Dear Ms. Hines:
Florida Transportation Engineering, Inc. (FTE) is pleased to
submit this Request for Qualifications Statement to provide the
professional engineering services on the Traffic Engineering
and General Design Work Services for the City of Sunny Isles
Beach. FTE acknowledges receipt of five addendums for this
advertisement.
The FTE team promises to be available to the City on a
consistent basis without overcharging to the City. FTE
representatives will be also available to meet with the City staff
or its stakeholders within notice. FTE currently is not part of a
contract with the City of Sunny Isles Beach or developers within
the city which allows the company to provide services without a
possible conflict of interests.

HE is a DBE & MBE firm founded in 1989. FTE has been providing general engineering and traffic
engineering services during the 20 years of existence in Florida. FTE is a certified DBE firm with the
Florida Department of Transportation (FDOT) and a certified MBE firm with the Florida Department of
Management Services. The firm has locations in Miami, Tampa, and Punta Gorda.

Mr. Calderon has over eleven years of experience in traffic/ transportation engineering with a
Master Degree on those areas. Mr. Calderon has been involved and manages several traffic
and planning engineering projects with the Florida Department of Transportation providing
direct support in planning/ traffic projects for Districts 4 and 6. He is intimately familiar with

Michel Rodriguez, P.E.
Mr. Rodriguez has over 10 years of experience working as a Transportation Engineer in
conjunction with the Florida Department of Transportation and local agencies. As a Senior
Project Engineer, Mr. Rodriguez has worked on a number of projects including the RRR and
Roadway Reconstruction projects. Within these projects Mr. Rodriguez has conducted

Ravi Devaguptapu, P.E., PTOE
Mr. Devaguptapu has over fifteen years of experience
in transportation engineering and planning projects
as well as traffic studies and data collection projects.
He managed and actively participated in numerous
Districtwide statistics contract for District One, Four,
Six and Seven. Mr. Devaguptapu has project
experience in Regional Travel Characteristics Study,
Districtwide Systems Planning, Transportation
Statistics and East Lake Road Corridor Planning Study.
Myra E. Patino, P.E., PMIP
Ms. Patino has over fifteen years of experience and
has been Project Manager and Task Manager on
several transportation planning and traffic
engineering projects. She has been involved in a
variety of projects including Alternatives Analysis (AA)
studies, PD&E Studies, Interchange Modification
Reports (IMR), Environmental Assessments (EA),
Environmental Impact Statements (EIS), and Traffic
Impact Studies. She also has extensive experience
with public involvement and traffic simulation
analysis.
Mohsen Salehi, ACIP, ITE (F)
Mr. Salehi has played a major role in resolution of
comprehensive plan amendments/EAR/aRC and
concurrency issues, in formulation & revisions of land
development codes, in transportation/ Infrastructure
planning and traffic/parking studies, as well as in
various tasks including major DRls and development
reviews and zoning cases, redevelopment, visioning
and urban design planning for various city and county
clients.
Scott Farash, P.E.
Mr. Farash is a senior project manager with 24 years
of engineering experience, the last 17 years
specializing in designing, managing, and marketing
transportation projects. Management experience
includes FOOT Roadway and PD&E projects, District-
wide contracts, maintaining client relationships, sub-
consultant coordination, personnel management of
cross-functional team and LAP project management.

Luou Shen, Ph.D
Dr. Shen has three years of experience in traffic

TransCAD, CUBE, DYNASMART, ArcGIS, IDAS, National

Paresh Patel
Mr. Paresh has over 21 years of experience in Traffic
Engineering and Transportation Planning Projects. He
has been involved in a wide variety of projects
including the FSUTMS modeling, transportation
analysis, construction cost estimate and review of
Traffic Impact Statements.
Randy C. Adams
Mr. Adams has eight years experience with signal
design, lighting design, and SLD production. He has
managed or actively participated in various projects
for closed loop traffic signal design, coordination and
traffic control plans, Maintenance of Traffic Design
and is proficient in the use of Microstation.
Hyunmin Cho, E.I.
Mr. Cho has three years of experience in traffic
engineering, planning and forecasting. He has
performed various traffic studies and analyzed traffic,
parking, and pedestrians for existing and future
conditions and assesses impacts on the surrounding
roadway network.
Kranthi Kavuri, E.I.
Ms. Kavuri has 2 years of experience in Traffic

FTE acknowledges that the City requires a consultant with capacity and knowledge to quickly respond and to
solve problems related to one or multiple disciplines such as: transportation planning, traffic engineering,
design, and public involvement that may be required to assess any of those services.
FTE's previous work on similar contracts will efficiently convey ideas, perform assessments, as well as, produce
reports, memorandums and analyses for the City of Sunny Isles Beach that could encompass the following
elements.
APPROACH TO THE TRAFFIC ENGINEERING SERVICE: : ~ .

As traffic operation firm, FTE is proficient in multiple traffic software. These packages include Synchro V7/Visual
Studio, HCS Plus, Transit 7F, CORSIM, ArcGIS, Petra-Pro, and Travel-Time and delay packages. Our Experience
allows us to identify the appropriate package and incorporate it adequately using elements or alternatives to
incorporate geo-positioning and constraints in driver behavior, delays, gap acceptance, speed, queues,
maneuvers, and simulation of existing traffic patterns in the real world.
Among the transportation planning and traffic engineering services FTE will be able
to provide the following products:
Traffic Impact Studies FTE has performed multiple traffic impact studies following
the ITE's "Transportation Impact Analyses for Site Development: An ITE Proposed
Recommended Practice" and the ITE's "Parking Generation" as well as Generation
User's Guide. From the previous experience, we clearly understand that the critical
requirements for a traffic impact study which enables the FTE to implement the
review of traffic impact studies submitted to the City and make recommendations.
Safety Technical Memorandums FTE has vast experience working in traffic
operation and safety studies. Between 2007 and 2009, FTE has completed several
intersection safety memorandums and the analysis within Miami Dade County for
Miami-Dade Public Works, FDOT and MDX. Also, FTE has full access to FDOT CAR
database (State Roads crash data) and is fully familiar with resolving safety concerns.
In addition, our staff is trained to determine discrepancies with the accident data
provided by Police Officers that may require corrections or better examination.
Intersection/Arterial Analysis FTE will provide an in-depth assessment of a
concerned intersection based on an analysis addressing: the impact of geometric
improvements, the existing and future intersection LOS, interval and phasing timing
optimization, new signal timing plans, fuel consumption over benefits like reductions
in control delay and accident numbers or severity, as well as, community response
among each alternative.
Traffic Simulations FTE has expertise in transit micro-simulation using software
such as VISSIM and Cube. In multiple projects, FTE has incorporated the results of
traffic simulation work to form the basis for conclusions and recommendations to
solve a range of transportation problems in such areas as freeway and arterial
systems, grade-separated interchanges, traffic signal operations, maintenance of
traffic plans, roundabout intersections, toll facilities, intelligent transportation
systems, and the interface between autos and other travel modes.

Traffic Data Collection FTE inventoried more that 2000 miles of roadways and
performed volume, speed, and classifications counts for all FOOT districts with over
3,000 stations collected in the past 5 years year. Just this year, FTE collected traffic
counts for over 400 stations in South Florida and over 50 Turning Movement Counts.
Other recent accomplishments within large data collection contracts includes traffic
data collection of over 100 ramps and the 1-95 express lane origin-destination survey
in Broward and Palm Beach,
FTE has in-depth knowledge and is fully acquainted with the data collection tasks,
formats and the ability to collect accurate traffic data within south Florida's unique heavy traffic conditions,
which requires a Team with commitment, fast response, and its own resources to perform these activities.

As part of projects that consider roadway design, constructability, and feasibility products, FTE as a lead
company developing pre-PD&E scoping reports for District 6 has developed skills preparing reports for long
range transportation projects to assess either requirements for Resurfacing, Restoration and Rehabilitation (RRR)
of Streets and Highways with the objective of preserving or extending the life of the existing pavement or
projects to improving capacity, improving operating characteristics, and general safety modifications.
Traffic Calming FTE's project managers has participated in several projects and
Master Plans involving traffic calming studies and designs multiple of traffic calming
features within the City of Coral Gables, City of South Miami, and City of Miami.
Currently, FTE is working in the reconversion of two signalized intersection in two
roundabouts along Old Cutler Road (SW 8th Avenue and SW 9th Avenue) for Miami
Dade County (PMs Jeff Cohen/David Hays/Vishnu Rajkumar). Other latest traffic

calming projects that our staff has participated includes City of Coral gables General
Traffic Engineering Services and City of Miami General Traffic Engineering Services.
Signing & Pavement Marking / Signalization Design FTE has a comprehensive
experience in designing signing and pavement marking, as well as, signalization. Our
most recent design service includes Opa-Locka Airpport traffic signal design at
LeJeune Road and Curtis Road, Santa Barbara Blvd and Pines Island Road signalization
design, Signalization design for US Southern Command Headquarter Expansion.
Pedestrian/Bicycle Facilities FTE has the depth of experience appropriate for the planning and design of
possible proposed Bike Trails and bike paths or bike lanes that shared the road with traffic, The FTE's team is
currently participating includes the modification of signalized intersections to roundabouts with adjacent bike
paths corridors along Old Cutler Road. This project includes roadway design, signalization, and pavement
marking and drainage.

Roadway Analysis/Preliminary Design FTE Team will review data and field records and develop preliminary
designs for possible alternatives. All designs shall be in accordance with FOOT Structures Design Manual,
AASHTO Bridge Design Specifications, and AASHTO Manual for Condition Evaluation of Bridges, PPM, latest
FDOT Standards, and Miami-Dade Public Works Department specifications.
Cost Estimate FTE will be able to prepare conceptual design plans and construction cost estimates for each
preliminary design alternative considering either the City of Sunny Isles Beach, Miami-Dade and FOOT pay items.

TRANSPORTATION MISCELLANEOUS SERVICES
Mapping, GIS and Drafting Services FTE Team has participated in multiple projects
involving database management with GIS applications for FDOT, Counties and
private entities. This Team has always been at the vanguard of GIS applications for
the Districts. Among the latest application for database management and database
integration developed by FTE are:
The 2008 FDOT D-6 pavement condition web application
· The 2005 rail-crossing inventories, The 2004 Bridge inventory applications,
FOOT D6, FOOT D6/18- kips update application, the D4 ATLAS Application Maps,
basemap reconciliations for FOOT District 1,4,6, and 7.
In-house Support In-house or on-site support for the City of Sunny Isles Beach
requires key personnel with the expertise and professionalism to work side-by-side
with the City officials. The FTE Team has prepared several employees to be an
extension of City during multiple activities. The City recognized FTE's project
manager as a pro-active engineer and a champion for the City. FTE's Team staff has
been recognized as competent professionals by multiple agencies able to provide
services the services requested and fully familiar with the different daily activities of
the transportation consultant services. The performance and support from the FTE
Team has always been timely, accurate, and well recognized by our clients.
Public Involvement FTE has extensive experience participating in public and private
meetings with communities such as FDOT, Miami-Dade County, and various Cities.
FTE latest experience regarding public involvement includes;
· Presentations, Charrettes, and briefings for public officials and property
owners to determine the best solution for problems such as traffic impacts,
traffic calming, circulation, and access management
. Multiple meetings representing our clients with officials such as Miami-Dade
County urban Planning Department that hire us to determine possible traffic
solutions in the East Kendall area in which major FOOT corridors like Kendall
Drive, Galloway Road can be improved through mass transit projects in
conjunction with traffic calming alternatives for minor streets
Feasibility Modeling FTE is known for our ability to develop innovative and sound solutions to address macro
and micro transportation issues, present and future. Our experience include developing accurate and credible
traffic forecasts for some of challenging modeling projects using CUBE, SERPM 6.5, or FSUTMS. FTE is familiar
with traffic growth analysis and methodologies by FOOT based on land use modification and transit oriented
development.

COORDINATION AND COMMUNATION
FTE considers that an essential element for this contract is to maintain direct lines of communication that will
allow sharing of ideas, experience, and use of technology, as well as, providing high quality services to the City.
Also, this contract calls for FTE Project Managers with adequate experience and authority to commit the Team's
resources. The steady relationship of the Team Project Manager with other Team members to develop
schedules, organize subgroups for additional tasks, and track all progress in various work orders will enhance the
efficiency in fund allocations. Furthermore, this Team has been coordinated to serve the City as presented in the
organizational chart.
However, in many cases, conflicts just seem to be a fact of life. This does not necessarily have to be a bad thing
as long as the conflicts are resolved promptly and positively, leading to success. FTE's leadership skills can make

SCHEDULING
FTE is committed to provide the City of Sunny Isles Beach with a quality project on schedule. FTE values the
importance of meeting milestone dates, review dates, and final submittal dates with immediate response. We
also understand that a schedule is intended not only for the consultant, but also for the City to coordinate their
resources for reviewing submittals and for reporting to other City members. FTE is committed to meeting the
City's schedule and budget requirements, as well as, assign the most qualified staff to carry out the work
received under this project.
COST CONTROL
Costs will be controlled by innovative concepts that will be discussed during the project. It is our policy to

accounting system software, which tracks project costs and provides project performance and billing
information. FTE's Project Managers uses this accounting information and project status to track performance

the needs of our client base. FTE tailors the system to perform based on a lump sum fee or cost-plus-a fixed-fee

high level of quality expected from the traffic engineering consultants to the general
public is paramount. This plan includes as a minimum the following issues to ensure
that the production meets accuracy and timeliness:

· Solutions that comply with FOOT standards.
· Deal with errors-omissions.

2. 1 understand that a "public entity crime" as defined in Paragraph 287.133(l)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation,

Statutes means a finding of guilt or a conviction of a public entity crime, with or without an

entry of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287.l33(l)(a), Florida Statutes, means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come, The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
