2. I understand that a "public entity crime" as defined in Paragraph 287.133(1)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and directly
related to the transaction of business with any public entity or with an agency or political
subdivision of any other state or of the United States, including, but not limited to, any bid or
contract for goods or services to be provided to any public entity or an agency or political
subdivision of any other state or of the United States and involving antitrust, fraud, theft,
bribery, collusion, racketeering, conspiracy, or material misrepresentation.

Statutes means a finding of guilt or a conviction of a public entity crime, with or without an
adjudication of guilt, in any federal or state trial court of record relating to charges brought by
indictment or information after July I, 1989, as a result of a jury verdict, nonjury trial, or
entry of a plea of gu i Ity or nolo contenders.
4. I understand that an "affiliate" as defined in Paragraph 287.1 33(l)(a), Florida Statutes, means:
a. A predecessor or successor ofa person convicted ofa public entity crime; or
b. An entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity come. The term "affiliate" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in the management of an affiliate. The ownership by one person of
shares constituting a controlling interest in another person, or a pooling of equipment or
income among persons when not for fair market value under an arm's length agreement,
shall be a prima facie case that one person controls another person. A person who
knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287.1 33(1)(e), Florida Statutes, means
any natural person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise

It is our pleasure to submit to you the proposal for the Request for Qualifications for Professional Engineering
Services for Sunny Isles Beach.
We, at Venco Engineering Company are aware of the services that are being requested and feel that our finn can
meet or exceed all of the goals in mind. Weare a new firm, but our combined experiences are great. We have
the background of working with different municipalities as well as governmental agencies. We also have the
advantage of having several of the most experienced Engineers on our Team. We are a smaller finn, but we do
understand the concept of "THINKING BIG". We are not one of the larger finns that will shift you to the back
burner. We have a standard of Excellency and would like to show you what our firm can do. We understand
time constraints and make it a priority to complete all tasks within the time frame allotted.

VICC was awarded a Prime Design/Build contract to
upgrade the European Police Mission Compound in
Kabul, using undeveloped adjacent property, new
facilities on the existing compound and upgrades to the
existing compound.
Accommodation & Parking - Vcnco completed the design
for three new two-story Accommodation Buildings, 40-car
capacity Parking area with access roads, all site utilities
and development. Each accommodation building is
designed for 100 persons, consisting of 96 single units
and 4 double units, a control room for each building,
light-gauge metal roofing system, heating / cooling
system by split AC units, mechanical systems,
communication/TV systems and a Auto Fire Alarm
System.
Sports Building - Venco prepared the design plan for a
two story multi use Sports complex. Plans included,
multiple racquet ball courts, weight lifting area, athletic
equipment area, visitor viewing area, and men's/women's
bathroom facilities.
Kitchen and Dining Facilities was designed to service 100
persons, which include cook/serving islands, walk in cold
rooms, prep and dish washing areas, and a supply of
complete commercial kitchen equipment.

Venco Engineering was hired as a subcontractor for VICC
to complete design services for an Industrial Warehouse
Facility. The design included foundation, structure, MEP
for a 22m x 25m (type 11) Super Kspan building 22m x 50m.
the building is to be used for warehouses and
maintenance support and will include, but no be limited
to: electrical distribution, (HV AC) Heating, Ventilation
and Air Conditioning. This building is designed per wind,
snow and seismic requirements.
The Design standards required included: Unified Facilities
Criteria (UFC), the United States National Fire Protection
Association (NFPA) 70, National Electrical Code (NEC),
the American National Standards Institute (ANSI) C2, and
the United States National Electrical Safety Code (NESC).
This building is the largest Kspan structure for a private
company in Afghanistan. This building was designed
using the Kspan method of building and construction.
The K-span building system consists of a self-contained,
metal building manufacturing plant, UBM System/Ultimate
Building Machine. This machine is mounted on a trailer,
fonning a type of "mobile factory" that is easily towed to
even the remotest construction sites.

VICC was awarded a multiple contract to construct an
Agriculture center and upgrade two airport facilities at Lashkar
Gah Bost Airport. This project is to provide logistical air
freight access within the secured perimeter of BST.
Services were provided to upgrade the civil aviation facility and
to provide for construction for paving of the 2,000 meter
runway to a width of 30 meters with a 10cm thickness of
asphalt plus 5 meter DBST shoulders and grade and provide
drainage channels to either side..
Electrical services included installation, testing, and
commissioning the rehabilitation of Lashkar Gah Electrical
substation with a new separate II 0/20kV, 20MV A substation,
complete with seven 20kV feeder bays and transformers.
VICC also completed the grading and compaction ofa road track
within the perimeter fence and repaired and improved the
existing wire fence.
The Ag Center is to be a sustainable platform among which
many economic reconstruction efforts will begin. It will offer 24
spaces of varied sizes on 33 hectares and will include: perimeter
wall, admin building, water lines, waste water drains, lighting
internal road network, sidewalks, fire hydrant system,
manholes, and car and truck parking lots.

The scope of this Design Built project consisted of adding a
second floor to the existing one-story building which houses the
Dania Beach City Hall as well as providing fire exits and fire
sprinkler systems. The construction type was heavy gauge steel
studs as exterior walls due to weight issues on the foundations.
The scope also consisted of remodeling the ground floor and
designing a custom built staircase that would lead to the second
floor.
One of Mr. Delgado's responsibilities included the generation of
Design Documents that would comply with the Building codes,
and to review plumbing, electrical and structural drawings as
well as shop drawings and materials to be used for construction.

Mohammed Hai worked on various projects. At the time
of his employment, he was both the Project Geotechnical
Engineer and the Staff Geotechnical Engineer.
One of his Projects consisted of working with the City of
fort Lauderdale on the Six Bridge Widening and
reconstruction. He worked on Bridge # 865729, which is
located on Las Olas Boulevard over the Himmarshee
Canal in Fort Lauderdale.
He performed such duties as geotechnical soil penetration
borings (SPT) within the planned new and existing bridge
footprints. He also prepared and submitted geotechnical
reports. He was responsible for all aspects of project
coordination, planning and project management, including
geotechnical drive pile recommendations, soil parameters,
and engineering road report. Mr. Hai played a vital role in
assuring project completion in a timely fashion.

great. We have the background of working with different municipalities as well as governmental ageocies.
We also have the advantage ofhaving one ofthe most experienced Civil Engineer on our Team. Weare a
smaller firm, but we do understand the concept of "THINK BIG". Weare not one of the larger firms that

Promenade
Architectural Design
While employed at Dorsky, Hodgson, Parrish Hue, our Lead Designer, Mr. Andres Delgado played a significant role
in the Design of the Promenade Shopping Center. Mr. Delgado provided architectural services for this LEED
certified shopping center which is located in the City of Coconut Creek. This 23 acre mixed use project which
features 250,000 slf of upscale shopping and restaurants the first of its kind, and it has approximately 600,000
square feet of retail and office space, as well as two (2) parking structures.
This project is one the first major developments to be built and awarded LEED certification. This is considered
Broward County's first Green constructed Building. The scope of work included, but was not limited to site
development and master planning. He was responsible for the coordination of all trades (Structural, Mechanical,
Engineering and Plumbing, Landscaping, Civil, and all LEED consultants) as pertinent to each of the 14 buildings for
permitting purposes as well as production and coordination of retail restaurant build outs.

Architectural Design
Designer, Mr. Andres Delgado played a significant role in the Design of the Miramar Christian
Complex, Mr, Delgado provided Architectural Design Services for 5,000 seat Christian church to
include classrooms for day school (Pre K) and multi sports field (Soccer/football/track) in the City of
Miramar.
Areas in the Complex includes management and pastoral offices, cafeteria, rehearsal rooms for choir
and band, Mr, Delgado was responsible for the architectural design, construction documents

As President of Columbia Engineering, Mr. Diego Passarella, P.E. completed the Structural Design
Services for Briella Townhomes, which is located in Boynton Beach. The community has 149 two-story
townhomes (approximately 1,076 SF each), compounded in six building types.
It was constructed with pre-engineered wood floor and roof trusses, bearing on engineered unit

Mr. Diego Passarella, P.E. worked with Max Strang (Max Strang Architects) to create a tranquil and
aesthetical retreat. This two-story single family home is located in the City of Coral Gables, in Miami,
Florida. It averages 8,000 square feet, constructed with pre-stressed concrete planks bearing on
engineered unit masonry block walls, all supported on a shallow spread footing type foundation
system, The entire second level, (terrace), is sheltered by industrial steel I-beams supported on steel

Mr. Diego Passarella, formerly the President at Columbia Engineering, was instrumental in the addition
of the Early Childhood School at the Temple Kol AMI facility in Plantation Florida. Mr. Passarella was
the head of the Team that provided the Structural Design services for a one-story addition to an
existing building. The addition was added to house multiple offices, classrooms, and other features
such as libraries and utility rooms,
The building is 23,000SF (+/- 2,000m2), providing 16 new classrooms equipped with the latest
educational technology, each one with its own restroom. In addition to a new library, teacher's break
room, and a multi-purpose room, the new building will provide additional storage and office space to
the existing community. 4 to 5 feet of fill was required to raise the grade at the location of the
planned addition to match the grade of the existing building. A parking lot was constructed to the
south of the planned addition.

Project Description:
Mr. Agustin Perez was the Project Engineer responsible for the design and plans production. He was
the Senior engineer responsible for the storm water management system, drainage system, sanitary
gravity system, water main with fire hydrants, sanitary lift station evaluation and paving with grading
design.
This project consists of one story building having two retention pond areas with a positive discharge to
an Outstanding Florida Water. As a part of the design the existing lift station was relocated and the
existing pumps were evaluated and replaced, The existing 4-inch force main was relocated, An 8 inch
water main with approximately 600 L.F. was provided. Also 2 fire hydrants were included to meet the
fire requirements.

Mr. Agustin Perez-Maldonado Assisted with the storm water collection system design. The
requirements for this project are based on the standards for the Florida Department of Transportation
and the South Florida Water Management District.
Tasks included assisting with the Pond Sitting Report, cross drain design, storm sewer design, spread
calculations, inlet capacity calculations and storm water management facility design. The typical
section for this project has changed, and the drainage plan is under redesign. Tailwater elevations for
the project were established from gage data for Six Mile Cypress Slough taken from DBHydro.

Design, Civil, Electrical, Mechanical, Structural, Geotechnical, and Plumbing Engineering. The staff

Our Team has provided services on virtually all types of projects. Our experience with
government facilities, at the municipal, county, state and federal level is extensive and gives us an
understanding of current guidelines, working parameters and compliance with the latest Building

Venco Engineering was formed in 2008. The President, Mr. Diego R. Passarella, P.E. worked
previously for Columbia Engineering, which was an affiliate company of CAPRI Engineering
Enterprises. Mr, Passarella joined CAPRI Engineering in 2003 and one year later, he was asked to
be the president of the Columbia Engineering Division. He was a valued member of their team for
over 4 years. In 2008, NOVA Engineering (an Atlanta based firm) merged with CAPRI and
Columbia was dismantled, At that time, Mr. Passarella decided to branch out and he formed
Venco Engineering with Mr. Michael Drannan.
Mr. Michael Drannan has over 25 years operational experience in the field of Engineering,
Construction, Testing, Inspection, and corporate development. During the last 25 years, he has
gained extensive experience as a senior manager and business owner for projects in all areas of
infrastructure, roads, and building construction. These include single family homes, apartments
(high rise, mid, and small buildings), office/administrative buildings (all sizes), industrial
buildings, shopping centers, educational buildings, medical buildings, and much more, He has
extensive experience in all areas of infrastructure supply and distribution: electrical, water,
wastewater, gas, and communications. Additionally, he has overseen all areas of road
development: design, survey, road construction (gravel, DBST, concrete, and asphalt), drainage,
traffic signage, and bridges/culverts. He has been extremely diligent in helping us to receive all of
our work in Afghanistan and the surrounding areas.
Venco Engineering can perform complete architectural and engineering service from the
inception of the project through completion of construction. We can provide a wide range of
Structural Engineering design services to our clients. The Engineering team is always looking for
unique projects on which to apply our innovative and creative engineering talents. We have

Our Team consists of the following members: Diego Passarella, P.E. (Engineer of Record),
Mohammed Hai, P.E, (Geotechnical Engineer), Agustin Perez, P.E. (Civil Engineer), Damaris Yunes
(Civil Engineer I), Francisco Garcia, P,E, (Mechanical), Jorge Rodriguez, P.E, (Electrical), Vicente
Franco, (Structural), and Andres Delgado (Designer).
Mr. Diego Passarella is a registered Professional Engineer in the State of Florida and Nevada, with
advanced degrees in Structural and Civil Engineering. Mr. Passarella serves as the President and
Chief Engineer of Venco with duties encompassing project management and firm administration.
Mr. Passarella has completed the Structural and Civil design of various Engineering projects
throughout the State of Florida and Nevada. Mr. Passarella has extensive experience in the field
and brings a wealth of hands on experience that gives him the ability to use the latest technology
in his studies and designs,
Mr. Passarella has extensive experience in the design of both commercial and residential
structures, He has the familiarity of working with the Florida Building Code. He is currently
working as the Engineer of Record in the City of Parkland for a Single Family and Multi-Family
community (Parkland Reserve). Some of his other projects have included retail space for the Taft
Hollywood Shopping Plaza, Weston Drive Retail, Hampton Inn Suites and Starbucks Corporation,
Mr. Passarella has the familiarity of working with the Florida Building Code. He has worked on a
variety of Single Family and Multi Family projects. Some of his other projects have included
Florida First Development's Ivy Ridge project, which consists of HUD developed homes, Heron
Bay, Maple Glen and Lakes by the Bay, which were both located in Miami Dade County
Senior Structural Design Engineer, Mr. Vicente Franco has extensive structural design experience
both working within the commercial and residential scope. He specializes in high and mid-rise
building designs including but not limited to, foundation, columns, shear walls, beams, and post-
tensioning concrete slab. Mr. Franco has offered support during the Utilities design stage of many
projects with his experience on the selection and design of members to provide support, bridges,
orspecialconnection~
Mr, Francisco Garcia, Mechanical and Plumbing Design Engineer has over 27 years of experience
in his field. He has extensive experience in the management, coordination, and generation of
working drawings of Mechanical, Plumbing and Electrical disciplines for both commercial and
residential projects. A sample of his work can be seen in Doral (Miami Dade County) at the
Islands of Doral community, He was the MEP designer for both the Single Family and Town Home
community. He was also the Engineer for the Community Blood Center in Miami. Mr, Garcia
provides confident and quality designs to our department. He is very familiar with working with
local municipalities and has worked with several different Building Departments, He is also
familiar with the review and responses required by them. His experience in process and design
helps the Team to obtain the precision and attention to detail that they require.
Mr. Andres F. Delgado (Designer) was responsible for the design and coordination of a LEED
certified shopping center comprised of 150,000 S.F, of retail space, 80,000 S.F. of Offices, and two
(2) parking garages which can hold 1,000+ cars in Coconut Creek, Florida. This was the first of its
kind built in the City of Coconut Creek. He was also responsible for the production of
construction documents for a variety of projects including residential developments, He was also
responsible for the design of the Sistrunk Lofts redevelopment project for The Broward County
Redevelopment Agency, This redevelopment project consisted of the design of 16 low income
apartments. The size ranged from 2-3 bedrooms (varying in size of 900-1200 s/f). The design

aesthetic was contemporary, and allowed for six commercial spaces on the ground floor and rear
parking. This is one of the most successful redevelopment projects in the downtown Fort
Lauderdale area. He is also responsible for the production of construction documents for a
variety of single family, multi-family and commercial projects throughout Dade and Broward
County.
Mr. Mohammed Hai, Geotechnical Engineer holds licenses in several States and has over 12 years
of experience working with both the private and public sector in Florida, Georgia, and Louisiana.
His projects have included residential, commercial and industrial structures, state roadways and
highways, bridges, tower structures, earth embankments, retaining wall, and sheet pile walls. He
has completed Soil Certifications on a variety of residential and commercial projects. He has
extensive experience working with government entities such as the City of Fort Lauderdale, South
Florida Water Management District (SFWMD), Florida Department of Transportation (FDOT),
Georgia Department of Transportation (GDOT), the School District of Broward County and the
School District of Palm Beach County. We are fortunate to have the Geotechnical support in our
office that helps our Civil department in having the stability of preparing a good base during the
start of the design process.
Electrical Design Engineer, Mr, Jorge Rodriguez, P.E., is licensed in Florida, Arizona, Puerto Rico,
Minnesota, Illinois, and Wisconsin. He specializes in Power Engineering and Design. He is highly
skilled and has completed over 450 projects in the design and construction of phase service
Electrical design for such companies as BellSouth Communications. He has also prepared
Electrical designs for such prestigious companies as Motorola, Florida International University
(FlU), University of Miami (UM), Miami International Airport, the United States Federal Buildings,
Nextel, and Citi Bank.
Our Civil Design Engineer, Mr. Agustin Perez, P.E. is licensed in both Florida and Puerto Rico and
has extensive experience in working with various Municipalities and Counties. He has over 14
years of experience in Civil Engineering and Engineering Management. He has worked in both
residential and commercial developments, and has worked extensively with Florida Department
of Transportation, South Florida Water Management District, Department of Environmental
Protection, and St. Johns Water Management District. He has also worked with various
municipalities such as the City of Kissimmee, Lee County, Orange County, and Lake County. He is
quite knowledgeable and makes a great addition to our Team!
Our Team is committed to being readily available for any and all work as requested and/or
needed by the City of Sunny Isles Beach. We are aware of time constraints and deadlines and will
make this job a priority, Our offices are located in Fort Lauderdale, which is within a 20 mile
radius of the City of Sunny Isles Beach. We are available at all times and can be summoned for
meetings with limited notice. We fully agree to and state that we are willing to meet all time and
budget requirements,
Our Team understands the policies and procedures required with this contract. We are aware of

Our Team members are familiar with community interaction and facilitation of development
projects. Our Team has a strong background with planned development units, both residential
and commercial. We have worked with various municipalities and are very familiar with
preparing preliminary design reports and/or design alternative recommendations. We have
prepared scope drawings and technical packages for solicitation to design build companies. We
have managed projects using the design build contracting method.
We are familiar with the preparation of all required bidding or construction documents for
projects, We have attended pre-design, design bidding, and bid award meetings. We have the
experience of being involved in face to face meetings with both City officials and contractors.
Value Engineering is utilized in all areas of design. Our Team members are directed to provide all
possible options for changes to the program in the early phases. We are cognizant of the impact
on schedules and A/E time and redesign costs if they are not addressed very early in the

Venco Engineering Company, LLC is a subsidiary ofVenco- Imtiaz Construction Company (VICC),
which is based out of Afghanistan. In conjunction with VICC, we have worked on a variety of
projects that helped with the rebuilding efforts in Afghanistan. In Afghanistan, our projects have
required Engineering design expertise ranging from Federal, State and local government
developments and infrastructure to utility designs for residential and commercial buildings.
In pairing with our sister company, VICC, we have completed a variety of government based
