Professional Engineering Services Engineering Design Services Contract. K&S was incorporated in 1972, and has offices throughout Florida,
including our Miami-Dade Office located on NW 41 st Street in Dora!. K&S has played a vital role in assisting Florida and its municipalities
with improving their infrastructure and providing consulting services. We provide similar services to City of Boca Raton, City of Fort
Lauderdale, City of Hallandale Beach, City of Homestead, City of Lauderdale Lakes, City of Port St. Lucie, and Town of Lantana.

K&S has served the City of Sunny Isles Beach in the past with engineering services. Our Transportation Department provided the city
with Traffic Engineering studies in various locations. Also, K&S currently has similar contracts with FDOT District 6, University of Miami,
Miami-Dade County, and FDOT District 4 and many others.These prior relationships make us well suited to understand the need of costal
communities. Our experience allows us to understand what is required to work as an effective extension of your staff.As a full service

Mr. Carlos Alcantara, P.E. is assigned as the Project Manager and will serve as the intermediary point-of-contact. He has over 8~2 years
of proven professional experience which focus on the design and management of Civil and Transportation in South Florida. Mr. Alcantara
is based in our Doral office and will be immediately available to respond to all project issues during the duration of the contract. His
design experience encompasses complete project plans preparation and development including roadway design, maintenance of traffic,
traffic operations, drainage, pavement design, utility coordination, environmental permitting, signalization, signing & pavement marking and
lighting.

SURVEYING AND MAPPING SERVICES
The Survey Department at Keith and Schnars offers a full range
of surveying and mapping services including: Boundary Surveys,
Legal Descriptions, Topographic Surveys, Horizontal and Vertical
Control, Profiles and Cross Sectioning, Right of Way Mapping,
Monumentation of Right of Way Corridors, Bridge Data Surveys,
DigitalTerrain Models (D.T.M.), Hydrographic/Bathymetric Surveys,
Specific Purpose Surveys,American LandTitleAssociation Surveys,
Wetland/Mitigation Surveys, Environmental Surveys, Platting,
Expert Witness Testimony, Construction Surveys, Record and As-
built, Route, Electronic Field Book/GIS Mapping, all mainstream
versions of CADD/GIS Differential Leveling, Global Positioning
Systems (G.P.S.), Engineering Design Surveys, and other surveying
and mapping related services. Our field crews have extensive
experience in performing all types of surveys and are equipped
with state of the art equipment, including EFB compatible Total
Stations, G.P.S., digital levels and reflector-less instruments.
Our field staff have received the M.OT. training currently required
by the Florida Department of Transportation. Keith and Schnars
is Florida's leading GPS surveying firm. Our GPS equipment
includes modern Trimble Dual-Frequency Receivers.
STRUCTURAL AND
BRIDGE DESIGN SERVICES
Keith and Schnars has provided structural engineering services to
the Florida Department of Transportation, County governments,
municipal road departments,and numerous private developers.This
experience includes design, permitting, and project development.
Our current service offering includes a wide array of services.
We assist governmental agencies with plan phase reviews and
constructability plan reviews and provide engineering and related
services on all types of bridge projects, from small access road
bridges, to major bridges providing vital transportation links:
Project Development and Environmental (PD&E) Studies, bridge
development reports, bridge and associated retaining wall design,
bridge inspection and bridge rehabilitation, bridge construction
engineering and inspection, and structural design of overhead
signs, signal mastarms, lighting, and box culverts. We also provide
engineering and related services for other miscellaneous
structural projects, from piers and docks, to utility crossings and
supports, to boardwalks, marinas, and pedestrian bridges
STORMWATER MANAGEMENT SERVICES
Our Water Resources Group offers a wide range of hydrologic,
hydraulic and water related studies from simple flood (drainage)
studies to complex stormwater management programs. We
understand the challenges of stormwater management in Miami-
Dade County. Consequently, we employ a wide variety of
software's in solving complex stormwater management issues.
The list of software includes HEC-HMS (HEC-I), HEC-RAS
(HEC-2),AdICPR, SWMM, HSPF, UNET Goepak Drainage,ASAD
and others. The utilization of these tools aid in the design of
culverts, gravity wells, exfiltration systems levees canals and flow-
ways, pump stations, seepage barriers, stormwater treatment
areas, surface water storage areas and water control structures,
Our experience includes stormwater quantity and quality master
planning, stormwater retrofit projects, facilities analysis and design,
erosion and sedimentation engineering, environmental permitting,
municipal NPDES stormwater permitting and compliance
programs, and a host of ecological and biological services.
ENVI RONMENTAL AN D
PERMllTI NG SERVICES
Our environmental specialties include environmental assessments,
permitting, and mitigation /remediation. Our environmental
assessment capabilities include identification of environmental
conditions of a site with a focus on ecology or contamination.
Our ecological assessments include identification of habitat
type, the predominant species per habitat type, and areas of
ecological concern. Mitigation construction observation and
post construction monitoring are also provided. Our firm has
navigated our clients through numerous traffic concurrency
studies, procedures and ordinances since the late 1980's. Our
firm is familiar with the legislative processes for special districts
and annexation, having been involved in legislation from inception
to adoption. Our civil and highway engineering projects have
included permitting through all federal, state and local government
agencies (ACoE, FDOT, FDEp, SFWMD, local municipalities, etc.).
TRAFFIC ENGINEERING
Keith and Schnars has a well-known reputation of performing
numerous traffic engineering services for our clients. Some
examples of these abilities include:
. Safety Studies: FDOT District 6 (General Safety Studies
Consultant) and the City of Boca Raton: Keith and Schnars
was engaged in a series of work order studies to evaluate
intersection and roadway conditions along with operations
and crashes to provide recommended actions to address the
safety issues.
. Traffic Signal Warrant Studies for both private and public
clients including, among others, SR-A I A and Cortes Street
(Colonial Development and City of Fort Lauderdale), NW
8th Street and NW 136th Street (Sunrise Dev.), Broward
Boulevard and NW I 18th Avenue (City of Plantation), and
proposed Andrews Avenue Extension/Martin L. King Boulevard
(FOOT 4).
. Corridor Analyses: Fort Lauderdale Beach Transportation
Improvements PD&E Feasibility Study (City of Fort Lauderdale):
Keith and Schnars recently completed a PD&E Study focused
on providing roadway and transit improvements for the Fort
Lauderdale Beach corridor along SR-A I A and Sea breeze
Boulevard from Holiday Drive to SR-838 (Sunrise Boulevard).
SR-A I A Arterial Investment Study, Cocoa Beach (FDOT
District S): Keith and Schnars successfully completed the
traffic operations evaluation of this II.S-mile long corridor
that extends from Patrick AFB north to the Canaveral Port
Authority.
. Urban/Suburban Street Systems: Fort Lauderdale Downtown
Master Plan/Mobility Study (City of Fort Lauderdale and
Downtown Development Authority). Krome Avenue Action
Plan (FDOT District 6), and Central Plantation Mobility Study
(City of Plantation).

LANDSCAPE ARCHITECTURE SERVICES
The Landscape Architecture Division of Keith and Schnars is
made up of a dynamic group of design professionals that form an
integral piece of a well-established multidisciplinary firm.
The Division enjoys a diverse and expanding portfolio, providing
design services and expertise to both public and private sector
clients, and is home to registered landscape architects, including
an ASLA Fellow, project designers, CAD technicians, and field
personnel, all of whom share a commitment to the enhancement
and preservation of our unique Florida environment.
CONSTRUCTION PHASE SERVICES (CEI)
Keith and Schnars has been providing Construction Engineering
Inspection (CEI) services for over 12 years. We believe our firm's
successful history over this extended period of time demonstrates
our commitment to excellence in the performance of these
services as well as all others. Keith and Schnars, through its
experience, has established an organization that is extremely well
prepared to meet the demands for qualified, trained personnel
and is well prepared to meet those demands on short notice. We
believe the firm's depth of experienced construction engineering
and inspection personnel will be invaluable in meeting and/or
exceeding the expectations of the City.
PUBLIC INVOLVEMENT AND
OUTREACH SERVICES
The Keith and Schnars public involvement Team will provide
proactive, innovative and responsive outreach activities in order
to ensure that any design takes into account neighborhood and
business concerns. At the core of our public outreach effort is
the implementation of a Public Involvement Plan that will identify
and address specific community needs and will relay community
preferences back to project decision makers. Uniquely, Keith
and Schnars offers an entire division devoted purely to public
outreach. This Team has a proven track record in developing
effective approaches to engaging the public in planning projects.
Considering the variety of area businesses and neighborhoods in
the project area, each with its own set of issues relating to the
enhancement of streetscapes and infrastructure, providing public
involvement that is tailored to a specific target audience will be
crucial to any project's success.
ROADWAY ENGINEERING SERVICES
Roadway designs have included major highways for FDOT,
County governments, local towns, and cities, as well as milling
and resurfacing, turn lanes, traffic calming, and intersection
improvements. Assignments have also involved alignment studies
and the design of roundabouts. Projects of this type comprise
a major portion of Keith and Schnars' lO-year portfolio. Our
traffic and transportation staff will bring expertise in signalization,
highway lighting, traffic control/maintenance of traffic and signing
& pavement markings. Many highway projects have required
the assistance of our structures group on bridges and retaining
structures. Keith and Schnars has extensive experience in bridge
inspections, repairs and rehabilitation, replacements and design of
new bridge structures.
CIVIL ENGINEERING SERVICES
In the past few years, the civil engineers at Keith and Schnars have
designed over a half million linear feet of utility improvements.
Additionally, they have provided watershed analysis and master
plans; water / sanitary sewer system analysis and master plans;
modeling and drainage analysis for flood attenuation; design
reports; neighborhood and infrastructure improvement plans;
large transmission main improvements; canal expansions; traffic
calming; lift station design/rehabilitation; and construction
observation. With every project, we are committed to providing
the quality and level of service necessary to best represent the
interests of our clients.
CONSTRUCTION MANAGEMENT
Keith and Schnars is very well known for their construction
engineering and inspection forces. We prefer to maintain intimate
involvement with a project through its construction to assure
the integrity of the design is maintained. As we have put our
name on a design, we have a strong desire to assure the intent
and quality designed into the project is delivered to our client.
Most importantly, we offer the very practical experience of our
Project Manager in the inspection of each project. The continuity
and intimate knowledge of each project from inception to final
acceptance by the City brings efficiency and effectiveness not
available on most engineering teams. In addition, our Project
Manager maintains excellent working relationships with City staff
and will be able to function as an extension of their operations.
Our participation also protects the City from adverse claims by
assuring design and bid assumptions are clear and carried out
accordingly. Additionally, our knowledge of all aspects of the
design provides us the best perspective for interpretation and
clarification on the jobsite during construction.
POST-CON STRUCTI ON SERVICES
Our work is not finished when the project is turned over to the
County. In fact, our commitment as a Team is to stand behind
everyone of our work products as they perform their service to
society. Our follow up services are listed below.
. Modify design drawings and prepare as-built drawings based
on field information provided by the resident staff and submit
to the City for future reference.
. Prepare operation and maintenance manuals as applicable.
. Compile a punch list and ensure the contractor rectifies all
deficiencies.
. At the discretion of the City, monitor performance of the
project in terms of achieving design parameters, quality,
durability and maintainability. By conducting periodic visits and
reviews with those operating a Keith and Schnars designed
facility, we are able to assist in optimizing its performance and
providing increasingly improved designs in future projects.
. Provide construction records in GIS coverage, with full database
and accurate locations, ready for direct importation to the
City's information system.

BISCAYNE BOULEVARD, MIAMI-DADE COUNTY, FL: Engineer of Record responsible for the
roadway, lighting and maintenance of traffic for the reconstruction of Biscayne Boulevard (SR-5 / US-I)
from NE 15th Street to NE 35th Terrace. The project includes the construction of a new five-lane
section, drainage, decorative lighting, signalization, signing and pavement markings and landscaping.
SAWGRASS EXPRESSWAY, BROWARDCOUNTY, FL: Design-Build Project Manager and Engineer
of Record responsible for design and preparation of roadway construction plans and permitting for
Florida's Turnpike Enterprise. Scope of work includes the construction of dedicated Sunpass lanes
with signature gantries at four (4) interchanges on the Sawgrass Expressway.The interchanges involved
were Commercial Boulevard,Atlantic Boulevard, Sample Road, and University Drive.
SR-826 & NW 122ND STREET INTERCHANGE, MIAMI-DADE COUNTY, FL: Engineer
of Record for Signalization, Lighting, and Signing & Pavement Marking Plans for the interchange
modifications.The project included several operational improvements to the interchange based on the
recommendations of the PD&E study.
SR-7/US-441 WIDENING AND RECONSTRUCTION, SEMINOLE TRIBE, BROWARD
COUNTY, FL: Lead Designer for Standard FDOT Roadway Lighting System on SR-7 from Osceola
Drive to SW 51 st Street. The design included standard aluminum lighting poles, arms and "cobra
head" fixtures. The design was done to meet all FDOT Illuminance criteria. Responsible for all
photometric analysis using GE Aladan software, voltage drop calculation, lighting analysis report and
plans production.
SR-AtA/SEABREEZE BOULEVARD, FORT LAUDERDALE, FL: Assisting Project Manager in
the production of project construction documents and supervision of the roadway lighting design.

Keith and Schnars designed 1.4 miles of Biscayne Boulevard roadway improvements in the heart of old downtown Miami including
drainage. sidewalk. ADA accessibility, utility and road-widening improvements. The project scope included the preparation of
construction plans for Biscayne Boulevard from NE 15th Street to NE 35th Terrace. The plans detail reconstruction of Biscayne
Boulevard along with a full replacement of the existing drainage system. The existing drainage system was replaced with a deep
well system for a majority of the project; however the southern portion of the project required the installation of a pump station
as an injection well drainage system was necessary due to the low elevations in this section of the project. The project also includes
the installation of new a decorative lighting system, landscaping and irrigation. All 8 signalized intersections with span wire systems
were replaced with standard FDOT mast arms and the existing overhead truss structure was replaced with a smaller cantilever sign
structure,
Keith and Schnars landscape architects approached the design for the Biscayne Boulevard project to reflect the distinctive urban
street character of the existing stores, businesses, and mixed-use residential. As desired by the City of Miami and the FDOT
District 6, the stately and historic existing Royal Palms were preserved. They were supplemented with the addition of large Live
Oaks that provide shade creating a linear plaza corridor. Sidewalk widths were increased to enhance the plaza concept, Under the
trees and palms, large planted and irrigated spaces of shrubs and ground covers were designed in a "ribbon" pattern, Emphasis was
on low maintenance, native and flowering plants; sod areas were eliminated. Additionally, conduit and junction boxes for future
landscape lighting were designed for the project.

approximately 80 housing pads, internal roadway, water. sewer. and drainage system within Immokalee on Seminole trust lands.
The project involved locating housing sites within an area comprised mostly of wetlands and designing backbone drainage and utility

Canal. Injection wells were immediately ruled out since wells within this area would not be able to meet State standards. Keith
and Schnars also provided a cost estimate for each of the drainage methods and the corresponding flood protection being
provided for each. The cost estimate was prepared in a tiered format in order to show how each drainage method or
combination of drainage method or combination of drainage methods was reducing flooding and the cost for each. The costs
ranged from 461,000 to $2,8 million for River Oaks and from $886,000 to $1.3 million for Edgewood.

Keith and Schnars is currently providing roadway and drainage improvements along SW 157'" Avenue for Miami Dade County,
This project includes the reconstruction and widening of two miles of SW 157 Avenue from SW 184'" Street to SW I 52nd Street.
The new roadway configuration includes the expansion of SW 157'" Avenue, from a two-lane road to a four-lane divided roadway
with curb and gutter, 12 foot grass median and the addition of a 6 foot sidewalk. Changes in roadway geometry include alteration
of the existing profile to facilitate highway drainage and insure that current roadway design standards were met. The proposed
stormwater management system will consist of curb and gutter for conveyance; the primary measure used in water quality and
storm-water run-off attenuation is exfiltration trenches commonly referred to as "French Drain", which was approximately 2 miles
in length. Exfiltration trenches were designed to achieve minimum water quality and water quantity standards established by DERM
and SFWMD. The project also proposes the installation of 45 foot metal lighting poles and two service points along the
southbound of the project.
Signing and marking and the installation of four traffic mast arms and pedestrian signals, at the intersection of SW 157'" Avenue and
SW 152nd Street, is also part of the improvements for the project.

Keith and Schnars is currently designing improvements to areas both within and around the University of Miami's main campus in
Coral Gables. Within the University, we are redesigning 18 on-campus parking lots and improving each lot's lighting, pedestrian
connectivity, and landscaping. We are also providing designs for the University's internal roadway. These designs will be
implemented in 6 phases, thus allowing construction to take place during times of lower campus activity. Stakeholder discussions
have already been held and the conceptual/schematic design for the internal roadway is currently nearing completion. Additionally,
we are also designing a new bridge/culvert (that will continue the internal roadway over a tidal canal) and a signature entryway
into campus, which will result in an expanded intersection and new signalization.
External to the University, we are involved in 5 projects requiring plans packages and permitting, The projects will result in the
expanded capacity of local roadways, which are within FDOT and/or Miami-Dade County right of way. The construction costs
associated with each project will not exceed $1 million dollars. To date, each project's design has involved extensive public
outreach, also negotiations with city, county, and state officials, Additionally, each project's design has had to take into
consideration factors such as the businesses that service the University, shuttle bus routes on campus, the University's landscaping
preferences, pedestrian/bicycle accommodation, delivery truck routes, and the requirements of each of the departments along the
route of the new roadway system. Overall, our designs reflect the needs of both the University and the community that surrounds
it.

Keith and Schnars is a firm dedicated to the timely and cost-efficient delivery of our services. In fact, in 2007, when the
Florida Department of Transportation released its annual summary of design overruns (time and money), Keith and Schnars
ranked among the best of the over two hundred firms surveyed. In the six-year period studied, Keith and Schnars designed
and surveyed twelve projects with a construction value in excess of $120 million dollars. Our average cost overun for the
period was only 4%, while our average construction time overrun was I %, No other firm selected by FOOT in that
six-year period completed this volume of work, and maintained such low overruns in cost and time.
This commitment to customer service and high professional standards has also earned us other peer and industry
recognition. For instance, last year (for the third year in a row) we took home a Best Places to Work Award at an event co-
