more than 20 structural engineers in house. The design and development of projects are executed within the full
resources, expertise, and experience of our associates, staff and principals, regardless of the project size. Our
firm has provided start-to-comp]etion Structural Engineering Services for the design, contract administration,
and Construction Phase Services of numerous projects and facilities.

Our firm has been a consultant to the Dade County Building and Zoning Department and Board of Rules and
Appeals since ] 974. Our responsibility in this capacity has been to make recommendations and provide
investigative research pertaining to: amendments to the South Florida Building Code, the Florida Building Code

THRESHOLD EXPERIENCE:
Our principal was chairman of the Statewide Committee that was instrumental in the drafted of the Threshold
Inspection Law in 1983. Sequent principals of this firm have conducted numerous seminars to train and
familiarize Engineers and Inspectors with the duties and responsibilities of a Threshold Inspector. Due to in-
house guidance and years of experience in the field of inspections during construction, our staff members are
fully trained to provide structural engineering services during construction phases. Recently, we have provided
threshold inspections services for 2 (two) 42 story towers (Axis) in Downtown Miami, The Downtown Dadeland
Condominium buildings consisting of seven, seven-story buildings, Onyx I consisting of one twenty three story
building, Beach Side Condominium consisting of five three story buildings, Gables Marquis consisting of
twenty-story building and many others.

P&A THRESHOLD INSPECTION SERVICES QUALIFICATION AND EXPERIENCE:
In the past, we have provided similar services for numerous projects. List of projects include Diplomat Hotel in
Hollywood, four nine-story condominium buildings in Fisher Island, Cargo Buildings at Miami International
Airport, Pallazo De Mare in Fisher Island, Gables Marquis in Coral Gables and many others.
Pistorino and Alam's structural engineering services experience include inspection, planning, preparation of
Contract Drawings and Specifications, construction phase services, structural analysis, review of calculations,
investigation and evaluation of the existing structures and other structural engineering services including
emergency response.
P&A has performed investigation of numerous buildings and structures in Florida. During these investigations
the scope of work included field inspections of the buildings to observe signs of distress, structural analysis to
ensure that original design complies with the codes, investigation of the existing construction for compliance
with the permitted drawings, structural analysis of the existing deficient construction to determine its compliance
with the codes and the extent of repairs required, design of repairs, cost estimating, permitting certificate of
compliance and construction observation during performance and repairs and coordination with Building
Official, Owners and Architect an engineers of record to ensure that deficient structure is stable during the repair
process.
Pistorino & Alam recognizes that the success of a project depends on the quality, capabilities, experience and
dedication of the assigned personnel. Our staff possesses these characteristics, which will assure success for the
project. P&A is a multi-disciplined engineering firm that has been practicing engineering n South Florida for
over 40 years.
We firmly believe that we have assembled a strong and able team of professionals to provide the services to the
standards and satisfaction of the City of Sunny Isles Beach. We are herewith enclosing a letter of Response.

Onyx. He provided engineering reports, analysis of existing structures, reviews, forensic engineering, foundation design, high

JAMES E. TROWBRIDGE, P.E. - Sr. Structural Engineer
Mr. Trowbridge has broad design and project experience in many types of structural materials, building types, and building
components. He has vast experience and was responsible for the threshold inspections of the following buildings: Aliecity, Steam
Plant, and Railroad Apartments. Mr. Trowbridge is currently the threshold inspector for the City of Miami Springs Community
Center. In addition his buildings designed include 8 multilevel post tensioned parking garages, 6 story concrete Cincinnati
Children's Hospital, 8 story concrete retail and office building, structural steel and precast racetrack grandstand seating structure,
6 story post tensioned concrete residence for elderly, and 6 to 8 story concrete block and precast slab hotels. He has also
designed concrete and steel highway bridges for State of Ohio and Ohio Counties. Experience includes numerous construction
site observations and a onc-year full time ficld obscrvation assignment for construction ofa 2,400 car post-tensioned concrete
parking garage at Cincinnati International Airport. Experience includes design of heavy steel offshore oil and gas production

To All Bidders:
Bidders for the above-referenced project shall take note of the following changes,
additions, deletions, clarifications, etc. to the Plans and Specifications, which in
accordance with the Contract Documents shall become a part of and have precedence
over anything shown or described otherwise.
The City is requesting information from applicants to determine the most qualified and
responsive applicant based on the City's evaluation of the Statement of Qualifications in
accordance with Section 1.5 of the RFQ.
1. The general contractor chosen for the job will be responsible for the material
testing.
2. Section 1.5 (Statement of Qualification) is the information needed to be
