dealing with municipalities such as the City of Sunny Isles Beach and other related agencies such
as the Florida Department of Transportation.
In the City of A ventura our firm is responsible for the design, bidding, and construction
administration for the Aventura Boulevard Streetscape, Founders Park (a twelve acre municipal
park), the Williams Island Boulevard Streetscape, Biscayne Boulevard 4,5,6, and 7 Streetscape,
and numerous other streetscape projects. These projects represent a construction cost of
approximately $10,000,000.
Our firm has experience in beach and dunescaping. One completed project is Beachfront Park and
Promenade, a 3 mile elevated boardwalk and dune restoration on Miami Beach from 21 st to 56th
Street. In addition, our firm has completed several wetland mitigation and restoration projects to
include the Hidden Bay site on N.E. 191"t Street in Aventura, Florida.
We feel that our firms capabilities and experience makes us eminently qualified to serve the needs
of the City of Sunny Isles Beach, and we look forward to your positive response.

O'Leary Design Associates, P .A.
(ODA) is a team of professionals
dedicated to the creation of living
environments in harmony with nature
and humanity. We are committed to the
concept that we can coexist with the
environment through careful and
responsive design.
Founded in Miami in 1969, ODA is one
of the region's most established
Landscape Architectural practices. ODA
is a team of experienced professionals
trained in landscape architecture, urban
design, irrigation design, site planning,
regional planning, land planning and
graphic design.
The completion of hundreds of
successful projects has made us leaders
in sub-tropical landscape architecture.
ODA has built a solid reputation for
completing our projects on time and
within budget without sacrificing design
quality, and have won over seventy
awards for design excellence. This firm
provides continuity and coordination
through all phases of each project, from
initial planning through design and
construction. ODA is fully computerized
with several in-house Autocad stations.
ODA is a Dade County based Landscape
Architectural firm with over thirty-two
years of experience in working with local
municipalities and agencies. ODA
currently has two registered Landscape
Architects with combined experience of
over fifty years. William A. O'Leary,
FASLA has been the principal owner
since the inception of the firm and has
over thirty-nine years of experience. He
is a former Trustee and Past President of
the Florida Chapter of the American
Society of Landscape Architects (ASLA)
and in 1985 was elected a Fellow. He has
served on numerous public boards and
commissions and continues to work for
his community. He has overseen all of
the firm's projects and provides
leadership and depth to the design team.
Kathryn O'Leary Richards, ASLA has
over sixteen years of professional
experience as a Landscape Architect in
the South Florida area and has extensive
experience in roadway landscaping, park
planning and design, streetscape design,
and planting and irrigation design. She
is responsible for project management,
design, construction documentation,
bidding, and construction
administration. Mr. O'Leary and Ms.
Richards are advocates of quality design
and dedicated to the highest principles of
professionalism.
ODA has extensive municipal experience
to its' credit, including the Village of
Pinecrest, the City of Aventura, Bal
Harbour Village, the Village of Key
Biscayne, the town of Surfside, and the
City of Coral Gables. In addition, ODA is
currently the Landscape Architectural
consultant for FDOT District 6 since
1992 and FDOT District 4 since 1996.
During that period of time, numerous projects
have been completed, including the US-1
Exclusive Bus Lanes, the US-1 Median
Improvements from 1-95 to S.W. 37th Avenue
and the US-1 improvements within the City of
Homestead, to name a few. In addition, ODA
has acted as the District Landscape Manager
in reviewing Highway Beautification Grant
Applications.

Collins Avenue (S.R. AlA) is the main thoroughfare
in the oceanfront community of Bal Harbour. ODA
was retained to create a sub-tropical look that
portrays a resort community image.
Elements included in the streetscape design are
bus shelters, decorative paving, benches,
trash receptacles, lighting and landscaping.
The predominate tree used in the median was
the Coconut Palm, a tree that reflects the tropical
image of South Florida. The 'Zahedil' Date Palm
lines the swales which gives it a majestic look.

Williams Island Boulevard is the gateway
to some of Aventura's most prestigious
residential communities. The directive
from the City of Aventura was to create a
feeling of scenic beauty while reducing
vehicular speed. ODA introduced a
landscaped median with large Coconut
Palms and Royal Palms adjacent to Maule
Lake. Decorative street lights with banners
were underplanted with Bougainvillea,
Wax Jasmine, Philodendron, and seasonal
color.

AVENTURA FOUNDERS PARK
City of Aventura, Florida
Founders Park is a 12 acre Municipal Park within
the City of Aventura. It is bisected by N.E. 190
Street with a 2 1f2 acre passive park on the south
side and a 10 acre park on the north side.
Amenities within this park include jogging paths,
tennis courts, a combination baseball/football/
soccer field, a concession building and restroom
facilities, an outdoor amphitheater, and extensive
landscaping. ODA was the Master Planner and
Landscape Architect for this project.

In the heart of the Village of Key Biscayne lies
a 9.5 acre "Tree Farm" site known as the
Village Green. This land was vacant and
undeveloped when the Village incorporated
in 1991. ODA was retained to develop a
Master Plan and then prepared construction
documents as well as oversee construction
administration. The amenities included an
ADA (American with Disabilities Act) approved
tot lot and playground, a central promenade
and plaza that accomodates community
events, two multi-purpose playing fields, a
half mile jogging path and Vita course, and
seating and picnic areas in a shaded
environment. This park is a highly used public
space that serves as the core element of the
Village of Key Biscayne.

Crandon Boulevard, a State Historic Highway,
lost most of its' tree canopy during
Hurricane Andrew. ODA was retained by the
Village of Key Biscayne and the Florida
Department of Transportation, to replace and
augment lost tree canopy and restore this
major arterial roadway to its' original grandeur.
This improvement project included mature
Coconut Palms since Key Biscayne was
originally a coconut plantation, as well as
flowering groundcover. In addition, a below
ground low water consumption irrigation
system was installed. This Beautification
Program will improve the overall quality of the
environment and instill a sense of neighborhood
pride.

The entrance to Key
Biscayne, a sub-tropical barrier
island, has always been a
heavily vegetated, tree lined
scenic corridor. In 1988, Dade
County began construction of a
pedestrian underpass leading to
the adjacent Lipton International
Tennis Facility. The work pro-
gram included the bulldozing of
approximately 1/3 mile of me-
dian vegetation, including
mature native tree species.
Upon seeing the destruction

Restored native vegetation un-
der tree that was saved
progressing, the residents liter-
ally stopped the bulldozers and
preserved a small portion of the
existing vegetation. ODA was
retained by the Dade County
Parks Department to work with
the Key Biscayne Community
and to develop a mitigation plan
that would restore this area to
it's original slate. The xeriscape
planting design included all na-
tive and salt tolerant vegetation,
and today, the new vegetation
looks as natural as it once did.

The Florida Department of Transpor-
tation is providing Exclusive Bus
Lanes along an eight mile corridor
paralleling US-l in South Dade
County. This project will provide bus
lanes, bus shelters, a bicycle path,
and extensive landscaping, along a
lOa' right of way purchased from the
FEC Railroad. ODA was retained to
develop a xeriscape conscious plant-
ing design that provides privacy to
adjacent residences, blocks objection-
able views, creates tree canopy for
the bicyclist and pedestrian, and beau-
tifies this major arterial corridor.

BEACHFRONT PARK & PROMENADE
Miami Beach, Florida
Beachfront Park and Promenade is a two
mile elevated boardwalk adjacent to hurricane
protection dune, directly on the beach. This
boardwalk is heavily used by bathers, joggers,
and individuals who enjoy the beach environ-
ment. A series of shelters with benches are
located along the entire length of this linear
park to provide a shaded rest area for the user.
ODA, as the prime consultant of this project,
designed a promenade that provides for
handicap access, emergency vehicle access
to the beach, and foot traffic protection for the

Mr. O'Leary has over thirty-nine years of experience in the South Florida area working
with local municipalities and agencies. His experience includes project management
duties for numerous municipal projects for Bal Harbour Village, the City of Aventura,
the Village of Pine crest, the City of Sunny Isles Beach, the Village of Key Biscayne, the
City of North Miami Beach, City of Miami, City of Miami Beach, and North Bay
Village. In addition, Mr. O'Leary has been the FDOT District Six Consultant
Landscape Architect for the past nine (9) years and is currently the FDOT District Four

Approach to Project
ODA
O'Leary Design Associates (ODA), Landscape Architects, is pleased to present its' approach for
performing professional Landscape Architectural Services for the City of Sunny Isles Beach.
ODA has extensive experience in the development of right-of-way beautification and transit related
streetscape projects and has successfully completed numerous roadway landscape designs. Most
recently ODA completed the Collins Avenue Streetscape in Bal Harbour, Florida~ the Crandon
Boulevard Median Landscaping, Key Biscayne, Florida~ and the US-I Biscayne 4, 5, 6 and 7
Streetscape in A ventura, Florida.
ODA is well qualified to complete the required scope of professional services for these projects and
the following is a description of our approach:
I. Coordination with the City of Sunny Isles Beach and the Florida Department of
Transportation (for FDOT roadways only)
A.) Determine availability of plans or Cadd files. The first step will be to determine
what plans are available, whether they are up to date, and whether they reflect all
utilities (underground and overhead). If information is lacking and/or inaccuracies
are apparent some survey work may have to occur.
B.) Throughout the design process, maintain contact with the City of Sunny Isles Beach
and the FDOT to assure that FDOT projects are granted an FDOT permit (a permit
and a Joint Maintenance Agreement will be required for all FDOT roadways).
ll. Conceptual Design
A.) Complete a detailed on-site analysis of existing conditions to include the following:
1.) Verification of existing tree species, condition and a determination on
retention or removal. If tree removal is recommended, a written report will
be directed to the City Manager documenting the reasons and validity of
removal. This information can be used in the future if public resistance or
questions are encountered.
2.) If specimen or endangered trees are encountered, they will be located and
protected.
B.) Prepare Conceptual Design renderings that depict the character and intent of the
Landscape Design. These renderings will include plan views and typical sections,
will be mounted on foam core boards, and will be accompanied by booklet size
reductions of the renderings for public distribution (if deemed advisable by the City
Manager). The Conceptual Design plans will include the following:

IV.
1.) An inventory of existing trees.
2.) An analysis of existing conditions such as scenic values, areas of emphasis,
vehicular encroachment, visibility, safety and maintenance considerations.
C.) Prepare a statement of Probable Construction Cost that will help the City Manager
establish a Construction Budget.
D.) Present the Conceptual Design as well as the Statement of Probable Construction
Cost to the City Manager for review and approval.
E.) Attend public presentations to the City Council (if deemed advisable by the City
Manager).
Final Design I Contract Documents
A.) In close coordination with the City Manager, final design plans and Bid Documents
will be completed.
B.) A final and detailed estimate of Probable Construction Cost will be completed.
C.) Collins Avenue and the Sunny Isles Causeways are very heavily traveled roadways,
and a Maintenance of Traffic plan may be required to secure and FDOT permit.
ODA will collaborate with the City's consulting Engineer to insure completion of
a Maintenance of Traffic Plan that meets FDOT and the City of Sunny Isles criteria
and that clearly defines traffic control and safety.
D.) Safety and Landscape Criteria requirements:
1.) State of Florida statutes mandate the use of xeriscape principles in the
planting design within FDOT right-of-way. This means that native and
drought tolerant vegetation should be used, along with water retaining soil
amendments.
2.) Safety is paramount in Roadway Design Landscaping. FDOT Indexes 700
and 546 must be adhered to. This safety criteria addresses setback from curb
and clear sight distance at intersections. ODA will include line of sight
geometry in all plans to clearly define that all safety indexes have been met.
Post Construction Watering and Maintenance
A.) Prepare a Schedule of Maintenance requiring the Contractor to provide watering and
maintenance during the establishment period.

Bidding Phase
A.) As directed by the City Manager, act as the City's construction representative to
include the following:
1.) Attend pre-construction "kick-off' meeting.
2.) Perform periodic observations during the construction process.
3.) Review and approve contractor shop drawings and payment requisitions.
4.) Select specimen plant material.
5.) Complete final punch list.
6.) Provide final acceptance correspondence to City Manager.
Final Project Submittal
A.) The final project contract documents will be submitted to the City of Sunny Isles
Beach the following ways:
1.) One set of reproducible "As-built" plans
2.) One disk or e-mail in Autocad format.

William O'Leary has been the Landscape Architect of record for Bal Harbour Village
for approximately 15 years. During the time that I have served as Village Manager,
I have always found Bill ajoy to work with. Our previous Village Manager, Carole
Morris, also spoke very highly of him.
Among the projects that he has completed for the Village is the landscaping of
Collins Avenue, the major thoroughfare in Bal Harbour. Phase One of this project
involved the complete redesign of the medians - including landscaping, ilTigation and
lighting. Phase Two concentrated on the east and west sides of Collins A venue with
the planting of over 150 Medjool Date Palms which welcome residents and visitors
alike. Both phases of this project included landscaping, irrigation, lighting, paving,
and street furniture. Due to the fact that Collins A venue is a state-owned roadway,
extensive coordination was necessary with the Florida Department of Transportation.

To Whom It May Concern,
Please be advised that the firm of O'Leary Design Associates
has been employed by the City of North Miami Beach as consulting
landscape architects since December, 1990. During that time Mr.
O'Leary has performed a variety of tasks for the City including the
development of landscape plans and cost estimates for both public
and private sector projects; review and comment on submitted
landscape plans; the creation of a new landscape ordinance; and
training and advisory services to Code Compliance Officers. Mr.
o t Learys duties often involve direct public contact and
negotiations with property owners, and appearances before the City
Council, Planning and Zoning Board and other public forums.
During the time of Mr. O'Learys employment, I have found him
to be extremely knowledgeable and professional, as well as
enthusiastic, responsive and dependable.
In addition, a number of projects designed by Mr. O'Leary have
been completed with very satisfactory, and often dramatic results.
As a consequence, and through the implementation of the new code,
the quality of landscaping presented by subsequent developers and
property owners has be significantly raised.
As such, I would strongly recommend the services of O'Leary

SWORN STATEMENT UNDER SECTION 287.133(3)(A)
FLORIDA STATUTES
ON PUBLIC ENTITY CRIMES
1.
This sworn statement is submitted to the City of Sunny Isles Beach by William A. O'Leary. F ASLA
President for O'LEARY Design Associates. PA whose business address is 8525 S.W. 92nd Street
Suite C-II Miami. FL 33156 and (if applicable) its Federal Employer Identification number (FEIN)
is 59-1308446.
2.
I understand that a "public entity crime" as defined in Para. 287.133(1)(g), Florida Statutes, means
a violation of any state or federal law by a person with respect to and directly related to the transaction
of business with any public entity or with an agency or political subdivision of any other state or with
the United States, including, but not limited to, any bid or contract for goods or services to be
provided to any public entity or an agency or political subdivision of any other state of the United
States and involving antitrust, fraud, theft, bribery, collusion, racketeering, conspiracy, or material
misrepresentation.
3.
I understand that "convicted" or "conviction" as defined in Para. 287.133(1)(g), Florida Statutes,
means a finding of guilt or a conviction of a public entity crime, with or without an adjudication of
guilt, in any federal or state trail court of record relating to charges brought by indictment or
information after July I, 1989, as a result of a jury verdict, nonjury trial, or entry of a plea of guilty
or nolo contendere.
4.
I understand that an "affiliate" as defined in Para. 287.133(1)(g), Florida Statutes, means:
1. A predecessor or successor of a person convicted of a public entity crime; or
2. Any entity under the control of any natural person who is active in the management of the
entity and who has been convicted of a public entity crime. The term "affiliate" includes
those officers, directors, executors, partners, shareholders, employees, members, and agents
who are active in the management of an affiliate. The ownership by one person of shares
constituting a controlling interest in another person, or a pooling of equipment or income
among persons when not for fair market value under an ann's length agreement, shall be a
prime facie case that one person controls another person. A person who knowingly enters
into a joint venture with a person who has been convicted of a public entity crime in Florida
during the preceding 36 months shall be considered an affiliate.
5.
I understand that a "person" as defined in Para. 287. 133(1)(g), Florida Statutes, means any natural
person or entity organized under the laws of any state or of the United States with the legal power to
enter into a binding contract and which bids or applies to bid on contracts for the provision of goods
or services let by a public entity, or which otherwise transacts or applies to transact business with a
public entity. The term "persons" includes those officers, directors, executives, partners, shareholders,
employees, members, and agents who are active in management of an entity.
6.
Based on information and belief, the statement which I have marked below is true in relation to the

before a Hearing Officer of the State of Florida, Division of Administrative Hearings and the
Final Order entered by the Hearing Officer determined that it was not in the public interest
to place the entity submitting this swom statement on the convicted vendor list. (attach a copy
