HomeMy WebLinkAboutReso 2010-1657 RESOLUTION NO. 2010- ~,,~ '7 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION'S SOUTH FLORIDA EAST COAST CORRIDOR STUDY FOR TRANSIT SERVICE BETWEEN MIAMI AND JUPITER, TO ENHANCE MOBILITY IN THE SOUTHEAST FLORIDA REGION; ENDORSING REGIONAL RAIL AS THE BASIS FOR A LOCALLY PREFERRED ALTERNATIVE; AND ACKNOWLEDGING POTENTIAL STATION LOCATIONS; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE AGENCIES AS STATED HEREIN; PROVIDING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Florida East Coast ("FEC") Railway corridor was historically operated as a passenger rail line along Florida's east coast, traversing the Southeast Florida Region; and WHEREAS, cities on Florida's east coast developed around train stations long the FEC railroad; and WHEREAS, the public policy, "Eastward Ho", developed by the Governor's Commission for a Sustainable South Florida, provides guidance for improving the quality of life and managing growth including the redevelopment of eastern Miami-Dade, Broward and Palm Beach Counties; and WHEREAS, the 2006 Florida Rail Plan identifies passenger transit along the FEC Railway corridor as a potential "Coastal Route" for new passenger rail service in Florida; and WHEREAS, the 2008 South Florida Regional Transportation Authority Strategic Regional Transit Plan, outlined transit corridor expansion alternatives including the FEC Railway Corridor; and WHEREAS, modern cities along Florida's east coast are currently implementing programs to redevelop historic downtowns with land use changes that encourage Transit Oriented Development centered around train stations; and WHEREAS, South Florida's highway capacity, especially its north-south arteries, are already operating beyond their capacity, while the population is expected to increase 50% by the year 2030; and WHEREAS, the reduction of Vehicle Miles Traveled would reduce fuel consumption and the amounts of pollutants emitted in the Southeast Florida Region; and l WHEREAS, there is a critical need for adequate transit service to provide for the mobility needs of residents of Miami; and WHEREAS, an integrated system of transit services is needed for existing and future travel markets including long-distance travel by the South Florida Rail Corridor/Tri-Rail Commuter Rail System, moderate-distance travel served by transit in the eastern FEC Railway Corridor, and local travel in the urban centers by local circulator services; and WHEREAS, the reintroduction of passenger service along Florida's east coast would stimulate the economy, increase access to job opportunities, and assist the transit-dependent population between Miami and cities throughout the Southeast Florida Region. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Support for the Florida Department of Transportation's South Florida East Coast Corridor Study for transit Services between Miami and Jupiter. The City Commission hereby supports the Florida Department of Transportation's South Florida East Coast Corridor Study for transit Service between Miami and Jupiter to enhance mobility in the Southeast Florida Region. Section 2. Endorsement of Regional Rail Operating in the FEC Railway Corridor. The City Commission endorses the Regional Rail operating in the FEC Railway corridor as the Locally Preferred Alternative for future South Florida East Coast Corridor transit, and agrees with eh proposed transit station location, as identified through a collaborative, public process in Phase 2 of the Study, particularly as they pertain to this jurisdiction, as appropriate. Section 3. Support of Land Use Policies. The City Commission working with the Florida Department of Transportation, and other appropriate agencies, agrees to support complementary land use policies, land development regulations, "quite zones" and economic development activities consistent with the Federal Transits Administration New Starts Development Process. Section 4. Encouraging the Florida Department of Transportation. The City Commission further encourages the Florida Department of Transportation, on behalf of all state stakeholders, to actively pursue obtaining shared access to the current FEC Railway corridor with the purpose of reintroducing passenger transit services within the FEC Railway Corridor. Section 5. Directive to the City Clerk. The City Clerk is directed to forward a copy of this Resolution to all appropriate public agencies including the Miami-Dade Metropolitan Planning Organization, the Miami-Dade County commission, the Miami-Dade county Officials involved in regional transit planning, the South Florida Regional Transportation Authority and its membership, the Florida League of Cities, the Florida Association of Counties, local govemments, the Chambers of Commerce within the South Florida area, CSX Transportation, the Flagler Development Group, the FEC, LLC, and the aviation and sea port agency officials. RECOMMENDA TION: The staff recommends that the Commission adopt the Resolution supporting the effort to establish passenger rail service (Tri-Rail) between Miami and Jupiter.
