Original City of Sunny Isles Beach - Professional Engineering Services RFQ No: 10-04-01 Request for Qualifications FIRM BACKGROUND AND EXPERIENCE' A & P Consulting Transportation Engineers (APCTE) was incorporated in the State of Florida in January 1995. Our office address is 10305 NW 41st Street, Suite 115, Doral, Florida 33178. We started as a three-employee company to provide plans production services to the Florida Department of Transportation (FOOT) eight district offices. Currently we are a multi disciplinary, consulting engineering firm based in Miami-Dade County specializing in Roadway Design, Transportation Planning, Traffic Engineering, Electrical Engineering, Water Resources and Wastewater Disposal, Construction Management and Construction Engineering and Inspection Services. Today we have sixty-three (63) employees of which thirty- seven (37) are graduate civil engineers. Fifteen (15) of our engineers are registered in the state of Florida; one of our senior members had twenty years of experience working for FOOT (six of them as Assistant District Design Engineer). Our staff has a combined design experience of more than one-hundred (100) years working as employees of FOOT. Three of our engineers started working at FOOT in the Professional Engineers Training Program, worked as Project Engineers and Project Managers and later on moved to the consultant world. Currently we have open contracts with FDOT District IV, and VI offices, Miami-Dade Expressway Authority (MDX), Miami-Dade Water and Sewer Department, Miami-Dade Public Works Department, City of Doral, Village of Biscayne Park, Town of Miami Lakes, City of Hialeah, and as sub consultants with several other engineering firms. We have also been recently selected by the City of Miami and the City of Miami Beach to provide services for their Capital Improvements Program. Construction Engineering Inspection (CEI) RECEIVED ~A Y tUOJJ!stf.n CITY OF SUNN~ES BEACH OFFICE OF THE CITY CLERK WASHINGTON AVENUE IMPROVEMENT A & P is highly capable of providing services for the above mentioned specialties and is qualified by Miami-Dade County / FDOT for: major roadway design, construction management, cost estimating, highways, streets, parking lot, drainage, lighting (interior, display, theater, etc.), lighting (exterior, streets, memorials, athletic fields, etc.), sewage collection treatment and disposal, water supply, and traffic & transportation engineering. Likewise we are also capable of performing services of data collection, manipulation and data-basing for the purposes of preparing Roadway Characteristics Inventories, identification of Roadways Functional Classification, and updating the Highway Performance Monitoring System. Another facet of our company is the division of Construction Management and Construction Engineering and Inspection. The division has a cadre of well qualified graduate engineer inspectors headed by a registered professional engineer with more than 27 years of transportation engineering design and construction management experience; most of our CEI staff has attended all of the required Construction Training Qualification Program (CTQP) courses as required by the Florida Department of Transportation and other governmental agencies. APT I;LWIl1:Wi'll~~I1Ut A&P Consulting Transportation Engineers, Corp. 1 City of Sunny Isles Beach - Professional Engineering Services RFQ No: 10-04-01 Request for Qualifications Our qualifications and vast experience makes us a very strong candidate to provide the services required by this contract, surpassing the levels of satisfaction expected by the City. The requirements of this contract perfectly match with A&P's experience and capabilities. We understand that the purpose of this contract is to provide Professional Engineering Services in various professional specialties on an "AS-NEEDED BASIS", to perform services which may include, but not limited to engineering, electrical engineering, traffic engineering, construction engineering & inspection, construction management and project management. Our firm is perfectly suited for these kinds of assignments. We are a local mid-size company and are capable of handling several assignments at the same time, while providing a quick response on any task. We have had several contracts in the past where we had to produce a complete set of construction plans in less than a month. We can do that without compromising the quality of the final product. However in cases of special emergencies, we have and are prepared to continue completing our tasks even sooner. We recently completed in a record time the plans for the City of Miami Beach for the relocation of an 8-inch water main on Indian Creek from 63rd Street to 65th Street (total length of 1100 If). The existing pipe was broken during the demolition of the flyover on Indian Creek at 63,d Street and the City gave us the assignment of completing the construction plans for this work in one weekend. We were able to meet their demand and the water line was replaced and in operation within a week. FIRM CAPABILITIES. We have an accomplished team of Urban Designers, Utility Engineers, Water Resources and Electrical Engineers with a multitude of experience in several of the professional specialties that will be needed for this contract. The following is a brief outline of design experience as well as specific approach to accommodating the needs of this contract. Transportation / Transit / Civil Engineer - Streetscape improvements must be aesthetically appealing while meeting design criteria for safety and function. Our experience in roadway design includes major highways for FOOT as well as milling, resurfacing, traffic calming, creation of on street parking, intersection improvements, alignment studies, sidewalks and ADA compliance for local roadways within urban settings of municipalities. We also have experience in transit projects. We were recently involved in the design of the Metrorail new line from NW 27th Avenue to the Miami Intermodal Center in the vicinity of the Miami International Airport. Our involvement included the design of the system of roads to provide access to the proposed Rental Car Facility as well as to the MIC Station. Water & Wastewater Design - Our involvement with water/wastewater projects includes comprehensive water & sewer plans, potable water storage and distribution systems, reclaimed water distribution, sewage collection a facilities, pump station design and rehabilitation, and pipeline rehabilitation using trench less technologies. We have provided design services for numerous projects replacing water and sewer lines in older neighborhoods as well as projects extending new services into existing neighborhoods on septic wells. Drainage/Stormwater Design - Our Water Resources Department is one of our strongest sections. APCTE water resources engineers have experience in all aspects of surface water evaluation and design including: field reviews, data gathering, agency coordination, pipe video inspection, wetland delineation, detention-retention pond design, hydraulic modeling and drainage analysis to relieve street flooding. We are capable of preparing full-scale computer models utilizing state-of-art software. We have conducted investigations on water sheds ranging between several acres to several thousand square miles. Our team has also demonstrated its capabilities to obtain environmental permits required for all drainage improvement projects, an effort which includes agency coordination, permit sketches and permit applications. We have developed excellent relationships with agencies such as: SFWMD, FOEP, USACOE and DERM. Our broad capabilities and experience in complex stormwater management system was demonstrated in the Miami Intermodal Center (MIC) Drainage Master Plan, where APCTE was responsible for the coordination with all permitting agencies as well as with the other four design consultants for the development of one Drainage Report and obtaining one ERP for all roadway projects. Another good example of our previous experience was the SR-836 Stormwater Pumping Station located at the southeast infield area of the SR-836 / NW 37 Ave Interchange; this project was geared to relieve street flooding for this neighborhood of the City of Miami. Electrical Design - The design for lighting improvements for both major roadways and residential areas must be aesthetically pleasing while providing a uniform lighting level that will ensure public safety. A&P's personnel have a significant level of experience in the area of lighting design. This includes municipal lighting projects such as those completed for the City of Miami Capital Improvement Program, which included the installation of a custom manufactured decorative pole mounted fixture along NW 14th Street from Le Jeune Road to Douglas Road. We have performed several lighting design projects in FOOT's roadways. We have also been involved in different Lift Station projects such as; North Beacon Lift Station with the design of two 60hp pumps for the Town of Medley; as well as Lift Station for Miami-Dade County, City of Miami, etc. Our range of experience in this field captures: Electrical/Lighting Design of Roadway, Lift Station Facilities, Commercial, Industrial, Health Care, Shopping Centers, Condominiums, the design of the Intelligent Traffic System for SR-112 Toll Plaza, and total new lighting for the SR-826/SR-836 Interchange. Our Electrical Design Section has vast experience in the selection, specification and testing of engine-generators. This included the engine, main fuel and day tanks, fuel transfer system, mufflers, electric generators, automatic transfer switch operations, electrical load tests and emergency shut down operations. A key example in this category was the selection, permitting, and testing of Sanitary lift station 101 in Miami-Dade County. A provision was also provided for this lift station in order to be able to connect an emergency 250KW stand-by generator. CEI Services - We believe the firm's successful history demonstrates our commitment to excellence in the performance of these services. We believe the firm's depth of experience with respect to its construction engineering and inspection personnel will be invaluable in meeting and/or exceeding the expectations of the City. We are currently performing CEI services as a prime to different clients such as; the City of Miami Beach (Nautilus Neighborhood lOB in Middle Beach); FOOT District 6 to the NW 25th Viaduct from the Palmetto Expressway to the Miami International Airport Cargo Area; City of Doral Canal Stabilization Program; FDOT District IV for the installation of an ITS System along 1-75; and Miami-Dade Public Works Department (Several Locations). PROJECT TEA M: A&P Consulting Transportation Engineers Corp. (A&P) will be ultimately responsible for the execution of this contract. ~-~ 't. - l ~.. A&P will utilize a staffing plan that implements effective coordination, timely response to the City of Sunny Isles needs, and adherence to schedule and budget, thereby ensuring the completion of a successful project. The team leader and contact person selected for this endeavor will be one of our principals, Mr. Carlos M. As Project Manager he will be responsible for the technical design elements of this contract as well as the required coordination among the different disciplines to ensure the timely completion of all projects within the established proposed schedule. Mr. Gil-Mera will act as the point of contact between APCTE, and the City of Sunny Isles. Mr. Gil-Mera is involved today as Project Manager on the Flamingo Neighborhood Improvement Project for the City of Miami Beach, Office of CIP. This is a very successful Design/Build project in which our firm is leading the design and CEI effort. Mr. Gil-Mera worked for FOOT District VI for fifteen years; he spent the last eleven years in the internal design office working on the production of roadway plans including minor design and major reconstruction roadway projects. During the last two years of his career at FOOT, he worked as District VI Roadway Design Project Manager where he was the head of an Internal Design Team working on a large number of resurfacing and reconstruction projects. As one of the Principals of A&P, Mr. Gil-Mera has designed and managed numerous Transportation Projects for Governmental and Private Clients. Some of the projects recently designed by Mr. Gil-Mera include: Nautilus Right-of-Wav Infrastructure Improvement Proiect - Citv of Miami Beach, Capital Improvement Office The Nautilus Neighborhood includes all of the area from Surprise Lake South, to the South end of the 41st Street R.O.W., and from Biscayne Bay east to the Indian Creek Waterway, inclusive of the Orchard Park and Nautilus West sub-neighborhoods. The area is generally comprised of single-family residential streets with some pockets of multi-family uses. The proposed major improvements in this neighborhood include: Streetscape Improvements which included the reconfiguration of West 42nd Street from North Michigan Avenue to North Meridian Avenue, roadway milling and resurfacing, sidewalk extension, lighting upgrades, swale reclamation / removal of encroachments, pavement narrowing, on-street parking improvements; Storm water Improvements which consisted of the installation of approximately 16,300 In. ft. of conveyance pipe, 92 inlets and 74 manholes, 9 gravity drainage wells and 31 pressurized drainage inlets and 6 stormwater pumping stations; and Water System Improvements which included the installation of approximately 33,944 In. ft. of 8-inch DIP WM, new Fire Hydrants, and the relocation of approximately 172 water meters from rear easements to the public sidewalk using trenchless technology. NW 14th Street Reconstruction, Citv of Miami, Florida Engineer of Record for the total reconstruction of NW 14th Street from NW 42nd Court to NW 34th Avenue. This project included the preparation of Roadway Plans, Drainage Improvements including a drainage pump station, Signalization, Lighting, Signing and Pavement Markings and Intelligent Transportation System (I.T.S.) Plans. Washington Avenue Streetscape Improvements Phases II, IV & V, Miami Beach, Florida Designer of record for this Design-Build Project. Prepare construction documents (plans and specifications) for the following improvements: roadway reconstruction and milling & resurfacing, new gravity drainage wells, sanitary sewer capacity improvements which consist of pipe/manhole up-sizing, water main upgrades, relocation of water meters/meter boxes, new decorative lighting system, landscape and irrigation upgrades, replacement of curb & gutter and sidewalk from 11th St. to 16th St., design of intersection bump-outs, compliance with ADA requirements, modification of parking space layout, relocation of existing utilities, coordination with the CMB Parking Department to remove and reinstall parking meter heads and parking signs, and signature median improvements from 5th St. to 6th St., and between 16th to Lincoln Road. Also responsible for the construction administration activities related to the construction of this right-of-way improvement project. APT ~1M/&\n[i'/l~I{!Il'.ll!t A&P Consulting Transportation Engineers, Corp. ~ 4 City of Sunny Isles Beach - Professional Engineering Services RFQ No: 10-04-01 Request for Qualifications SR-5 / US-i Widening and Reconstruction. FDOT District VI. Florida Engineer of Record for the Widening and Reconstruction of US-l from SW 264th Street to SW 232nd Avenue. This project included the preparation of Roadway Plans, Drainage Improvements, Signalization, Lighting and Signing and Pavement Markings. SR-997/ Krome Avenue from SW 296th Street to US-i. FOOT District VI, Florida This project is part of the improvements identified in the FOOT's Krome Avenue Action Plans approved by the Miami-Dade Metropolitan Planning Organization in March, 1999. This portion of Krome Avenue is a north-south two-lane roadway that extends approximately 3.78 miles from US-l to Avocado Drive, running through the center of Florida City and the City of Homestead in southern Miami-Dade County. The corridor land use is primarily industrial in the Florida City section (S.W. 352nd St to S.W. 328th Street/Lucy Street) and commercial in the City of Homestead section (S.W. 328th Street/Lucy Street to S.W. 296th Street/Avocado Drive). A listing of the proposed key personnel to be assigned to the City's various potential projects, including their qualifications and experience that will be supporting Mr. Gil-Mera in this contract, including their past work experience as it relates to their roles on this particular assignment is discussed below: Antonio G. Acosta, P.E., (A&P) - Senior Principal -Mr. Acosta brings over 25 years of experience in the Design of Highway Facilities. He graduated from F.I.U. in 1985 with a Bachelor of Science in Civil Engineering and spent the first thirteen years of his career working I for the Florida Department of Transportation District VI internal design office on the I production of roadway plans including minor design and major reconstruction projects. During the last two years of his career at FDOT, he worked as District VI Roadway Design Project Manager where he was head of an Internal Design Team working on a large and small number l of urban roadway projects similar to the ones that may be required by this contract. He's I working today for FDOT District VI as the Roadway & Infrastructure Task Manager for the Miami Intermodal Center (MIC). Bob Perez, P.E.. (A&P) - Senior QA/QC Manager - Mr. Perez has over 40 years of experience in the management, design and construction of diverse transportation project. He attained a degree in Civil Engineering from the University of Oriente, Cuba and received his Florida Professional Civil Engineering Registration in 1977. In roadway engineering his experience is twofold, management and design. He recently retired from District Six of the Florida Department of Transportation, where he was the Assistant District Design Engineer for the past six years; in that position he managed, supervised and approved the design of all state highway projects in the District, covering Miami-Dade and Monroe Counties. Bob will be in charge of the Quality Assurance /Quality Control for this contract. a n - Alex Vi, P.E., (A&P) - Senior Project Engineer - A Civil Engineering Graduate and a Professional Engineer Registered in the State of Florida. Mr. Vi has over eleven years of professional experience in the fields of Design and Management of all types of Rural and Urban Roadway Projects. Within the seven years working for FDOT District VI, four were spent as a Professional Engineer Trainee, and two as a Project Engineer at FOOT District VI Internal Design Office. As a Project Engineer, Mr. Vi was in charge of the preparation of all components of a complete Contract Plans Set. These components included: Roadway, Signing and Pavement Marking, Signalization, and Lighting. In 2003, he was appointed to the Department's CADD Roadway Technical Advisory Committee (RTAC) representing District VI. RTAC is a perpetual statewide self-directed work team representing all roadway CADD users of computer systems and programs. Each member provides technical input to the direction of CADD and related production tools in FOOT. Sierra, P.E. (A&P) Senior Roadway Engineer - Mr. Sierra graduated (Magna Cum Laude) from Florida International University with a Bachelor's degree in Civil Engineering in 1995. He has over 15 years experience in the design of highway facilities. He dedicated his first three years providing Microstation, GEOPAK, CAICE, and Plans Preparation technical support to Florida, Illinois, and Mississippi Department's of Transportation. He is highly experienced, and is currently working as Senior Project Manager in (urban and rural new construction, total reconstruction and resurfacing, restoration, and rehabilitation) (RRR) projects including Roadway, Signing & Pavement Markings, Signalization, and Intelligent Transportation System components. Mr. Sierra is also experienced in Water & Sewer Main design, Right-of-Way plans, intersection layouts, ATMS plans, Specifications, Technical Special Provisions, and Utilities Coordination & Permits. He is certified by FOOT for preparation of Advance Traffic Control Plans. He has designed and managed several (water & sewer) projects for Miami-Dade Water and Sewer Department and the City of Miami Beach, including pipeline design, Technical Special Provisions, Utilities and Permits Coordination. Arnelio Alfonso, P.E., (A&P) - Senior Water Resources/Drainage Engineer - Mr. Alfonso has ~ over 24 years of experience on Design of Water Distribution and Sanitary Sewer and Stormwater Management Systems. Mr. Alfonso is currently in charge of the company's Water -;;. ~j Resources Department, leading the Design of Storm Water Management Systems, Water Distribution and Sanitary Sewer. Mr. Alfonso also has experience in obtaining Environmental Permits associated with proposed Stormwater Management Systems. Eduardo Martinez, P.E. (A&P) Senior Electrical Engineer - Mr. Martinez, as the Electrical Department Manager, has more than 28 years of experience in the Electrical Engineering field. He graduated with a Bachelor in Science Degree in Electrical Engineer in 1979 from the University of Havana and received his Florida Professional Electrical Engineering Registration in 1997. During his professional career he has been involved in the design of several different Lift Station electrical design projects. Mr. Martinez is a member of the "National Fire Protection Association". Mr. Martinez has vast experience in the selection, specification and testing of engine-generators. This included the engine, main fuel and day tanks, fuel transfer system, mufflers, electric generators, automatic transfer switch operations, electrical load tests and emergency shut down operations. A key example in this category was the selection; permitting and testing of Sanitary lift station 101 in Miami-Dade County. Rogelio Varona, P.E. (A&P) Senior Mechanical Engineer - Mr. Varona is a senior mechanical engineer with over 39 years of experience in the mechanical engineering field. He graduated from the University of Florida in 1967 with a bachelor's degree in Mechanical Engineering and worked for Miami-Dade Water and Sewer Department since 1980 in different departments, including: Systems Engineering Unit, CD/SA Management Section Head; Hydraulic Unit Head and Mechanical Design Unit Head. Nelson V. Perez, P.E. (A&P) Principal of the Construction Engineering and Inspection Division - Mr. Perez has over 29 years of experience in construction engineering and management of major transportation projects including rapid transit, urban and rural roadway improvements, and complex bridge projects with the last 6 years in movable bridges. He has considerable experience (over 18 years) as a Construction Resident Engineer having led CEI efforts for FDOT Districts IV, VI, and Florida's Turnpike and the Miami-Dade Expressway Authority. In addition to his construction experience, he has managed complex maintenance of traffic projects, and has held positions in quality control, traffic engineering, concrete pavement design and transportation planning. Martin Benzaquen, P.E. (A&P) Senior Construction Engineering and Inspection Engineer - Mr. Benzaquen has 9 years of progressive construction management experience with the last 4 years serving in several CEI projects for the Florida Turnpike, and FOOT District IV. Mr. Benzaquen is an accomplished construction scheduler and has demonstrated extraordinary skills in claims analysis and resolution within the FDOT environment. His overall experience includes Design-Build Projects, including Open Road Toll conversions which included General Structural and Mechanical Engineering, bridges, noise walls, roadway widening, milling/resurfacing, ITS, signing and pavement markings, roadway lighting & general electrical engineering and utility coordination. He has also performed Water and Sewer mains inspection within the FOOT environment. Mr. Benzaquen had 3 years of experience as a Roadway Engineer in both limited access and urban projects which contributes to his excellent technical background.
