2. Project Understanding and Approach
2.a. Understanding...
It is understood that the City of Sunny Isles Beach desires to meet the recreational needs of the residents and visitors
(2.75-acres of local park and recreational facility per thousand population) and has actively pursued the identification
and acquisition of appropriate areas for recreation, and identified and pursued the acquisition of available
recreational development funds, Both of these items, appropriate available recreational lands and recreational
development funding, are difficult to acquire with the built-out nature of the valuable waterside nature of the City, and
the current aggressive competition for any funding, The City innovatively acquired the surface parking area for an
adjacent oceanfront hotel and condominium, and committed to meet the parking needs in a vertical structure, a
parking garage that will have a smaller footprint than the existing surface parking allowing the balance of the site to
be developed as a park, It is understood that the lower level of the parking structure is to be for park users and those
wishing to access the adjacent beach area, with the balance being available as valet parking to meet the parking
needs of the adjacent hotel and condominium,
To the immediate East of the park there are two access paths to the beach, Ellen M, Wynne and William "Bill" Lone
which give the City the opportunity to further their Comprehensive Plan's Recreation and Open Space Goal's
Objective 1, "Provide for public access to and interaction with the City's beach area", and follow the related Policy
1A, "Maintain and improve the City's existing beach access points and adjacent vehicular parking areas,"
The park site is also located at the entrance to Ocean View, one of the Comprehensive Plan's proposed Urban
Villages. The Comprehensive Plan's Vision Statement describes the Urban Village Strategy as combining, "... small
changes in the City's development pattern with: a system of defined neighborhood entrances and gateways that
reflect local history, natural features of each village, cultural symbols and other sources of village pride;.., the
provision of safe, neighborhood scaled public spaces and recreational facilities within walking distance of
residences, especially play and interactive space for children., ,"

2.b. Significant Project Issues...
"A park without safe public access isn't a park"
Pedestrian Connectivity: To illustrate these project issues - refer to the attached fold out color page with photos)
We have identified a physical barrier which is extremely dangerous, hazardous and detrimental to the children and
families that will utilize Heritage Park, This barrier is created for all residents South of Heritage Park by the William
Lehman Causeway (WLC), The present pedestrian connector (illustrated on following pullout chart Photo #6) is
extremely dangerous for the public and all who will walk, cycle or rollerblade through the path currently proposed as
they would have to walk along the busy Collins Avenue, under the lowest and darkest point of the underpass (WLC),
proceed throuQh a parking lot and then cross the westbound ramp of traffic entering the WLC, We feel this is a
danger and would not want our children and families taking this route to Heritage Park,
Proposed Solution: To ensure safety to all - we propose the following solution to the Pedestrian Connectivity
problem identified above,
In following the solid red line on the color fold out sheet to serve as the proposed pedestrian connector route - the
end of N, Bay Road (Photo #1) currently serves as a dead-end street and also runs adjacent to the Intercoastal
Waterway (Photo #2). This is an ideal location to create a safe Pedestrian Connector for all residents south of the
WLC to travel to and from Heritage Park thus eliminating the dangers of crossing dark underpasses and highly
trafficked areas and streets, The path then follows the Intercoastal Waterway and alongside the north side of the
WLC (Photo #5) allowing park goers to arrive at the park safely! Although not contemplated in this scope; however
for future consideration consider a future pedestrian connection from Golden Shores to SIB K-8 area behind Publix
(Photo #12) allowing more residents to safely access Heritage Park.
To enhance the beauty of SIB for residents and visitors who come to SIB either by vehicle or boat we have also
envisioned reclaiming the beauty of the SIB side of the Intercoastal Waterway under the WLC within this project.
Boaters entering SIB via the "water highway" headed South under the WLC are greeted by either the Aventura side
(Photo #3) with beautiful landscaped lush green areas bordering the water highway or the SIB side (Photo #4) which
is highly underutilized and currently serves as an unsightly storage yard for city vehicles and building materials,
Unique Site PlanninQ Approach
We have explored several options to meet the parking requirements explained in the RFQ, Since parking structures
are not only unsightly they increase the heat in the area due to the reflection from the concrete structure, After
considering the location of the proposed parking structure obstructs the views from the Ocean View condominiums
on the West side of the property therefore we are proposing an alternative structure that will reduce the visual impact
of a parking garage for the residents of Ocean View on the 1st, 2nd, 3rd and 4th floors will not loose their views and
maintain the integrity of the park and green areas, We are proposing the structure goes Y2 level down under the
park thus allowing the roof to become a green roof to reduce the heat in the area and not interfere with residents
views and allow more play area for the park goers, Additionally, we are proposing the reduction of the footprint of the
parking garage by the automation of Robotic Parking which allows space saving parking, This system can
accommodate twice the number of cars in the same space as a conventional garage, (Illustration on attached)
Safety: Conventional parking garages have many spaces where criminals can hide and prey on garage users,
Robotic Parking™ has no place for criminals to hide and users do not enter the garage but use an open, well lit, and
observable transfer terminal.

4.b. Firm's availability:
The Prime Firm Architects International, Inco's offices are located in NE Miami thus allowing them timely access to the
project. Additionally, Mr, Crespi, AlA the Project Manager assigned to this project is totally committed to the SIB and lives
within walking distance to the proposed Heritage Park Site and can easily be at the site within several minutes, The other
firms on the Team are located throughout the Tri-County area close to major expressways and the Turnpike allowing them
easy access to major road to go to the site, However, everyone that lives in South Florida knows that a 10 minutes drive to
the corner store can be adversely affected by the time of day, the weather and a minor fender bender, Furthermore, the
Project Manager will have a phone list with all contact information for each key person on the Team thus having the
capability to communicate immediately and effectively,
The Prime Firms' workload is such that we have the available personnel and resources to remain available and committed
to the SIB. We do not foresee our workload having a significant impact due to future projects until the second or third
quarter of 2008,

5.a. & 5.b. SIB Construction & Development Codes...
The entire Team consists of seasoned firms that have current experience within Florida and are aware that currently the
codes followed is the Florida Building Code 2003 (FBC) - due to our active state membership in the American Institute of
Architects (AlA) we are aware that there is a revision to the current FBC which will be enforced starting in February 2008,
Additionally the American with Disabilities (ADA) Act and requirements must be taken into consideration when designing a
facility, To further enhance our Team - it also consists of a LEED AP certified individual and an experienced CPTED
(Crime Prevention through Environmental Design) Registered Landscape Architect.
6. Permitting Issues
6.a. & 6.b. Permitting Agency Experience & Issues ...
Due to the size of the site and its location, a series of environmental/drainage permits will be required, In order to retain the
storm water runoff on site and provide the required water quality treatment, the City will be required to apply for a Class VI
permit (Construction of Drainage System for Non-residential Use) from DERM, If the site does not provide sufficient
percolation for the runoff by constructing exfiltration trench systems, the project will require the installation of drainage
wells, most likely for the parking structure, This will require permits from both the South Florida Water Management District
(SFWMD) and the Florida Department of Environmental Protection (FDEP), DERM has been delegated authority by the
SFWMD to review and issue the District's Environmental Resource Permits (ERP) but not the FDEP permits,
We also anticipate that construction of the facility will require a Class V Dewatering permit from DERM,
If access for Heritage Park is maintained along Galahad Blvd, then an ingress/egress permit will not be required by the
Florida Department of Transportation (FOOT), However, since the project abuts a State Roadway (SR A 1 A/Collins Avenue
and their's is missing existing access from Collins Avenue) we will still require review by the District 6 - FOOT Permits
office to assure that our site does not contribute any overland flow from a storm event into their right-of-way.
The building(s) would be processed through the SIB Building Department with the exception of any elevators and the Fire
Marshall with are both regulated through the State of Florida rather than local building departments,

The Borland Center is a 47-acre mixed-use land development project within the Northern Palm Beach County Improvement
District (NPBCID) in Palm Beach Gardens. The developer RAM Development Company, is building this mixed use
development in several phases, and has contracted with URS to provide surveying, platting, building condominium
documents, water, sewer, storm water management design and pennitting with the South Florida Water Management District
(SFWMD), coordination of the SFWMD permitting with the Unit 2 permitting being perfonnedby NPBCID, site earthwork
analysis, grading, and utilities design and permitting with Seacoast Utilities, and construction phase services for the site
b. infrastructure systems, Project also included the design of two (2) exclusive right turn lanes (pennitted with FDOT) and two
(2) signalized intersections (pennitted with FDOT and PBC Traffic Division).The stormwater management system consisted

U.S, Army Corps of Engineers (USACE) and the South Florida Water Management District (District) signed an agreement
for the agencies to construct modifications to the Central and Southern Florida Project (C&SF) features for the protection of
manatees. Due to the configuration of the C&SF System it has been documented that manatees are able to enter the
Everglades Agricultural Area (EAA) region through the Lake Okeechobee gate structures, and into the existing EAA canal
system south and southeast of the lake, As the EAA region is primarily a pump-out drainage system with water being
delivered via gravity from Lake Okeechobee, there is not a significant method of escape from the canal system once
manatees enter the canals. The Acceler8 projects are planning on constructing additional structures and pump stations
within this canal system for implementation of the CERP and EF A projects, further limiting the freedom of movement

The Manatee Protection Barrier Retrieval Design Project (Project) is situated in Northwest Palm Beach County at three
water control structures located along the southeastern shore of Lake Okeechobee, As of December 19, 2006 manatee
barriers were installed at water control structures S-351, S-352 and S-354 to preclude manatee access to the Everglades
region canals from Lake Okeechobee (Figure 2-1). These structures regulate the flow of water into the L-14 Canal (Hillsboro

d, WSM started working on this 1.5 mile elevated transit system throughout downtown Miami in August 1989. Full design
surveys including HPNC, VPNC, route surveys, topographic surveys at all proposed stations and utility surveys were
provided. During construction WSM was employed by the construction manager to verify foundations, piers, pier caps,
plinths, running pads and guideways. In 2002, WSM has hired to provide boundary surveys of the entire system. Various
land lines were tied via survey of the City of Miami monument lines in the vicinity which were part of the original
control for the project. Total fee for the design and construction management was $515,200 and the boundary surveys
were $130,171. Mr. Fernandez was the surveyor in responsible charge of the project throughout all its phases.

Parks Design Program, the City of Miami wants to develop a Multipurpose Building for Jose Marti Park that satisfies the

Recreation Department staff and community groups,
With community involvement in mind, the City of Miami is contributing to improve the quality of life of the Hispanic
community in the area of Little Havana, Jose Marti Park is a 10 acres area park, The proposed site is approximately
18,750 SF and the buildable area is approximately 10,300 SF, The building is to be designed in a way that allows a future
connection to the Pool Building by a covered walkway in order for both buildings to work as a recreational complex. The
interior of Jose Marti Park Recreation Building includes: Reception, Multi-Purpose Room, 25 station Computer Room,
Gym, Wellness Center, Arts & Crafts, three Classrooms, Concession and Offices, The project is funded by the Miami-

This 11-story, concrete parking garage is located on US1, on a site restricted by the Snapper Creek Canal to
the South and its 2-fl proximity to Metrorail's Dadeland North Station elevated guide-way, With total capacity
for 2000 vehicles, it was designed with the promenade level adjacent to the canal and provisions for future use
as commercial/ retail space with allowance for a future child-care facility on the ground level. Design features
include speed helix for direct exit from the 5 upper levels and sophisticated parking control equipment. There is
camera surveillance throughout the building and patron safety is monitored from a strategically located security
control office, All parking space counts, audits and Diagnostics are done by equipment in a Control Center. It
also functions as a Bus Station on Ground Floor with 10 Bus Stops. The Design Phase was conducted by
MOTA and the Construction was handled by FOOT.

Commuter Rail Authority in Cypress Creek, Broward

Revenue Administration, Operations, Marketing and
Customer Service in addition to Human Resources. A
Meeting Hall for 150 people at the second floor.
At this first phase, the building is provided with over 250
ground surface parking spaces as well as Kiss-and-Ride

The 62-acre site is adjacent to the original 160-acre Vista View Regional Park, constructed
on a former landfill. The expansion area was formerly farmland. The work involves master
planning, schematic design, permitting and site plan approval, community involvement,
design development, construction documents construction services, and post-construction
services.
The development program includes: a major universal access playground; picnic facilities,
including picnic shelters and rest rooms; basketball courts; accessible fishing and boating docks; nature trails with ecological
interpretive sign age; equestrian facilities with horse wash area, trails, trail heads, corral and horse trailer parking area; multi-
purpose trails with exercise stations; a gatehouse; maintenance facility, and a park administrative office building,

Consequently, URS was selected and charged with soliciting as
much public, agency, special interest group, and stakeholder
impact as possible. A comprehensive site analysis was
completed and alternative development program scenarios
investigated, A consensus on the proposed future development
and use of the park has developed to help guide the elected
officials responsible for the ultimate shape and function of
Everglades Holiday Park.
Project Description:
The approximately 300-acre site constitutes Broward
Count's only Gateway to the Everglades. The park
has become of critical importance with the near total
build out of the South East Florida Tri-County
Megaloposis. It has become the only place in the
County where the cultural and environmental story of
the Everglades can effectively be told. A major
trailhead for Broward County's Greenways and Trails plan is proposed for the site with
funding from the Comprehensive Everglades Restoration Plan's (CERP's) Recreational
Master Plan, Over 350,000 cruise ship passengers a year are bused to the site for an
Everglades airboat experience. Students are bused to the site to participate in a dramatic environmental educational experience.
Hundreds of bass fishing attend bass fishing events at Everglades Holiday Park.
The facility has become a little run down with all the use and some environmental damage has been sustained, The CERP plan
may have some impact on the fishing access, Some users are concerned that new users, hikers, bikers, and horse riders may
not accept the past recreation sport activities.

URS Corporation conducted a site analysis of the recreational areas along the Rickenbacker
Causeway, connecting mainland Miami with Virginia Key and Key Biscayne. The causeway park
has been a favorite recreation area for decades with tens of thousands of park users a day,
Over the years the park had become dilapidated
with rampant vandalism and crime, Vehicles
had damaged the shoreline vegetation and
shoreline erosion had taken away a portion of
the beach and was undermining the access
roads and parking areas, URS then prepared a
master plan to renovate and enhance the area,
The parking areas are to be defined with a
vegetated dune to keep the vehicles from
shoreline itself. A phased plan to remove the
pernicious plant pest species and replace those
indigenous, native species was developed by
URS. Site furnishings were designed to fit the
maritime setting and replace the dilapidated, diverse, uncoordinated urban recreational
furnishings, Dune crossovers were designed to allow handicapped access to the shoreline. A
special area was designed to accommodate the launching of catamarans and the parking of
trailers. The new plans incorporated Crime Prevention through Environmental Design (CPTED)
to create both the perception as well as the reality of a safe and secure public facility, The site
furnishings were designed to promote an image and identity appropriate to the area's heritage
and sense of place, Sustainable planning and design principles were incorporated into the
entire park to minimize maintenance and operation costs while maximizing energy and water
conservation,

The proposed park is located at 1000 NW Spanish River Boulevard in Boca Raton and
covers approximately 228 acres in two parcels along NW Spanish River Boulevard.
A.DA Engineering, Inc, (ADA) was tasked to assist with the Mechanical, Electrical
and Plumbing design of the Phase 1 Master Plan components for the southern parcel
to satisfy the City's immediate need for softball/baseball and soccer playing fields,
while being environmentally and culturally innovative,

ADA is currently providing mechanical, electrical and plumbing services for design of
the various site and building components of this project. ADA is designing roadway
lighting for the roads within the park as well as the parking areas, The lighting levels will be in accordance with IESNA
and the applicable standards of the City of Boca Raton and Palm Beach County, Additionally, ADA is designing
appropriate lighting for the bicycle paths and pedestrian walkways. ADA is also designing sports field lighting for the
soccer and baseball fields, Due to the close proximity of an active runway at the Boca Raton Airport, coordination with the
Federal Aviation Administration will be required to ensure that the height of the poles and proposed lighting on the poles
does not interfere with airport operations and incoming / outgoing airborne traffic. The electrical engineer will meet and
coordinate with MUSCO lighting, the City's preferred sportsfield lighting manufacturer.
ADA is coordinating the electrical requirements of the press box / concessions / restroom building as well as those of the
storage building, Typical systems for these buildings
will include receptacles, lighting, and telephone, ADA
is assessing the HVAC requirements for each of these
buildings and will design HVAC and exhaust systems
as needed, ADA is also designing a lightning warning
system for protection of the public and park staff,
Lightning warning sensors will be provided throughout
the park, The system will annunciate a horn and
strobe if lightning activity is approaching and/or
possibility of a lightning strike is present.
Mechanical/plumbing design includes new restroom
facilities, sinks, drains, and outside water coolers at
specified locations throughout the park.
ADA is also doing extensive coordination with local
utility providers, including Florida Power and Light and
Bellsouth, to coordinate the service drop locations and
service requirements,

Weidener Surveying & Mapping, P,A. (WSM) provided a topographic (route) survey accurate to State of
Florida Minimum Technical Standards in 61G17-6, FAC, The work included GPS control for State of Florida
Plane Coordinates, supplemental horizontal control traversing, vertical control, delineation of rights of way
and a full survey of the entire route (in excess of 4 miles) including adjoining structures, utilities and the like,
WSM located many City monuments throughout the project.
The project runs through typical urban and suburban neighborhoods. There are many side streets, major
intersections, railroad crossings and the like which have to be included in the survey, NE 2nd Avenue will be
improved utilizing this survey.
Project was completed in October 2006, Total fee was $269,870,

The City of Miami retained WSM to provide extensive surveying services in the redevelopment of Watson
Island, Many individual entities are involved and the site had to be parceled into specific tracts. WSM
provided boundary and topographic surveys, platting services, a "clear zone" survey for the new heliport,
construction layout services for the Miami Children's Museum, site surveys for a luxury hotel and rezoning
services for the Mega-Yacht Basin, Extensive replatting has been accomplished, Part of the plat is an
underwater parcel that involved extensive retracement of riparian grants, The final plat was recorded in
February 2007, Work will proceed through full development of Watson Island.
All work is based on high accuracy horizontal control set by GPS, This facilitates the project and assures a
workable GIS system for Watson Island,
Services have been provided from November 2000 to May 2007, Total fee to date is $229,117,

WSM provided a route survey for a proposed transoceanic fiber optics cable beginning on NE
22 Avenue thence along Biscayne Boulevard and Sunny Isles Boulevard crossing SR-A-1-A to
the Atlantic ocean at Sunny Isles Pier, WSM set horizontal control in the Florida State Plane
Coordinate System by use of GPS and vertical control in NGVO 29. Rights of way were
delineated. Special attention was provided for the crossings of the Intracoastal Waterway and
the Oleta River.
The project was delivered electronically in both 20 and 30 files,
