Based upon NOY A's current and projected workload, our staff is working at approximately 85
percent capacity; however, numerous large projects comprising our current workload are within
30 to 60 days of completion, which will reduce our workload to less than 70 percent capacity.

Currently, NOY A employs over 300 professionals and administrative support staff, including:
Registered Professional Engineers, Registered Professional Geologists, environmental scientists,
soil/foundation engineers, laboratory specialists, materials technicians, ICC-certified inspectors,
N1CET-certified technicians, and A WS-certified welding inspectors who can assist on this
contract. NOY A is equipped with facilities that include CMEC and/or AASHTO-accredited
laboratories in soils, concrete, aggregate and hot-mix asphalt testing/inspection, as well as CCRL-
inspected laboratories for concrete sampling, curing, and testing.

On a daily basis, NOY A provides consulting services to both the private and public sector,
including: municipalities, owners, developers, architects, general contractors, propelty
management companies, school boards, and Departments of Transportation. NOY A project types

Wayne Webb, P.E. will serve as NOY A Engineering and Environmental
LLC's project manager and contract administrator. Since the inception
of his engineering career 24 years ago, Mr. Webb has spent the past
decade successfully managing a variety of geotechnical, environmental,
and structural engineering and testing contracts within the State of
Florida. His focus has been providing materials engineering consulting
and construction materials testing/inspection services for a wide range of
projects such as schools, p0l1s, hotels, office buildings, parking
structures, large mixed-use developments, and transportation projects.
Mr. Webb's responsibilities include the daily management and oversight
of NOY A 's executed contracts, our clients, and the employees associated
with our Geotechnical Engineering, Construction Materials Testing, and
Threshold Inspection service lines throughout South Florida.

Mor2an Dickenson. P.E.. Technical Director
Mr. Dickinson began his career in 1978 and has gained experience in a
variety of projects for public agencies, private development and utility
companies. His background includes geotechnical engineering,
engineering management, construction engineering and inspection,
threshold building inspection, and materials testing. Mr. Dickinson has
successfully managed operations and projects for small to large firms, as
well as serving as a project engineer for several years previously. He has
managed Florida Department of Transportation (FDOT) contracts as both
a prime and sub-consultant, is a Threshold Special Inspector in Florida,
and a Professional Engineer in both Florida and Colorado.

Osvaldo Areyalo. P.E.. Technical Director
Mr. Arevalo began his engineering career in 1993 since that time he has
gained project experience while working on a variety of public and
private projects here in Florida. His background includes structural
engineering and inspection, geotechnical engineering, quality assurance
inspections, and materials testing and inspection. Mr. Arevalo has
successfully managed branch offices, engineering departments, and
projects for municipalities and small to large finns. Currently, Mr.
Arevalo's responsibilities include supervising and qualifying special and
quality assurance structural inspections, structural plans reviews,
geotechnical evaluations, and environmental investigations. In addition,
he oversees and manages threshold inspections, condominium defect
mitigation inspections, and damage / condition assessments and trains
and supervises engineers, structural inspectors, managers and field
technicians.

Francisco Boza. S.I.. Standard Inspector
Mr. Boza serves as a Standard Inspector for NOY A Engineering. He has
over 20 years of engineering and inspection experience and Francisco
holds his professional Standard Inspector, Structural Masonry Inspector,
Post Tensioning Inspector Level 2, and ACl Concrete Technician Level
I certifications. Francisco's background includes serving over 14 years
as a Standard Inspector in South Florida. During this time, he has been
responsible for perfonning structural inspections m accordance with
Florida Statute ~553.79 (Threshold Building Law) on major construction
projects, as well as, training and supervising new field inspectors.

Daniel Divan. 8.1.. Standard Inspector
Mr. Divan served as a Threshold and Special Inspector for NOY A
Engineering. He has over 17 years of construction inspection and code
compliance experience and Dan holds several professional certifications
including his State of Florida I &2 Family Dwelling, Building,
Mechanical, Plumbing Standard Inspector certifications. In addition Mr.
Divan is a Certified General Contractor. Dan's background includes
serving over 8 years as a Standard Inspector for the St. Lucie County
School Board and Martin County Board of County Commissioners. Mr.
Divan was also responsible for providing Hurricane Evaluations and
Assessments as well as the inspection of new construction and
renovation activities on commercial, residential and mixed use projects
within Martin County. In addition, his experience included serving 8
years as a Code Compliance Officer for the City of Fort Lauderdale.

Mr. Atria began his construction career in 1984. Since that time, he has
worked gained project experience while working on a variety of public
and private projects here in Florida. His background includes structural
engmeenng and inspection, quality assurance inspections, private

successfully managed branch offices, inspection departments, and
hundreds of construction projects throughout his 25 year career. Mr.
