May 26, 2010 As experienced providers on over 20 continuing contracts, we understand for these types of projects it is especially important to determine and understand scope, budget and schedule parameters. Flexibility of the design team on these types of projects is essential, such as timely response, short-lead notice, and quick turn-around. .... During the design phases the project schedule will be maintained by establishing specific milestone goals within each design phase with dates for completion of each. The AlE team and the City of Sunny Isles Beach will establish the design schedule at the start of the project, and will monitor the progress of the work. As Principal, Yvette London, AlA, LEED AP will be responsible for project oversight and ensure that deadlines are met by each project delivery team member. Our approach to maintaining design and construction schedules is simple. We develop an initial list of project tasks, assign timelines to each, and recognize critical or fixed dates and then we adhere to the agreed schedule. The schedule is updated as often as required, and this schedule is then communicated to all members of the project team. Each participant, the City of Sunny Isles Beach, the contractor, the engineers and the architect all have deadlines and critical dates that have to be met. Scheduling as a team allows everyone to buy into the schedule and commit to it. Cost Control Harvard Jolly has in-depth knowledge of low cost, low maintenance materials and building systems throughout Florida and has a successful history of designing to strict budgets. Our budget sensitivity and schedule adherence have been key contributors in maintaining successful relationships with major clients Harvard Jolly has served throughout the Southeastern U.S. Harvard Jolly's proven method starts immediately, when the City of Sunny Isles Beach and the architect have control of 100% of the decisions which affect project cost. The major decisions are made during the preliminary phase based on historic cost experience for the type of departments and construction indicated. Project budgets are established at the earliest part of the programming phase. Schematics are developed based on the budget estimate, which is re- evaluated as more detail is developed. During the design development and construction document phases, the preliminary estimate is updated to include any changes in quality or scope. Quality Control Reporting and Responsiveness: Once a project is assigned under this contract, Principal, Yvette London will assign the appropriate project team and our designated Project Manager, Debbie DeBartolo Wilkinson, AlA, NCARB, LEED AP, CPTED, will lead the team with City of Sunny Isles Beach representatives. May 26, 2010 Harvard Jolly has worked on many "fast-track" projects of various size including public safety complexes, schools, universities, libraries, hospitals, nursing homes and ambulatory surgery centers. We take pride in our record of never having missed a completion date. We strive to meet or exceed the project schedule. Our close proximity to the City of Sunny Isles Beach will allow us to offer a quick response on short notice. Fast Track Methodology: Our approach to design is based on clear communications and a strong partnership between Harvard Jolly, Sunny Isles Beach, user groups and selected community members. To achieve the intent of the project, we propose the following approach and work plan: I. Team - Harvard Jolly's project team will remain intact for all phases of this project. We believe in single-source delivery of services, and key personnel continuity will be crucial to the success of the project. 2. Pre-Design - Upon Notice to Proceed, our team will meet with Sunny Isles Beach representatives to generally review the project objectives, the overall project schedule and budget parameters. Pre-Design tasks include these primary categories of activities: Programming and Data Gathering Tour existing facilities and assess existing conditions. Obtain all availoble project information - locations, site issues, community concerns Verify accuracy of base information, including utilities and site data Verify construction budget Identify applicable building codes, and environmental and zoning requirements Obtain agency guidelines, including water management districts and Sunny Isles Beach guidelines This phase is the groundwork upon which all subsequent planning will be based. All findings will be discussed. documented and verified identifying all constraints and determining whether there are more efficient uses of resource or spaces. 3. Schematic Design - Upon completion of Pre-Design activities and using the design concept drawings from the Pre-Design Project Analysis, the Harvard Jolly team will further develop the schematic design of project including engineering systems and related site work. The Schematic Design will provide a solution, which results in the most efficient use of space and responds to the stated functional, operational, adjacency and access requirements. Harvard Jolly team members will meet the Sunny Isles Beach staff as required during this phase. 4. Design Development - Upon approval of Schematic Design. the Harvard Jolly team will proceed with Design Development. These documents will more completely describe the building and engineering systems, including detailed interior layouts. The project budget and schedule will be updated. In a very short schedule project this phase can be combined with development of construction documents. 5. Construction Documents - Upon approval of the Design Development phase, the Harvard Jolly team will begin preparation of the Construction Documents for the building and its systems to provide for competitive bidding. 6. Assist the City of Sunny Isles Beach with Construction Contract Award Phase - The Harvard Jolly team will assist Sunny Isles Beach in obtaining and reviewing competitive bids for the project. During this phase, Harvard Jolly will participate in a Pre-Bid Conference. as well as in a Pre-Award Meeting. These meetings are conducted to ensure that the scope of work is clear before a construction contract is executed. 7. Construction Administration - During the construction phase, the Harvard Jolly team will participate as required in administering the project, monitoring quality compliance. observing construction/installation status, reviewing shop drawings and their submittals and completing other customary construction/procurement phase services.
