CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by Vice Mayor Gatto at 6:15 p.m., with the following officials present: Mayor George "Bud" Scholl [absent/ill] City Manager Christopher J. PLEDGE OF ALLEGIANCE Action: Vice Mayor Gatto gave opening remarks. 3. PUBLIC HEARING ON THE MILLAGE RATE AND BUDGET 3A. Millage Resolution (Public Hearing) A Resolution of the City Commission of the City of Sunny Isles Beach of Miami-Dade, County, Florida, Establishing the City of Sunny Isles Beach Ad Valorem Tax Millage Levy Rate at 2.4000 Mills per One Thousand Dollars ($1,000) of Taxable Assessed Value Which is 5.06% More than the "Rolled Back" Rate of 2.2844 Mills, for Fiscal Year 2016/2017; Providing for an Effective Date. (First Hearing September 6, 2016; Second Hearing September 15, 2016) Action: [City Clerk's Note: Item 3A was heard with related item 3B.] Deputy City Clerk Betancur read the title, and Finance Director Audra Curts-Whann reported. Public Speakers: None Commissioner Aelion moved and Commissioner Levin seconded a motion to approve the resolution. Resolution No. 2016-2578A was adopted by a voice vote of 4-0-1 [Mayor Scholl absent] in favor. Budget Ordinance (Public Hearing) An Ordinance of the City Commission of the City of Sunny Isles Beach,Florida,Adopting an Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1,2016 through September 30,2017,Pursuant to Section 200.65,Florida Statutes; • Authorizing Expenditures of Funds Established by the Budget;Authorizing Encumbrances; Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and Federal Law Enforcement Trust Funds;Providing for Post Audit;Providing for Severability; and Providing for an Effective Date. (First Reading September 6, 2016; Second Reading September 15, 2016) Action: [City Clerk's Note: Item 3B was heard with related Item 3A.] Deputy City Clerk Betancur read the title,and Finance Director Audra Curts-Whann reported that we are having a third public hearing on our budget and millage because we were notified by the Florida Department of Revenue of a technical error that we made in the budget summary advertisement. That had to be corrected by holding another public hearing and giving an adequate opportunity for the public to comment. We had to re-do that advertisement, and it was published this past Sunday [October 16, 2016]. Today we are presenting to the Commission a revised budget that has one correction and that is to the ad valorem millage and it was a technical error and so we have fixed that and replaced the affected pages in your book. All we need for you to do is the technical correction,re-adopt the millage,and re-adopt the budget as corrected. Vice Mayor Gatto opened the public hearing for any comments from the public,as there were none, she closed the public hearing. Commissioner Aelion moved and Commissioner Levin seconded a motion to approve the Ordinance on third reading. Ordinance No. 2016-482A was adopted by a roll call vote of 4-0-1 [Mayor Scholl absent] in favor. Vote: Commissioner Aelion y Commissioner Goldman yes Commissioner Levin yes Vice Mayor Gatto yes Mayor Scholl absent 4.
