overall direction and leadership of the Project Manager, Elvira Pita, who will be responsible for
coordinating all design disciplines.

LEED
WA has extensive experience incorporating Energy Conservation features into the design of
governmental facilities. Energy Conservation plays an important role in the design approach undertaken
by WA on all of our projects. As far as our experience with "high performance green buildings" WA has
always been on the leading edge of technology in providing clients with energy efficient buildings and
systems such as thermal energy plants, cogeneration, solar collectors, efficient lighting systems, V A V and
variable pumping systems among others.
Proposed Design Team/Capabilities of Staff
WA brings significant related experience in the design
and execution of new construction, renovations and
remodeling as well as building management systems that
could be included under this type of contract. WA also
understands the need to address the requirements for
continued operation while projects are under way. This
combined experience insures an understanding and
appreciation for the challenges to be faced, as well as, a
background in resolution of each of the challenges with
creative and dynamic solutions. Each of the professionals
selected to serve on this project have specific design
experience with governmental agencies.
WA is able to provide mechanical, electrical, plumbing and civil engineering services as well as
architectural services for this RFQ. With extensive experience in the performance of similar work for
governmental agencies at the local, state and federal levels, the firm will be able to provide the highest
level of performance for this project.
Based on the design team's substantial related experience with public/civic projects, our management
structure has been specifically tailored to provide the communication, expertise, administrative and
technical capabilities and the talent necessary to effectively address all of the critical areas identified in
the Scope of Services, while ensuring flexibility to efficiently address and execute the RFQ.
The Project Team's organization and proposed project management structure relies heavily upon the
current and direct experience of the team's senior staff in their assigned responsibilities. Each team
member will be individually and collectively responsible for the quality of work performed and the
communication of critical project goals and milestones.
The Project Manager will oversee the overall planning, design and production effort, and will monitor
project schedule and identify problems / issues needing to be resolved in a timely manner. She will
establish and implement the Team's quality assurance process, and will be responsible for scheduling
internal project reviews of all submittals before they are delivered to the client. The Architectural and

Engineering Coordinators will be responsible for ensuring the overall quality and integration of work within
their specific areas of assignment, and will assist the Project Manager in the allocation of Team resources.
The Quality Control Coordinator will be responsible for ongoing review of basic concepts and design
criteria issues, general documentation, detail applicability and overall coordination. Through these
independent reviews, the coordinator will ensure delivery of work based on sound design, engineering
and constructability practices, as well as conformance and integration with programmatic standards and
procedures established for the project.
Project Manager Experience
As Director of Plumbing Engineering for WA, Elvira Pita, ASPE, will act as Project Manager for this
contract and managed all phases of planning and project development and design from preliminary
concepts and programming to final production. Ms. Pita is located in WA's main office at 1500 San Remo
Ave., Coral Gables, FL 33146, phone 305-666-5474, rpita@wolfbergalvarez.com.
The Project Manager will be the Team's single point of contact for the City of Sunny Isles Beach, as well
as for all other entities and agencies. The Project Manager, with the support and assistance of the
Architectural and Engineering Coordinators, will be responsible for assigning resources of the Team to the

firm. Wolfberg Alvarez & Partners (WAP) has been instrumental in the
successful development of the new master plan for Flamingo Park, which
includes a new Tennis Center facility and courts for the City of Miami Beach,
Florida. As the Project Manager for the project, I am thoroughly impressed with
WA, and to date, the firm has met and many times exceeded the City's
expectations meeting the demands of this $10.3 million dollar project.
WAP's professionalism and ability to handle major project issues with its in-
house forces was very helpful in timely addressing unforeseen issues, that
often time arise with less experienced teams of professionals/designers. Your
team conducted several community workshop presentations and shared its
vision with the residents and City staff. Your team's availability to rapidly
respond to program changes as requested by the City and its residents
significantly reduced the impacts to the project's schedule.

Light, a new Uninterrupted Power Supply (UPS) System, a
web-based monitoring system and redundant air condi-
tioning systems. The ITS Energy Center was designed to be
self-sustaining for approximately 7-10 days and provide con-
tinuous operation by providing an above-ground double-walled
concrete tank with a capacity of 12,000 gallons of fuel.
The Information Technology Systems (ITS) Building houses
the Miami-Dade County Public Schools (MDCPS) computer
system that processes payroll and billing for the entire school
system, It also serves as a central control point of school op-
erations and/or emergency response and communications at
times of distress or natural disasters. Other functions of the
building include testing/processing, storage, administrative,
mainframe tape library, tape vault, network/server, network
services and mechanical/electrical areas.

2. I understand that a "public entity crime" as defined in Paragraph 287.133(1)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.
3. 1 understand that "convicted" or "conviction" as defined in Paragraph 287. I 33(1)(b), Florida
Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial court of record relating to charges brought by
indictment or information after July 1, 1989, as a result of a jury verdict, nonjury trial, or
entry of a plea of guilty or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287. 133(1)(a), Florida Statutes, means:
a. A predecessor or successor of a person convicted of a public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come. The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
income among persons when not for fair market value under an arm's length agreement,
shall be a prima facie case that one person controls another person. A person who
knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287.133(1)( e), Florida Statutes, means
any natural person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise
transacts or applies to transact business with a public entity. The term "person" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in management of any entity.
