Systems has an established reputation for planning effective strategies and delivering complex
projects. Coastal Systems has helped clients realize their vision by engineering cost-effective solutions in
the design of streetscapes and public spaces, coastal structures, marinas, beaches, and other specialized
projects. From initial field investigations through regulatory permitting, design and construction, we
provide clients with a field-to-finish solution. These projects have been diverse and included urban
waterfront park revitalizations, multi-neighborhood greenway connectivity corridors, 1,000 slip marinas,
and private island destinations. In addition, the firm provides environmental and regulatory permitting
and site investigation services. Projects have been completed throughout Florida, the Caribbean and
Central America. Coastal Systems began as a specialized coastal engineering and regulatory permitting
firm in South Florida in the mid 1980's. Over the years, the firm has expanded our professional services

agencies to facilitate plan compliance with applicable codes and regulations. Coastal Systems is uniquely
organized with engineering and permitting staff in-house to address environmental resource and coastal
construction permits that may be required.
Coastal Systems also has extensive experience in the civil engineering design of pubic parks and open
spaces. Coastal Systems works closely with land planners and architects to provide comprehensive
designs for public spaces. Recent project experience includes the South Pointe Park project in Miami
Beach, which incorporated over 20 acres of public space. In addition, Coastal Systems has been the lead
consultant on over five oceanfront pedestrian path projects in South Florida, totaling over 3 miles of paths
including associated public spaces, beach access areas, and native dune vegetation improvements.
The best civil works project is the one you do not notice because it functions smoothly and seamlessly
with the surrounding environment. The Coastal Systems team has a proven track record in completing
high quality infrastructure improvement projects that include paving, grading, drainage, water and sewer,
landscape and related elements. The Coastal Systems team uses a variety of tools to ensure a positive
experience for the various user groups as well as minimization of client costs and maintenance issues. Our
dedication to open lines of communication and proven project management strategies reduces the amount
of client oversight required and streamlines all phases of project implementation including production of
plans, securing permits, and facilitating the bid and construction phase of the process.
Coastal Systems has worked with many clients to enhance access to waterfront areas and the public
experience of these special environments. These include shoreline stabilization and beautification projects
using structural and vegetated design solutions, pedestrian trails and transportation connections, bridges,
kayak launch areas, and other park and public area improvements. Coastal Systems has also provided
public clients with recommendations for planning and design standards in coastal and waterfront areas to
allow appropriate consideration for area-specific issues such as flood and coastal storm vulnerability,
endangered species protection, riparian rights and navigational safety. Coastal Systems maximizes the
experience of diverse user groups while maintaining sensitivity to stakeholder interests, client costs and
maintenance issues.
Coastal Systems is an industry leader in marine structure design, including associated shoreline
stabilization and utilities infrastructure. Coastal Systems has a proven track record of design experience
with all of the technical requirements for docks, overwater viewing platforms, and similar structures.
Coastal Systems' engineers understand the harsh marine environment, and proper materials will be
specified for marine applications to minimize the maintenance needs. Coastal Systems has designed and
permitted several marinas, docks and other mooring facilities for municipal, county and state government
agencies. Coastal Systems has conducted environmental and technical feasibility studies for planning
purposes, and has subsequently designed and permitted dozens of marinas, shoreline stabilization
projects, parks and other recreational enhancement projects over or near the water throughout South
Florida.
Coastal Systems has extensive experience with projects in Sunny Isles, and recently completed a coastal
engineering study under contract with the City in 2008. This study was completed to evaluate the
performance of the submerged breakwaters for the Corps of Engineers and to evaluate alternatives for
beach stabilization. Coastal Systems has also provided consulting services for the following private

Coastal Systems has established working relationships with several local counties and municipalities.
Multiple contracts have been awarded for civil, coastal, and waterfront engineering as well as
environmental permitting from the following public sector:

The Coastal Systems team will utilize project management and delivery methods for the City of Sunny
Isles that have been successful with other local municipalities over the years. These strategies have
included the following:

. Conduct Project Kick-off meeting to ensure the City's requirements are identified in the early stages
of the project.
. Begin the environmental permit application process, if required, as quickly as possible.

. Assist the City in the bidding process and reviewing bids to select a qualified contractor.

REPRESENTA TIVE PROJECT EXPERIENCE
The following project summaries outline Coastal Systems' relevant experience for this contract. Detailed
specific project experience with contact information is included in the Standard Form 330's.
Sunny Isles Shoreline Stabilization Study, Sunny Isles, Florida
Coastal Systems conducted an analysis of coastal processes at Sunny Isles Beach to provide
recommendations for future beach management. Long term and storm-induced beach erosion along the
2.5 miles of City of Sunny Isles Beach requires frequent and costly maintenance with beach nourishment.
Beach compatible sand sources in Florida are diminishing, and long term stabilization of hot spot areas

and reduction in beach nourishment event frequency overall may be beneficial in maintaining adequate
beach width for shore protection and for recreational use. Coastal Systems conducted a comprehensive
coastal engineering study for Sunny Isles to evaluate coastal processes along the shoreline of Sunny Isles.
Detailed hydrographic surveys of two existing submerged breakwaters were conducted along with beach
profiling to provide data for input into the numerical modeling software. Offshore wave statistics were
prepared utilizing wave data from 1980-1999 to obtain annual conditions that influence sediment
transport. Wave modeling was conducted by utilizing the Danish Hydraulics Institute (DHI) MIKE 21
Spectral Wave (SW) model to simulate offshore waves propagating onshore. This model was coupled
with the MIKE-21 Hydrodynamic (HD) model to determine the littoral current generated by breaking
waves. The resulting sediment transport was evaluated to identify erosion trends along the shoreline. The
numerical modeling results indicated that the north segment is characterized with the highest degree of
erosion, while the south section was mildly erosional, and the middle section was relatively stable. Two
hot spots were identified in the northern section, and wave focusing results were evaluated. Beach
management recommendations were prepared based on the coastal engineering results, and coastal
structure concepts were prepared for shore stabilization. Additional beach management recommendations
were provided as longer term solutions to reduce erosion rates, mitigate local hot spots, and to extend the
life of beach nourishment projects.
Trump Redevelopment Project, Sunny Isles Beach, Florida
The Trump Redevelopment project consisted of three phases: Trump Palace Condominium, Trump
Royale Condominium, and Trump Sonesta Hotel. Trump Palace Condominium consisted of the
construction of a 45 story, 278 unit tower with tri-Ievel understructure parking garage, cabanas,
swimming pool, spa, water features, hardscape, and landscape/lighting activities. Trump Royale
Condominium included the construction of a 45-story, 391 unit tower on a bi-Ievel garage pedestal,
swimming pool and spa atop the garage, on-site and off-site dune enhancement activities, and hardscape,
landscape, and lighting activities. For the Palace and Royale Condominiums, Coastal Systems obtained
the Department of Environmental Protection (DEP) Coastal Construction Control Line (CCCL) Permits
as required for structures and activities that cross seaward of the CCCL. Lighting plans were approved by
the Florida Fish and Wildlife Conservation Commission as part of the CCCL permit process. Coastal
engineering services were provided to determine the anticipated impacts of a 100-year storm event on the
structure. This analysis provided the anticipated wave crest height, as well as the eroded profile associated
with a 100-year storm event. A Wave Load Analysis was also conducted to provide the wave load forces
on vertical walls and columns during a 100-year storm event. Additionally, Coastal Systems provided
DEP CCCL permitting services for the Trump Sonesta Hotel to construct a shaded seating area seaward
of the hotel and to provide dune enhancement activities, landscaping, and lighting activities on site. The
lighting activities/plans were also approved by the Florida Fish and Wildlife Conservation Commission as
part of the CCCL permit process.
La Perla, Sunny Isles Beach, Florida
The La Perla Condominium project consisted of construction of a 42 story, 326 unit superstructure with a
multi-level parking base. The beachside pool deck included a free-form swimming pool, circular spa, and
multiple metal-framed cabana structures. Additionally, the developer remodeled the adjacent 163rd Street
end that acts as a public access point to the beach. Coastal Systems provided environmental permitting as
well as coastal engineering services for the project. Specifically, Coastal Systems obtained the
Department of Environmental Protection (DEP) Coastal Construction Control Line (CCCL) Permit as
required for structures and activities that cross partially or wholly across the recorded CCCL. In addition
to the structures noted above, Coastal Systems obtained authorization for excavation and fill, hardscape,
landscape, and lighting activities. Lighting plans were approved by the Florida Fish and Wildlife
Conservation Commission. Coastal Systems' coastal engineering team prepared a site specific 100-year

Storm Analysis that determined the anticipated impacts of a 100 year storm event on the project
site/structure. This analysis provided the anticipated wave crest height, as well as the eroded profile
associated with a 100-year storm event.
Dinner Key Marina- Pier 3 Emergency Repairs, Coconut Grove, Florida
Hurricane Wilma damaged a section of Pier 3 at Dinner Key Marina in November, 2005. Coastal Systems
assessed the damaged section of pier with engineer-divers, and repairs were designed. The repairs
consisted of new 14-inch concrete piling driven to support concrete caps supporting concrete deck slabs.
Fiberglass grating was specified to span the utility chase and match the existing Pier 3 structural
configuration. Marina utilities were designed to restore service to the 3 slips, including fire protection,
shore power and domestic water. The sewage pump-out hydrants were also replaced for connection into
the existing vacuum system. Environmental permits were obtained from Miami-Dade DERM, and a
Nationwide Permit was obtained from the Corps of Engineers. The repairs qualified for an exemption
from the Florida DEP. Coastal Systems also assisted the City by providing technical documentation for
the FEMA reimbursement process. Construction plans and specifications were prepared and incorporated
into the City's bidding documents. After the construction contract was awarded, Coastal Systems
provided construction administration services. The services included special inspection services in
accordance with the Florida Uniform Building Code for the piling installation and reinforced concrete.
Reports were prepared and processed through the City Building Department.
Beachwalk, Miami Beach, Florida
Coastal Systems in conjunction with Bradshaw Gill & Associates (the landscape architect), prepared
construction documents for an on-grade greenway that connects Lummus Park to the 21 sl Street wooden
boardwalk. The beachwalk measures approximately 3,400 feet by 15 feet and connects to five street ends.
Adequate ramp slopes and curves were provided to comply with ADA requirements and to accommodate
emergency vehicles. Coastal Systems worked closely with the Department of Environmental Protection
Bureau of Beaches and Coastal Systems, Dade County Department of Environmental Resource
Management and the City of Miami Beach to obtain state and local approval. Extensive public meetings
were held to acquire authorization from the riparian upland owners. Civil engineering drawings included
grading, paving, and drainage as well as utility service connections and street end designs to extend 17th
and 18th Streets. Marine turtle lighting and construction administration services were also provided.
North Beach Recreational Corridor (NBRC), Miami Beach, Florida
The North Beach Recreational Corridor (NBRC) Project incorporates 15 blocks of eXlstmg
neighborhoods and business areas in North Beach. The $6M corridor serves as a connection to businesses,
residential areas, schools, parks and beaches. This project energized the coastal development areas
between 64th Street and 79th Street by encompassing three open-space parks (Allison, Band Shell and
North Shore), Ocean Terrace business district and the Altos Del Mar neighborhood. Coastal Systems was
responsible for the planning, design, and regulatory permitting for the project, along with EDA W, a
subconsultant for landscape architecture and urban planning. Preliminary designs were completed with
renderings for public meetings. Construction plans and specifications were prepared for the "Best Value
Procurement" process due to the complexity and environmental sensitivity of the project. Construction
was completed in early 2009.
South Pointe Park, Miami Beach, Florida
Coastal Systems provided civil engineering and coastal/environmental permitting services as part of the
multi-disciplined design team lead by the landscape architectural firm Hargreaves Associates. Coastal
System designed the stormwater management for the 19-acre site, which included a system of drainage
retention areas in conjunction with deep water injection wells to prevent any runoff into the bay and inlet.

The drainage design was completed in close coordination with the landscape architects to ensure the
design vision was maintained throughout the project. Potable water and sanitary sewer services to the
park were also designed. Coastal Systems secured coastal construction and environmental resource and
National Pollutant Elimination Systems permits for the site from the Florida Department of
Environmental Protection (DEP). In addition, the appropriate permits were obtained from the County
department of Environmental Resource Management permitting process required extensive coordination
with the design team to ensure compliance for the planned park improvements with the stringent coastal
and environmental permitting requirements. Lighting plans were processed for the permits that were
compliant with the marine turtle protection requirements.
Capri South Beach Streetscape, Miami Beach, Florida
Coastal Systems provided streetscape design services to improve the right- of-way for 16th Street and
Lincoln Terrace street ends as part of the Capri South Beach Project. Capri South Beach encompasses
three distinctive buildings on nearly 500 feet of waterfront on Biscayne Bay. The streetscape
improvements included decorative pavers along with parking, sidewalks and landscaping to
accommodate adjacent residences as part of the overall neighborhood improvements. The Lincoln
Terrace street end is approximately 325 feet long and required a 12-inch water main extension. Similarly,
the 16th Street extension required an 8-inch water main extension and slip lining of an existing 8-inch
sanitary sewer line. Both street ends were low in elevation and adjacent to the bay and presented
challenges for the drainage design. Detailed topographic surveys were obtained to determine the drainage
areas and an inverted-crown configuration was selected. The drainage improvements included stormwater
pumping stations connected to outfalls with associated controls.
Bayfront Street Ends, Miami Beach, Florida
The City of Miami Beach secured funding from the Florida Inland Navigation District (FIND) to improve
waterfront areas at South Shore Drive (Normandy Shores), 10th Street, 14th Street, Lincoln Road and
Island View Park. Coastal Systems designed and permitted the bulkheads at all five locations.
Hydrographic and marine resource surveys were conducted at all locations to address potential seagrass
impacts from the waterfront construction in the sensitive marine environment of Biscayne Bay. Steel
sheet piling was specified to be installed directly in front of the existing bulkheads to meet federal and
state exemption criteria. The cantilever design also avoided excavation behind the bulkhead alignment.
Environmental permits were processed through the U.S. Army Corps of Engineers, Florida Department of
Environmental Protection and Miami-Dade County Department of Environmental Resource Management.
Coastal System provided streetscape design services for several streets in Miami Beach. These streets
include loth Street, Lincoln Road and South Shore Drive on the bay side, along with 17th Street, 18th
Street, 20th Street, 32nd Street, 34th Street, 37th Street and 38th Street on the beach side. Design includes
paving, grading, drainage, utility design and parking, and striping layout. A landscaped street end
park/walkway design was also included for each street. In addition, street end improvements were
designed for South Shore Drive, 10th Street and Lincoln Road to improve upland access to the waterfront.
Paving, grading, drainage lighting and landscape/hardscape improvements were also incorporated into the
bulkhead improvements. Construction was completed for the Island View Bulkhead in 2008, and
construction of the Lincoln Road and South Shore Drive in scheduled for 2010.
Rickenbacker Causeway Recreational Area, Miami-Dade County, Florida
The Rickenbacker Causeway connects Key Biscayne to downtown Miami, crossing historic Virginia Key
and the artificial Hobie Island. The Causeway serves as an important transportation corridor, but also has
approximately 2.5 miles of recreational shoreline. These popular beaches are favorites for swimming and
water sports including kayaking, kite boarding, sailing and wind surfing. Coastal Systems designed the

Causeway shoreline improvement project, incorporating shoreline stabilization and upland improvements.
Field investigations were completed including hydrographic surveying and beach profiling. Marine
resource (seagrass) surveys were conducted, as well as upland native and exotic vegetation mapping.
Coastal Systems also provided post-hurricane beach profile survey after the hurricanes in 2005. The field
data was utilized to design a beach restoration project that will include upland paving and grading as well
as stormwater management improvements. The project combines an extensive upland exotic vegetation
removal effort with replanting of native salt-tolerant species. In addition, mangrove planters were
designed to enhance the shoreline and protect existing mangrove vegetation. Environmental regulatory
permits for the project were processed by Miami-Dade DERM, the Florida DEP and the U.S. Army Corps
of Engineers. Coastal Systems prepared construction plans and specifications in conjunction with funding
constraints and prioritized project elements established by the County. Coastal Systems has also assisted
the County with funding grant applications. Construction will be completed in 2010.
Museum Park, Miami Beach, Florida
Museum Park is planned by the City of Miami as a waterfront revitalization of the 29-acre park in
downtown Miami on the Biscayne Bay. Coastal Systems is part of the multi-disciplined consultant team
led by Coopers Robertson and Partners to design the 29-acre Park space. The $45M Park will incorporate
a waterfront promenade and baywalk along with fountain, terrace, and plaza elements. Coastal Systems is
designing the storm water management which will include a combination of drainage wells with
exfiltration trenches along with retention areas coordinated with the design team. An environmental
resource permit will be required for the stormwater management system along with FDOT drainage
permits. In addition, Coastal Systems designed the water and sewer services for the Park, which includes
Miami-Dade Water and Sewer master agreements for the redeveloped Park. Park entry features were also
permitted through the FDOT right-of-way program.
Hollywood Broadwalk, Broward-County, Florida
Coastal Systems assisted the City of Hollywood with environmental permitting for the restoration and
improvements to the historic oceanfront Broadwalk located between Sherman and Jefferson Street. At a
length of approximately 11,000 feet, the project replaced the 22-foot-wide asphalt material of the existing
Broadwalk with decorative pavers-on-sand. An 8-foot-wide concrete bicycle path and a 3- to 5-foot-wide
pedestrian walkway consisting of low impact crushed shell material were added to the Broadwalk. The
addition of the bicycle and pedestrian lanes expanded the total width of the Broadwalk from 22 feet to 35
feet. Coastal Systems worked closely with the Florida Department of Environmental Protection (DEP)
Bureau of Beaches and Coastal Systems, as well as the Florida Fish and Wildlife Conservation
Commission and the City of Hollywood in order to secure the required state and local approvals. Coastal
Systems assisted the City in demonstrating to the DEP that the project location, materials, vegetation, and
other elements would not impose an adverse impact to the beach-dune system. Extensive care was taken
to replace existing pole lights that could disrupt nesting or hatchling endangered marine turtles on the
adjacent beach with light fixtures that are specially shielded for turtle protection but also preserve the

Coastal Systems provided streetscape design to convert NE 59th Terrace from a two-way road to a one-
way road with street parking. Improvements included access to businesses and parking lots, grading and
new striping and signage. The improvements were from NE 2nd Avenue to 115 feet beyond NE 3rd

project funded by the City of Miami and designed by Zyscovich. Coastal Systems also provided water
and sewer design for the Little Haiti Cultural Club, Theatre and Parking Lots. New sanitary sewer
connections were designed to replace existing lines. Coastal Systems designed drainage systems to
manage on-site stormwater runoff. The site drainage design consists of an exfiltration trench system
connected by drainage structures. The street drainage design also consists of exfiltration trench
connecting 10 drainage structures. Additionally, the stormwater runoff was managed by the design of a
complex Retention/Detention System using (6) 48" diameter High Density Polyethylene pipes, 70 feet in
length. This drain field is being used to drain the sitelroof area of over one acre, on land with poor soil
percolation. Coastal Systems processed the water/sewer system permits through Miami-Dade W ASD and
the stormwater plans through Miami-Dade DERM.
PROPOSED PROJECT TEAM CREDENTIALS. EXPERIENCE AND ALLOCATION
Coastal Systems has assembled a highly qualified team of professionals with demonstrated experience
and qualifications in all of the areas of expertise required to plan, design, permit, and administer
construction projects. The following summarizes the experience and qualifications of the key personnel
that will be assigned to a project. Based on current and projected workloads, these staff members have
sufficient time available to dedicate to the successful completion of required project tasks in accordance
with the target schedule. An organizational chart and detailed resumes of key personnel with individual
representative project experience are included in the enclosed Standard Form 330's.
Mr. Timothy Blankenship, P.E. - professional engineer, registered in Florida, has over 15 years experience
providing professional consulting services to public sector clients. Mr. Blankenship will be the principal
engineer for the contract and will provide high level design and construction strategy, value engineering
analyses, opinions of cost, and final quality control of all engineering calculations, technical reports, and
engineering plans produced by Coastal Systems.
Mr. Andres Perez, P.E. - civil engineer, has over 10 years of civil engineering experience in Miami-Dade
County. He has sanitary sewer, water service, stormwater management systems for projects throughout
Miami-Dade County.
Mr. Orestes Betancourt - civil designer, with over 25 years of site/civil design expenence III South
Florida.
Mr. Craig McGillawee - project engineer, has over 4 years experience in structural assessment and design.
He specializes in the design and specification of marine structures.
Environmental/permitting staff who will work on projects under this contract include:
Ms. Christy Brush - director of environmental permitting/permitting, has over 10 years of experience with
Coastal Systems providing high-level professional consulting services to government clients related to
environmental permitting in Florida. Ms. Brush has worked extensively with municipalities such as the
City of Hollywood, City of Miami Beach, City of Miami, the Village of Bal Harbour and other public
clients to ensure successful implementation of their projects.
Ms. Adriana Cabrera - environmental/regulatory permitting project manager, has 5 years of professional
experience providing environmental permitting consulting services to clients throughout South Florida.
Ms. Cabrera's responsibilities include coordination with the design team and the regulatory agencies

relative to the project design plans and other technical/legal data required to efficiently obtain
environmental permits.
Field Investigation staff who will work on projects under this contract include:
Ms. Sandra Rahman - GIS analyst has over 10 years experience and is responsible for processing all field
data collected by Coastal Systems for use in analysis, monitoring, and design. Ms. Rahman regularly
utilizes Digital Terrain Modeling (DTM) software to generate contour maps and calculate cut/fill volumes
for a variety of civil engineering projects. Ms. Rahman is also responsible for providing deliverables in
GIS formats.
Mr. Aaron Boehning - party chief, has over 12 years of land and hydrographic experience. Mr. Boehning is
a licensed Coast Guard captain, and has performed land and hydrographic surveys.
SCHEDULING
Coastal Systems goal for effective project management is to clearly define scope and fee budget for a
project from the beginning, in close conjunction with the City. Roles and responsibilities are clearly
conveyed and a project schedule established with milestones. Coastal Systems strives to define the
regulatory strategy prior to submitting permit applications through pre-application meetings and an in-
depth knowledge of state and federal permitting regulations.
COST CONTROL
Coastal Systems utilizes the Vision accounting system (Vision) to monitor budgets and weekly staff time
postings. The project manager is responsible for reviewing and approving all time posted to a project.
Vision provides a web-based environment for project accounting, reporting and tracking providing
detailed reports of project progress and budget. The project management reports provide the project
manager with real time indicators of percent of fees expended. The project manager can review the
budget expended versus the percent of work complete for a particular task. Project invoices are generated
directly from the accounting system, and invoices are reviewed by the Project Manager, with final
approval by the Department Head to ensure consistency and accuracy.
FINANCIAL STABILITY
The firm maintains a diverse staff of technical professionals that specializes in coastal and waterfront
consulting services. Services are provided for both private and public sector clients, and approximately
half of the firm's services are provided for international projects, primarily in the Caribbean and Central
America. This balanced clientele allows the firm to adjust to market conditions instead of focusing in
certain sectors that are subject to market volatility. Coastal Systems has a balanced, steady 5-year
business development and growth management plan. As part of this plan, Coastal Systems is actively
marketing public sector, clients such as the City of Sunny Isles. Coastal Systems has provided continually
provided services to many public sector clients with multiple contracts for over 10 years. Coastal Systems

Coastal Systems conducted an analysis of coastal processes at Sunny Isles Beach
to provide recommendations for future beach management. Long term and storm-
induced beach erosion along the 2.5 miles of City of Sunny Isles Beach requires
frequent and costly maintenance with beach nourishment. Beach compatible sand
sources in Florida are diminishing, and long term stabilization of hot spot areas
and reduction in beach nourishment event frequency overall may be beneficial in
maintaining adequate beach width for shore protection and for recreational use. i,~
Coastal Systems conducted a comprehensive coastal engineering study for Sunny
Isles to evaluate coastal processes along the shoreline of Sunny Isles. Detailed
hydrographic surveys of two existing submerged breakwaters were conducted
along with beach profiling to provide data for input into the numerical modeling
software. Offshore wave statistics were prepared utilizing wave data from 1980-
1999 to obtain annual conditions that influence sediment transport.

Wave modeling was conducted by utilizing the Danish Hydraulics Institute (DHI) MIKE 21 Spectral Wave (SW) model
to simulate offshore waves propagating onshore. This model was coupled with the MIKE-21 Hydrodynamic (HD)
model to determine the littoral current generated by breaking waves. The resulting sediment transport was evaluated
to identify erosion trends along the shoreline. The numerical modeling results indicated that the north segment is
characterized with the highest degree of erosion, while the south section was mildly erosional, and the middle
section was relatively stable.
Two hot spots were identified in the northern section, and wave focusing results were evaluated. Beach management
recommendations were prepared based on the coastal engineering results, and coastal structure concepts were
prepared for shore stabilization. Additional beach management recommendations were provided as longer term
solutions to reduce erosion rates, mitigate local hot spots, and to extend the life of beach nourishment projects.

Coastal Systems provided engineering services for the Miami-Dade
County Department of Environmental Resource Management (DERM) to
design truck haul beach nourishment projects within the County.
Beach profile survey data was obtained, and fill templates designed for
the following areas in Miami Beach:

The projects were constructed in 2007. The Truck Haul projects provide the flexibility for the County to manage six
"hot-spot" erosion areas in between the larger federal shore protection beach nourishment projects.
Coastal Systems also assisted DERM in the redesign of the 27th Street area to be modified from a truck haul project
to a larger sand backpassing project. The backpassing project consisted of pumping sand approximately 8,000 feet
updrift with a small hydraulic dredge from the accretional south beach area of Miami Beach north to the 27th Street
erosional area. In 2007, approximately 70,000 cy of sand were backpassed to maintain sand within Miami Beach.
Additional beach management projects were requested by DERM, and Coastal Systems was retained in 2008 to design
the following truck haul beach nourishment projects in Miami-Dade County:

. Village of Bal Harbour - 2,200 If with 69,100 cy
. Sunny Isles - 4,900 If with 114,500 cy
Coastal Systems also assisted with the environmental permitting through the U.S. Army Corps of Engineers and the
Florida Department of Environmental Protection. The 67th Street and Bal Harbour projects were constructed in 2009 as
part of the federal stimulus funding package.

Coastal Systems International, Inc. designed and permitted the
bulkheads at all five locations. Hydrographic and marine resource
surveys were conducted at all locations to address potential seagrass
impacts from the waterfront construction in the sensitive marine
environment of Biscayne Bay. Steel sheet piling was specified to be
installed directly in front of the existing bulkheads to meet federal and
state exemption criteria. The cantilever design also avoided
excavation behind the bulkhead alignment. Environmental permits
were processed from the U.S. Army Corps of Engineers, Florida
Department of Environmental Protection (DEP), and Miami-Dade County Department of Environmental Resource
Management (DERM).
Coastal System provided streetscape design services for several streets in Miami Beach. These streets include 10th
St., Lincoln Rd and South Shore Drive on the bay side, along with 1 ih Street 18th Street, 20th Street, 32nd Street, 34th
Street, 3ih Street and 38th Street on the beach side. Design includes paving, grading, drainage, utility design and
parking & striping layout. A landscaped street end park/walkway design was also included for each street. In
addition, street end improvements were designed for South Shore Drive, 10th Street and Lincoln Road to improve
upland access to the waterfront. Paving, grading, drainage lighting and landscape/hardscape improvements were
also incorporated into the bulkhead improvements. Construction was completed for the Island View Bulkhead in
2008, and construction of the Lincoln Road and South Shore Drive in scheduled for 2010.

The City of Miami Beach has been working to progressively enhance
public access to and along their beautiful oceanfront and bayfront
shorelines as part of the overall local portion of the extensive Atlantic
Greenway Network (AGN), a recreational and alternative
transportation corridor. A significant piece of the AGN is the Baywalk
path along the Biscayne Bay shoreline between 5th Street and Lincoln
Road. More than 3,000 linear feet of the Baywalk has been
constructed already, linking public street ends and traversing other
waterfront properties.
An additional 2,700 feet of the Baywalk waterfront pathway
conceptualized in the Master Plan remains to be constructed, and
much of this must be sited overwater to avoid conflicts with existing
structures and private uses.

Coastal Systems has been working closely with the City of Miami Beach to consult with the State of Florida, as
owner of the submerged lands, and other environmental agencies to discuss proprietary and regulatory permitting
feasibility. Marine biological assessments have been completed as part of coordinating a design approach that will
provide the desired public shoreline access while simultaneously minimizing potential impacts to the environment
and riparian property owners.

~ Coastal Systems provided streetscape design services to improve the right-
of-way for 16th Street and Lincoln Terrace street ends as part of the Capri
South Beach Project. Capri South Beach encompasses three (3) distinctive
buildings on nearly 500 feet of waterfront on Biscayne Bay.
The streetscape improvements included decorative pavers along with parking,
sidewalks and landscaping to accommodate adjacent residences as part of the
overall neighborhood improvements. The Lincoln Terrace street end is
approximately 325 feet long and required a 12-inch water main extension.
Similarly, the 16th Street extension required an 8-inch water main extension and
slip lining of an existing 8-inch sanitary sewer line.
, Both street ends were low in elevation and adjacent to the bay and presented challenges for the drainage design.
Detailed topographic surveys were obtained to determine the drainage areas and an inverted-crown configuration
was selected. The drainage improvements included stormwater pumping stations connected to outfalls with
associated controls.

Coastal Systems provided streetscape design to convert NE 59lhTerrace from a
two-way road to a one-way road with street parking on both sides. Improvements
included access to businesses and parking lots, grading of the street to provide
proper drainage and new striping and signage for the design. The improvements
were from NE 2nd Avenue to 115 feet beyond NE 3rd Avenue (approximately 800 If).
The design of NE 59lh Terrace is part of the Little Haiti Cultural Center project
funded by the City of Miami and designed by Zyscovich.
Coastal Systems also provided water and sewer design for the Little Haiti
Cultural Club, Theatre and Parking Lots. The design consist of 800 If of 12" D.I.P.
water mains which includes two fire line services, two domestic water service
connections, and three irrigation water services for the parking lots. All services were designed with backflow
preventers. Additionally, new sanitary sewer connections were designed to replace older lines.
Coastal Systems designed drainage systems to manage on-site stormwater runoff. The site drainage design consists
of over 700 If which includes an exfiltration trench system connected by 27 drainage structures. The street drainage
design consists of 525 If of exfiltration trench connecting 10 drainage structures. Additionally, the stormwater runoff
was managed by the design of a complex retention/detention system using (6) 48" diameter HDPE (High Density
Polyethylene) pipes, 70 feet in length each discharging into the ground. This drain field is being used as an individual
component to drain the site/roof area of over 1 acre, on land with poor soil percolation. Coastal Systems processed
the water/sewer system permits through Miami-Dade WASD, and the stormwater plans through Miami-Dade DERM.

The Rickenbacker Causeway connects Key Biscayne to downtown Miami,
crossing Virginia Key and Hobie Island in Biscayne Bay. The Causeway
serves as an important transportation corridor with approximately 2.5 miles
of recreational shoreline with sandy beaches used for swimming and water
sports. Coastal Systems designed the causeway shoreline improvement
project incorporating shoreline stabilization and upland improvements.
Field investigations were conducted including beach profiling and marine
resource (seagrass) surveys, as well as upland native and exotic vegetation
mapping.
Coastal engineering analyses were completed to determine winds, waves
and sediment transport along the Project shoreline. Designs were
developed for the shoreline stabilization including rock revetment,
mangrove planter and beach nourishment stabilization. The beach nourishment was designed to avoid impacts to
sensitive seagrass beds immediately adjacent to the Project shoreline. Sand sources were evaluated based on
geotechnical analyses to determine the most economical and compatible beach fill. The beach restoration project
includes upland paving and grading as well as stormwater management improvements. The project combines an
extensive upland exotic vegetation removal effort with replanting of native species. In addition, mangrove planters
were designed to enhance the shoreline and protect existing mangrove vegetation.
Coastal Systems processed environmental regulatory permits for the Project from the South Florida Water
Management District, Miami-Dade County DERM and the U.S. Army Corps of Engineers. Coastal Systems prepared
construction plans and specifications, and assisted the County with construction administration.

The La Perla Condominium project consisted of construction of a 42 story, 326 unit
superstructure with a multi-level parking base. The beachside pool deck included a
free-form swimming pool, circular spa, and multiple metal-framed cabana structures.
Additionally, the developer remodeled the adjacent 163rd Street end that acts as a
public access point to the beach. Coastal Systems provided environmental permitting
as well as coastal engineering services for the project. Specifically, Coastal Systems
obtained the Department of Environmental Protection (DEP) Coastal Construction
Control Line (CCCL) Permit as required for structures and activities that cross
partially or wholly across the recorded CCCL. In addition to the structures noted
above, Coastal Systems obtained authorization for excavation and fill, hardscape,
landscape, and lighting activities. Lighting plans were approved by the Florida Fish
and Wildlife Conservation Commission.
Coastal Systems' coastal engineering team prepared a site specific 100-year Storm
Analysis that determined the anticipated impacts of a 100 year storm event on the
project site/structure. This analysis provided the anticipated wave crest height, as
well as the eroded profile associated with a 100 year storm event.

The Trump Redevelopment project consisted of three phases: Trump Palace
Condominium, Trump Royale Condominium, and Trump Sonesta Hotel.
Trump Palace Condominium consisted of the construction of a 45 story, 278 unit tower
with tri-Ievel understructure parking garage, cabanas, swimming pool, spa, water
features, hardscape, and landscape/lighting activities.
Trump Royale Condominium included the construction of a 45-story, 391 unit tower on a
bi-Ievel garage pedestal, swimming pool and spa atop the garage, on-site and off-site
dune enhancement activities, and hardscape, landscape, and lighting activities.
For both the Palace and Royale Condominiums, Coastal Systems obtained the
Department of Environmental Protection (DEP) Coastal Construction Control Line
(CCCL) Permits as required for structures and activities that cross seaward of the CCCL.
Lighting plans were approved by the Florida Fish and Wildlife Conservation Commission
as part of the CCCL permit process.
Coastal engineering services were provided by Coastal Systems' coastal engineers to
determine the anticipated impacts of a 100 year storm event on the structure. This
analysis provided the anticipated wave crest height, as well as the eroded profile
associated with a 100 year storm event. A Wave Load Analysis was also conducted to
provide the wave load forces on vertical walls and columns during a 100-year storm
event.
Additionally, Coastal Systems provided DEP CCCL permitting services for the Trump Sonesta Hotel to construct a
shaded seating area seaward of the hotel and to provide dune enhancement activities, landscaping, and lighting
activities on site. The lighting activities/plans were also approved by the Florida Fish and Wildlife Conservation
Commission (FWC) as part of the CCCL permit process.

Coastal Systems in conjunction with Bradshaw Gill & Associates (the landscape architect),
prepared construction documents for an on-grade greenway that connects Lummus Park to
the 21 st Street wooden boardwalk. The beachwalk measures approximately 3,400 feet by 15
feet and connects to five street ends. Adequate ramp slopes and curves were provided to
. . comply with ADA requirements and to accommodate emergency vehicles.

Coastal Systems worked closely with the Department of Environmental Protection Bureau of
Beaches and Coastal Systems, Dade County Department of Environmental Resource
Management and the City of Miami Beach to obtain state and local approval. Extensive
public meetings were held to acquire authorization from the riparian upland owners. Civil
engineering drawings included grading, pavin~, and drainage as well as utility service
connections and street end designs to extend 1 i and 18th Streets. Marine turtle lighting and
construction administration services were also provided.

Coastal Systems International, Inc (Coastal Systems) has extensive experience in the civil
engineering design of public parks and open spaces. Coastal Systems works closely with land
planners and architects to provide comprehensive designs for public spaces. Recent project
experience includes the South Pointe Park project in Miami Beach, which incorporated over 20 acres of
public space. In addition, Coastal Systems has been the lead consultant on over five oceanfront
pedestrian path projects in South Florida, totaling over 3 miles of paths including associated public
spaces, beach access areas, and native dune vegetation improvements. Specific park experience
includes Beachwalk, North Beach Recreational Corridor, Indian Creek Greenway and Bal Harbor
Jogging Path.
The civil engineering team at Coastal Systems has developed specialized expertise in utilities and
associated heavy civil works design for private islands and cruise ship destinations in the Caribbean.
These designs have included site planning, water, sewer, fuel and electrical distribution. The utilities are
incorporated with roadway plans and associated stormwater management. Utility designs have been
completed with reverse osmosis water treatment, electrical generation and sewage treatment package

Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
