McMahon Associates, Inc. (McMahon) recently celebrated 34 years of professional consulting
services. McMahon is a full-service transportation engineering and planning firm serving both
public and private clients throughout Florida, Pennsylvania, New Jersey, Maryland and
Massachusetts. Our firm specializes in traffic engineering, transportation planning, highway
design, signal design, Intelligent Transportation Systems, Geographical Information Systems
and public involvement relative to transportation improvement projects. Our services have
covered a multitude of requests ranging from completing studies, to developing design plans,
to interacting with various governmental agencies, such as FOOT (both District 6 [Miami] and
District 4 [Fort Lauderdale]), and Miami-Dade County, all to support the demands and requests
of the clients.

McMahon understands that the City will require immediate responsiveness regarding
availability of personnel and the completion of tasks. We know that this is more often the case
with most governmental agencies and we are committed to setting a new standard in this
regard. The City will be provided the cell phone and home numbers for all McMahon
personnel assigned to this project, including our Chief Financial Officer to ensure that we
exceed the City's expectations.
McMahon presumes that the work may be issued as individual task authorizations based on the
need for professional services. We understand that the majority of these requests will likely be
relatively small projects that require an expedited turnaround. As task authorizations are
assigned by the client, McMahon will provide input regarding the work scope, schedule, and
fee for the task. Timely completion of tasks is one of the cornerstones that McMahon has built
its reputation upon. We have accomplished this by working closely with our clients to develop
comprehensive scopes for work needed and in developing realistic timelines based upon these
scopes.
Our approach to this project for Professional Engineering Services will follow a few basic tenets
to ensure the successful completion of each assignment. Special attention will be given to
maintaining a proactive system of coordination and a building of our relationships with City
staff that will foster a sense of teamwork between the McMahon team and the City. Specifically,
McMahon will do the following:
. Provide proactive project management;
. Develop a comprehensive scope of work for each assignment;
. Develop and meet realistic project schedules;
. Assign experienced staff;
. Assist the City, as required, with public involvement.
Our experience with the different types of governmental agencies of varying sizes and
philosophies regarding development and growth has taught us to always have the client
communicate clearly there perspective for any project. The most mundane of projects can often
become a political nightmare. Accordingly, we always consult clients so that they are aware of
any liabilities or issues but at the same time understand what the client's needs are. This
becomes a very important part of McMahon's approach to these types of contracts and has
helped us develop long lasting relationships with our public sector clients.

John Kim, a traffic engineer, transportation planner and designer, will serve as the project
manager and primary contact to the City of Sunny Isles Beach for this contract. He is a Florida
Registered Professional Engineer (P.E.) and an Institute of Transportation Engineers Certified
Professional Traffic Operations Engineer (PTOE). His work experience includes employment in
the public and private sectors for planning, operations and design projects/studies. His

6.0 Proposed Personnel
McMahon has assembled a team of key staff who will complete the various tasks that are
required to accomplish the requested services of a "Professional Traffic Engineer." The staff
assigned is also familiar with the City. This team will provide the City with a seamless
transition to this new contract and with a "hit-the-ground" running attitude and approach to
maintaining a fluid workload for the City. The staff assigned to this contract will be available
for the proposed two-year term initial duration.
Natalia McGuckian, P.E. has significant transportation planning and traffic engineering
experience for both public and private sector clients, since 2001. She currently provides
transportation engineering services such as travel demand forecasting, traffic signal warrant
studies, interchange and intersection operational analysis, Development of Regional Impacts
studies, corridor studies, simulation modeling, signal timings and traffic impact studies, traffic
study reviews and traffic operational analyses for various projects.
Julio Alegre, P.E., PTOE has experience in transportation planning and traffic engineering for
private and public sector clients since 1997. His involvement has covered a wide range of public
and private sector planning/engineering projects, which have included traffic access and
circulation studies for major retail/commercial, industrial, office and institutional land uses; traffic
impact studies for various land use development applications; parking studies, roundabout
evaluation, traffic safety studies, traffic signal warrant studies and preliminary design, sign age
design; as well as, corridor development studies. He has been responsible for the management,
client liaison and quality control elements on numerous District and Statewide projects for the
FOOT, Maryland State Highway Administration (MDSHA), Delaware Department of
Transportation, Virginia Department of Transportation, and the District of Columbia. His
FOOT experience also includes the review of roadway design plans and preparing safety studies.
Tony Chu's, E.I. transportation engineering and signal design experience began in 1998. Prior
to joining McMahon, Mr. Chu was part of the Systems Timing group from the North Carolina
Department of Transportation. His experience includes providing traffic engineer services to
private and public sector including traffic operational analysis, traffic impact studies,
Development of Regional Impact (DRI) studies, qualitative assessment studies, data collection,
crash analysis intersection capacity analysis, pedestrian crossing studies, traffic signal design,
traffic signal warrant analysis, crash analysis and traffic study review. Mr. Chu's software
experience includes TSIS/CORSIM, HCS2000, Signal 2000, SYNCHRO 7, TSPPD, TRANSYT-7F,
FREQ Oasis, Streetwise, AutoCAD, MicroStation, GIS ArcView, ArcInfo and ArcGIS.
Hui Zhao, E.I. has transportation engineering experience since 2007. He provides
transportation engineering services such as performing highway capacity analyses and
transportation modeling; performing project traffic forecasting; drafting traffic impact study
reports; providing GIS-related services to the clients; and assisting project managers in
preparation for public meetings. Prior to joining McMahon, Hui Zhao worked as a graduate

research assistant with the Lehman Center for Transportation Research and was a teaching
assistant of a GIS class at Florida International University. Mr. Zhao's software experience
includes ArcView/ArcGIS, FSUTMS, TSIS/CORSIM, HCS+, SYNCHRO, TRANSYT-7F, and
IDAS. Hui received the 2007 ITE Outstanding Student Chapter Award internationally, while as
Social Coordinator of this Chapter at Florida International University; and the 1st place of ITE
Gold Coast Chapter Book Scholarship A ward in the Spring of 2007.

John Kim has experience in traffic engineering and land use planning since 1996. Mr. Kim's tenure with McMahon
Associates has provided him with a vast amount of experience managing a myriad of projects for both private and public

testimony was provided to the Board regarding traffic concurrency and Florida Statutes regarding land development laws.
Work orders have been issued since 2004.

This is a task order based continuing services contract that can include transportation planning, traffic engineering and
roadway/traffic signal design. Four task work orders have been issued to date. The first two task orders included a license
plate survey, traffic study and application for a Level of Service Variance for State Road 710IWarfield Boulevard in western
Martin County. This project required multiple meetings with Florida Department of Transportation Planning staff in order to
complete the analysis. The third and fourth work orders were specific to intersection data collection for the entire County.
Manual turning movement counts were performed at signalized and unsignalized locations for morning and afternoon peak
hours. Photographs of each approach of each of the intersections were provided.

McMahon was issued multiple task orders to review applications by developers proposing both minor and major
development impacts within the City. These reviews involved evaluations of Land Use Amendments, traffic impact studies,

development sites. McMahon also assisted the City by meeting with the various applicants and coordinating with their
