The Weitz Company appreciates this opportunity to present our credentials for Construction
Management services in response to your Request for Qualifications for the above referenced
project.
As a brief introduction, The Weitz Company is a privately held employee owned construction
firm that was established in Des Moines, Iowa in 1855 and got its start in South Florida in
1978. Through the successes of our major divisional offices we have grown to become one of
the largest general building contractor's in the United
States with annual revenues exceeding $750 million.
We feel that we can be of great benefit on this
particular assignment because of our extensive
experience with commercial construction. In fact, in
the past 10 years alone we have completed nearly
$1.6 billion of this specific project type in various
areas of the county.
Our Florida Division, in particular, has constructed a
number of notable office facilities for clients which
include the City of Port St. Lucie, Motorola, United
Parcel Service, South Florida Water Management,
and Florida Power & Light.
The magnitude of our assignments have ranged in
both size and complexity and include mid and high -
rise structures, campus style facilities, class "A"
office buildings, warehouse and distribution centers,
flex and spec space.
We find it pertinent to note that we also have a very successful working relationship your
architect, Spillis Candela DMJM. Together, we built a 3 story, 146,290 square foot
headquarters for South Florida Water Management in West Palm Beach. We have also
recently worked together in the preconstruction planning phases for the expansion to
Gulfstream Racetrack in Hallandale and Boynton Beach.

As you will see from the attachments, our intent is to assign a senior level staff to manage
each phase of your project, from preconstruction to construction. Jim Marshiano will head up
the construction staff as your Project Manager. Jim's experience with City Hall construction
includes a new 3 story, 70,000 square foot facility for the City of Port St. Lucie.
Moving forward as your Construction Manager, we will strive to develop a synergistic,
effective relationship with you and your design partners. The goal during this process will be
to help guide the design to an established budget and to minimize surprises. We have a very
successful track record with completing the most challenging projects to cost effective and
timely completions when a team approach is implemented. In fact, 90% of our assignments
utilize the Construction Manager at Risk method.
In order to more effectively monitor and control costs, we will use our "Parameter Estimate"
format to summarize costs into categories by building function. We will then compare this
cost information to other similar assignments we have completed in South Florida. This
highly efficient tool will enable the entire team to view the estimated costs on a "Big Picture"
basis and help identify cost components that may appear out of line from others.
As design continues to progress our estimates will obviously become more detailed. To
organize this information we will utilize our "Closure Document ". This document will be
updated 3-4 times during the preconstruction process. It will include a number of checks and
balances such as scope of work checklists, cost models, variance reports, schedules, and
logistics plans. Our preconstruction services will also address issues related to noise, dust,
cleanliness, worker professionalism and community relations.
Further, our experienced staff will implement the latest construction technology to help
expedite communication amongst team members via the web. This approach, combined with
our extensive commercial experience, has earned Weitz a reputation for consistently
delivering high quality construction while being sensitive to the unique needs of our clients.

COMPANY HISTORY
The Weitz Company of today descends from a small carpentry shop founded in 1855 by an
entrepreneurial German immigrant. In many ways, the company grew up not just with the
construction industry but also with the nation. Our firm predates the Civil War, the
telegraph, dynamite, and the transcontinental railroad. In fact, the same year that Charles
H. Weitz opened his firm, the government signed 19 treaties with Midwestern Indian
Tribes.
As the years passed and the business grew, Charles handed down his craft and sense of
values to his sons, who in turn passed the family business on to their children, continuing
for four generations. Now almost a century and a half later, Weitz ranks as the 27`h largest
general building contractor in the
United States with nearly $1 billion in
revenues projected for 2002.

The following individuals will guide your firm throughout the preconstruction phase of this assignment.

LEN MARTLING/DIVISION PRESIDENT
Len is a graduate of Kent State University. He has more than 29 years of
construction industry experience, 20 of them with our firm. Len has
—
supervised concurrent projects exceeding $400 million in construction
cost since becoming Division President. He oversees all management
activities associated with preconstruction, construction, marketing and
accounting. Len also manages day -to -day activities related to resource
allocation, quality of service provided, and client satisfaction.
TOM BORDEN/MANAGER, CONSTRUCTION OPERATIONS
Tom is a graduate of Colorado State University. He has more than 22
years of construction industry experience, 15 of them with our firm. In
his role as the Manager of Construction Operations for our Florida
Division, Tom is responsible for overseeing staffing assignments,
employee training, and reviewing initial project plans as they relate to
staging and logistics, cost and schedule analysis, quality and safety
control, and owner and subcontractor negotiations. Most importantly,
Tom will oversee the transition period from preconstruction to
construction, assuring a smooth turnover.
GARY HENNINGS/VICE PRESIDENT, PRECONSTRUCTION
Gary is a graduate of the University of Nebraska. He has more than 26
years of construction industry experience, 25 of them with our firm. Gary
was a catalyst in starting our Florida Division office more than 23 years
ago. As Vice President of Preconstruction, Gary's responsibilities include
managing and coordinating all aspects associated to preconstruction,
including staffing assignments, design review, systems and cost analysis,
to name a few. Gary has overseen preconstruction activities for more
than 40 commercial office projects in South Florida including those for
the City of Port St. Lucie, Motorola, South Florida Water Management,
and Florida Power & Light.
BOB STOUT/PROJECT ESTIMATOR
Bob Stout is a graduate of the Cornell College. He has more than 25
years of construction industry experience, 4 of them with our firm. As
Project Estimator, Bob will manage and coordinate all functions during
Preconstruction, including budget estimating, digitized take -offs,
document and scope review, value analysis, Subcontractor
prequalification and solicitation, cost model preparation, and variance
reporting, .to name a few. Bob has overseen the estimating process for a
number of commercial office projects in both the private and public
sectors.

As President of the Florida Division of The Weitz Company, Len Martling

Weitz Company, Tom Borden is responsible for overseeing staffing

As Vice President of Estimating for the Florida Division of The Weitz
Company, Gary Hennings is responsible for managing and coordinating
all aspects associated with preconstruction.
His duties include staffing assignments, software implementation,

Gary has more than 26 years of construction industry experience, 25 of them with our firm. He was a

structures, multi - family residences, hotels and resorts, retail establishments, senior housing facilities,

As Senior Estimator for the Florida Division of The Weitz Company,
Bob Stout is responsible for managing and coordinating all functions
related to preconstruction.
Bob's duties include, but are not limited to, budget estimating, digitized

and variance reporting for design build, general construction, and
construction management assignments.

Jim is a graduate of the University of Florida. He has more than 10 years

representative with the authority to speak and make decisions for our
firm. His responsibilities will include supervising all of the work that our

two -way radio /phone, required maintaining operations of the
existing Motorola facility. The structure consisted of steel frame
and composite concrete decks with texture or precast wall
panels. The facility expansion included a 100,000 s. f. ground floor
manufacturing area and 34,000 s.f. shipping and receiving dock.
The second floor was designed for future use as an additional
manufacturing area, but at present it has been built out as 130,000
s. f. of office space. The roof deck was also designed for future

plant. New systems such as anti- static flooring, computer rooms,

Fast -track construction was used to allow full construction to

required extensive management to assure all requirements were

headquarters for the telecommunications company,
AT &T Broadband and Internet Services, formerly the TCI
Corporate Campus. This unique building is completely
circular and consists of two garage levels and two office
levels. The circular plan is consciously non - hierarchical
as it is anticipated that it will encourage interaction
among all employees. The courtyard is one acre and
provides a variety of outdoor spaces for informal
gathering, dining, and presentations. The structure is
composed of precast concrete and structural steel.
Exterior walls consist of aluminum framed glass
curtainwall. Both courtyard and exterior walls are
composed of this glass, creating an open, well -lit office
space. The clerestory curtainwall brings light into the
two -story circulation space and into other interior office
areas.

Originally, this project was competitively budgeted by a number of firms. Then,
one year later, the developer brought Weitz on under a negotiated team - approach
basis. Plan review, constructability, and aggressive value analysis services were
provided to minimize cost of construction and schedule duration through creative
options without sacrificing aesthetics or quality. More than 8% savings was
achieved under the original year -old construction budget through these efforts.
This 5- story, cassion foundation, steel frame, EIFS exterior core and shell base
building was completed in only 10 months. Eight months into construction, Weitz
accelerated the completion by over one month through shift work, weekends,
schedule interdependencies, and aggressive on -site management to meet devel-
oper /tenant requirements. Weitz also completed the majority of the interior tenant
improvement work for this facility.

COMMUNICATION TOOLS
PROJECT CONTROL SYSTEM: We will implement our patented Project
Control System (PCS) to facilitate the project organization,
communication, and progress of the project. PCS notebooks will be
issued to all principal Team Members at the beginning of the project.
This system will be used to organize checklists, scope definitions,
tracking charts, and all documentation associated with the project. It
will allow the Project Team to discuss and monitor important details
throughout the course of preconstruction and construction. The PCS
facilitates communication and action between Team members and
assures that the Owner is well informed as to the project's progress.

PROLOG MANAGER: We will maintain an Intranet, which will be easily
accessible by the entire Project Team. Prolog Manager is the ultimate
computer software program for complete project control. It is unique
because it is easy to use and emulates the way construction professionals
traditionally track and manage project information. This software program,
which is linked from our West Palm Beach Office to the jobsites, tracks
nearly all phases of the project and provides real -time updates and
instantaneous communication among all parties involved. It combines cost
control, project engineering, and site related issues. We use it for project
tracking, contract issues, change orders, submittals, RFI's, scheduling, and
punch -list closure.
PROJECT APPROACH
PROLOG WEBSITE: At the request of the Owner, we will establish a
website specifically for the project. It will interface directly with the
Prolog Management Program referenced earlier. We will enter data
directly into a project database, receive timely responses, and prepare
"real- time" reports all via your Web browser. We will post all
information to the site such as drawings, photos, and documents. A
Web cam can be established at the project site so you can watch your
project's progress on -line.
PRECONSTRUCTION PHASE
CONSULTATION: Our first priority, through cooperative effort, is to
assist with the establishment of common goals and milestones in order
to arrive at mutually agreed upon requirements and expectations.

During this initial consultation, and throughout the entire preconstruction and construction process, we
will recommend construction feasibility and time requirements for various functions of the project.
SYSTEMS & MARKET ANALYSIS: Prior to putting a pencil to the paper, we will identify and discuss
building system options and alternates in conjunction with specific project requirements. We will assist
with the evaluation of material and equipment life cycles, and submit recommendations for Team
approval. We will also review the market trends to determine the availability of materials and labor. We
will provide input regarding local, regional, and national issues that may affect the cost and schedule.
REVIEW OF PLANS AND SPECIFICATIONS: Once a building system is chosen, we will participate with you
and your Designers to develop schematic, design development, and construction documents. By doing
this, we will ensure the design is completed in such a way that it maximizes quality, minimizes cost, and
optimizes the construction duration. As design progresses, we will review, in detail, the drawings and
specifications for construction sequencing, detail feasibility, and schedule /cost effectiveness.
"CLOSURE DOCUMENTS ": Our Estimating Department is proficient at
® preparing initial estimates from preliminary concept sketches. We will
compare the specifics of your project with those of similar past
projects. These comparisons will be made at various stages of design,
most commonly at the schematic, design/development, and
construction document phases. The information gathered will be
organized and presented to the Project Team in a "Closure Document ".
More than just simple comparisons, this document contains all of the
CLOSURE - - -- -- - -- details relevant to the project's construction materials, methods, cost,
DOCUMENT and schedule for that milestone in the design phase. We developed the
"Closure Document" in order to apply the knowledge gained from our
experiences of the past. We use the "Closure Document" as a
communication tool for the benefit of the Project Team.
PROJECT APPROACH
SCOPE OF WORK CHECKLISTS: Each "Closure Document" begins with a Scope of Work Checklist. This
list contains all of the work and materials that would be needed if the facility were built at that point in
time ... from sidewalks and curbs to windowsills and light fixtures. This list is what the remainder of the
"Closure Document" is based on. It ensures that all the Project Team members are working with the
same consistent information.
DIGITIZED TAKE -OFFS: Our staff will begin each budget with a digitized take -off utilizing a Windows
based digitized software called "Pro Plus ". We will also use historical data and select Subcontractor input
to complete the early stages of a budget estimate.
PARAMETERIBUDGET ESTIMATES: To provide accurate estimate pricing and summarization, we will
utilize a Windows based software program called "WinEst Pro ". These estimates will be separated by
area of use and building section... structure, enclosure, interior finishes, mechanical systems, electrical,
etc.
COMPARISON REPORTS: Once the initial budget is
prepared, and after each budget update, we will compare
the system component costs of the project to the actual
cost of similar projects. These system costs are time and
location adjusted to allow for a more accurate and
meaningful comparison.
COST MODELS: We will plot the information gathered in
the Comparison Report and produce a computer generated
Cost Model. The Model will quickly help to identify any
potential problem areas as they relate to cost. For
example, if the price per square foot of the interior
finishes in your facility is significantly higher than that of
a similar project, this graph will identify this condition.
The Team can then discuss the reasons for the difference
in cost, and if required, take the proper steps to reduce
those costs.
VARIANCE REPORTS: To ensure that your project remains
within your budget as design progresses and becomes
more detailed, we will generate a Variance Report to
illustrate the variances in each division of work. This
Report will note any changes made from the initial
estimate and give a brief explanation as to why the cost
increased or decreased.

VALUE ANALYSIS: Throughout the duration of the budgeting phase, we will continually offer value added
suggestions that could potentially reduce the cost and schedule durations without jeopardizing the
facilities unique design features. This Value Analysis Report will be prepared and presented according to
the area of use. This procedure will give the Owner and Project Team an opportunity to make informed
cost versus benefit decisions. We will then revise the estimate and schedule to reflect any changes chosen
at that time.
PROJECT APPROACH
CLARIFICATIONS TO SCOPE OF WORK. With each updated estimate, we will provide a detailed list of
Clarifications and Exclusions as backup to the estimate at its current stage. It is presented in a standard
16 Division CSI format as supplemental information to the Architect's specifications.
SCHEDULING: As part of our "Closure Document ", we will prepare a
Master Schedule, using an integrated state of the art planning, scheduling,
and expediting system known as "Primavera SureTrak. Our initial t
preconstruction schedule will be developed to coordinate and integrate J "�
the Design Team's activities with the approval planning issues and
construction schedule.
DEVELOP TRADE CONTRACTOR INTEREST: We will prepare - - - -• ,
prequalification criteria for Subcontractors and Suppliers to establish bid SO�
lists. We will distribute and receive bids and compile the most qualified hW M=W
prices and schedules. Using an "Open Book" approach, we will present, 2A
analyze, and make recommendations to the Owner prior to procuring the
work.
PRE -AWARD OF KEY SUBCONTRACTORS: We will identify key Subcontractors to be pre- awarded, and
determine the minimum amount of documentation needed to initiate pricing of critical long -lead items.
We will then solicit, receive, and analyze bids from vendors, and work together with the Project Team to
award these key trades. The purpose of the pre -award phase is to ensure on -time delivery for field
installation.
CONTRACT DOCUMENT COORDINATION. We will provide recommendations on the division and scope of
work for purposes of awarding trade contracts. We will consider such items as factors of labor
availability, overlapping trades, time of performance, and temporary facilities. At the same time, we will
review contract documents to eliminate areas of conflict or overlap in the work performed.
REQUIREMENTS OF REGULATORY AGENCIES: We will assist the Owner in working with various
governing agencies as required during the project. If necessary, we will also assist with the selection of
various consultants to be used during design development or actual construction.
CONSTRUCTION PHASE
PROJECT CONTROL/MANAGEMENT. Your project will be staffed with a competent full -time staff to
monitor the work, maintain the progress of the trade contractors, and coordinate activities and
responsibilities of the Owner, Architect, and Consultants.
WEEKLYMEETINGS: We will hold regular meetings throughout the Preconstruction and Construction
Phases of your project. Once your project enters the Construction Phase, our coordination meetings
become more frequent. We will hold weekly meetings with all Subcontractors and trade foremen to
ensure that we anticipate, rather than react to potential problems. The schedule will be reviewed weekly
on the basis of information provided at these meetings. Written minutes will be prepared and distributed
to all Team members for review and comment.
PROJECT'' APPROACH
SCHEDULE MONITORING: We will monitor and update the master schedule regularly as construction
progresses. We will identify variances between field progress and scheduled completion dates. We will
determine the adequacy of the trade contractor's personnel and equipment, and the availability of
materials and supplies to meet the schedule. Critical activity sequences and accelerated planning efforts
will be identified to ensure the schedule is maintained. In the event of unanticipated changes in field
activities, we will reschedule the balance of the project to assure completion within the original time
frame.
SHORT INTERVAL SCHEDULING: Each week our Superintendent will prepare a schedule of the work for
the next two weeks. We call this function our "Two -Week Look Ahead Schedule ". Generally, this is
done prior to a job meeting and then distributed at the meeting. This schedule will reflect the daily
activities of all trades on the job for that time period.

SHOP DRAWINGS AND SAMPLES: In collaboration
with the Architect/Engineer, we will establish and
implement procedures to expedite processing and
approval of shop drawings and samples. We will
define a schedule for submitting trade contractor's
shop drawings and material submittals to allow for
timely approvals and delivery of materials. This
process will be closely monitored to avoid
unnecessary project compromises and delays.
REQUESTS FOR INFORMATION AND CHANGE
ORDERS: Our goal is to always try to eliminate
change orders by getting involved early in the
project and work through the design process. There
are, however, times when changes do occur. When
this happens, we will implement a system to review
and process change orders. We will recommend
necessary or desirable changes, review requests for
changes, submit recommendations to the Owner and
Architect, and monitor the revisions.

THE BREAKERS OF PALM BEACH (SMSR): We will implement our SMSR report. It
will provide the Project Team and management staff
with a method of tracking the purchasing, shop
drawings and submittals, material delivery, and Subcontractor installation processes. This report is a
communication tool for all parties involved with the project including the Owner, Architect, Engineers,
Subcontractors and Suppliers. The SMSR is also the source document for Project Close -Out.
MONTHLY PROJECT STATUS REPORT. We will implement our Monthly Project Status Report, which will
be used to summarize the financial, scheduling, and operational status of the project under construction on
a monthly basis. Its sole purpose is to summarize the project for the Division Manager so he can quickly
survey the project's progress during the past month. The report will flag any problem areas needing
further review of detailed information by our management staff.
PROJECT APPROACH
QUALITY CONTROL & ADHERENCE: We will assure that mock -ups, lab testing, and checklists are
completed prior to ordering and installing materials. We will facilitate a punch -list for each trade
immediately following the installation of work at each phase of the project. When work is not performed
up to the expected standards, we will assign a value for the poor quality of work and hold back the
monthly draw of that specific trade contractor until the work is corrected.
MANAGEMENT OF,JOBSITE SAFETY &
SECURITY: Our firm takes safety seriously and
treats it as our number one priority. It is not just
the objective on the job site, but the common goal
shared by everyone who works here. In 1996, we
instituted ZIP, or "Zero Injury Process" to
eliminate injuries and down time, as well as
increase productivity. As a result of ZIP, our firm
has one of the lowest injury rates in the country.
Our lost time incidents are half the national
average.
By raising awareness among our employees and
carefully managing our safety program, we have
been able to reduce our workers compensation
costs from $1 million a year to less than $75,000 a
year. For our Clients, this means lower overhead
costs in terms of insurance premiums and
improved efficiency during construction.
In addition, we are committed to providing a drug -
free workplace for our Clients and employees.
The unlawful sale, manufacture, distribution,
dispensation, possession, or use of drugs and other
controlled substances is absolutely prohibited in
our workplaces. Violations of this policy will
result in disciplinary action, up to and including
termination.

Our safety program will be implemented and monitored by our full -time Regional Safety Manager, whose
duties will include:
• Establishing initial safety and security rules and parameters and communicating them with
our field staff, Subcontractors, etc.
• Ensuring that the requirements of the agreed security and safety plans are incorporated into
the contract documents of our Subcontracts and Suppliers.
• Coordinating Subcontractors and Suppliers efforts to comply with plans during construction,
confirming that their programs are in place and being implemented.
• Regulary attending the job site for spot checks and conformance by all parties.

POST - CONSTRUCTION PHASE
PUNCH -LIST: When each portion of the work is considered substantially complete, we will ask for a final
punch -list from the Owner and Architect. This final list should be limited as we will continually provide
Quality checks after each installation. We will prepare and distribute this final list of work items to the
Subcontractors and Suppliers for correction. As stated earlier, we will withhold payments to the
Subcontractors until all issues are resolved to the
Owner's satisfaction.

PROJECT CLOSEOUT: When the project is complete,
we will assemble all guarantees, warranties, and as-
built drawings from the trade contractors. Final
turnover will include specific training for your
employees in the operation and maintenance of
selected building systems.
START UP: Under the direction of the Owner's
maintenance personnel, we will coordinate the
checkout of utilities, operating equipment, and
systems for readiness. We will assist with the initial
start-up and testing by the trade contractors. We will
develop a program to monitor the Owner's
maintenance personnel on the operation and
maintenance of equipment and systems incorporated
on the project.
FINAL PAYMENT: We will submit Subcontractor and
Supplier lien waivers with our final pay request. Our
books and accounting records will be available to
your auditors for verification of our total construction
cost. We will maintain contact with your Facility
Engineer on a regular basis throughout the warranty
period regarding any problems or comments they
may have.
MINORITY/WOMEN OWNED BUSINESS PLAN
The Weitz Company will take all necessary and reasonable steps to ensure that eligible Minority and
Women Business Enterprises (MWBE) have the maximum opportunity to compete for, and perform
contracts on the proposed City Hall project for the City of Sunny Isles Beach. Our firm will not
discriminate on the basis of race, color, national origin, or sex.
In order to optimize MWBE participation for this project, the portions of the work solicited for bids will
be broken down into units which correspond to the listed trades in the various MWBE directories,
including Broward, Dade, and Palm Beach Counties as well as the State of Florida Department of
Management Services. (i.e., mechanical trades will be divided into plumbing, air conditioning and fire
protection, and the concrete shell package will be divided into formwork, rebar installation and concrete
placement.)
The Weitz Company seeks to meet established MWBE participation by taking positive result- oriented
actions. Our proactive approach to meeting predetermined goals will include, but not be limited, to the
following items:
1. Designation of a responsible person or company official to serve as the MWBE liaison with
sufficient staff and authority to coordinate MWBE efforts.
2. Utilization of state and locally approved MWBE directories to identify appropriate subcontractors
in Broward, Dade, and Palm Beach Counties..
3. Advertisement by legal notices in local newspapers for MWBE invitation to bid.
4. Utilization of our own MWBE subcontractor and supplier database listing.
5. Contacting MWBE organizations that may be helpful in locating eligible MWBE firms (i.e.
Minority Contractor's Association, National Association of Women in Construction, Office of
Employment and Small Business Development, Minority Business Development Center).
6. Notifying MWBE firms at least three weeks prior to bid submittals. This notification will be in
the form of a letter, fax, or phone call and will include the following information: Project size and
description, availability of plans and specifications for review or purchase, requirements for
bonding, contact person, etc.
7. Communication with MWBE firms approximately one week prior to the specified bid date to
determine intent to submit a quote and to answer any questions they may have regarding plans
and specifications.
8. Maintenance of records of negotiation efforts with MWBE firms contacted for the purpose of
subcontracting.
9. Provision of equal opportunities for subcontracting and purchasing agreements to MWBE firms.

who has been convicted of a public entity come. The term "affiliate" includes those officers,
directors, executives, partners, shareholders, employees, members, and agents who are active in the
management of an affiliate. The ownership by one person of shares constituting a controlling interest
in another person, or a pooling of equipment or income among persons when not for fair market value
under an arm's length agreement, shall be a prima facie case that one person controls another person.
A person who knowingly enters into a joint venture with a person who has been convicted of a public
entity crime in Florida during the preceding 36 months shall be considered an affiliate.
5. I understand that a "person" as defined in Paragraph 287.133(1)(e), Florida Statutes, means any natural
person or entity organized under the laws of any state or of the United States with the legal power to enter
into a binding contract and which bids or applies to bid on contracts for the provision of goods or services
let by a public entity, or which otherwise transacts or applies to transact business with a public entity. The
