Request for Qualifications No. 10-04-01 · Professional Engineering Service s engineering Business Overview Bee Engineering, Inc. has been providing Professional Engineering Services in Miami-Dade County since 1994. The firm was founded in Miami and the Principals and Staff are all long time residents with deep roots in the community. Over the past few years the firm has grown to sixty nine (69) employees, providing civil and structural engineering services for local public agencies. We have a permanent full-time staff that includes; eighteen (18) registered Professional Engineers (P.E.), twelve (12) Engineers in Training (E.I.) and two (2) LEED@ Accredited Professionals. The staff is fully equipped with state of the art computers, plotters, printers, scanners, and design software. Bee Engineering, Inc. prides itself on innovative approaches to solve the difficult challenges faced by our clients. Our staff makes every effort to understand the concerns and needs of the client and they are committed to providing optimal solutions for all issues involved. At Bee Engineering, we believe there is no other small civil engineering firm that has the depth and breadth of resources combined with the knowledge and experience that we offer the City of sunny Isles Beach. Our in-house capabilities translate into efficiency and increased productivity in the design and preparation of construction documents. This in turn means the City can also be certain that Bee will provide them with the best value. The firm over the last two years has been growing from a revenue standpoint. Our annual revenues for fiscal year 2008 were $5.5M and in 2009 they were $ll.5M. The firm is in a healthy financial state with no outstanding debt, over $500,000+ in accounts receivable and over $15M of backlog looking forward to the next 18 months. The office is located directly across from Dadeland Mall, with easy access to the Palmetto Expressway, US-1 and the MetroRail. All coordination for the project will be through this office. Bee Engineering has never in its history had a suit filed; claim filed; or assessed a back charge for work performed. The firm has also never had a negative, or any ruling for that matter, regarding a judgment or arbitrary proceeding since its inception. Project Awareness Incorporated in 1997 the City of Sunny Isles Beach has embarked on creating a City for its residents and businesses that promotes a sense of community, enhances its coastal resources and promotes economic opportunity and security. If selected as the City's engineering consultant our goal will be to assist the City in implementing the comprehensive plan in any aspects that relate to engineering. The City has identified 17 initial scope items in the RFQ as services that may be provided by the design consultant. Our firm has the experience and staff in house to serve the City in the following tasks: · Structural (Building and Bridge) · Traffic 1lPage ~ CITY OF SUNNY ISLES BEACH g~;co Request for Qualifications No. 10-04-01 · Professional Engineering Services · eonstruction Management · Construction Inspection · Hurricane Recovery and debris monitoring services · General Design Work (Civil) · Preparation of complete Construction Contract Plans and Special Provisions for the assigned Project · Post Design Services (Shop Drawing Review and Responses to Request for Information) · Bid Administration (Selection and Letting) In addition to these initial services identified, our firm can provide the following services which we feel are beneficial and unique to the City: · Grant Development and Administration · Transit Studies · Intergovernmental Coordination (FOOT, MDC, etc.) · In-House Staff Support · eoncurrency Review The City is unique, as it consists of ten small islands that are divided by canals or highways which all eventually lead to Collins Avenue in one form or another. Therefore, from a transportation perspective if traveling by car, bus, bike or walking there is likely some interaction with a state road facility. As mentioned earlier our firm is capable of providing all of the services mentioned above, but the greatest strength of our firm is our ability to handle projects that are on or interact with facilities such as Collins Avenue. We understand the issues the City faces on Collins Avenue with major resorts and high rise residentials on the east side of the highway and major commercial areas along the west. Mobility, Aesthetic and Safety are of primary concern along this highway and a primary area were we can assist the City in developing a coordinated plan with FOOT for this corridor. We mention this as one of the primary areas we have identified were we can be of tremendous value to the City. Plannina and Preliminarv Enaineerina Our staff of engineers has the depth of resources to handle any assignment the City requires. Bee specializes in providing engineering analysis, preliminary plans and traffic engineering services to handle all engineering components of a project or support on specific components on other studies. If its traffic engineering we have the tools available, from a simple Highway Capacity Software analysis to a more complex CORSIM model. Our engineering effort always includes an extensive analysis of all possible options with the capabilities of providing 30% plans, engineering reports and preliminary structural, utility and drainage design. Final Desian In the development of final design plans for a roadway, a minor improvement or a site, our responsibility will be to analyze and evaluate design criteria, geometrics, drainage, maintenance of traffic, constructability, biddability, sequence of construction, aesthetics, utilities, environmental impacts, traffic analysis, signalization, and signage. Our plans will be prepared utilizing the latest version of AutoCAD. We will propose several phase reviews to the City during the course of plans development in order to give the City and our Team reassurance that we are meeting the intent of the design. There are many components that are included in a set of final design plans, but we feel that some of the most important issues that can affect cost and the public are described in further detail below. Utilitv Coordination Early coordination with the utilities and accurate information regarding their facilities can help eliminate conflicts during construction. Information requested from the utilities will include: 1) location of their existing/proposed facilities, 2) depth and cover of buried facilities, 3) whether or not buried facilities are encased, 4) is the utility located in an easement, and 5) whether or not the utility will seek to be reimbursed for relocation. A utility pre- design meeting will be held and conflicts between the proposed improvements and the utilities will be coordinated and resolved. Final relocation schedules will be submitted to the utilities at the final plans development. Final certification will include submitting utility clearance letters with the final package. 2lPage LIP- CITY OF SUNNY ISLES BEACH g~~"g Maintenance of Traffic (MOT) The MOT plan for these projects will be developed in a manner that will minimize construction impacts to local residents, motorists, pedestrians and bicyclists, as well as conforming to the latest edition of the Manual of Uniform Traffic Control Devices (MUTCD). The MOT Plan will be coordinated with the City of Sunny Isles Beach, the Florida Department of Transportation (FDOT) and Miami-Dade County Public Works (if required). MOT will be prepared by providing typical sections with their respective sequence of construction activities and plan sheets detailing the proposed MOT. Members of our staff (including our project manager) are certified by the American Traffic Safety Services Association in the Florida Advanced Work Zone Traffic Control Course. Detailed Construction Costs Detailed construction costs with backup information will be provided to the City based on the latest prices for this type of work. Bee will research the most current information available on bids made by contractors for similar projects in Miami-Dade County. Quotes from manufacturers will be also used for our estimates. Post Desian and Preparation of Pre-Bid Documents The Bee Team will be assisting the City preparing the Bid Documents for this contract. Our past experience in similar projects will be essential on achieving this task. As part of this project Bee specified the use of recycled asphalt pavement as the riding surface for a 23-mile trail. We also specified the use of recycled lumber materials for the trailhead areas and pervious articulated block for the parking areas. 3lPage Lrr CITY OF SUNNY ISLES BEACH ;~,,,g Request for Qualifications No. 10-04-01 · Professional Engineering Services Experience with Reaulatorv Aaencies Most public sector projects require coordination across several jurisdictions. Our Team anticipates that assignments from this contract will require coordination and/or permitting through the following agencies: . Miami-Dade Department of Environmental Resources Management, DERM - Regulation of surface waters, wetland impacts, discharges to DERM canals, contamination Issues, etc. . South Florida Water Management District, SFWMD - Regulation of surface waters, wetland impacts, discharges to SFWMD canals, dewatering during construction, etc. . United States Army eorps of Engineers, USAeOE - Regulation of wetland impacts, dredging activities, filling of surface waters, etc. · Florida Fish and Wildlife, Fwe - Fish and wildlife resources management. . US eoast Guard, UseG - Regulation of projects affecting navigable waterways as well as coastal construction. . Florida Department of Environmental Protection, FDEP - Control of pollutant discharges into water bodies, particularly stormwater pollution prevention during construction activities, regulation of stormwater injection wells, etc. . The Florida Department of Transportation, FOOT - Regulation of all work that intercepts or impacts a state road, i.e. US-1. . eity of North Miami Beach and Miami-Dade Water and Sewer Department (WASD) - Regulation of modifications or installation of water main, sewer collection system, lift station and force main. Our Team is well versed in the permitting process associated with all these agencies. We have permitted projects through them, or have done work under contract directly with these agencies. One of the most critical aspects of any project is to establish permitting jurisdiction as early as possible and hold pre-application meetings with those agencies. Because all projects have their intricacies, these meetings are critical in order to determine what the agency permitting requirements and applicable criteria will be for that specific project; this assures that the project is on the right path and eliminates costly delays associated with rejected applications. Manaaina the Permittina Process Many of the assignments in this contract will require several permits in accordance with the requirements of the agencies with jurisdiction in the area where improvements are being performed. Members of Bee's staff have demonstrated during the last five years, our capability of obtaining permits for this type of project, one example is a recently completed project. This project was the Miscellaneous Sanitary Sewer Improvements for MD Parks and Recreation Department: coordination and approval included MDWASD, MD Public Works, DERM, FOEP, FPL, NUl City Gas and Miami-Dade County Building & Zoning. Manaaina Contractors Submittals and RFl's Construction administration procedures are office administration activities related to the project construction. A representative of Bee will be available for all construction related matters, and this person will have the authority to make decisions on behalf of the design team. The following is a list of the administrative procedures performed, followed by a short description of the task. . Pre-eonstruction Conferences, when an initial Notice to Proceed is issued. This allows the contractor a set period of time, usually 30 days, to finalize the construction schedule and obtain all permits. A final Notice to Proceed is issued once the permits and schedule are ready and approved by the agencies. · Weekly Meetings are set up to review the status of construction progress, submit shop drawings, clarify documents and discuss construction issues. · The following support documents are sent to the City's Project Manager who may consult with Bee before responding to the request. All transactions are logged. Documents processed will include: RFI's, Change Orders, Request for Proposal's and Field Orders. 41page .Ltt-s CITY OF SUNNY ISLES BEACH W1..", Construction Contract A project's close-out phase is often overlooked in the execution of the project. Project teams usually move on to the next engagement, and the City is left with completing the final deliverables and financial obligations. In some cases, the project close-out can have serious financial considerations related to issues of contract and schedule closeout. When a project is approximately 90% complete, BCC's Engineers will contact the Contractor as well as the City's Maintenance Staff to schedule a Preliminary Field Inspection. Although this inspection may not be a requirement of the contract documents it is suggested in the spirit of cooperation with the contractor to insure a timelier and problem free final inspection. The purpose of the inspection will be to review the project and determine if the project is sufficiently complete to warrant a final inspection. Bee will schedule a Final Inspection within 7 days of the Contractor notifying the City that the project is presumptively complete. During this inspection a punch list will be prepared for any work found unsatisfactory in whole or in part. A copy of the punch list will be provided to the Contractor with the indication that the work so noted must be completed before the job will be accepted. The eontractor will also be notified that the punch list should not be construed as a "final list". Once all punch list items are completed, a Final Inspection will be scheduled. Contract closeout will also include reconciliation of any outstanding unpaid estimates, review of the required contract documents, and submittal of the appropriate records including "As-Built" Plans to the City for records retention. Project Team and Staff Throughout the years Bee has forged an outstanding reputation for providing quality services that meet client needs and exceed expectations. Our firm has the ability and the technical resources to provide the majority of the services requested in the City's RFQ. The firm principals and staff have the depth of knowledge and experience the City is looking for in its consultant. Bce has a total of 69 employees that are trained to provide sound engineering solutions in a professional and cost-effective manner. Proiect Staffina General Engineering Services Agreements require a Project Manager (PM) with proven design experience that will manage each individual assignment, deliver them on schedule, and is familiar with local Standards, Specifications and Procedures. BCe's Project Manager will be Mr. Shahin Hekmat, PE, his experience, as well as the experience of the key members of our Team, similar projects and client reference information is documented in the attached Standard Forms 330. In assembling the staff, we not only looked at the special technical capabilities of each individual, but also their current and projected workload and availability. The staff being proposed to the City will be committed to for the duration of the contract. Bee Team member's current workload ensures that we can easily provide the staff-hours required to service this contract. Praiect Manaqer Shahin Hekmat, PE will be the overall project manager and the point of contact with the City of Sunny Isles Beach. Mr. Hekmat had been involved in many projects with the City in the past and was part of the team that prepared the City's Capital Improvement Plan (CIP) and the associated budget in 2007. He is a seasoned Senior Civil Engineer with expertise in storm water management, drainage and roadway design, land development projects; including design of water distribution systems, sanitary sewer collection and disposal systems, paving, grading, drainage and flood routing analysis, permitting, construction oversight, and project close-out. Mr. Hekmat's career has been focused on the design of public infrastructure projects for municipalities, counties and state agencies, in South Florida. He has a reputation for getting things done professionally and efficiently. He Served as City Engineer for City of Weston; Consulting Engineer for the Cities of Sunny Isles Beach and North Lauderdale; and District Consultant for South Broward Drainage District, Indian Trace Development District, Bonaventure Development District and North Lauderdale Water Control District. This combination of energy and experience is what Mr. Hekmat will bring to each and every assignment the City of Sunny Isles Beach tasks us with under this contract with the help of our Team as identified in the Organizational Chart. 5lpage 6~ CITY OF SUNNY ISLES BEACH RL", ~ CITY OF SUNNY ISLES BEACH Jose A. As the Project Manager, Mr. Hekmat will deliver a successful project to the City on each and every task work order by: · Committing highly competent and experienced professionals to projects and providing them with the necessary resources to assure success. · Utilizing project management tools such as Primavera and Deltek Vision to assure projects are on time and on budget. · Continuous communication with the City's Project Manager to ensure expectations are being met and information is being delivered between parties. · Taking a proactive approach that emphasizes the early resolution of project issues and a philosophy focused on providing value added services. Our Project Management Approach is to establish the project requirements; set the basis for controlling scope, schedule, and budget of the project tasks; and describe the principal responsibilities and authority of the project participants. At Bee we understand the necessity of successfully completing project goals within the predetermined schedule and work program budget. Bee will develop a set of contract documents that will be functional, cost effective, biddable and maintainable. We will use a "hands-on" Project Management approach to effectively complete the contract. Our streamlined production oriented team, along with state of the art resources allows us to complete project assignments on record time with a high level of technical proficiency and professional quality. Upon receipt of a request for services, Bee will schedule a meeting with the City's Project Manager to discuss the proposed scope of services and will schedule a field visit to fine tune the scope of services. The initial field review will include video taping/pictures of existing conditions to help define project issues and deficiencies. After the field meeting, the Bee Project Manager will coordinate with the City's Project Manager to finalize the scope. Described below is a set of management activities that we will deploy to manage work orders assigned to Bee under this contract. Proiect Kick-Off Meetinq We will begin with a kick-off meeting to identify the key project issues, team participants, discuss project purpose and goals, define team member roles and responsibilities, and identify expectations. The planning and scheduling of the kick-off meeting will be coordinated through the City of Sunny Isles Beach Project Manager. Proiect Reportinq Bee will distribute meeting minutes within 3 working days of the conclusion of any meeting. Action items resulting from the meeting will be identified, including a responsible individual for the action and a date when the action is to be completed. Action items will be entered into a tracking database and will be reviewed by the Project Manager on a weekly basis. Monthly status reports will include cost and schedule updates, variance analyses, recommended corrective actions, and updated forecast. The status report will also include an executive summary with narratives regarding the accomplishment for the month, projected activities for the following month, and identification of issues along with suggested approaches and resolutions. Project Schedule The Bee Team will develop and present a project schedule as part of any proposal to the City and with input from the City's Project Manager, further detail the schedule and develop logical and achievable tasks. Throughout the project we will continuously review and update the schedule. Staff Availabilitv Bee Team member's current workload ensures that we have the resources to effectively carry out assignments under the General Engineering Services contract. We realistically feel that these resources are more than sufficient to carry out any assignments under this contract. However, since a definite project scope has not been defined at this point, we can only estimate as to the total hours required to service this contract. Budqet Monitorinq and Control Bee will develop and implement a Work Breakdown Structure (WBS) based on a logical organization of the work with the flexibility to adjust to the evolution of the project. The WBS will include all tasks and any overall management tasks, but will be primarily directed towards deliverable products. The WBS will form the basis for identifying schedule activities and monitoring cost. We will also develop standard cost control reports for every level of the WBS, consistent with the schedule and will track original budget, earned value, approved changes, current budget, current expenditures, estimate to complete, pending changes, and anticipated changes. The cost reports will compare planned versus actual expenses and will identify variance at the cost account level. Quality Assurance / Quality Control Because errors and omissions can have a long-term effect on a company's reputation, we place a great deal of importance on our quality assurance program. A quality product must meet the owner's requirements and 8lPage Ir CITY OF SUNNY ISLES BEACH RLco Request for Qualifications No. 10-04-01 · Professional Engineering Services expectations which include being on time and within budget. A continuous quality control process goes a long way in identifying key issues. As the consultant, Bee Engineering will have a responsibility to ensure that the design and construction documents meet the highest possible standards for accuracy and completeness. In order to ensure we meet these high standards, our quality assurance manual documents detail checking procedures, and place an emphasis on continuous monitoring, coordination, communication, review and checking. Bee Engineering will also prepare a project-specific Quality Control Plan that will define QC personnel, their roles, schedule and review requirements. Committing the appropriate staff to the QC team is essential, and the team will be composed of a group of professionals that are highly skilled in their areas of expertise and are completely independent of the design team. Their reviews will be separated into three major areas: · Review of the engineering design and criteria, ChKkHt- Oat.. · Review of the plans preparation including that component sets have been properly ~~.r~~~~.~~::::=== V,ffifieod: -Date: coordinated, and · Constructability reviews. Prior to any submittal to the City of Sunny Isles Beach, documents will be reviewed as follows: · Documents are stamped as ready for review and forwarded to reviewers specified in the QA/QC plan. · After QA/QC reviews, mark-ups and comments are sent back to the designer/originator. · Designer reviews, comments and develops responses. · Designer and reviewer meet to agree on implementation of comments. · Any disagreements are forwarded to the QA/QC officer for resolution. · Comments are implemented and back checked. All QA/QC documents will have a tracking stamp applied to them and will be initialed and dated by the responsible professionals. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost The Florida Turnpike Enterprise (Turnpike) wanted interchange modification analyses and project traffic forecasts performed for the Turnpike Mainline in Palm Beach County between the Sawgrass Expressway and Delray Beach (Atlantic Avenue) using the Southeast Regional Planning Model (SERPM) version 6.5. The Turnpike's previous studies had shown that improvements to the interchange at Boca Raton (Glades Road) would have major impacts on the surrounding commercial properties. BCC Engineering was hired to identify the impact of constructing interchanges and the widening of the Turnpike Mainline. After completing a validation of the project area, alternative analyses were defined base, interim and future year conditions; where interim year socio-economic and roadway structures were calculated through base and future year interpolation. Alternatives were created for the study area, comprising of no-build, partial and full interchanges including: · No Interchange - No new interchanges at Clint Moore, Yamato Road or Palmetto Park · Build Alternative 1 - Full Interchange at Clint Moore · Build Alternative 2 - Partial Interchange to/from the north at Yamato Road and to/from south at Clint Moore Road · Build Alternative 3 - Full Interchange at Palmetto Park Road The BCC team analyzed the study area to produce documentation that included regional impact for each of the alternatives, mode choice summaries, and model volumes for the study area. Assistant City Manager/Services Jorge Vera, Assistant City Attorney Fernando Amuchastegui, and Assistant City Clerk Mauricio Betancur were also in attendance. The deadline for submission of Request for Qualifications documents is Wednesday, May 26, 2010 at 2:00 p.m. for RFQ No. 10-04-01 (Engineers) and at 2:30 p.m. for RFQ No. 10-04-02 (Architects), at which time those sealed responses will be publicly opened. Any additional questions are required to be in writing and may be submitted up to seven days before the opening (at the close of business, Wednesday, May 19, 2010), which will be answered and placed on Demand Star. City Manager Conner said we are looking for a very brief response, which is the reason for the 10- page limit. If you can't tell us in 10 pages why you are a good firm for our needs, you missed the point, we are not looking for fluff. He said that the people who will be looking at these responses, have technical backgrounds. He mentioned that if you think about the mechanics, we have to go through all of these, and there are about 80 people in the room, and those people who get to the point and sell us immediately, are the ones we will be impressed with and pay a little more attention to. The 10 pages are a description to the City of what services you can provide, you do not have to provide all services, we are not looking to select a firm that can do everything. Tell us that you do geotechnical, structural, etc., tell us how you do it well, and there will be multiple firms approved. When we have projects that fit those categories, we don't have to go through a long RFQ process just for a small project. If you can't handle a small job and give us response that shows you care about our City as a client, that is fine. If you have other big clients somewhere else take care of them, but we want somebody that is looking out for us. This is sort of that little test process that says you are interested in the City, you are willing to come here to the City and give us great service on our projects, get us through them, and then we move forward with you on to the next one. That is what we are looking for, you do not have to submit as a complete umbrella firm. A lot of people have asked if they should get subs, no, please don't, we want to know what you do, and we will select firms based on our needs, and who can fill those needs. When we have a specific large project it will go through a separate stand-alone RFQ process. Mr. Conner said that you can substitute Form 330 for the 254 and the 255, and it does not count toward your ten pages. The required backup documents do not count toward the ten pages, but your firm, your people, what you are going to do for us, that is the ten pages, and then if we need to verify, the backup is there. QUESTIONS AND COMMENTS FROM PROSPECTIVE BIDDERS 1. For the lO-page limit, the business financial statements and annual revenues, would that be counted towards it? No. The financial statements are also not part of the ten pages. 2. What format do you want it in? How you make your presentation is up to you, you know best how to sell yourselves. You know what your skills are, you know what is going to make the best impression on us. We want to use the free-form approach because it gives you a chance to shine. If we give you a very particular format, it may not give you a chance to show us what you can really do, and we don't want to limit you, so whatever is best for you, please use that approach. 3. How many firms will you be selecting? We don't know. If it takes 20 firms to give us the opportunities that we need, it will be 20 firms. If three firms cover it, it will be three firms. Last year we selected two architectural firms, an d one of them did a small project and did not satisfy the City, the other firm did very well. The firm that did well picked up other small projects and are now doing larger projects. 4. Can we create our own 330 Form? No. Please use the existing forms so there is consistency. 5. If you are selected as one of the companies on this list, are you prohibited from submitting on the larger projects that the City undertakes? Absolutely not. Again, this is kind of that chance for the City's benefit, this process serves two purposes: 1) we have got a list of people that have gone through the process, and in this City we like things done quickly, that is the driving force here. That is what we will be looking for, how quickly you react and give us services, and so this is a great opportunity for us to get jobs done quickly because all the legal processes have been accomplished and we can get on with doing the job; and 2) again, it gives us a chance to see who is going to give us better service on the larger projects and so quite the contrary of eliminating you from the larger projects, it gives you a foot in the door. This is a golden opportunity to be first up on the list for the larger projects. 6. If you have a project and, we are a Mechanical Electrical Plumbing (MEP) sub-consultant to an architect or a civil engineer, ifhe is hearing you right, we should submit prime, and let's say there is an architectural project that does require a sub-consultant, will you put the teams together? Typically no, unless it is a small project that we know we can just pull a couple of people together, knock it out and move on. Anything that has got any real meat to it, we don't want to force you all into a marriage that may not work, and so we would ask whoever we select to pick their own people. We might say, here is a list of people that we have already approved but we would not force it on you. Addendum No.1 Mandatory Pre.Submlttal Conference QA OSOSlOPage 3 of 6 7. And the architects and civil engineers should not include MEP on their teams? No, unless you have those in-house services. Again, the idea is: what can you do for us? If we have a larger project, a bridge for example, we will need structural people, environmental specialists, etc, and you would go pick the team for that project. For the small ones, for instance where we just need someone to do another entrance at Pelican Community Park (PCP), we would pick a consultant from the list to do the work for us and we are done. 8. On number 6 you are asking for proposed personnel assigned to the City, the City's various potential projects including their qualifications and experience, is that the resume? What we are saying is, it doesn't matter if you have all these great people if they won't be working on our project. What are you going to do for the City with whom, and that should be in the ten pages. 9. Resumes will not be part of the ten pages, is that correct? The resumes will be part of the ten pages, if it is part of the 330 or any of the other required forms, if you have to submit that as part of the backup package for the firm, that is fine, but what we are looking for in the ten pages is: who are you going to send to us and tell us why they would be the best person to hire for the job. We are not looking for the firm name, we are not looking for the national offices, these are one-on- one issues. Our approach to this is that when we start, we are a team and we will be there for you and we want you to be there for us. If you do good work and you support us, we are the best people on the planet to work for, if you don't we are not. So if you have heard good or bad things we probably deserve both. If it is a firm that has not given us what we feel to be good service, then we are tough to work with. If you do a good job, we will take care of you but it is your response that counts. We can't say that enough, it is response that counts. 10. Tabs and cover pages do not count on the ten pages? No, and again, the old joke in English class where the professor threw up the term papers and the one that hit the floor first was the A, and then he graded the rest of them on the curve depending on how quickly they hit the tloor. We do the exact opposite. We have found that people who really know what they are doing and are really good at what they are doing, can tell you that very quickly. People who depend on fluff and a lot of verbiage may not be as good at their jobs. We are going to have a lot of these to go through and we are looking for real service, and again, the people who are looking at them have a very good understanding of what they are looking for, so please don't waste your time or ours. Take your ten pages and run them off the Xerox machine in black and white, the glamour is not what we are looking at. The pretty covers and pictures are not going to be anything that is considered, it is the text. When you submit your packages, do not bind them, do not put them in a folder, don't staple them, just use a clip or binder clip, that makes it easier for us to go through them. With all the attachments that are there too, you want all of those unbound as well, and all one big clip, or do you want all the financial statements separate, etc.? Put them all together with a clip, and put the ten pages on the top, and everything that substantiates it underneath, that way we can quickly go through them, it is a little easier to store them, etc. 12. There is one original and four copies, and all five are unbound and clipped together, is that correct? Yes, that is correct, and then we can hand out those copies to the people who are reviewing them and then they can go through them very easily. As a side note, when we did this last time, a lot of firms would call up and say, when do I get my job. This is not one of those rotation things, what we are looking for are specific services. If it turns out that we didn't need a structural or a geotechnical that entire period of time, then we didn't need it. We will use you if we get the chance. It also tells us that you are a firm that we like, and so when someone submits on a larger project and they need a structural, and we thought you were a good structural and we look and see you are a part of their team. That can be a plus, and so it is not a loss even if we don't necessarily use you under this program. 13. What is the duration of these contracts? Our desire is to have them go for about two years. We are still working with the City Attorney's Office on that. We have had that discussion and we will finalize that. 14. Will there be individual negotiations for the fees and the rates? Yes, obviously your professional services are guided by law, and we will follow those regulations. 15. Are you going to email out a list of the today's attendees? We do everything on Demandstar.com, and staff is wonderful about getting the information posted. They will have the list of attendees and the minutes posted on Demand Star fairly quickly. Do not call and ask if we have it yet because if it is not on Demand Star then we don't have it yet. The moment we have it we will post it. Just keep checking the site. 16. Do you anticipate having any federal funds and do you anticipate to use those through this contract? Again, the reason this group is here is for projects that we don't even know we need yet. If it is a large project, we are going to have a specific RFQ process for that project. The whole point of this process is that we don't know what is going to come tomorrow and we want to be try be prepared. 17. Have you received federal funds recently? We are finishing up a project now on federal funds, but again, those are the larger projects that we will go out specifically for. If you subscribe to one municipality you are able to see all the notifications, all the addendums that are put out by that municipality. There is no fee, however if you want to register with more than three municipalities, then there is a fee for that. If you subscribe with this City, the minute we put out the minutes, addenda, etc. you will receive it within a few minutes of it being posted. The City has now instituted payment ofinvoices once a week. Again, you are not going to get rich off of these projects, they will not be coming at you every day, but it is a great opportunity to get your foot in the door, and show that you are the company that we want to deal with on a regular basis. 19. Do you have a set cap for the projects that you put under your continued contracts, fee-wise or construction value wise? No. We look at the individual project. Some of the little projects that are on that list have graduated to some fairly hefty projects, but they were the kind of projects that we just needed this done. 20. What is your typical construction delivery system, at risk, low bid, etc.? Typically it is a hard bid. Weare not opposed to the Construction Manager At Risk (CMAR) or design build or any of the other opportunities, but if we've got something that we are looking at under those options, it is almost certainly going to be a separate project. In closing, if you have any questions, just drop us a line. When you are submitting your proposals make sure you clip them and not put them in folders, spirals, or binders. Do not leave the room without signing in because if your name is not on the sign-in sheet, you are not eligible to submit. So it is really important, make sure you get your name on that sheet. Q: On page 4 of RFQ 10-04-01, the City of Sunny Isles Beach requests "Proof of authorization to transact business in Florida from the Florida Secretary of State, from the prime as well as supporting firms." - Is this item also excluded from the 10- page limit? A: No. Q: Should we include tax documents to indicate financial state of business? Or what other document should we include to show financial state of business? A: Tax documents are not necessary, just a brief summary will be fine. Q: Do these count as part of the ten-page proposal? A: Yes. Q: Do the sworn statement and affidavit count as part of the ten-page proposal? Q: There is a discrepancy with the RFQ No. in the Professional Engineering Services proposal for the City of Sunny Isles Beach. On the front, it mentions RFQ No. 10-04-01, however, inside on the page that mentions 1.1 Introduction, 1.2 Time and Date of Submittal, etc., there is another RFQ No. This time, RFQ No. 07-07-01. Which RFQ No. do we use as correct? A: The correct number is the first one, the 10-04-01. 6. Q: Is SF 330 substituting SF 254 and SF 255? Or one can submit either the 330 or 254/255? A: Either way, the 330 or the 254/255. 7. Q: Item 2 (list of projects for the past 5 years) can be covered through forms SF 330 and 254/255: is it going to be considered separately anyways? A: Please list the relevant projects in the ten pages (though they are not required to be in the same format as the 330/25-1/255). 8. Q: According to Addendum 3, proof of authorization to transact business in Florida & the financials will count towards 10-page limitation. Please see Q 2 and Q4 on addendum. We had understood at Pre-Proposal that these pages would not count. Please clarify. A: The authorization themselves are not included in the ten pages, and though the financial statements (tax return, etc.) are not either, a summary of the status of the firm should be. From past experience, it did not typically take the full allotment of pages for firms to make their case. Please focus on the content. However, this is contradictory to Addendum #3, in response to question #4, in which the City states that the list of all projects for the past 5 years is excluded from the 10- page limit. Please clarify if the list of projects for the past 5 five years is included or excluded from the 10-page limit. A: My apology for the confusion. In the ten pages, you should include anything that you feel is relevant to your presentation, obviously potentially including experience. The formal presentation of experience for the past five years will not be counted as part of the ten pages. 10. Q. If the contact person in Item 5 is also one of the listed in Item 6 (where all her information will be shown), is necessary to write her information in Item 5? A: You only need to state that they are one in the same. 11. Q: We just received Addendum #4 for the RFQ #10-04-02 and there is conflicting responses to critical submittal items. Addendum #4 question 7 indicates that relevant projects are to be included in the ten pages BUT Addendum #3 question #4 indicates that the project list are excluded from the 10 page requirement. Also Addendum #4 question #8 indicates the authorizations are not included in the 10 pages but addendum #3 indicates proof of authorization is not excluded. We would appreciate clarification so we can provide an acceptable submittal. A: Confusion reigns, my apologies to all.
