Major Equipment, MEP System Upgrades, Et Life Safety Systems Fraga Engineers has extensive experience in the design of MEP system upgrades and has completed numerous complicated building renovation and alterations projects to bring an unparalleled experience in this field to the City of Sunny Isles Beach. The Miami Killian High School General Rehabilitation and Remodeling project for M-DCPS is a recently completed (2008) example. This project was a $14 million complete rehabilitation for an existing high school. Working hand in hand with a public agency, Fraga Engineers helped create a highly detailed phasing plan that allowed for minimal disruption to students and teachers. The scope of work for the project involved new fire alarm and HV AC work. Classrooms were also provided with new lighting and fire sprinkler work. The existing Gymnasium and Auditorium were also completely gutted and re-built, with new state of the art systems. The engineer chosen to work for the City of Sunny Isles Beach may well be required to provide complicated building renovations and/or alterations within an occupied building. The work at Miami Killian was a prime example of how Fraga Engineers can work with a public agency on a building renovation requiring work on all MEP disciplines and provide for an excellent finished product while taking care to provide minimal disruption to the building's occupants. The Concourse E Life Safety Upgrades project is another project that showcases the Fraga Engineer's ability to work in an extremely demanding and complicated environment. This $4.5 million project involves upgrading the fire alarm and fire 2 FRAGA ENGINEERS City of Sunny Isles Beach RFQ NO.1 0-04-01 Professional Engineering Services sprinkler work at Miami International Airport's Concourse E. Fraga Engineers worked with Airport Operations personnel to create a phasing plan to allow for work in every sector, on every level, of Concourse E to provide for minimal disruption of everyday Concourse E activities. This project is currently under construction, and is in budget. The construction, reparation of finishes, and testing of all systems is underway and has not impacted the terminal and concourse operations. This highly technical and complex coordination (including coordination with the US Department of Homeland Security for the highly restricted US Customs areas) was accomplished successfully due to the Fraga Engineers team. The City of Sunny Isles Beach can be confident that no matter how complicated or sensitive a project will be, Fraga Engineers can complete it successfully. ~~~< - -- - s~..,- Installation of Building Lighting, Equipment, and Environmental Control Systems (Sustainable Design Et LEED) Fraga Engineers has always believed in a strong commitment to the environment and sustainable design. As such, our firm took the initiative when it came time to design our own new home, and decided to pursue LEED certification. The Silva Architects / Fraga Engineers office project is a 3100 sf interior office build-out in the City of Coral Gables. Early design decisions and careful monitoring during the construction led to the successful certification of the space by the USGBC in 2009. The interior renovation was the first of its kind to achieve LEED Gold certification in the City of Coral Gables, and our firm stands behind our new home as a concrete example of our dedication to sustainable design. This required the installation of sophisticated building lighting, equipment, and environmental control systems. State School YYY-1 (TERRA Environmental Research Institute) is a new 178,000 gsf public high school for M-DCPS. The educational program for the project was conceived as a magnet high school for grades 9-12, with program elements including Classrooms, Computer Labs, Administration, Media Center, Science rooms, and Art Labs. A Gymnasium, PE lockers & support areas, Music Suite, and Cafetorium were also provided. The program required three unique specialty Vocational Labs custom designed for the project: Robotics & Engineering Lab, Environmental Studies Lab, and Biomedical Lab. Early on in the design process, the decision was made to include a more sustainable scope and submit for LEED certification. Fraga Engineers was a key component of the project team as Engineer of Record, and led the way to various sustainable MEP solutions that enabled the project to target LEED certification. While the original target was set at basic certification, we are proud to announce that the project is currently anticipating a LEED Gold rating. This required the installation of sophisticated building lighting, equipment, and environmental control systems. A smart lighting system, responsive to daylighting and occupancy was required. A C02 monitoring system, fully automated and activating various outside air dampers was also installed. Fraga Engineers is leading the way in the field of MEP sustainability once again with the soon to be first LEED certified public high school in South Florida. The City of Sunny Isles Beach efforts in this field makes Fraga Engineers an excellent partner as the City continues to strive for a sustainable future. The Miami International Airport's MIA Mover project is a new transit station linking the Intermodal Center with the Airport Terminal. Fraga Engineers is the MEP Engineer of Record for this project, which is anticipating LEED Silver certification. 3 FRAGR ENGINEERS City of Sunny Isles Beach RFQ NO.1 0-04-01 Professional Engineering Services ....,., r Emergency Generator Et Emergency Command Center Fraga Engineers is one of the few companies with experience in extremely large-scale emergency generators and Emergency Command Centers. Our firm has recently served as the DCP (Design Criteria Professional) for the $5 million Miami-Dade Fire Rescue Logistics Facility. Fraga Engineers was responsible for investigating and creating the MEP portion of a Design Criteria Package, and functioning as an Owner's Representative during the bidding, award, design, and construction process for this 65,000 gsf Fire Rescue and Logistics facility which includes an Emergency Management Operations Center for Miami-Dade County Emergency Operations, completed in 2008. Fraga Engineers is also the Engineer of Record for the installation of an 1865 kW generator at the Alexander Orr Water Treatment Plant in Miami, Florida. This project involves a complete upgrade of the water treatment system for Miami, and when completed will have one of the largest backup generators in South Florida. Design/Build Bid Process Fraga Engineers has experience in Design/Build projects from both sides of the equation. Our firm has recently served as the DCP (Design Criteria Professional) for the $5 million Miami-Dade Fire Rescue Logistics Facility. Fraga Engineers was responsible for investigating and creating the MEP portion of a Design Criteria Package, and functioning as an Owner's Representative during the bidding, award, design, and construction process for this 65,000 gsf Fire Rescue and Logistics facility with an Emergency Management Operations Center, completed in 2008. A Continuing Services Contract with Miami-Dade Fire Rescue Department also led to Fraga Engineers serving on the DCP team for five new approximately 4,300 gsf Fire Rescue Stations. Each station was approximately $800,000, with our firm responsible for creating the MEP portion of a Design Criteria Package, and functioning as an Owner's Representative during the bidding, award, design, and construction process. All of these projects were turned in on time and in budget. Fraga Engineers is also experienced as a Design/Builder. Working with Betancourt, Castellon, Associates, Fraga Engineers has completed over $60 million worth of facilities for M-DCPS since 2005, including a new middle school (State School SS-1) and a new high school (State School FFF), both state of the art facilities, and again, both turned in on-time and in budget. Having experience on both sides of the Design/Build table allows Fraga Engineers to understand the pitfalls and possible problems that arise from miscommunication and unclear documents. It also allows us to understand the advantages that come from such an arrangement, including faster project turnaround. Our firm knows what the critical issues are in a Design Criteria and will ensure that, should the City of Sunny Isles Beach choose Design/Build as a project delivery method, it is provided with an airtight Design Criteria that will allow for smooth project delivery with good quality design, in budget, and no change orders. Cost Estimating Because of our invaluable experience as a Design/Builder, Fraga Engineers understands the current market conditions and local contractor and subcontractor markets. Our project team has a wealth of the latest information on pricing for the latest systems, and works hard to update this data regularly via regular conversations with subcontractors and contractors, allowing us to keep an accurate picture of the market. This allows our project team to put together a confident and accurate cost estimate package for all of our projects. I Specifications Preparation Et Construction Documents Having been in business for over 25 years, Fraga Engineers is extremely capable in the preparation of Construction Documents and Specifications. Our track record in this area speaks for itself; once we are given an opportunity to work for a Client, that Client is always satisfied with our service, and results in a Contract extension or additional work. We have, for example, worked continuously for M-DCPS since 1981, which speaks volumes of our commitment and dedication to Client service and professional Construction Documents and Specifications. Our office has aided M-DCPS in reviewing and revising their District General Criteria and Master Specifications, a experience that would prove invaluable to the City of Sunny Isles Beach should they require this service. Construction Inspection and Construction Management Fraga Engineers understands that, without proper construction inspections and management, it is impossible for a project to be successful. Due to our extensive experience as both Engineer of Record and Design Criteria Professional, which has allowed our firm to act as an Owner's Representative on several projects (including Miami-Dade Fire Rescue's Logistics Facility) we understand how to work together with the AlE team and/or Contractor to achieve a successful project. By avoiding an adversarial relationship, while still maintaining the highest standards for quality and workmanship, our firm can deliver a high quality, on budget facility to the Owner. Open End Contracts Fraga Engineers has become a specialist in the open-end contract field, having performed numerous contracts for various governmental agencies, including Miami-Dade County HUD, Miami-Dade County GSA, Miami-Dade County Fire Rescue Department, and US Postal Service. Our firm was awarded a Continuing Services contract at Miami International Airport, with a cap of $750,000 for engineering fees. We were also awarded a Continuing Services contract at MIA for the Chiller plant, with a construction cost not to exceed $8 million. Fraga Engineers was also recently awarded a Continuing Services contract at the Port of Miami, with engineering fees not to exceed $100,000 and a Continuing Services contract with the Village of Palmetto Bay. Our firm was awarded a Continuing Services contract with Miami-Dade County HUD that was used to provide over $10 million of construction work, including MEP upgrades and ADA upgrades. A Continuing Services contract with Miami-Dade Fire Rescue Department yielded a total constructed value of over $4 million, with our firm acting as DCP for the Saga Bay Fire Rescue Station, Honey Hill Fire Rescue Station, West Kendall Fire Rescue Station, Uleta Fire Rescue Station, and the Hialeah Gardens Fire Rescue Station. Fraga Engineers was also awarded a Continuing Services contract with Miami-Dade County GSA, which was used to provide over $6 million of construction work, including MEP upgrades and ADA upgrades.
