We would recommend that a portion of Sunny Isles Beach Government Center be designed to function as a "stand alone" Emergency Operations Center that would remain in operation throughout any natural disaster. If selected for this project, Spillis Candela DMJM will follow a very well defined project approach that will take into special consideration the unique needs and requirements of a disaster recovery center which needs to be hurricane - rated, high security, and have 24 -hour data storage and communications capabilities. As a result of the firm's origin in South Florida, where the climate is best described as sub-tropi- cal, the firm has developed an expertise in the area of environmentally sensitive design. In an effort to design energy efficient buildings which reduce the consumption of non - renewable natu- ral resources, Spillis Candela DMJM (SCDMJM) have demonstrated significant success in the area through the use of both active and passive systems design. • Our design for your project will include architec- tural detailing and innovative building technolo- gies which reflect both SCPDMJM and the industry's best environmental practices. SCDMJM will work closely with the City of Sunny Isles Beach in creating cost/benefit analyses and the financial feasibility of implementing sustain- . able design concepts developed during the de- sign process of the Government Center project. • Typically SCDMJM projects maximize features • of the indigenous environment and are directly responsive to the subtopical climate of South • Florida. Ideally these considerations contribute to a building en- vironment which utilizes alternative energy sources, recyclables, organic materials, and ar- chitectural detailing and construction methods— all of which are environmentally responsive, and designed for optimal performance. • • • • • • • I� Spillis Candela DM1M • The design strategies include building sit- ing, interior daylighting, wastewater, HVAC controls renewable energy sources and a building envelope which is highly functional yet will convey the unique character of your facility. Examples of where these principles are applied to SCDMJM projects illustrated in Project Experience Section of this sub- mittal. One of the best examples of sus- tainable design efforts by SCP occurred at the AAA Corporate Headquarters in Orlando where sustainable design and energy re- duction techniques included chilled water storage systems, specialized glazing, brise soleils, skylights and overhangs as conser- vation measures. The end results for AAA have been nearly a 50% reduction in total energy costs. Utilizing sustainable design principles such as those listed below, SCP hopes to foster conservation, reuse, renewal, prevention of environmental degradation, and the pursuit of quality for ourselves and for those in fu- ture generations. American Automobile Association, Corporate Headquarters, Orlando, FL. A 660,000 SF facility consisting of two five -level curved wings joined by a prominent multi -story rectangular atrium creating large, flexible open office areas, a computer center, and a 125 -seat conference center. This facility has won sev- eral design awards including the Grand Award from NAIOP and the Award for Excellence from the Florida Chapter of the AIA. The building itself is composed of a 250 - seat City Council chamber and auditorium, Mayor's office, City Clerk, City Attorney and City Manager offices, community develop- ment and other related city functions. The facility also is master planned to include a 350 -car garage for staff and visitors in a subsequent phase. The building facade will consist of split face block and glass consistent with adjacent city and federal buildings. Spillis Candela DMJM is responsible for master planning, programming, architecture, engineering, landscape archi- tecture and interior design. r� � Spillis Candela DM1M This 21,570 SF facility consists of a 7,890 SF of City Hall Annex with a 150 seat Town Hall multi- purpose space. In conjunction with the Town Hall, the building program contains a city services counter and a mini - police station with 24 hour ser- vice. The Fire Rescue program contains 9,830 SF of active area in the first level and 3,850 SF of area in the second level dormitory areas. The de- sign of this project establishes a coexistence be- tween the more public civic program of the City Hall Annex and the more utilitarian nature of the Fire Rescue facility. A hybrid solution was inevi- table as a result to the combination of program requirements. The civic program has its own 'im- age' while coexisting with the attached Fire Res- cue building. Form is used to define basic pri- mary elements of the project. A courtyard space is created between the two basic program com- ponents as a private recreational space for the fire rescue function. The building was designed to accommodate future expansion and allows maximum flexibility in the interior spaces. Loll Spillis Candela DM1M SCDMJM provided complete master planning, architec- ture, engineering, and interiordesign servicesforthe Juno Beach Town Center. This 17,000 SF multi - purpose facility captures the culture and life style of the City of Juno Beach. The building's tropical architecture, harmonious with the town's location, utilizes breezeways and balconies to take advantage of the area's mild climate, which simultaneously minimizes energy consumption. The configuration of this facility creates a large outdoor courtyard suitable for a vari- ety of public events. The building was also carefully de- signed to take into consideration future expansion and to create interior spaces that had maximum flexibility. i SCDMJM programmed an 85,000 SF government complex which was inclusive of a city hall, com- mission chambers, police facility, and a public library. The project was proposed to be the first new building completed along the city's east / west boulevard which would connect the ocean with the intracoastal waterway, marking the planned redevelopment of this business district. The 1.5 acre site required the vertical stacking of the city hall program which would allow views to the ocean and surrounding islands from the up- per floors. A new public waterfront park was also to be developed along the western edge of the city hall complex. Project was not built due to unanticipated site development costs. a SPIIIIS Candela DM1M This four -story, 168,000 SF L- shaped Government Complex located on a four acre site is home to most Volusia County agencies and departments, including the administrative functions of the County Sheriffs office. Originally conceived by the Owner as a eight -story structure, but through a master planning effort, the Spillis Candela design team was able to convince the County that a building of this height would be out of scale with down- town Deland. To achieve the correct massing, Spillis Candela proposed to combine property owned by the County along with property put forth by the City to achieve the appropriate solution in this urban context. Situated across from an ex- isting historic Courthouse, Spillis Candela cre- ated a quadrangle with important downtown gov- ernment buildings and landmarks. The building's development included the tie-in of the central busi- ness district through a city -block long streetscape. Public access is directed along the arcaded edge of the plaza, ending in a dramatic, sunlit rotunda that soars the full height of the building. Central to the building's function is a 165 -seat Council Chamber, which is monitored from a con- trol booth for all production work including light/ sound levels and pre - programmed presentations. The building includes both private and open -plan offices on 37,000 SF floorplates. Flexibility for change and growth in governmental activitieswere integral to the buildings design, with a flat carpet cable system distributing telecommunications and power wiring to open -plan areas. W 1, IRT � -Ni I* Spillis Candela DM1M Uniquely situated on a seven acre ur- ban site, the Lake- land Law Enforce- ment Center is an integral part of a successful redevel- opment area within the City which incor- porates both public an private sector development. The 78,000 SF facility is designed to meet the Police Department's cur- rent and future re- quirements. The architectural design process reflects input from the most recent Planning, De- sign and Construction of Police Facilities Manual produced by the International Association of Chiefs of Police as well as the Standards for Law Enforcement Agencies, produced by the Commission on Accreditation for Law Enforcement Agencies. It includes booking and holding facilities for six- teen people, administration, records, evidence, patrol and special operations, communications unit, emergency opera- tions, criminal investigations division, general and property storage, general services and staff training facilities. In keeping with the style of Downtown Lakeland, the build- ing maintains a Mediterranean architecture style with red clay tile roof, stucco and precast exterior walls. The four story entrance tower acts as a beacon and is the public lobby for the Law Enforcement Center. A spacious and well lit lobby houses the open community services desk and promotes the Police Department's desire to have a community oriented headquarters building. The design responds to the city's key issues of efficiency of operation, flexibility and complementing the city's architec- ture and environment. The building is designed to meet the newAmericanswith Disabilities Act of 1990. A Fire Station and Community Center (designed by others) were additional components of the Govern- ment Center campus. The masterplan will result in a beautiful government center complete with a com- munity park and new structures which continue the sensitive historic design and contribute to the charac- ter of this landmark on "mainstreet" Coral Gables. There is a total of 560,000 SF on this main campus. This study involves a thorough evalu- ation of the architectural, structural, mechanical, and elec- trical components of each of these structures. After a careful analysis, each building is ranked according to its' current usefulness and future potential. Using this infor- mation, a master plan is developed by considering space and building needs for the next 5, 10 and 15 years. This master plan contemplates the addition of up to 300,000 SF over these three phases as well as structure parking to support the county's needs. SWIM Candela DM1M Spillis Candela DMJM was selected to provide compre- hensive architectural, engineering, planning, and interior design services forthe new Indian River CountyAdminis- tration Center in Vero Beach. The project was subdivided into three phases: Phase 1 - Programming and Master Planning Phase 11 - Architectural, Engineering and Interior Design Phase 111 - Construction Administration Currently in the Programming and Master Planning Phase, the new County Administration Center is anticipated to be approximately 160,000 sf on a site adjacent to the exist- ing County Administration Building. The new Center will consolidate virtually all County functions under one roof to provide the public with easier access, as well as improve overall efficiency of County operations. In addition to the new Administration Center, Spillis Can- dela DMJM is also responsible for the design of a sepa- rate County Purchasing and Storage facility. Depending upon the utilization of the available land for this project, SCDMJM will potentially be required to design a parking structure to satisfy the parking requirements of the com- plex. It is anticipated that the County will utilize the "Con- struction Manager at Risk" approach as a project delivery method. SWIM Candela DMIM Complete master plan- ning, programming, en- .- gineering and interior design services were provided for the new 52,000 sf Public Safety ' Building in the Town of Davie, Florida. The building also includes anew 12,000 SF Fire Station and Emergency Medical Services (EMS) facility. SPHHS Candela DM1M Spillis Candela was later commissioned to design a 2,650 SF Training /Community Room addition to the Public Safety Building. The Community Room leads to a landscaped outdoor plaza which is surrounded by a scenic lake. It is available to residents of the Town of Davie for civic or pub- lic functions. Also designed to function as an Emergency Operations Center, the Community Room is equipped with state -of- the -art communications, security and disaster - proof technologies. 'My�F Spillis Candela DM1M This 30,000 SF multi - purpose city government complex includes a new 17,000 SF of city administrative building which includes a variety of city functions including Fire Administration, Permitting, Planning and Zoning, Engineer- ing, Budget and Finance, Purchasing, Fire Prevention Ser- vices, Public Utilities Administration, and other ancillary support spaces. In addition to the City Hall building, SCDMJM was responsible for a 13,000 SF renovation of an adjacent library. Spillis Candela DMJM provided architectural and engineer- ing services for the City of Ormond Beach. Spillis Candela DM1M Spillis Candela DMJM was retained by the City of Sunrise to perform architectural and engineering services for a va- riety of projects for the city. SCDMJM was responsible for providing all basic architectural, engineering, planning and interior design work for the following projects: • City Hall Annex • Police Substations • Fire Stations 83, 39, and 58 • Community Center • Community Pool / Recreational Complex • Arena Master Plan Spillis Candela DMJM designed this 68,032 SF, 2,000 -seat multi - purpose civic and exhibition cen- ter, which has been a catalyst in revitalizing the city's downtown Central Business District. De- signed in a Mediterranean- style architecture, the center provides space for exhibitions, musical events, the performing arts, and community func- tions along the bank of the Caloosahatchee River. The development of the Civic and Exhibition Cen- ter anticipated the design of a parking garage to be located across the street. SWIM Candela DM1M Architectural and engineering services for the development of a heliport, seaplane base and visitors center facility. This mixed -use project will focus around the existing aviation operations on Watson Island with the addition of a regional visitors center and other amenities. AL. Spillis Candela DMJM Phase I of this project included a complete site analysis, site selection and environmental review in order to deter- mine the most suitable site for the development of a 55,000 SF multi - purpose community center designed to include weight room, locker rooms, a small auditorium with re- tractable bleacher seats for 750 people, a stage with a scene shop, and stor- age space. Competing sites were evaluated based upon accessibility, traffic, parking, demographics and environ- mental impact. Phase II services involved developing a complete architec- tural building program followed by full - service architectural and engineering services. The facility was designed to provide very flexible space for exhibitions, musical events, the performing arts and all types of community functions. Seating capacity was anticipated to be for a maximum of 2000 for major events. The project was never built due to a lack of funding. A Soillis Candela DM1M R E C E N T, C U R R E N T a P R 0 1 E C T I V E WORKLOADS (Including whether the provider can perform the contract within the time specified without delay or interference) Spillis Candela DM1M In the past several years, the 250+ professionals which compromise the Miami -Dade County resources of Spillis Candela DMJM have designed and /or man- aged architectural and engineering projects which have had an annualized construction value of over $500 million. SCDMJM has designed, produced and managed many governmental projects that are simi- lar in size and scope to the proposed Sunny Isles City Hall project. The proposed Project Team has extensive experience with City Halls, governmental facilities, parking garages, and other potential uses that might be considered by the City for this project. As a result, there will be no learning curve involved for our proposed Project Team on this project. Our team's background in projects of similar size and complexity will translate into a more economically efficient Project Team to produce the required docu- mentation for this project. Spillis Candela DMJM's reputation for timely produc- tion of work and for meeting owner's schedules is excellent. In terms of current workload and other obligations of members of the team, please be as- sured that the entire Project Team is available to begin work immediately upon being given notice to proceed. We have taken considerable care to as- sign tothis projectteam onlythose individuals whose workloads will enable them to participate fully in this project. Our proposed Project Team is the same team that worked on the previous Sunny Isles City Hall project. We understand the City's schedule and have coordinated the availability of our Project Team and the timing of their respective workloads to coin- cide with the timing of this project. Spillis Candela DM1M F E E P R O P O S A L Spillis Candela DM1M City Fee Proposal It is extremely difficult to submit a "Fee Proposal' at this stage in the selection process. There are many issues that remain unknown such as the final size of the project, the level of quality desired in terms of finishes, contractual terms involving scope and risk, and materials, the final scope of services required by the City and others. Once these issues has been discussed and agreed upon, a detailed Fee Proposal can begin to be developed. For general planning and budgeting purposes, it has been our experience that the smaller the project, the higher the percentage fee. Our experience on simi- lar governmental projects has shown that the indus- try average among firms that design these types of facilities for full service A/E fees will typically vary between 7.5% and 9 %, depending upon some of the variables referenced above. On the following page, we have also included a copy of our Standard Billing Rates for the Calendar Year 2001 for your review. Although there are a variety of job classifications shown on this schedule, not all job classifications will be used or needed on your project. We will use only those individuals necessary to provide the City of Sunny Isles with the quality of service that it needs and desires. City Community Involvement Spillis Candela DMJM recognizes the public scru- tiny governmental bodies such as Cities and Counties face in today's environment. We know this is a very important issue to the City of Sunny Isles, as is the planning and design of an appro- priately sized City Hall. We take our role as Ar- chitects and representatives of the City's interest very seriously. Spillis Candela DMJM has provided public in- volvement services in a variety of public projects, including new civic buildings, which are subject to all the issues related to any new construction project within a given residential or commercial area. Public concerns often relate to additional traffic in the area, construction related noise, parking concerns and other issues. Those af- fected by this project should be brought into the planning process as early as possible so they may understand what the issues are and how to lessen their impact. The continuous exchange of information between the City, the planning and design team, the gen- eral contractor or construction manager and the public is inherent to the success of the project. Public meetings and /or presentations can be held to keep the public as informed as possible, as well as helping to ensure the local coordina- tion of the project. Meetings typically consist of introducing the team, outlining the goals and objectives, explaining the basic process and re- viewing the schedule. City Future Use Throughout the 70 year history of the firm, Spillis Candela DMJM (SCDMJM) has been involved with a significant number of projects which have required site selection services. SCDMJM has provided site analysis and selection services for public sector clients throughout the State of Florida and the United States. Should further site anlysis be required, our project team is pre- pared to assist the City of Sunny Isles Beach in evaluating sites for the proposed City Hall. During the course of this contract, we also rec- ognize that there is the potential for other build- ing components to be included or added at a later date. We know that the primary users of this building will be the City Hall administrative component and the Police Headquarters. We are confident these two users can be comfort- ably integrated within this facility. We are cognintent of, however, that during the previ- ous Government Center design process, the City entertained the idea of including other compo- nents such as a public library branch, and a Post Office and a community center within the com- plex. We are preepared to enter into a contract with the City that would allow us to continue on through an "Additional Services" contract to in- corporate any and all of these facility needs. We anticipate that the new City Hall could be de- signed to be expanded to include a future library branch, an addition to the parking garage, or similar expansion /addition projects. Another possiblity is thatthe City would need design ser- vices for a new building such as, a Community Center, Park Pavilion, Branch Library or other such facilities on a site other than the City Hall.
