As a concerned citizen and resident oj Sunny Isles Beach since 1990 it is with great pleasure that we respond to your
request for the Threshold Inspection Services required for the above referenced contract. The principal of Architects
Intel'llational, Inc., (AI) is personally committed to the City of Sunny Isles Beach and the success of this project
which is located within feet of his front door. Mr. Crespi is an active community member in the Golden Shores
Residents Committee and will be a speaker on their behalf at the June 181h, 2009 Commission Meeting to the City of
Sunny Isles Beach demonstrating his support and commitment to the community he resides in and the future of his
neighborhood for his family, friends, children and grandchildren to enjoy for years to corne!
What we "Bring to the Table":
The Finn: Architects International, Inc., (AI), is a 100% minority-owned firm providing Inspection Services for the
past decade in South Florida is vast. Our staff includes licensed architects, engineers, and threshold inspectors, FS-
468 Inspectors and Plan Reviewers as well as Certified General Contractors. We have provided inspection services
continually and successfully. Our personnel are familial' with current codes, conditions and are confident that our
expertise will surpass the expectations of the City of Sunny Isles Beach.
The Team: We have collaborated with C.A.P. Govel'llment, Inc. (CAP) for the past decade on various projects for
Miami-Dade County, the Miami Intel'llational Airport, Florida Intel'llational University and other various
municipalities. AI has also competed against CAP on various contracts and has established a deep mutual respect for
their professionalism, work ethics and their experience with numerous municipalities throughout South Florida.
With very careful consideration to meet the needs of this contract we have added strength to our Firm's capabilities
by joining forces with CAP to bring a Team to the City of Sunny Isles Beach second to none! This Team has

Mr. Juan Fernandez-Barquin, PE, the project manager and your point of contact, has in-depth experience providing
Threshold Inspection services in South Florida for both the private sector client as well as public agencies. Mr.
Fernandez-Barquin has over twenty years of experience and we are more than confident he can provide the inspection
services you are requesting in a professional and timely manner.
Joining our team as a sub-consultant, C.A.P. Government, Inc. (CAP) was established in 1989 by Mr. Carlos A. Penin
P.E. and specializes in providing Plan Review and Inspection services exclusively to the government sector. Over the
last 20 years the firm has maintained a noteworthy track record for their approach and management of professional
services.
CAP's commitment to excellence includes the guarantee that Professional Bui]ding Code Plans Review & Inspection
Services are carried out in accordance with the requirements of Chapter's 553 and 468, Part XlI, Florida Statutes. As

C.A.P. Government, Inc was contracted by the Florida International University to
provide Building Code compliance and threshold inspect.ions for the construction of the
New Florida Panthers Football Stadium at the Tamiami Campus.
These inspection services are rendered to FlU by CAP to ensure t.he compliance with
the Florida Building Code requirements in the following disciplines:

The New Florida Panthers Football Stadium is a structural steel threshold structure
for approximately 18,000 people with capacity for future expansion. The upper decks
are made of metal deck and concrete slab. There are 19 suites on the upper level made of structural steel and insulated
exterior rated cladding.
Integrated to the stadium is the new Field House with 50,000 SF of construction, also with the possibility of future
construction to increase usable area. This building is constructed of exterior reinforced masonry walls, structural steel
beams and columns, and stories made of concrete slabs on met.al deck. Precast joists and cast in place concrete slab were
used for areas of 55' or more of span.

2. I understand that a "public entity crime" as defined in Section 287.133(1)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and
directly related to the transaction of business with any public entity or with an agency
or political subdivision of any other state or of the United States, including, but not
limited to, any bid or contract for goods or services to be provided to any public entity
or an agency or political subdivision of any other state or of the United States and
involving antitrust, fraud, theft, bribery, collusion, racketeering, conspiracy, or
material misrepresentation.

Florida Statutes means a finding of guilt or a conviction of a public entity crime, with
