Establishing a thorough understanding of the project requirements: its design potential. function. delivery. and cost constraints. and developing a realistic management plan to meet these goals. forms the foundation of a successful project. Our project team developed a preliminary work plan illustrating some of the critical issues to be addressed during the first few weeks of the project. Among the issues to be considered are: SUSTAINABILlTY. SITE RESEARCH AND ANALYSIS Public space can be a beautiful and highly functional integration of natural. historical and cultural forces when the design process begins with careful attention to all of the factors that contribute to the appropriateness of the built result. To ensure that this occurs. our approach begins with comprehensive site research and analysis. We pay careful attention to environmental implications so that the potential of the site can be realized without compromising environmental functions. The natural processes. scenic characteristics. local flora and materials. social function. historical memory. cultural meaning. public expectations and economic potential of each site must be investigated and integrated into the design of places if they are to be sustainable and meaningful. To ensure that we establish a solid basis of understanding of the site and the design context. we routinely conduct a review of the history of a project site and also review. through agency interviews and research. the regulatory requirements bearing on the site including historic preservation. natural resources. water quality protection and required site improvements. The team's overall approach can be summarized in the following general goals. DEVELOPMENT . LANDSCAPE PROGRAMMING: The city's landscape system can play an active role in creating a coherent public realm that contributes to the well-being of the city's residents. The plan can identify means by which the landscape can evolve to become a dynamic component of the urban fabric that is integrated with the real life of the residents and contributes to a civic design that is sustainable. functional and coherent. . COMPREHENSION: It is vital to understand how the community functions. the nature of both constraints and opportunities. and to formulate strategies that will enhance not only the quality of life of the community. but the long-term sustainability of the town. . CONSERVATION: The plan should take into account existing resources in both the built and natural environment. Such features could include structures of a historic and cultural nature and an environmentally sensitive area. PLANNING . SCHEDULE OF RELATED PROJECTS: The project schedule will have to integrate the demolition of the existing facilities. the proposed schedule for the delivery of new facilities. as well as the possibility of temporarily housing functions in existing facilities. Very much a part of this planning will be the development of contingency plans allowing for slippages in any of the critical activities. . SITE DESIGN: The development of the program requirements goes hand-in-hand with the layout of the site and integration of the program. Space requirements. accessibility. future expansion and the variety of functions will be accounted for. Site design decisions can stall the design process. or simplify it by focusing attention on the most critical aspects of delivery. Initially, this will define the priorities and critical completion dates and will be refined as the elements of the project are further defined. PERMANENT FACILITIES · SITE I NVESTIGA TION: The impact of subterranean conditions, roadway improvements, and utilities improvements, will be explored early in the process. · PROGRAM DEVELOPMENT It is important to not only define the present and future needs in terms of space and function, it is also important to make allowances for new and different equipment where possible. In short. it is important to design the support systems anticipating change. . PERM ITTI NG / PLA TTI NG: Site selection and program development will dictate the need for any special use permits, potential platting requirements and what may be required for utility tie-ins and roadways. Identifjcation of the requirements and timelines early in the project will allow for incorporation into the project schedule to avoid delays during construction. . COST ANALYSIS: Historical costs for similar projects will be analyzed to establish a cost model in the planning stages. As the program is developed and site alternatives considered, the cost model will be used as a yardstick to measure potential overruns in any category of the budget. PROJECT CONSTRUCTION ADMINISTRATION, CLOSEOUT, AND WARRANTY PERIOD . CONSTRUCTION ADMINISTRATION: Our in house dedicated CA team processes questions, payment applications, and on-site issues aggressively to ensure timely project delivery. Additionally, the project is closely monitored to ensure compliance with the documents and the Owner's expectations. . CLOSEOUT Timely processing and release of punch lists to the contractor for action, and prompt re-inspections of corrected deficiencies by our CA team will assist in securing a timely final completion. We will also ensure complete closeout documents and proper equipment training are provided by the contractor to the owner. . WARRANTY PERIOD: We recommend periodic visits during the Warranty Period to monitor the project's performance. The greatest challenge of the design was the maximizing of ground level retail space while minimizing the interior circulation to the above-grade parking facility and adjacent alley. The firm devised an innovative ramping design that allows the boutiques to inhabit a completely different volume from the garage structure. Within this volume. each unit asserts itself toward the sidewalk at a different angle. individualizing its architectural identity which is further distinguished by varying applications of stone. glass. canopies. and eyebrows. To further assert the building's presence at a key portal to the city. the architecture is amplified by an origami-like metal screen that wraps around the building at the corner. The Crandon Park Master Plan calls for enhancing the shoreline of the Park by increasing the recreational potential of this area. The Master Plan will implement the recreational enhancements to the shoreline drop-off areas north and south of the attached sand bar. The enhancements to the shore line are to be accomplished by placement of sand to shallow the existing north and south drop off area and creating an artificial reef snorkeling area in the south drop-off area. The Master Plan will also depict the creation of a bicycle path along the Florida Power and Light Company (FP&L) utility easement from Crandon Marina to the old traffic circle by the Calusa Mangrove Trail at the south end of Crandon Park. In addition, the Master Plan requires the construction of a linear boardwalk loop trail from the existing parking lot at the new Calusa Mangrove Trail site providing a view of Biscayne Bay and an interpretive mangrove experience for Park patrons. All of the above mentioned enhancements to Crandon Park require the acquisition of environmental permits prior to commencing construction activities. The project consisted of preparing construction documents for stabilizing approximately 1,300 linear feet of the eastern shoreline of Margaret Pace Park located at 1775 N. Bayshore Drive in the City of Miami. In addition, MSA prepared and processed a Miami-Dade County Department of Environmental Resources Management (DERM) C1ass-1 Permit application as well as a Florida DepaI1ment of Environmental Protection (FDEP) Joint Environmental Resource Permit (ERP) application is also part of the project: .survey - MSA retained the services of Royal Point Land Surveyors, Inc. ~ perform a topographic survey of the eastern shoreline of Margaret Pace Park. The surveyor established a construction baseline and tied it to an existing City of Miami monument. Topographic sections every fifty feet with elevations every five feet across the sections were collected. The sections extend from the top of the existing concrete walkway located along the eastern shoreline of the park to the sea grass line in Aeria/ View of Margaret Pace Park and the Shoreline Biscayne Bay. The survey located the mean high water line, the mean low water line and the sea grass line. This survey also located existing trees along the shoreline as well as existing utility and drainage castings between the existing walkway and the shoreline. Biological Assessment - MSA's biologist conducted a biological assessment of the Biscayne Bay bottom for the purpose of identifying the location and species of sea grasses present near the proposed shoreline stabilization project area. This task was accomplished by diving into the shoreline along the eastern boundary of the park and working together with the surveyor to locate the sea grass line. In addition, our biologist identified the species of upland trees present for proper labeling on the survey. The findings of the biological assessment were compiled into a letter rep0l1 format for inclusion in the Miami-Dade County Department of Environmental Resources Management (DERM) Class-I and the Florida Department of Environmental Protection (FDEP) Environmental Resource Permit (ERP) application. Community Redevelopment Agency Presentation - MSA prepared Power Point presentation for the local Community Redevelopment Agency (CRA). This presentation explained the nature of the project, the anticipated time required to secure the DERM Class-I and DEP ERP permit, the anticipated time of construction and the construction access routes and staging area. MSA assisted the City of Miami Department of Capital Improvements staff in addressing any questions the CRA had regarding this project. . Jesign Shoreline Stabilization - MSA requested from the City of Miami electronic copies of existing as-built plans .~flecting the most recent improvements at Margaret Pace Park. MSA also, obtained a Design Ticket from Sunshine State One Call of Florida, Inc. and requested as-built information from utility companies listed as having potential utilities within the project area. In addition, MSA requested peI1inent underground records from the City's Department of Public Works. We utilized the electronic survey to prepare engineering base map on which we depicted the proposed shoreline stabilization improvements. Our plans identified the contractor access route through the park and the designated staging area. A plan view depicting the limits of the improvements was prepared utilizing the engineering base map and typical sections depicting the stabilization elements as well as the location of the sea grass line, the mean high and low water line, the construction baseline as well as the existing concrete walk way will be included in the plans. Playground Grading - MSA coordinated with the City of Miami Capital Improvements Department staff to identify the location of the proposed playground. Based on this information and the electronic as-built information received, we prepared a grading plan of the playground area. The plan identified the required elevations and required base material on which the future playground will be built. Permitting - MSA prepared and processed the permit application for the DERM Class-I and the DEP ERP permit. We coordinated and attended a pre-submittal meeting with DERM and with DEP at their West Palm Beach office. Conduct a preliminary wildlife survey during the wetland delineation to determine presence of any listed plant or animal species. Coordinate with the Parks and Recreation Department (PARD) survey personnel following field verification by ACOE and SFWMD, regarding location of flagged wetland areas and Mangrove boundaries, and review the resulting delineation survey for accuracy prior to agency submittal. Develop a mitigation plan based on the final site design and anticipated impacts to wetlands and mangroves for on-site mitigation and/or purchase of credits from an approved offsite mitigation bank.
