Dear Members of the Selection Committee:
We are pleased to submit our qualifications and experience in expression of our interest in the design of
the Heritage Park and Parking Garage for the City of Sunny Isles Beach. For this project, we propose a
design team with proven experience in the successful completion of projects with similar goals and
requirements.
As the former President of Scharf & Associates, a 20 year Fort Lauderdale based Architectural and
Planning Firm; I served as the Architect of Record for numerous park facilities as well as parking garage
designs. Among these have been the Broward County Governmental Center Parking Garage (2,000
cars), the Mid-Port Parking Garage and Harbor Master Tower at Port Everglades (2,000 cars), and The
Lucky Street Parking Garage at the Seminole Hard Rock Hotel and Casino in Hollywood (2,300 cars). I
am currently serving as the Architectural Designer working with Walker Parking Consultants on a 500 car
parking structure, presently under construction at the North Broward Medical Center in Deerfield Beach.
Among successfully completed park facilities, I am serving as the Architect for the 110 acre Central
Broward Regional Park in Lauderhill, improvements to TY Park in Hollywood and a 160 acre park for the
Village of Royal Palm Beach. Of most significant note, is Young Circle Artspark, a 10 acre redevelopment
of Young Circle, recently completed in the City of Hollywood.
In 2006, Scharf & Associates merged our practice with the world-wide practice of IBI Group, Inc. Our
Architectural Practice is now supported and enhanced by the expertise of the IBI Group to better serve the
requirements of this Project. As the former President of Scharf & Associates and now the Principal of
Architecture for the IBI Group, I will serve as the Managing Architect for this project. Members of our
design team have worked together on numerous successfully completed projects over the last 20 years
and offer the City of Sunny Isles Beach a cohesive, experienced, well managed Team.

Our design team includes the following firms:
IBI Group, Inc. - will provide Surveying, Civil Engineering, Landscape/Irrigation Design, Architectural
Design and Project Management.
Glavovic Studio Inc. - will serve as our Design Consultants. Margi Glovovic-Nothard served on our
design team as the Programmer and Project Designer for the design of Young Circle Artspark, in
downtown Hollywood at Young Circle. Among many other accolades, this park will be awarded the 2007
Roy F. Kenzie Award in the "Capital Projects/Beautification" Category, by the Florida Redevelopment
Association at their conference in Daytona Beach on October 25,2007. The project is being recognized
as an "Outstanding Example of Redevelopment".
Walker Parking Group - will provide Structural, Mechanical and Electrical Engineering Design Services
for both the park and parking structure.
Carlos M. Miranda CSI - will provide Specifications Consulting Services.
Nodarse & Associates, Inc. - will provide Geotechnical Consulting Services
The IBI Group offers design leaders who specialize in Parks and Recreation Planning in Florida. Russell
Moore, Richard Durr and our planning staff have designed well over 50 park projects in the State of
Florida; they are experts in analyzing the dynamics of evolving communities and designing appropriate,
cost effective solutions for park facilities over the last 25 years. In addition to design, we have proven
expertise in public opinion assessments and facilitation, which will be a critical issue in finalizing an
appropriate direction for Heritage Park.
Our design team is excited about and sincerely interested in serving as your design professionals on this
most challenging project and we look forward to presenting our qualifications and suggestions at the future

PROJECT APPROACH
-
In this document, we will describe the approach of our Design Team in the
creation of the concept for the Hollywood Artspark. The principles used for
this transformation of an under utilized but important parcel of land are
proposed to be followed in the development of a program concept and
design for this project which is also an important parcel in the fabric of
~ the Sunny Isles Beach Community. We came together as a team to
interpret a vision for a Project with a mission to revitalize downtown Hollywood. Broward County offered
an award of up to $5 million to a community, based upon a community's program and design proposal for
a park and facilities to support and enhance the arts. The City had a vision for a "bold and visionary"
Project and we were charged with winning this Project at the County. We did. We worked with the
community, with city staff and with a team of professionals, with visionary programming ideas and by
taking an approach that proposed solutions that were unanticipated, and today offer the region a
destination which is unique in South Florida. Recently the City was awarded the 2007 Roy F. Kenzie
Award for "Capital Projects/Beautification". The Project has been published throughout Europe and the
United States, and the first building has only just been completed (October 2007).
j We would like to share this vision with you as an example of how Sunny
Isles/Heritage Park may be a similar J'ourney that we will take with you in order to
~r ~ ;:~::::::i:i:I~YWOOd, Young Circle, which sits at the heart of the City, is a 10
~ ------ acre park surrounded by Federal Highway. It was an empty, remote place and was
impossible to get to as a pedestrian. It was destitute during the day and considered by many unsafe at
night.

Project Designer, Margi Nothard from Glavovic Studio, the Design Consultant firm created the program
and designed the project. Marvin Scharf the Project Architect led the team and Patrea St. John, as one of
the Landscape Architects, went on to completely transform the entire park to what
today has been described by Beth Dunlop, Miami Herald's Architecture critic as
follows: "Like Barcelona, there is a feeling of modern art come to life in
Artspark. It is a remarkable work of architecture, landscape and
urbanism and it is a place that can be taken as a whole - a set piece of
design or exploded and enjoyed bit by bit".

The Artspark design embraces the principle that it is an urban park, a part of the City of Hollywood and the
region. It is a part of the unique landscaped environment. It is connected to the landscape and it is
connected to the world of creativity and imagination. This is an important precedent that we will bring
to the development of the Heritage Park Site.

Our goal was to create a work at art in a place where it could be experienced by all who walked through
the park and where every element and experience in the park is considered special and unique, both at
the ground level as well as when viewed from above by the residents of the surrounding buildings.

We provided an outer promenade and an historical inner pathway to saunter along within
the park, we created pathways where you can take moments to contemplate the energy of
an ancient Baobab tree and we created a lyrical fountain to enable you to run through to
get soaking wet.

We created multiple pathways so that there is no single way to enjoy the
park. This will also be important at Heritage Park. A goal at the
Artspark that will also be critical at Heritage Park is to recognize that multiple users
will be experiencing the park simultaneously. The contemplative user, wanting to
':\:'J enjoy a passive environmental experience amidst the natural trails, which we will propose,
while the mother and her child enjoy a fun time on the playground. We were able to achieve this with a
concept of outdoor rooms all while Federal Highway and three lanes of traffic are passing by in downtown
Hollywood.

Today, parents are crossing traffic with their strollers; couples are walking hand-in-
hand to spend Friday night in the Artspark in downtown Hollywood after they have
been to a restau rant.

At Heritage Park it will be important to understand all the different users of the
area, from the residents in the towers, to those driving to the park, to those on
foot and others who may visit the site for field trips, or artists interested in
seeing the site for its creative potential to look at or draw from. The residents
~ :-:--..-.---- -:n looking over the park will have a particular point of view that is different from the
public visiting the park on a daily, weekly and monthly basis. One should
contemplate the different visitor and imagine that they will want to return. The
parent who may use the park regularly will possibly use primarily one area of the
park, say the children's play area.

In the Artspark, we have children lining up for the play elements. It has become so
popular that families will go nowhere else. We elected to develop a non-traditional
playground based on creativity and sensory elements that, through discovery and
movement, a child's imagination is engaged. Playgrounds are also a part of the visual realm and are art
elements and places for learning about the environment.

Also designed are unique site specific benches and seating, impromptu performance
spaces, sculpture spaces for art, meandering paths, a unique interactive sensory
garden children's environment and play area, water oriented experiences including
an artist collaborated 60' long fountain and interactive water play fountain
and a misting fountain conjuring a primitive ethereal landscape. Although
Heritage Park will be much smaller in size, these same elements can
be incorporated to provide a range of experiences for the community.
Landscape elements also include a Bamboo grove, tropical hedonistic garden terraces, a grassy meadow
with formal color changing volumes emerging from the ground amidst existing trees articulating multiple
visual and sensory experiences, Frisbee lawns, native gardens and colorful seasonal trees are added
. I throughout the park.

"',\ .... StudiOS, community classroom, exhibition space, dance rehearsal space and

__ for a glassblowing and a metal workshop. The building is integrated into the
landscape as part of the concept of building as art and building as landscape.

AUDITORS' REPORT TO THE UNITHOLDERS
We have audited the consolidated balance sheets of IBI Income Fund as at December 31, 2006
and December 31, 2005 and the consolidated statements of earnings and deficit and cash flows
for the years then ended. These financial statements are the responsibility of the Fund's
management. Our responsibility is to express an opinion on these financial statements based on
our audit.
We conducted our audits in accordance with Canadian generally accepted auditing standards.
Those standards require that we plan and perform an audit to obtain reasonable assurance
whether the financial statements are free of material misstatement. An audit includes examining,
on a test basis, evidence supporting the amounts and disclosures in the financial statements. An
audit also includes assessing the accounting principles used and significant estimates made by
management, as well as evaluating the overall financial statement presentation. .
In our opinion, these consolidated financial statements present fairly, in all material respects, the
financial position of the Fund as at December 31, 2006 and December 31, 2005 and the results of
its operations and its cash flows for the years then ended in accordance with Canadian generally
accepted accounting principles.

create an "Artspark" to serve the entire Broward County by supporting and accommodating both visual and performing arts.

Broward County/BCC South Regional Library, Broward County, Florida - Mr. Scharf
together with the Design Team has completed an 11 million dollar project. The new library
was unveiled to the Public in January 2007 and is the first "green" building in Broward
County. It is registered with the US Green Building Council for a LEED silver certification.
Fire Station and Administration Building, City of Hollywood, Florida - Project
Principal. This 40,000 square foot, 6.5 million dollar facility houses a 4 bay fire station and
central dispatch, a City emergency operations center, PSAP and Fire Department
administrative offices. The building was awarded a "Gold Medal" for station design by Fire
Chief Magazine.
Broward County Emergency Operations Center, Fort Lauderdale, Florida - Project
Principal. In order to consolidate all of the County's disaster relief agencies under one roof,
the County commissioned the firm to design this 40,000 square foot facility, which is a
hardened building with full backup of power and communications to serve as a central
operations center for emergency events.
Broward County Convention Center, Port Everglades, Fort Lauderdale, Florida -
Project Principal responsible for the firms' design of a 30 million dollar, 200,000 square
foot expansion.
Coconut Creek Community Center, Coconut Creek, Florida - Project Principal.
Marvin Scharf was commissioned by the City to provide programming services, facilitate
community participation and design a 36,000 sq. ft. multi-purpose facility, housing a 6-court
multi-function gymnasium, senior lounge and youth meeting rooms, a fitness center,
computer learning center and party roomOs). In addition this site also incorporated a
skateboard park, children's playground, a performance pavilion, boat docks and a dog park.
Pat Larkins Community Center, Pompano Beach, Florida - Architect of Record. Mr.
Scharf served as the Architect of Record for the design of a 12,000 sq. ft., $2.5 million dollar
community center for the northwest area of the City. The building houses a 5,000 sq. ft.
multi-purpose room which includes a full service kitchen and performance space, s well as
smaller meeting rooms and administrative offices.
Cruise Terminal 21 Expansion - Port Everglades, Fort Lauderdale, Florida - Project
Principal. After completing two previous renovation projects to this building, the client
selected the firm to design a major expansion to accommodate the new 2,500 passenger
cruise ships, scheduled to serve the port.

The resulting design solution optimized the use of the site. The garage design allows for a
separate parking area for Broward County supervisory personnel and Commission
Members on an intermediate level. Additional provisions were made, via a connecting
ramp, to enable users of the new garage to enter the Broward County Administration
Building, through an existing garage and across an existing covered walkway, at the second
level.

North Broward Medical Center Parking Garage, Deerfield Beach, Florida - Mr. Scharf
is currently serving as the Architect, working with Walker Parking Consultants in the
Design/Build of a 504-car, pre-cast Parking Garage to serve a growing visitor population at
this busy hospital.

Lucky Street Parking Structure, Seminole Hard Rock Hotel & Casino, Hollywood,
Florida - Mr. Scharf designed a seven story, 830,000 sq. ft., 2,000+ vehicle parking
garage. The garage was built to accommodate patrons of the "Hard Rock Live" event
venue and the Seminole Paradise Village, located adjacent to this structure. The building
has a steel structure framework, site cast concrete spandrel panels and is served by six
elevators.

Riverland Park, Fort Lauderdale, Florida - Architect of Record - The project was a
Design/Build project. The design of this 1 O-acre site incorporated a neighbourhood
community center, an aquatics center which including a "Learn to Swim" pool and a water
playground, a passive park and a community garden.
Young Circle Park, City of Hollywood, Florida -The firm is presently serving the City in
the programming, design and administration of construction of this 10-acre park renovation
to serve the entire County as an "ArtsPark", supporting and accommodating both visual and
performing arts. The bold and visionary design of this park is serving as a catalyst for
redevelopment of the central downtown area of the City of Hollywood.

A 1 AI Barrier Island Greenway Master Plan - Broward County, FL - Project Manager
and Planner for the creation of a 22-mile Greenway along the A 1 A corridor. The Project
included analysis of the existing corridor, recommendations for improvements to the
corridor, cost estimates of improvements, and an extensive public participation program.
Collier County Greenspace Character Plan - Project Manager responsible for the
creation of a countywide vision for pedestrian, bicycle and equestrian facilities with links to
other public lands. Elements of the project included an analysis of existing parks and open
space, open space needs assessment, development of a countywide greenspace vision
and a detailed action/ implementation strategy.
Ocmulgee Heritage Greenway - Macon, GA - Project Planner/ Graphics Designer for this
greenway which will run along the Ocmulgee River levee through Downtown Macon,
Georgia, connecting to the Ocmulgee National Monument as well as the regionally
significant Bond Swamp.
Marco Island Parks and Recreation Master Plan - Project Planner/ Manager for the
development of a master plan which will serve as a blueprint for future development of the
city's parks and recreation program. The existing park system was reviewed, a needs
assessment was performed, and an implementation strategy was developed for the future
parks system. An extensive community outreach program was integrated into the design
process by working closely with the city's parks and recreation committee as well as a
number of focus groups.
Okaloosa County Parks System Master Plan - Project Manager for conducting a needs
assessment and the creation of a master plan for the County. The master plan included
recommendations for the creation of additional community parks, as well as beach and
water access facilities. The plan's action plan included recommendations for a parks bond
referendum.
City of Del ray Beach Parks and Recreation System Master Plan - Project Manager for
the preparation of a needs assessment and master plan for the city. Specific needs
assessment techniques included interviews with a dozen separate community groups and
organize.tions.
Florida Power and Light Transmission Line Study - Project Planner for the analysis and
siting of alternatives for the construction of a power transmission line running from the
Sawgrass Substation to Oakland Park, Florida. The project required sensitivity to existing
land uses through developed areas of Broward County, and required coordination with
several municipalities as well as the public.
North Myrtle Beach Parks and Open Space Master Plan - Project Planner for the
development of the city's master plan. The city was developing a citywide Capital

Award of Honor in 2002.

Halpatiokee Regional Park - Martin County, FL - Project Manager for the preparation of
a master plan for this 180-acre park located adjacent to the environmentally sensitive St.
Lucie River. The plan included preservation and enhancement of natural ecological
communities and the development of new recreational facilities. The park includes a nature
center, softball/ baseball and soccer fields, tennis courts, roller hockey facilities, an overlook
of the St. Lucie River, multi-use trails and picnic facilities.
Various Public Improvements - Royal Palm Beach, FL - Pro-bono work included
workshop facilitation, planning and design of various public improvements throughout the
Counterpoint Estates neighborhood in Royal Palm Beach. Improvements included the
creation of a new neighborhood entrance, new and renovated park facilities.
Nob Hill Soccer Complex - Sunrise, FL - Project Manager for the creation of a soccer
complex master plan for the city. The master plan was approved and construction
documents were prepared and construction supervision performed for the project's
landscape, hardscape and irrigation. Features of the project included three lighted soccer
fields, two bocce courts, a community clubhouse building and associated site amenities.
The project won a 2002 Florida ASLA Award of Merit.
Sunrise Roller Hockey Facility - Sunrise, FL - Project Manager and Landscape Architect
for the creation of a park master plan for the city's roller hockey facility. Once the master
plan was approved, construction documents were prepared and construction supervision
was performed for the project's landscape, hardscape and irrigation. Features of the
project included three lighted roller hockey rinks, covered spectator areas, restroom and
storage facility and associated site amenities. Also featured was a courtyard area with
decorative pavers which emphasized the dynamics of the sport of roller hockey as well as
seating in the shape of hockey pucks.

Neighborhood Parks Improvement Plan - Wellington, FL - Project Manager for the
analysis of 19 neighborhood parks within the Village, creation of design standards for parks
improvements, and the preparation of a three-tiered approach to improvements over a
seven-year period. The implementation plan included detailed cost estimates to allow for
budgeting yearly improvements during the CIP process.

urban design treatment of the perimeter of the expanded substation. Final solution included

and design of traffic calming solutions throughout a City of North Lauderdale neighborhood.

in the master planning of this greenway project. The project consisted of a master plan
sketch and computer generated images to show the potential for the development of the
park by converting two lanes of existing roadway to parkland.

Air Park Bike Path Master Plan - Pompano Beach, FL - Project Manager for the
creation of a new master plan and improvements program for the existing bike path. This
unique bike path and trail circles the Pompano Air Park, a 36-hole municipal golf course
and the Goodyear Blimp Base for the Blimp "Star and Strips." Typical improvements
outlined in the Master Plan included widening of the existing path to create a true multi-
purpose path, landscape improvements, trailhead improvements and the addition of other
user amenities. Opportunities for public art are highlighted in the master plan, as well as a
thematic wayfinding system based on the site's aviation theme.
Dreher Park _ West Palm Beach, FL - Project Manager for the creation of a master plan
for the park. The plan involved working with a variety of community-based representatives.
The existing gO-acre park was suffering from issues of public safety, water quality,
stormwater capacity, fallow landscape and general lack of use. The master plan returns the
site to its former stature as a pastoral landscape of outdoor rooms, prominent garden
architecture and healthy environment.
Springtree Golf Clubhouse - Sunrise, FL - Project Manager for the creation of a master
plan for the proposed golf clubhouse. Once the master plan was approved, construction
documents were prepared and construction supervision was performed for the landscape,
hardscape and irrigation. Features of this public golf course clubhouse area included a new
parking and drop-off area, a new bag drop, new clubhouse and surrounding patio, cart
maintenance facility and associated features. A decorative bridge was designed to carry
golfers across a water feature from the finished hole to the clubhouse area.
Tiger Shark Cove Park - Wellington, FL - Project Manager for the incorporation of
additional landscape and hardscape improvements to the park. The master plan included
the addition of garden spaces within the park surrounding the existing playground. The
plan also included the addition of grassed berms to serve an additional playscape, and the
siting of a new restroom/ pavilion with the park.
The Savannas Master Plan - St. Lucie County, FL - Project Manager assisting the
county in creating a master plan for the renovation of The Savannas, a large passive park
located in the county. The proposed program included renovation of the park's campsites,
entry-guard gate, viewing areas for wildlife observation, boat launches and boat ramps,
botanical gardens and nature/ hiking paths. Future plans also called for the construction of
a new campground "general store" which would serve campers and park visitors.
Washington Park _ Lakeland, FL - Project Designer for the creation of a redevelopment
master plan for the renovation of the existing neighborhood park. Park amenities included
the siting of a new playground structure, realigned sidewalks, new basketball courts and the
creation of an informal gather space for nearby residents.
Airport sports Complex _ Ormond Beach, FL - Project Designer for the preparation of a
redevelopment master plan for the city's complex. The plan was prepared to accommodate
airport expansion needs and to remedy parking and circulation problems in the park.
Several alternative plans were prepared for the city's consideration, and a final, phased
master plan was developed for implementation.
Neighborhood Participation Program - Sunrise, FL - Project Manager for the design
and construction documents for various projects throughout the City of Sunrise. Services
included public workshop facilitation, landscape and hardscape design. Projects included
new and renovated signs and entry features for existing neighborhoods, new streetscape
plantings and median hardscape and landscape renovation.

Road Resurfacing Program Phase IV - Tamarac, FL - Project Manager responsible for
the design of 19 miles of streetscape within the City of Tamarac. The streetscape design
included the addition of new turn lanes in existing medians, public participation and
facilitation, as well as new and supplemental landscape plantings and irrigation.

Sunrise Lakes Phase I Streetscapes - Sunrise, FL - Project Manager for the design and
construction documents for the implementation of a new streetscape plan for the Sunrise
Lakes Phase I development.

Sunrise Lakes Entry Features - Sunrise, FL - Project Manager for the design and
construction documents for new entry features at each of the main entrances for the
Sunrise Lakes communities Phases 1 - IV. Design included hardscape design, sign design
and landscape design.

Various Streetscapes - Pompano Beach, FL - Project Manager for the design of various
streetscapes throughout the City of Pompano Beach. Roadway segments included portions
of Atlantic Boulevard, Powerline Road, Martin Luther King Boulevard and Dixie Highway.

Parallel Shopping Drive Master Plan - Plantation, FL - Project Manager responsible for
the various urban design solutions for the creation of a common driveway and pedestrian
facilities linking disjointed properties and shops along State Road 7 in Plantation.
Keene's Pointe Conceptual Landscape and Hardscape Design Package - Project
Landscape Architect responsible for the creation of the conceptual design package. Design
included entry features, street plantings, neighborhood gateways, neighborhood parks and
other common area design within the proposed development in Orlando.
Parrot Pointe - Costa Rica - Master planning for a proposed resort in Costa Rica.
Proposed uses include hotel sites, condos, single-family homes, marina and downtown
village.

Engineering Services for the Miami Greenway Hollywood Beach Streetscape. The IBI
Group is working with the Hollywood Beach CRA by creating a Master Plan for the
renovation of all 52 of the one-block streets from A 1 A to the beach. Additional services
include urban planning and design and landscape architecture. The Civil Engineering

2. 1 understand that a "public entity crime" as defined in Paragraph 287.133(1)(g), Florida Statutes,
means a violation of any state or federal law by a person with respect to and directly related to the
transaction of business with any public entity or with an agency or political subdivision of any other
state or of the United States, including, but not limited to, any bid or contract for goods or services
to be provided to any public entity or an agency or political subdivision of any other state or of the
United States and involving antitrust, fraud, theft, bribery, collusion, racketeering, conspiracy, or
