Utility Infrastructure Evaluation and Review Calvin, Giordano & Associates, Inc. has prepared a detailed evaluation of the management, operation and maintenance programs associated with utility programs. We can accompany regional regulatory personnel during an inspec- tion or prepare a self- audit /self - disclosure in lieu of a regulatory visit. Calvin, Giordano & Associates can assist to develop remedial measures and schedules to correct any deficiencies found during the evaluation. This may provide benefit to the City of Sunny Isles Beach in terms of reducing or eliminating any penalties and providing for a more flexible remedial action schedule if remedial action is warranted. State Revolving Fund (SRF) Loan Services Calvin, Giordano & Associates, Inc. has also been successful in obtaining State Revolving Fund (SRF) loans for various municipalities. Our firm has been involved in the Florida Department of Environmental Protection Grants and Revolving Loan programs since 1983. Calvin, Giordano & Associates has successfully prepared and approved 201 facilities planning documents as well as 201 facilities amendments. We have undergone the Florida Finding of No Significant Impact (FFONSI) and Categorical Exclusion Notice (CEN) reviews. Our current roadway improvement clients include 1 the City of North Miami Beach, the City of Weston, the City of Pembroke Pines, the City of West Palm Beach, the Village of Islamorada and the Florida Department of Transportation (FDOT). Currently, we are working with the Florida Department of Transportation on a number of projects along US -1 and Al in both Broward and Palm Beach Counties. These projects include services such as traffic analysis, signal and lighting redesign, repaving, regrading, striping, drainage improvements, the implementation of ADA requirements, turn lane additions, widening and median modifications and removals. In our roadway design projects, we have found that public information and participation is the key in the design of a successful project. Storm Water Management Master Plan, Facilities Report & Permitting Calvin, Giordano & Associates, Inc. has developed Stormwater Management Master Plans (SMMP) and facility reports for several municipalities throughout South Florida including the Cities of Dania Beach, Lauderhill, Weston, Marathon and the South Broward Drainage District. Our firm analyzed the City's systems using a storm water model and identified various improvement projects for design and construction. These project include storm sewer improvements with injection well discharges, pump station rehabilitations, culvert replacements, control struc- ture design and modification, canal dredging and maintenance, canal bank stabili- zation and storm water compliance with the National Pollutant Discharge Elimi- nation System (NPDES) for the Municipal Separate Storm Sewer System (MS4). Our firm was also retained to prepare plans and specifications for the improvements to the various elements identified in the SMMP, to aid in securing permits, advertising, bidding, recommend award of these projects to the most qualified contractor and provide construction services an inspection during the construction phase. Planning Services Calvin, Giordano & Associates, Inc. provides complete planning and zoning services for the City of Weston, the Town of Lake Park and the City of Marathon, as well as site plan review services for the City of Miramar, the Village of Wellington and the City of Lauderhill and the Town of Davie. For the City of Weston and the City of Marathon, we provide all aspects of planning and are contracted as consulting planners. Section I Sunny Isles Beach Request for Qualifications - General Municipal Contract Services December 20, 2002 Page 6 The intent of the capital improvement plan is to provide a set of guidelines and 1 recommendations that will enhance the function and appearance of the com- munity by attempting to conform to a uniform set of standards throughout the community. The plan will examine the current conditions within the community and propose improvements that should be implemented as a means to upgrade the infra- structure and other existing features to establish aesthetic consistency. These improvements will primarily be related to traffic safety and control, roadway 1 renovation, drainage improvements, additional sidewalks, uniform signage and enhanced landscaping and irrigation. The result of such study will be summarized in a series of recommendations and estimated costs for all proposed improvements. Any proposed infrastructure improvements must adhere to recommendations of the Capital Improvement Plan once adopted by the City of Sunny Isles Beach. Section I Sunny Isles Beach Request for Qualifications - General Municipal Contract Services December 20, 2002 Page 6 This document will also include information obtained from the City's Land Development Code, Sign Code, Landscape Code and Engineering Standards Manual. The scope of this report will include a traffic engineering evaluation of all public roadways throughout the community to identify specific areas that need traffic related improvements such as safety enhancements, new or modified traffic control devices, street lighting, new guardrail, removal of sight- distance obstruc- tions, and additional curbing. Traffic count data should be collected at identified locations for the purpose of examining geometric needs (turn lanes), traffic con- trol modifications, and signal warrants. Pavement conditions and quality /visibility of existing pavement marking were inspected and inventoried. Nighttime exami- nation of signing and striping will be performed to determine where insufficient reflectivity exists so that the appropriate refurbishing can be implemented. Special bicycle and pedestrian needs or deficiencies will also be investigated and addressed. Traffic calming treatments, such as paver bands will also be considered at appropriate locations. All roadways will be inspected and evaluated for possible asphalt overlay needs. Additional concrete sidewalks will be considered and recommended for specific locations throughout the community. ' The existing stormwater management system will be identified and site - specific options will be developed for improving the drainage in the flood prone areas. These improvements will include swale modifications and reshaping, installation of additional storm sewer systems and outfalls and drainage deep well injections. 1 Entry signs and guide signs will be considered at various intersections within the community. Areas in need of additional landscaping and irrigation will also be identified and prioritized and plant species for these areas will be suggested. Existing utilities will also be evaluated for conformance with City standards as well as adequate landscape screening wherever required. Project Management At Calvin, Giordano and Associates, Inc. project management is used to organize and meet the client's needs by standardize routine tasks and reduce the number of tasks that could potentially be forgotten. Our project management teams ensure that available resources are used in the most effective and efficient manner. The team leader initiates the project by establishing the "Scope of Work" and the associated "Cost ". Construction Cost Estimating Our firm has extensive experience in providing operation and construction management services for municipal projects. Our seven construction inspectors have all spent an average of 35 years in the construction industry. Many of our inspectors have obtained Florida Department of Transportation certifications and their General Contractor's licenses. Our engineering staff has extensive utility operation and construction experience and can review and make recommen- dations on contractor pay requests. Our construction services department is able to assist in preparing contract documents, bidding a project, selecting the lowest responsive responsible bidder, observing a project during construction for design compliance, and successfully closing out the project. For our infrastructure projects, we prepare cost estimates for out clients. Our construction cost estimates are based on costs that our firm has available in a database. This database was created by our office and is updated regularly to reflect the current construction costs of each item on any given project. The database covers everything from manhole rings to large pumps for water and wastewater. We have found that our cost estimates are in -line with the current industry standards, so we are able to give our clients a real anticipated cost of the project. Public Works Permitting and Inspections Calvin, Giordano & Associates, Inc. has the ability to span the entire engineering process from short term to long term planning, through extensive permitting procedures to design and construction. The firm has proven its ability to develop technical strategies for local, state, and federal permit approvals, including reac- tion to the significant requirements of environmental permitting of waters and wetlands in the State of Florida. The station is being designed to allow the use of the existing pump control panel and SCADA system, which has recently been replaced. The wet well coating is delaminating and infiltration is present. The wet well will be rehabilitated to prevent infiltration. The station will be bypassed during construction. The construction includes the rehabilitation of the wet well, the installation of two new submersible pumps, the installation of emergency electrical connection and site landscaping. Lift Station Renovations City of Hollywood, Florida Calvin, Giordano & Associates, Inc. conducted an investigation of twelve (12) lift stations identified by the City of Hollywood maintenance personnel as problem stations. We identified corrosion problems as well as pump and motor performance problems. Options and recommendations for rehabilitation were provided to the City for each station. Upon discussion and selection of options, plans and specifications were developed and bid. All of the stations required cleaning and painting including the removal of the existing lead paint. Several required new impellers and rotating elements in the pumps. Others required pump and motor replacement and structural repair. The dry well was abandoned at one station, and the pumps were put in the wet well. Master Lift Station No. 19 Rehabilitation Town of Davie, Florida This project consisted on the installation of a new wet well and the replacement of existing pumps with self - priming centrifugal non -clog pumps. The capacity of the station was designed to allow use in the low flow pressure initial condition and the high flow pressure future condition. The station capacity is 2800 gpm flow at 78 feet of water pressure. The station was bypassed during construction. The construction included the installation of a new wet well, the rehabilitation the existing wet well and conversion to an inline manhole, pumping station refurbishment, the installation of new electrical and controls, and the installation of three new pumps. Nighttime examination of signing and striping was performed to determine where insufficient reflectivity exists so that the appropriate refurbishing can be implemented. The design elements of the park include special pavement treatments at Sombrero Beach Road; improved entry features, pavilions, restroom structures and picnic shelters; and improved walkways to create full access to the entire park site. The park section that is adjacent to Sombrero Beach Road will welcome visitors to the park with special paver designs, landscaping and bench elements. Failed vehicle detection (inductive loops) were first identified in the field which were quickly replaced by microwave detection. After microwave detection was installed, revised initial timing parameters were loaded in the field. After a series of field observations, a revised set of max green time parameters were implemented for peak hour and remaining all -day conditions. Several days of field observations and adjustments were performed until satisfactory operations were established for all intersection approaches. Broward County Buildout Model, FDOT District Four Served as the project manager for a multi -task project that will develop the model zonal data and transportation network files for the FSUTMS model representing county- wide buildout of the Broward Urban Area. Weston Road / Arvida Parkway Corridor Study Multi -task project that focused on developing a cost - feasible needs program for the Weston Road Corridor, including the intersection of Arvida Parkway with Weston Road and the 1 -75 interchange. The analysis included trip generation and assignment of the revised Equitable Increment III (Park of Commerce) Development of Regional Impact development program, and subarea forecasting of corridor traffic demand within the five -year and buildout year planning horizons using the Broward County Buildout (FSUTMS) Model. Roadway program was developed to maintain LOS D through- out the corridor, while minimizing the length of Weston Road and Arvida Parkway required to be six - laned. New signal locations along the corridor were determined based on sidestreet forecasts and were incorporated into the future capacity analysis using ART—PLAN. ART—PLAN signalization inputs were based on signal timing parameters developed for each intersection based on anticipated demand. Final improvement program components were included in the DRI Development Order and the City's Five -Year Capital Improvements Program. Funding for improvements and new signals were identified through a combination of developer, City and proportionate -share funding sources. The CRA administers and implements this plan. As a result, this study focused on the transportation issues surrounding the redevelopment of the area near the intersection of SR -A1A and Hillsboro Boulevard. The unique geometry of the "S" curve located north of the intersection, along with the pedestrian nature of the area, precipitated realignment alternatives that were designed to improve vehicular safety and pedestrian safety. Future travel demand of the redevelopment area was determined to assist in the development of the re- alignment alternatives. Pedestrian and outdoor activity - friendly designs were favored to accentuate the local neighborhood flavor residents of the area desired. East Atlantic Avenue Corridor Retiming, City of Delray Beach Analyze and develop an optimal traffic signal retiming plan from the two -mile East Atlantic Corridor. The project involved evaluation of capturing unutilized time -of -day operations from the US -1 one -way pair in the downtown area, and applying that time to the East Atlantic Avenue Corridor. Blue Lake Development of Regional Impact Review, FDOT District Four, Fort Lauderdale, FL Provide transportation analysis in conformance with the South Florida Regional Planning Council, Guildelines for Developments of Regional Impacts, Chapter 380.06, Florida Statutes, Part IV Transportation Resource Impacts, Question 21 requirements for the City of Boca Raton DRI. The 557 -acre mixed use development includes a 600 -room hotel, 551,000 square feet of commercial use and 4,500,000 square feet of office /industrial use. Assessed the future operation and provided recommendations for the 1- 95Namato Road interchange using microscopic simulation. The intersection currently operates at capacity and is identified by the Broward Long -Range Transportation Plan as a prospective urban interchange. Seagate and Marina Traffic Calming, City of Delray Beach The project consisted of reviewing previous traffic analyses related to the temporary closure of SE 4 th Street east of Federal Highway in the Marina District and determining the proper implementation of different traffic calming techniques in this neighborhood. Downtown /Marina District Parking Study, City of Boynton Beach Performed an analysis of the downtown business /marina district parking demand, which includes over 10 city blocks. Alternative shared parking plans were analyzed and cost vs. benefits ratios based on the shared parking strategies were developed, which included parking shuttles and parking structures. We have been performing this function since 1996 for the City of Weston and for the past three years for the City of Marathon by providing these municipalities with all of the services requested by Sunny Isles Beach. We have also been providing services in the various disciplines to a multitude of jurisdictions throughout South Florida. A key component in the delivery of municipal services is that the service provider takes direction from in- house staff and /or the elected officials. A major concern of staff (and elected officials) is that there could be a loss of control. In order for the public officials to maintain control, the private provider must take direction from the public officials and supplement the work of staff. The private provider takes on the role of a staff person to the public entity. It is of utmost importance that the contract provider does not take a lead role unless asked to do so by the public agency. Shelley Eichner will lead the CGA staff and serve as the key overall contact person. She will be the City Manger's counterpart of the CGA side. Specific members of the CGA team will be appointed as managers of their respective disciplines and will work directly with their city counterpart. Communication is one of the most important factors in successfully providing contract services. Depending on the needs and desires of the City, our personnel can attend staff meetings, project coordination meetings, provide written status updates or whatever other methods optimizes the open flow of communication. Another key benefit to privatization is that the public organization does not have to deal with fluctuations in workload or other personnel issues. The private provider can utilize more or less personnel to meet changing demands. Additionally, the public agency does not have to worry when personnel resign or retire from a posi- tion since the private provider is the one to ensure that adequate staffing is in place at all times. The organizational chart included in this section lists all the CGA personnel that will be assigned to the City of Sunny Isles Beach. These individuals form the core group dedicated to the City. Additional staff members will assist this group as the situation and workloads warrant. At no time will there be a lapse in service due to vacation, illness or resignation. We will provide ample staff to assist the City. Final negotiation ' shall be in written form; as approved by the City Manager and the City Attorney. 9.4 One Response. if only one responsive bidder for commodity or contractual service is received, in response to the Request for Qualifications, an award may be made to the single Bidder, if the City Manager finds the price submitted is fair and reasonable, and that other- prospective bidder had reasonable opportunity to respond, or there is not adequate time for ' re- solicitation. Further, the City Manager reserves the right, if it is in the best interests of the City, to negotiate with the sole Bidder for the best terms, conditions and price.
