Dear Sirs,
With reference to the above request for Letter of Interest, Lakdas/Y ohalem Engineering, Inc. is pleased to
present this letter to provide Structural Engineering Threshold Inspection Services for the Heritage Park
Parking Garage in the City of Sunny Isles.
Lakdas/Y ohalem Engineering, Inc. (L. Y.E.) has been practicIng Structural Engineering and Threshold
Inspection services for many state, county and city agencies in support of high visible public projects in the
Tri-County areas for the last 33 years.
Our staff consists of 4 Professional Engineers, 3 E.I.T.'s (Graduate Engineers) and 3 Threshold Inspectors on
staff. L. Y.E. is a disadvantage business certified by the State of Florida and Broward County.
Our Threshold Inspection Experience extends over 400 Threshold and Special Inspection project:
· Over 20 Parking Garage Facilities stand alone and under multi-story building structures
· Over 30 Multi-Story Residential and Office Complex's
· Over 8 Municipal Complex's
· Over 15 High Schools and Special Education Center school projects
· Over 12 library Facilities
· Over 8 shopping Malls
Our South office is located within 7 miles of the City of Sunny Isles, with easy access to major highways.
We assure you that our office will perform Threshold Inspection Services to the City of Sunny Isles in a
timely manner with a good standard of engineering practice within an established budget to meet threshold
plan and building code requirement.

History of the Firm:
Yohalem Engineering was established In 1970 and was owned by Martin J.
Yohalem, P.E.
LakdaslY(Jhalem Engineering Inc. (L. Y.E). Was established in 1987 and the
owner as of then until the present time is Lakdas Nanayakkara, P.E.
Key Management:
Day to day run is performed by Lakdas Nanayakkara with his current staff of 4
Professional Engineers, 3 E.I.T Engineers and 3 Threshold Inspectors.
Anticipated Changes:
No changes to the Management and to the Engineering Staff for another 5 years.

Statement of Experience:
Lakdas Y ohalem Engineering (L. Y.E.) technical staff Inspectors has qualifications of
Professional Engineers, Certified General Contractors and Threshold Inspectors.
At L. Y.E. we not only a provide Threshold Inspections, we also perform Structural
Engineering Design services for similar public projects for the last 39 years In
South Florida.
Since L. r.E. primarily practices in Structural Engineering and Threshold Inspection
services, our staff has an in-depth knowledge of the design intent, details material
and construction specification.
Current Work Load:
Due to the current economy, L. Y.E. work load has been reduced to 75% of its
Capacity. Terminal I 8 Cruise Terminal at Port Everglades project is expected to end
as of July 2009.
We have a Senior Inspector and project engineer readily available to come on board
to take care of this project.

Financial Capacity:
Our Firm has cash reserve for 5 months of operation and recently completed work

2. I understand that a "public entity crime" as defined in Section 287.133(l)(g), Florida
Statutes, means a violation of any state or federal law by a person with respect to and
directly related to the transaction of business with any public entity or with an agency
or political subdivision of any other state or of the United States, including, but not
limited to, any bid or contract for goods or services to be provided to any public entity
or an agency or political subdivision of any other state or of the United States and
involving antitrust, fraud, theft, bribery, collusion, racketeering, conspiracy, or
material misrepresentation.
3. I understand that "convicted" or "conviction" as defined in Section 287.133(l)(b),
Florida Statutes means a finding of guilt or a conviction of a public entity crime, with

management of the entity and who has been convicted of a public entity crime.
The term "affiliate" includes those officers, directors, executives, partners,
shareholders, employees, members, and agents who are active in the management
of an affiliate. The ownership by one person of shares constituting a controlling
interest in another person, or a pooling of equipment or income among persons
when not for fair market value under an arm's length agreement, shall be a prima

facie case that one person controls another person. A person who knowingly
enters into a joint venture with a person who has been convicted of a public entity
crime in Florida during the preceding 36 months shall be considered an affiliate.
