Naranja Lakes Site, 8-acre parcel
Vicinity of SW 280th Street & SW 149th Avenue
Homestead, FL
CLIENT/OWN ER:
Private Developer / Miami-Dade Public Schools
COMPLETION DATE/STATUS: 2009
NUTTING'S FEES:
$40,000
This property was intended to be donated to the school board by a developer. Nutting worked very closely
with Miami-Dade County DERM and Miami-Dade Public Schools on this site. Through our Environmental
assessments we discovered the site was backfilled with unsuitable materials including construction
materials, car parts and vegetative matter, etc. The materials resulted in elevated concentrations of
ammonia and iron exceeding groundwater target clean up target levels and the presence of methane in the
subsurface. Groundwater and methane monitoring was performed at this site requested by MDERM. Given
the presence of these contaminants, construction of the school over the area of contamination was not
recommended. However through sub division of the property and Nutting's recommendation to address
methane migration concerns from the area of contamination through the installation of a moat around the
area of contamination, development of the remainder of the parcel as an educational facility was approved
by MDERM.
Additional services performed at the site included the installation of twenty two-inch diameter shallow
monitoring wells for groundwater and methane analyses. The wells were installed utilizing the Hollow Stem
Auger Methodology. Each well was installed to approximately eleven feet below land surface with one foot
of casing and a ten foot of well screen. A filter sand media was placed around the well screen, followed by
a transitional layer of betonite seal with neat grout from the betonite seal to top of the monitoring well. Final
completion included an eight-inch diameter manhole set in a two foot by two foot concrete pad and
aluminum stand pipe. Furthermore, Nutting Engineers performed a preliminary geotechnical exploration
including the performance of three twenty-foot deep standard penetration test borings in an effort to further
evaluate subsurface conditions for load bearing capacity and foundation design recommendations.

Palm Beach County School District is one of the many School Districts in which Nutting has
had a Qualification Based Contract for Geotechnical Engineering, Construction Materials
Testing and Structural (Special! Threshold) Inspections and Environmental Services.
Nutting was brought in to consult on a project that the School District was on the brink of
abandoning due to the significant cost associated with a demucking-refilling operation of
heavy peat deposits located on the site. Nutting's principal chief engineer, Jim Flaig, offered
a cost saving recommendation that the School District planners consider relocating the main
building to the area with no peat to shallow depth of organics and to move the large storm
water retention area to the west side of the site, in the area of the deep muck. The planners
determined that this would be an excellent solution and the School District finalized the site
purchase.
The Cost-Control Solution saved the School District substantial amounts of money and fees
already expended on the acquisition of the current site and if needed, an alternative site as
well as the future cost of demucking-refilling had they decided to proceed with the original
layout.
Nutting provided services through completion of the project by monitoring and testing the
site development and building pad preparation activities, the materials testing and
inspections of the tilt wall construction- all on time, on schedule and within the budget.

Perfonned preliminary geotechnical investigation in 2003
(c/o F.R. Aleman) when the design involved a proposed
8-9 story building. Nutting perfTomed an addtional
geotechnical investigation in 2009, requested by Bennello
Ajamil and Partners, as well as a Phase I and 1\
Environmental Assessments on the property.
Portions of the site were filled with various types of debris
to depths of approximately 12 feet causing large
depressions in the pavement areas. We worked with the
client and the structural engineer to provide the best
economical solutions for foundation support.
Currently plans include the phased construction of a four
level parking garage and a separate 2-story courthouse
annex building on the approximate 1.44 acre site.
Project still in pre-construction phase. Nutting anticipates
the construction material testing and threshold inspections
for this project.
