HomeMy WebLinkAboutReso 2010-1646 RESOLUTION NO. 2010-~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR THE ALLOCATION OF SEVENTY-FIVE MILLION DOLLARS ($75,000,000.00) IN FEDERAL FUNDS FOR THE DREDGING OF THE PORT OF MIAMI UP TO -50 FEET; PROVIDING DIRECTIVE TO THE CITY CLERK; PROVIDING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Port of Miami is the largest container port in Florida and is a vital contributor to the local, state and national economy accounting for 176,000 jobs and $17 Billion economic impact to the economy of South Florida; and WHEREAS, in the anticipation of expanding trade and commerce, the Port of Miami has been authorized by Congress to dredge to a depth of -50 feet; and WHEREAS, upon completion of the dredging of the Miami federal shipping channel to -50 feet an additional 33,000 jobs over ten (10) years will be created; and WHEREAS, the Port of Miami Deep Dredge will allow cargo to double within ten (10) years, providing billions of dollars in wealth, allowing South Florida to grow international trade and commerce exponentially; and WHEREAS, the completion of the expansion of the Panama Canal in 2014 will require deepening of the Miami federal ship channel to -50 feet to accommodate the larger vessels from the Pacific; and WHEREAS, the Port of Miami Deep Dredge is necessary to make the Port of Miami competitive with nearby foreign ports; and WHEREAS, the dredging cost is estimated at $150 Million, with $75 Million already committed by local sources; and WHEREAS, the Port of Miami Deep Dredge IS considered a project of national significance; and WHEREAS, the Sunny Isles Beach City Commission hereby expresses its support for the allocation of $75 Million in federal funds for the dredging of the Port of Miami to -50 feet. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Support for the Port of Miami Deep Dredge Proiect. The City Commission hereby supports the allocation of $75 Million in federal funds for the dredging of the Port of Miami to -50 feet. Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Directive to the City Clerk. The City Commission hereby directs the City Clerk to transmit a certified copy of this resolution to President Barack Obama. Section 4. Effective Date. Florida ports will not be able to maintain or enhance their roles as creators of jobs and economic vitality unless Florida ports are able to service the dramatic changes in international trade patterns when the Panama Canal Expansion project is completed in August, 2014. The new generation of large container vessels will be a game changer for freight and containerized trade, increasing the volume of Asian trade moving through East Coast US ports. Trade will move to the ports which can accommodate the largest vessels, including international ports such as Freeport, The Bahamas, as no port south of Norfolk can currently accommodate those vessels. Miami is positioned to fulfill that need to accommodate larger ships in 2014 if funding is obtained now. Miami is the port closest to the Panama Canal and will be able to commence the dredging needed to accommodate the largest Post-Panamax vessels as early as 2011. The Port of Miami is one of only three ports on the East Coast that is currently authorized and ready to dredge to 50 feet, and we must be ready to accommodate the larger class vessels that will begin transversing the expanded canal in 2014. The dredging cost will generate a significant return on investment, and avoid the loss of our role as the key international gateway for containerized cargo. Currently, the Port of Miami is the 11 th largest container port in the nation, supporting 176,000 jobs and $17 billion annually. Investment by the federal government will allow the Port to grow those jobs by an estimated 33,000 and double exports within five years. Thus, this important, job creating project is ready for action now, and will assist the Administration's efforts to increase double exports, as well as provide for permanent, well paying jobs in a state facing a 12% unemployment rate. We urge your support for this project of national significance, and look forward to working with you to ensure that the State remains a leading player in the global economy. The completion of the Panama Canal expansion in 2014 will require the deepening of the Channel to accommodate the larger vessels from the Pacific, and will allow the Port of Miami to be competitive with nearby foreign ports. The dredging cost is estimated at $150 Million, with $75 Million already committed by local sources. Miami-Dade County is seeking support for the Port of Miami Deep Dredge Project as it is considered a project of national significance.
