Quest Engineering Services & Testing, Inc. (QuEST) is pleased to submit this letter of interest
to the City of Sunny Isles Beach for providing threshold inspection services. QuEST has been
providing testing and engineering services in South Florida since 1998. We are located in
Pompano Beach, by the Florida Turnpike, enabling us to access to Sunny Isles within 45
minutes by road.
Quest Engineering Services & Testing, Inc. (QuEST) was incorporated on March 12, 1998.
The document no. for this Corporation is P98000023285. In addition, QuEST maintains current
Occupational licenses from Broward County (Account #315-0000580) and the City of Pompano
Beach (Registration No. 08-00048232). QuEST has a Certificate of Authorization from the
State of Florida to practice engineering (CA #7954). Copies of our licenses are given in the
Appendix.
Our Pompano Beach office will provide the requisite threshold inspection services. Our staff
comprises of licensed threshold inspectors, professional engineers and licensed building
inspectors. Our threshold inspector and building inspector have been licensed in the State of
Florida for over 15 years.

COMPANY OVERVIEW
Our firm was founded on March 12, 1998. We have grown organically from a 1-person firm in
1998 to a current strength of seven. Besides inspection services, we also provide geotechnical
engineering and construction materials testing services. We are accredited by the Construction
Materials Engineering Council (CMEC). Particulars of our firm are also available on our web

Our fee in 2007 was about $565 K and in 2008 was $614 K. Our firm is an "S" Corp. and is
owned fully (100%) by our principal, Mr. R. N. Sailappan, P.E. Mr. Sailappan's addresses are

Work:
QuEST has a State of Florida MBE Certification. We believe this is unique, since most firms
take on MBE firms as sub-consultants, whereas in our case, the principal firm itself is a certified
MBE firm with a proven track record.
We have provided threshold inspection services for numerous projects such as Sun Coast High
School in Riviera Beach, K. C. Wright Building (post hurricane repairs) in Ft. Lauderdale,
Jupiter Christian School in Jupiter, etc. We have also provided construction materials testing
for a similar parking garage at One Charter Place in Coral Springs. Our firm is also accredited
by the Construction Materials Engineering Council (CMEC). Our vast knowledge, experience,
familiarity with the Florida Building Code and similar projects will enable us to provide superior,
efficient and cost effective inspection services to the City of Sunny Isles Beach.
Our current work load is such that we are operating at about 70% of our capacity. Hence we
can staff the subject project without adverse impacts to our other ongoing projects. Our firm is
fully licensed and maintains the requisite insurance coverage for handling such projects.
QuEST has never failed to complete any work assigned to us. We have also never been
terminated from a contract. We are fully staffed to handle the work we are bidding on this
project. We believe our technical capabilities, prompt response, customer service and attention
to detail will enable us to provide superior inspection services to the City of Sunny Isles Beach.

To All Bidders:
Bidders for the above-referenced project shall take note of the following changes,
additions, deletions, clarifications, etc. to the Plans and Specifications, which in
accordance with the Contract Documents shall become a part of and have precedence
over anything shown or described otherwise.
The City is requesting information from applicants to determine the most qualified and
responsive applicant based on the City's evaluation of the Statement of Qualifications in
accordance with Section 1.5 of the RFQ.
1. The general contractor chosen for the job will be responsible for the material
testing.
2. Section 1.5 (Statement of Qualification) is the information needed to be
submitted as part of Section 1.7 (Submittal Requirements). Some of the
information requested in Section 1.7 is a duplicate of the information requested
under Section1.5.
