1.) Firm Overview
KHA is a full-service, multidisciplinary consulting firm offering a broad range of engineering, planning, landscape architecture, and
environmental services to public- and private-sector clients. Incorporated in 1967 in Raleigh, NC, KHA first became well known for its
expertise in transportation planning and traffic engineering. In the early 1970s, the firm built an impressive track record in regional and
urban area transportation planning, traffic impact analysis, parking planning and design, traffic control system design, and statewide
and local traffic operations and safety studies. During this period, we also added practices in structural, highway, and bridge design, as
well as airport planning and design.
In 1983, KHA merged with Hutcheon Engineers of West Palm Beach, FL to enhance our general civil and surveying practices. Further
diversification of our services and geographic practice followed over the years through staff hires and company acquisitions and
mergers.
Today, KHA has more than 1,500 employees in 55 offices throughout 15 states. Our offices are geographically grouped under six
regions: Florida, Southeast, Mid-America, Mountain, Texas, and California. Florida comprises the firm's largest region, with nearly 400
employees in 17 offices.
Financial State of Business
We are financially strong, and we are committed to our continued financial health. We currently maintain a $10 million line of credit,
which has not been accessed over the past three years. With the exception of a mortgage on a building and land in Florida, we currently
have no external debt. In addition, we maintain average cash balances in the mid to high eight figure range. KHA's philosophy is to
provide for our operating capital needs without relying on traditional, outside debt or equity, and over the past ten years plus, operating
capital needs have been fully satisfied by operational cash flow. We maintain a disciplined focus on business fundamentals, operate the
firm conservatively, and our internal controls and business standards are designed to keep our foundation strong. We accomplish this
through a combination of practice diversity, strong client service, exceptionally talented staff, and a focus on our financial strength.
As a privately-held corporation, KHA does not release detailed financial information in response to requests for proposals, which are
in the public record. Upon selection, we would be glad to share details of our financial statements with your auditing staff on a need-
to-know basis. In Section 5, Required Forms and Backup Information, we have included a letter of reference from Brent Gore,
Senior Vice President and Relationship Manager at Wachovia Bank, N.A., where KHA holds its accounts.

2.) Ability to Perform Scope of Services
The KHA team has extensive experience serving municipalities, counties, and governmental agencies. Our talented staff members
offer a wide array of expertise to deliver dependable service with exceptional results. Listed below is an outline of our team's
qualifications to provide specific disciplines identified in the City's Scope of Services. We can provide these services entirely
in-house: traffic engineering; landscape architecture; environmental services; construction management/inspection/
testing; hurricane recovery and debris monitoring services; general design work; structural engineering; preparation of
construction contract plans; public involvement; post design services; and bid administration.
Traffic Engineering
We offer complete traffic engineering services in-house. KHA has completed thousands of traffic engineering and operations projects,
ranging from major area-wide signal systems involving hundreds of intersections to single intersection safety audits, designs,
and analyses. Our firm is a national leader in the assessment of transportation impacts and the development of methodologies to
continuously monitor development-generated traffic. Our traffic engineering staff includes experts in the following areas:

By analyzing and proposing alternative financing arrangements, KHA has assisted numerous local agencies in obtaining funding
subsidies from the private sector for transportation improvement programs. In addition, our transportation planning staff lends a
multi modal perspective to a broad range of transportation planning projects, applying effective and often innovative methods for
ensuring public participation and support.

areas are some of the solutions designed by our landscape architects and planners. We provide services in feasibility studies, master
planning, design, permitting, public participation and consensus building, and construction administration. Our landscape architects and
urban planners have extensive public- and private-sector experience, ranging from municipal streetscapes and road area improvements

Construction ManagemenUlnspection/Testing
KHA offers complete construction observation and administrative services, including cost estimating, assisting in the bidding process,
construction administration, reviewing monthly pay estimates, evaluating equipment delivered as compared to shop drawings,
coordinating punch list observations, coordinating materials testing, and providing a full- or part-time construction observation
representative. KHA provides construction phase services for many of our public- and private-sector development projects.
Hurricane Recovery and Debris Monitoring Services
KHA has the ability to offer hurricane preparedness and comprehensive disaster management and recovery services. We have a full
staff of expert forensic engineers and analysts in West Palm Beach who have extensive experience assessing the damage to structures
and facilities caused by wind, flooding, and a combination of storm forces. Services we provide include structural integrity assessment;
emergency operation recommendations; preparation of detailed damage reports and repair estimates for use in collecting Federal
Emergency Management Agency (FEMA) or insurance reimbursements; and emergency repair plans and specifications.
KHA provided structural analyses for several municipalities before and after the hurricane seasons of 2004 and 2005. For example, we
assisted South Martin Regional Utilities (SMRU) with their emergency response needs. Our in-house staff was on-site within hours of
the storm and began assessing buildings and other utility-owned facilities. Our reports were instrumental in SMRU's ability to maximize
both their FEMA and insurance reimbursements within a minimum amount of time. We were also asked by the Town of Jupiter Parks
and Recreation Department to review all of the sports lighting facilities in the Town's Park system after the passing of the 2004 and
2005 hurricanes. The Parks Department's confidence in our abilities was demonstrated by their closing of the parks to public use until
we were able to review the light poles and determine them to be safe. Our comprehensive review after Hurricane Jeanne in 2004
allowed the Town of Jupiter to save hundreds of thousands of dollars in pole replacement costs that were recommended by others
during a previous review.
General Design Work
Civil engineering forms the backbone of our experience and qualifications to serve as the City's professional engineering consultant,
and KHA has the in-house capabilities to provide you with any design need that may emerge. We have experienced professionals in
utility design, transportation design, structural design, signal system design, roadway design, stormwater design, paving/drainage
design, water and reclaimed water systems design, transit design, ITS design, lighting design, pedestrian/bicycle facilities design, and
numerous other design services. Our multidisciplinary depth of design resources will provide the City with unmatched service.

Structural Engineering
Structural engineering is often integral to full-service civil engineering, and our structural engineers are experienced in bridge design,
warehouse and industrial facilities planning, stormwater and water management structures, as well as design for municipal facilities and
transportation-related structures. KHA's structural staff has provided design services for a variety of different project types. Our engineers
are very familiar with local, state, federal, and national design codes and requirements. Our staff is well versed in the design and analysis
of concrete, steel, wood, and masonry structures. Services include, but are not limited to: traffic signal/light pole analysis; retaining wall
and box culvert design; foundation design and analysis; and building/bridge design and rehabilitation. Collectively, our engineers have
been responsible for the design of 700 bridges and inspection of more than 3,500 bridges, many of which have also included hydraulic
analyses. With staff certified in both bridge inspection and scuba diving, we have logged hundreds of hours of underwater inspections.
Preparation of Complete Construction Contract Plans/Special Provisions
We invest significant energy during design and construction to help the construction process proceed smoothly. The first step in making
the construction flow seamlessly is a well-conceived design, with a complete set of plans and specifications that gives the contractor
thorough instructions. At KHA, we invest the extra effort during design to accomplish this goal. Often, we have been complimented by
contractors on the completeness and clarity of our plans. A clear set of plans leads to fewer questions and problems, and ultimately,
fewer change orders. We take pride in designing "buildable" plans, and our knowledge of construction issues and costs is evidenced by
the firm's outstanding record of on-time and on-budget completions.
Public Involvement
Public support is important because it often determines overall design programs, funding strategies, implementation priorities, and
ultimately the successful completion of projects. KHA is a statewide leader in public involvement and has received awards from the
American Planning Association (APA) and the American Society of Landscape Architects (AS LA) for our work in this area.
Our planners, engineers, and scientists have extensive experience in public involvement at both local and regional levels. We have
conducted numerous public involvement activities ranging from PD&E studies to statewide plans. We are strongly committed to
conducting public participation programs that educate, inform, and build consensus for a particular solution. Each project is different
in terms of the stakeholders and the critical issues involved-thus, each public involvement program must be tailored to specifically

Post Design Services
An important and essential aspect of any project includes the administration, financial, and closing documentation portions of a
project. These include but are not limited to bidding and award documentation, construction documentation and reporting, design and
construction reports and associated documentation, billing and associated Requests for Reimbursements, and disadvantaged business
enterprise documentation. Our team has an experienced and successful track record with each of these elements and can guide the
City through these steps. In addition, KHA offers the services of full-time professional accounting and administrative staff to support our
project team. Our accountants can provide accurate billings, Request for Reimbursement, and other administrative support and can
provide quality control for these types of activities.
Bid Administration
Upon completion and approval of contract documents, our team is prepared to assist the City in the bidding and award of proposed
improvements. KHA will prepare and can distribute bid documents on behalf of the City, provide contractor recommendations for
prequalification of potential bidders, attend pre-bid conferences, review contractor bids and prepare bid tabulation, and provide contract
award recommendations. Although our aim is to prepare a plan set that can stand by itself, we will respond to contractor requests for
information and clarification in a timely manner.

Adam Kerr, P.E. will serve as the City's project manager and main point of contact. In this role, Adam's prime responsibilities will

Adam has assisted the City of Sunny Isles Beach in preparing a signal warrant analysis and traffic signal design at an intersection
along Collins Avenue. He also analyzed the site circulation and impacts of the proposed Heritage Park with regard to the local street
network and Collins Avenue. Adam has served as a consultant to the Town of Jupiter, providing review of traffic studies, planning
studies, and signal design expertise. He prepared the Bush Road Connector Study, which outlined traffic projections and alignment

KHA provides a full range of on-call and project-related engineering services to the Town of Palm Beach in the areas of wastewater
collection and transmission, stormwater pumping, stormwater collection, roadway improvements, water main improvement, marine
facilities, parks and recreation, and future water supply. These services include project development, preparation of construction
document, reports, and studies. KHA and its predecessor, Hutcheon Engineers, have been providing these services to the Town since

KHA has served the Town of Jupiter under an ongoing services contract since 1972. During that time, we have literally completed
hundreds of improvement projects and provided government leaders with sound, practical, and cost-effective advice in numerous
areas. Our services have included traffic engineering, roadway and drainage improvement, water system improvements, development
plan reviews, coastal engineering, park design, preliminary engineering and final design plans, utility relocations, bid coordination,
construction contract administration, and numerous other services. Our work has involved the development of cost estimates, technical
specifications, and permitting services through a regional water district, FDEP, and federal agencies. We also assisted the Town in

Town Engineering Seroices, Miami Lalws, FL
KHA has served the Town of Miami Lakes as its Town Engineer since 2007. Miami Lakes has contracted with our firm to provide all
aspects of engineering associated with the Town, including providing staff to fill the positions of Public Works Director and Stormwater
Utility Director. KHA's services have included traffic engineering, transportation planning, roadway design, drainage design, stormwater
management, site planning, bid coordination services, landscape architecture, public involvement, construction administration, and
more. With Miami Lakes' recent incorporation, they are in the process of obtaining the responsibility and ownership of the infrastructure
within the Town limits. To assist with this effort, KHA is providing support in a wide range of areas to assess the conditions of the
existing infrastructure. Specific projects for the Town of Miami Lakes have included:

KHA provided a variety of services for the City of South Miami. Projects ranged from downtown traffic analysis; roadway beautification
along sections of US 1; intersection improvements (SW 64th Street and SW 59th Place, SW 74th Street and SW 59th Avenue-
services included water main improvements, new asphalt, traffic calming elements to narrow the intersection by adding landscape
medians, and construction phase services); design services for Murray Park; and north end drainage improvements (services included
roadway miscellaneous drainage improvements and construction phase services).
General Civil Engineering Consultant, Briny Breezes, FL
KHA has served the Town of Briny Breezes under a general consulting agreement since 1993. Under this agreement, the firm has
provided a variety of services, including stormwater master planning and improvements on Bay Drive; traffic studies; lift station
rehabilitation; and rehabilitation of the Sanitary Sewer Inflow and Infiltration system. One of the more challenging projects was the
creation of a master plan to rebuild the Town in the event of a catastrophic hurricane or other event. This FEMA-funded project took into
account the prevailing utility, structural, and other requirements needed to successfully rebuild major components for the Town.

General Civil Engineering Consultant, Bay Harbor Island, PL
KHA provided general civil engineering consulting services for the Town of Bay Harbor Islands, including a forcemain study, a water
quality parameters study, groundwater monitoring for underground fuel tank contamination, drawbridge master plan review, a town-
wide drainage master plan, landscape architecture rehabilitation for the central business district, and consensus building for community
enhancements associated with eminent roadway, drainage, and utility improvements.
General Engineering Seroices, Plantation, PL
KHA was selected as a general services consultant for the City of Plantation in 2002. We have worked closely with the City's
Engineering Department on numerous roadway, drainage, and community enhancement projects, as well as traffic studies associated
with the proposed improvements. Our services have included general planning to assist the City in developing cost-effective streetscape
and beautification approaches and a traffic calming program. We have also assisted the City in implementing those visions with
thorough, cost-effective roadway, traffic, lighting, landscaping, irrigation, and drainage designs, followed by construction phase services.
As part of the community enhancement process, coordination with agencies such as FDOT, South Florida Water Management District,
and Broward County was key to the overall success of the project. KHA has relationships in place with those and numerous other
agencies to help streamline coordination efforts.
Miscellaneous General Civil Engineering Seroices, Lauderhill, PL
KHA worked with the City of Lauderhill on a series of roadway and drainage improvements projects. One of the primary projects
under this contract involved improvements to Inverrary Boulevard, a main spine through the City. KHA provided master planning
services for this section of roadway, including drainage improvements, design for the addition of bike lanes, striping, and meeting ADA
compliance for sidewalks. We provided the City with suggestions to maximize the existing roadway and sidewalk to best accommodate
the bike lane. Our design for the drainage improvements provided a more positive collection system to convey the excess stormwater
runoff to the lake/canal system at a higher rate than the current swale system. KHA produced design and construction plans for the
improvements to Inverrary Boulevard.
General Consulting Sen1ices, Village of Palmetto Bay, PL
KHA is currently working with the Village of Palmetto Bay as a general consultant to provide all types of engineering, such as planning,
general civil engineering, and transportation. We are also developing a comprehensive plan as a foundation and framework for the
new municipality. The Village has looked to KHA to develop a stormwater master plan and associated stormwater management
plan to implement a stormwater utility and obtain ownership of the infrastructure. The stormwater master plan requires extensive
research of the community's roadways, utilities, and drainage patterns to understand the condition of the infrastructure and stormwater
management needs. As part of the plan, KHA has assisted the Village in developing a capital improvement program to prioritize
improvements based on flood management needs and associated costs. In addition, KHA has helped the Village evaluate properties
throughout the Village and develop associated utility rates to generate a dedicated revenue stream for the Village improvements. A
critical part of the planning efforts has also been to assist the Village in joining the National Flood Insurance Program (NFIP). Joining
the NFIP is required for the community to obtain federally funded flood insurance and be part of the Community Rating System to help
reduce insurance rates for the community. The Village has also looked to KHA for specific civil and traffic engineering expertise to help
them implement their new community vision.

a. consisted of the preparation of a technical memorandum to evaluate alternatives and recommend improvements within a 2,000-
acre area of unincorporated Miami-Dade County that had little or no existing water and sewer infrastructure in order to improve
the capacity of the existing system and sustain future economic redevelopment within the area. Additionally, even though the
project area is within unincorporated Miami-Dade County, portions of it receive water service via water mains owned and
operated by the adjacent City of Hialeah. Part of our services included developing a plan to disconnect services from the City of
Hialeah and reconnect them to the County's water distribution system. Firm fee: $570,000; total project cost: $9.5 million (est).

1000-1100 Block of Lincoln Road has been closed to vehicular traffic to allow for the extension of the Lincoln Road Pedestrian
Mall. The mall is being extended west, from Lenox Avenue to Alton Road, and will include a new pedestrian plaza. The design
also includes four water gardens, and streetscape and infrastructure improvements. Kimley-Horn is providing due diligence, civil
engineering, landscape architecture, permitting, traffic signal modifications, and lighting and electrical design services for this
project. This project is ongoing; firm fee: $363,658.

Served as project engineer for the "Shops at Midtown Miami," the largest urban infill redevelopment project in Miami-Dade County. The
project is located on 56-acre Brownfield site previously owned by the FEC Railroad and involved planning, design, and construction of
d. all public and private infrastructure to serve 3,500 residential units, 800,000 square feet of commercial, and 15,000 square feet of office
space. Some of the major infrastructure components included FPL and telecommunications duct banks, storm drainage wells, traffic
signals and roadways, and a street car system. Infrastructure also included 12,500 linear feet of new 12-inch water distribution mains
and 6,500t linear feet of new 8-inch to 20-inch sanitary sewer mains. Kimley-Horn designed water and sewer service connections for
future parcel developments. Served as District Engineer for the Midtown Miami Community Development District. The project consisted
of 14 development blocks, which required extensive coordination with multiple developers, design professionals, and contractors. The
project was within the jurisdiction of the City of Miami, Miami-Dade County, FDOT, Miami-Dade DERM, FDEP, and the Miami-Dade
Water and Sewer Department (and also required coordination and approvals from these agencies). Firm fee: $3.5 million; total project
cost: $650 million.

main point of interest in the downtown revitalization effort. The hotel building will have 360 guestrooms that spread out over 20
floors. Urban Resource Group was involved in this project from its inception, dealing with the very challenging urban redevelopment

Served as landscape architect for the "Shops at Midtown Miami," the largest urban infill redevelopment project in Miami-Dade
County. The project is located on 56-acre Brownfield site previously owned by the FEC Railroad and involved planning, design, and
construction of all public and private infrastructure to serve 3,500 residential units, 800,000 square feet of commercial, and 15,000
d. square feet of office space. Some of the major infrastructure components included FPL and telecommunications duct banks, storm
drainage wells, traffic signals and roadways, and a street car system. Infrastructure also included 12,500 linear feet of new 12-inch
water distribution mains and 6,500z linear feet of new 8-inch to 20-inch sanitary sewer mains, which required a 100-linear-foot bore-
and-jack beneath FEC Railroad and interconnection with an existing 72-inch live interceptor at Biscayne Boulevard. Kimley-Horn
designed water and sewer service connections for future parcel developments. Served as District Engineer for the Midtown Miami
Community Development District (CD D). The project consisted of 14 development blocks, which required extensive coordination
with multiple developers, design professionals, and contractors. The project was within the jurisdiction of the City of Miami, Miami-
Dade County, FDOT, Miami-Dade DERM, FDEP, and the Miami-Dade Water and Sewer Department (and also required
coordination and approvals from these agencies). Firm fee: $3.5 million; total project cost: $650 million.

Serving as project engineer for Kimley-Horn team. This project involves several separate phases to provide the renovations to an existing
terminal to support the command and control center functions at the Port of Miami. Kimley-Horn's early planning level tasks included
meetings with stakeholders and Port staff to identify control center requirements that were then summarized in a Concept of Operations
c. (CONOPS) document. Following the CONOPS, the design of the interior upgrades to support the control center and supporting offices is
ongoing and includes the discovery of infrastructure, security, communications, command and control equipment inventory, reviews and
guidance in existing plan sets, and cost estimates. Also included in the design is the communications design to support the network room
that will house all the portwide systems. The design effort will also produce an extension of the integration fiber optic network to additional
areas of the Port. This project entails the relocation/migration of old communications equipment to the new network room from the old
command center without any or very little disruption to the communications system. Kimley-Horn is providing production of construction

design, permitting, and construction phase services for the Harbor Branch Oceanographic Institute's (HBOI) expansion of its existing
d. ROWTP from a capacity of 33,780 GPD to 80,000 GPD. HBOI owns and operates a ROWTP that converts surficial aquifer water to drinking
water to serve their main campus. HBOI intends to increase capacity to meet the growing demands of the facility. KHA performed a due
diligence review of the existing ROWTP and was able to identify and recommend improvements that would both increase the plant's
capacity and make the operations of the plant more cost-effective. The proposed improvements have been designed in phases in order to
immediately increase the capacity of the existing facility while planning and designing for the complete expansion of the facility. We are also
responsible for modifying the plant's existing water use and industrial wastewater permits to reflect the increase in the plant's capacity. This

Environmental task manager for the environmental resource permit (ERP) and U.S. Army Corps of Engineers (USACE) Section
404 dredge and fill permit. Worked with the client's previous design engineer to obtain the conceptual ERP. The project
involved approximately 30 acres of wetland impact and Kimley-Horn developed a mitigation plan that was a flow way concept
d. that connected the mitigation on this site to mitigation within projects north and east of the site and allowed for future projects
south and west of the site to connect to the overall flow way. The flow way on the Arlington Lakes site was the largest portion of
the overall flow way and was the central link between to previously permitted flow ways. Kimley-Horn was also hired to prepare
all site civil construction plans for a modified design and obtained all local government approvals for this modified plan.
Permitting required extensive coordination with USACE, South Florida Water Management District, the U.S. Environmental
Protection Agency, and the U.S. Fish and Wildlife Service. The ERP and Section 404 permit applications involved extensive
alternatives analyses evaluations, secondary and cumulative impact assessments, and detailed mitigation and monitoring plan
preparation. The mitigation plan included an approximately 22-acre onsite mitigation area consisting of wetlands enhancement
and a mosaic of forested and herbaceous wetland creation. Firm fee: $24,030.

Located in the heart of Miami, this 56-acre
Brownfield is the largest redevelopment project in
the City of Miami. Kimley-Horn worked with the
architectural design team to develop a truly urban
mixed-use master plan to support 1.2 million
square feet of commercial development, 4,500
residential units, offices, and parks on this
contaminated rail yard. The design includes nearly
12,000 linear feet of urban streetscapes, a linear
park system, an urban plaza, and a series of vest
pocket parks. Kimley-Horn authored streetscape
design guidelines for the project and prepared a
Regional Activity Center (RAC) justification report
to increase DRI thresholds. The project received

This project is part of the Miami-Dade Water and Sewer Department's (MDWASD) "Needs Assessment Program" (NAP). It
consisted of the preparation of a technical memorandum to evaluate alternatives and recommend improvements within a 2,OOO-acre
area of unincorporated Miami-Dade County that had little or no existing water and sewer infrastructure. Improvements were
necessary to expand the capacity of the existing system and sustain future economic redevelopment within the area. Additionally,
though the project area is within unincorporated Miami-Dade County, portions of it receive water service via water mains owned and
operated by the adjacent City of Hialeah. Part of our services included developing a plan to disconnect services from the City of
Hialeah and reconnect them to the County's water distribution system.
The scope of services included data collection; site investigations; and researching utility billing records to identify properties
currently without water and sewer service or being served by the City of Hialeah. Other tasks performed included environmental site
assessments, researching right-of-way availability, coordination with regulatory agencies and stakeholders, future demand
projections, hydraulic modeling to identify system deficiencies and the development of alternatives to meet current and future
potable service and fire protection demands. Alternatives were evaluated based on several factors, such as hydraulic performance,
constructability, economics, right-of-way availability, and impacts to the community. Kimley-Horn delivered a Technical
Memorandum to MDWASD containing all findings and recommendations for implementation of improvements.

FDOT District Four
Kimley-Horn prepared roadway, bridge design, landscape, and irrigation plans for
this three-phase, 5.35-mile section of SR 710 through the City of Riviera Beach. The
project replaces the existing rural two-lane undivided road with an urban divided
four-lane typical section. The typical section consists of a 22-foot landscape median,
12-foot through lanes, four-foot designated bike lanes, and a continuous six-foot-
wide sidewalk on both sides of the road. The existing bridge at the South Florida
Water Management District (SFWMD) Canal C-17 will be replaced by a new bridge
with the same typical section as above, westbound right- and left-turn lanes, barrier
walls, and handrails.
The City of Riviera Beach is the maintaining agency for the landscape and irrigation
portion of the project. KHA coordinated closely with City staff on the proposed
landscape and irrigation materials to ensure they were low maintenance and
equipment that they had readily available. We paid careful attention to not obstruct
existing billboards with landscaping along the corridor, to maintain vegetation
management zones permitted by FDOT, and to coordinate with each company
holding a sign permit with FDOT. Further permitting of the landscape and irrigation
plans was required by FDOT, Palm Beach County, and the South Florida Water
Management District.

Kimley-Horn has served the Town of Miami Lakes as its Town Engineer since 2007.
Miami Lakes has contracted with our firm to provide all aspects of engineering
associated with the Town, including providing staff to fill the positions of Public
Works Director and Stormwater Utility Director. With Miami Lakes' recent
incorporation, they needed to assess the infrastructure within the Town limits.
Kimley-Horn provided Miami Lakes with an assessment of the conditions of the

Since 2004, Kimley-Horn has served as the general planning consultant to the South Florida Regional Transportation Authority,
which operates the Tri-Rail commuter rail service between West Palm Beach and Miami. Tri-Rail is the only existing commuter rail
service in Florida. Responsibilities include short- and long-range transportation planning, facilities planning and development,
alternative analyses and major investment studies, station area/transit-oriented development and oversight, financial planning and
analysis, environmental analysis, and conceptual site planning. Recent assignments performed under the contract have included an
evaluation of FT A funds distributed to the Miami
Urbanized Area, a system-wide study of existing and
future parking and circulation needs at Tri-Rail stations,

The Flagler Memorial Bridge is the northernmost of the three bridges that
connect West Palm Beach to Palm Beach. It is also the oldest movable bridge
between Cape Canaveral and North Miami and has been declared a landmark
by the Town of Palm Beach. Unfortunately, this historically significant bridge has
been labeled both functionally obsolete and structurally deficient by FDOT.
In 2005, FDOT District Four retained Kimley-Horn to conduct a PD&E Study to
determine how best to replace or repair the bridge. This study will analyze
various engineering concerns, including bridge type (fixed versus bascule), the
possible construction of a temporary bridge, the placement of bridge touch
downs, connections to Flager Drive and Royal Poinciana Plaza, bridge
alignment, and construction phasing. Environmental issues will also be defined
and analyzed; these include permit coordination with the regulatory agencies,
impacts upon the natural enviornment (wetlands, seagrass, endangered and
threatened species, water quality), contamination, and historic and cultural
resources that may be affected by bridge construction.
The study will also feature a public involvement process, which includes public
information meetings to keep the public informed of the project's progress.
Because this project affects two very different municipalities - the Town of
Palm Beach and the City of West Palm Beach - the public involvement
program must be sensitive to a diverse group of stakeholders.
The bridge was named for Henry Flagler, the oil magnate and visionary who
built the railroad that at one time extended from Jacksonville through Miami, and
eventually to Key West. Flagler's Palm Beach residence, Whitehall, is now a
museum located just south of the bridge on Cocoanut Row.

The Village at Gulfstream Park is a 60-acre mixed-use
development of regional impact (DRI) that will be built
adjacent to the existing Gulfstream Park horseracing
facility in Hallandale Beach, Florida. This
redevelopment project will replace an area previously
used only as a vast surface parking facility with a large-
scale mixed-use development of 750,000 square feet of
shops and restaurants, 140,000 square feet of office
use, a 2,500-seat movie theater, 500 hotel rooms, and
1,500 condominium units. Kimley-Horn provided site
civil engineering, traffic engineering and planning
services for this project. Some of the planning services
provided by Kimley-Horn include preparing
Comprehensive Plan Amendment applications and
analyses, zoning language to establish a new zoning
category, and design guidelines to establish the
building and planning parameters for the site.
Kimley-Horn's traffic engineers prepared local and
regional traffic impact analyses to address traffic
impacts from the project and also developed a unique
set of mitigation measures that included broad-based,
multimodal solutions involving transit, Intelligent
transportation systems and transportation demand
management solutions. Kimley-Horn's site civil
engineering work has included preparing site civil plans,
obtaining permits, designing utility improvements, and
on- and off-site stormwater modeling.

Kimley-Horn recently completed engineering and design services for the Town of Palm Beach to develop a sanitary in-line booster
pumping station at an existing re-pump facility owned by the City of West Palm Beach. Kimley-Horn and the Town had worked
together years earlier to develop the concept of constructing this type of station to eliminate the existing repump facility that has
been plagued by maintenance problems, odor control issues, and deterioration due to age. The new station will allow the Town to
abandon the existing station and allow the City of West Palm Beach to convert the re-pump station into a storage facility. The
proposed in-line booster station will handle approximately 5 MGD and boost pressures to pump the Town's wastewater west to the

Kimley-Horn is currently developing a model of the Town's forcemain system to determine the capital improvements necessary to
convert the existing cascading system to a manifold system. This study includes determination of new forcemain sizes, locations,
necessary pump station upgrades, in-line pump station feasibility, phasing plans, and cost estimates. A major goal of the study is to
eliminate the need for the Town to transmit wastewater through the City of Lake Worth forcemain system.
This project is ongoing: firm fee (to date): $49,500.

Kimley-Horn and Associates, Inc. (KHA) is a full-service, multidisciplinary consulting firm offering a broad range of engineering,
landscape architecture, planning, and environmental services to clients in both the public and private sectors. Incorporated in 1967 by
transportation engineers in Raleigh, North Carolina, KHA first became well known for its expertise in transportation planning and traffic
engineering. In the early 1970s, the firm built an impressive track record in regional and urban area transportation planning, traffic
impact analysis, parking planning and design, traffic control system design, and statewide and local traffic operations and safety
studies. During this period, the firm also added practices in structural, highway, and bridge design, as well as airport planning and
design.
In 1983, KHA merged with Hutcheon Engineers of West Palm Beach, Florida, to enhance its general civil and surveying practices.
Further diversification of KHA's services and geographic practice followed over the years through the hiring and development of
practice builders, as well as through several key acquisitions and mergers. Urban Resource Group (URG), KHA's specialized
landscape architecture and urban planning division, was created more than 20 years ago. The firm's commitment to growth and
reliance on practice builders to fuel that growth by taking advantage of niche markets has enabled KHA to become one of the premier
consulting firms in the nation.
Today, KHA has nearly 1,500 employees in 55 offices
throughout 15 states. Their offices are geographically
