For the City of Miami Beach, EDAW developed neighborhood right of way improvement projects for the Flamingo, Oceanfront, and Islands neighborhoods that included extensive right of way beautification, median and swale landscaping, and irrigation design. Maintenance requirements and standards were an important component of these projects which included both very urban and single - family neighborhoods. The Oceanfront Neighborhood project in particular required landscape solutions that addressed view corridor, beachfront landscaping, and beach access issues in a densely developed area along Collins Avenue similar to the existing conditions in Sunny Isles Beach. Also for the City of Miami Beach, EDAW is completing a planning effort for the Indian Creek Greenway, a trail along Indian Creek designed to enhance EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE APPROACH + IMPLEMENTATION I 2 and provide an opportunity to understand and enjoy the coastal barrier island shoreline environment. For the City's Beachfront Master Plan, EDAW developed an improvements framework that provided for active and passive spaces, and dune and beach planting. EDAW was recently hired by the City as a landscape design sub - consultant to complete Phase II of the City's Beachwalk, a pedestrian path providing beach views and access that is fully integrated into the beach dune system through extensive dune plantings and design features. A similar pedestrian path was the subject of Miami Beach's North Beach Recreational Corridor project which linked active and passive parks and beach amenities and included a major environmental restoration element which involved the replacement of large areas of invasive exotic trees with native beach vegetation. Elsewhere in South Florida, EDAW's work on the Davie Boulevard Corridor Master Plan included extensive streetscape and beautification improvements intended to encourage proposed desirable physical redevelopment that will completely transform the corridor from a bleak six lane roadway to a real community with a sense of place. At Tree Island Park, EDAW developed a plan that balanced active and passive recreation in a new park that also enhanced and preserved 70 acres of wetland prairie and tree hammocks. Relevant EDAW work elsewhere in the country includes: the Tuolumne River Restoration Projects in California, a massive river and wetlands project; the Myrtle Beach Parks and Recreation Master Plan, an active and passive parks plan for the urbanized barrier island city of Myrtle Beach; the St. Mary's Waterfront project in coastal Georgia, a National Park Service improvement effort that utilized extensive native plantings; the Cape Henlopen State Park Master Plan in coastal Delaware, a project which included a major environmental restoration and protection component; and the Atlantic Avenue Streetscape Improvements and Connector Parks, a project in the urban center of Virginia Beach that beautified the City's central corridor while linking a series of parks from north to south and creating safe attractive connections between hotels and residences on the ocean side of the street with retail and restaurants on the west side of the street, a condition very similar to that of Sunny Isles Beach. More detailed information on each of these projects is provided in the following pages. Together they represent a small part of EDAW's relevant work and demonstrate the high degree of expertise in the landscape design specialty areas being sought by the City of Sunny Isles Beach. In addition, they show EDAW's experience in successfully navigating dozens of agencies' landscape plans review and approval processes. SCALE 1' 17 Flamingo /Lummus Neighborhood Urban Design and Streetscape Improvements Miami Beach, Florida Client: City of Miami Beach The Flamingo /Lummus neighborhood encompasses more than twenty miles of City owned right -of -way and is located in the heart of South Miami Beach including much of the National Register Architectural District. The 'Art Deco' District as it is better known has been recognized as one of the most popular tourist attractions in South Florida and one of the most successful revitalization projects in the world. EDAW is contracted with the planning phase all the way through construction including bidding and award and construction administration services. The streetscape improvements were based on a series of recommendations that came out of several resident initiated community design "charrettes' and City sponsored workshops. The project area includes many historic MiMo landmarks such as the Fontainbleau and Eden Roc Hotels designed by Morris Lapidus. The Oceanfront neighborhood project includes improvements to the City owned public right -of -ways and several 'greenway' locations between the Atlantic Ocean and Indian Creek. The streetscape enhancements consist of new planting (such as native grasses, dune vegetation, specimen palms and shade trees), new sidewalks, a bikeway, street furniture, new curbs, bollards and benches; a pedestrian plaza with specialty paving, coral stone feature walls, showers, foot washers, drinking fountains, milled and resurfaced street pavement and pedestrian scale lighting. Traffic calming and pedestrian safety measures such as landscaped 'bump - outs' at street corners and specialty crosswalks at intersections will also be implemented. This became the project focus of EDAW's 19th Annual Summer Student Program (SSP), in which 14 students from seven countries participated. Based on the vision of the SSP Program, EDAW was hired by the City to provide professional landscape architecture and engineering services for Phase 1 of the Indian Creek Greenway Project from the South limits of Lake Pancoast, just north of 23rd Street, to the 29th Street pedestrian bridge. The tasks assigned to EDAW for this project include the preparation of conceptual designs of the Indian Creek Greenway in order to create public plazas as well as pedestrian access to the Indian Creek Waterway and also tying into a pedestrian circulation network for the Oceanfront neighborhood that will provide connections between Indian Creek and the Ocean. Other tasks include the preparation of topographic and hydrographic surveys, and conducting an environmental resource inventory of the Indian Creek Waterway. EDAW INC DESIGN. PLANNING AND ENVIRONMENTS WORLDWIDE ra-z. r • Master plan • Maintained historic character • Public participation .r+ LA �1 PROJECT EXPERIENCE Beachfront Master Plan for the City of Miami Beach Miami Beach, Florida Client: City of Miami Beach Working with the City of Miami Beach, EDAW, Inc. prepared the Beachfront Vision 2000 Master Plan. The master plan provides a framework for beach improvements from South Beach to 47"' Street. In association with Bermello Ajamil and Partners, EDAW developed a program to improve the beach's image by comprehensively examining the issues of security, entryways, concessions operations and standards, and the historic character of beach facilities architecture and landscape. The plan provides operational and design standards for beach concessions. Beach improvements are planned around gateways that are the primary access routes to the beach. These gateways provide additional facilities for concessions, restrooms and security. Graphic and design standards for beach furniture, signs and beach structures were proposed. EDAW worked with the Steering Committee, comprised of business and civic leaders, to organize the critical role of design and programming of the gateway amenities and the comprehensive master planning process. The plan included recommendations and an implementation schedule to launch the restructuring of Miami Beachfs image into the new millennium. Implementation: The final element of the plan identifies strategies that will outline the next steps for the community to turn their vision into reality, with prioritized actions and accompanying information about who is responsible, when the action should occur, order -of- magnitude cost (if applicable), source o funding, and related information. EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE f PROJECT EXPERIENCE 120 -acre master plan Integration of active and passive recreation and resource protection Tree Island Park General Plan Miami -Dade County, Florida Client: Miami -Dade County Park & Recreation Department Tree Island Park is a unique 120 -acre new District park in the rapidly growing suburban district of western Miami -Dade County, Florida. The property includes almost sixty acres of pristine marl prairie, a type of seasonal wetland once prevalent in this part of the County and now largely vanished. In addition, a number of subtropical hardwood forest "tree islands" dot this prairie, providing habitat for rare and endangered species of animals and plants just as they have historically done throughout these coastal prairies and the Everglades to the west. The County acquired the land with special environmental lands funding, state grants and park impact fees, based on a proposal to provide both natural preserve and community recreation areas. The initial program called for 50 acres of upland development and 70 acres of wetland preserve comprising the highest quality prairie and virtually all of the tree islands, which are protected by County regulations. • Environmental permitting EDAW is currently completing a General (Master) Plan for Tree Island, involving an extensive input process engaging area residents and a steering committee representing several stakeholder County Departments. Alternative Concept Plans were developed that explore distinctly different approaches to site planning and circulation, and a Preferred General Plan will be submitted for approval in spring 2005. EDAW is also leading the environmental permitting process to secure necessary approvals from county, state and federal agencies, to enable development of a much - needed community park in tandem with this protected and special natural resource. The park experience will ultimately offer a unique blend of active recreation, passive recreation, nature appreciation and habitat protection opportunities. EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE PROJECT EXPERIENCE • Restoration of sand and gravel mine area of river • Implementation of anadromous fish restoration project • Biological studies • IS /MND and EA/FONSI • Permit acquisition • Construction monitoring Tuolumne River Restoration Projects Stanislaus County, California Client: Turlock Irrigation District (TID) EDAW is working with the Turlock Irrigation District (TID) and the U.S. Fish and Wildlife Service (USFWS) in planning, environmental analysis, permitting, and monitoring of restoration projects along two reaches of the Tuolumne River. The restoration projects will restore riparian and anadromous fish habitat by reestablishing a functional river channel and floodplain system. Along much of the Tuolumne River below LaGrange Dam, levees constrict the river floodplain to a narrow zone. Riparian woodlands along the river have been removed by agriculture and gravel mining. A flood in January 1997 resulted in the capture of the river by several large pits created by past gravel mining. These captured pits provide warm -water habitat for predators of special- status salmon species. The restoration is being funded in part by the federal Anadromous Fish Restoration Program and serves as a portion of the mitigation for relicensing of New Don Pedro Dam. Restoration will be accomplished by filling or re- isolating mining pits from the channel, reconstructing river geomorphology with appropriately - scaled base flow and bankfull channels, and setting levees back at least 500 feet from the river. These actions will create a functioning floodplain on which riparian and other floodplain habitats can be restored. It will have the capacity to convey floods up to 15,000 cfs, and will allow the channel to migrate naturally within the 500 -foot band. These projects will not only restore the physical form of the river, but will also restore the processes necessary for long -term maintenance of riverine and riparian habitats. EDAW prepared an Initial Study /Mitigated Negative Declaration and conducted fieldwork and consultations in support of wetlands and endangered species permitting. EDAW biologists conducted pre- construction surveys for nesting raptors, burrowing owl, California tiger salamander, valley elderberry longhorn beetle habitat, and San Joaquin kit fox. EDAW biologists successfully conducted federal Section 7 consultation and California Dept. of Fish and Game code section 2090 consultation. EDAW prepared a wetland delineation and successfully secured the relevant permits from USACE, USFWS, CDFG, and RWQCB for Phase I and II and are working on Phase III. EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE PROJECT EXPERIENCE • Master plan • Public participation • Stakeholders' assessments Myrtle Beach Parks and Recreation Master Plan Myrtle Beach, South Carolina Client: City of Myrtle Beach Myrtle Beach, South Carolina and the historic Grand Strand is not only a popular tourist destination, but a popular place to live as well. Of the many factors that contribute to the allure of the area, recreation opportunities are one of the most important. Ocean and beach access, water activities, golf, and fishing, are but a few of the attractions, and in fact are a very important component in the region's ability to attract full time residents as well as large numbers of visitors. Myrtle Beach plays several important roles in the provision of services, includ- ing recreation, in the region. First, city recreation facilities provide significant services to residents of other incorporated and unincorporated areas in Horry County. Up to 40 percent of the use of city parks and recreation programs and facilities are by out -of -city residents. In addition to this, the population of the greater Myrtle Beach area swells with additional seasonal visitors, and on peak days the population may increase the base population of Myrtle Beach and the surrounding area by a factor of two or three. It is very difficult and expensive to provide for peak demand. To address existing and future needs of the city's recreation service delivery system, EDAW prepared a comprehensive recreation plan for the City of Myrtle Beach. The plan had several important planning elements, including public involvement, benchmarks and standards, stakeholders' assessments and analyses, funding options and alternatives, and assessments of special interest groups. The results of these efforts were tightly integrated with existing data and information, synthesized, and overlaid with a current physical inventory. Results of this process identified gaps in service delivery areas, and provided recommendations for improving recreation service delivery to residents and non - residents of the city. EDAW INC DESIGN, PLANNING AND ENVIRONMENTS WORLDWIDE • Open space • Native plantings • Path development PROJECT EXPERIENCE n1 L St. Marys Waterfront - Cumberland Island National Seashore St. Marys, Georgia Client: National Parks Service Cumberland Island is the largest and most southernmost of the numerous bar- rier islands along the Georgia coast. Despite its isolation from the mainland, its ecological richness and strategic position at the confluence of numerous inland rivers has ensured human occupation for thousands of years. The Cumberland Island National Seashore was established in 1972, with the ownership and ongoing stewardship of the island under the jurisdiction of the National Park Service. EDAW has had the privilege of working with the NPS to establish a new visitor's center that will better accommodate the park visitor and blend with the historic character of downtown St. Marys. The new visitor center is planned just west of the existing building in the approximate location of the old Miller Dock. The eastern two - thirds of the site will be converted into an open space with street trees, lawn and native plantings. A boardwalk will cut across the site at the entrance to the Ferry dock to provide a path for visitors to load gear onto the ferry. This boardwalk would also provide a path for City residents to access the riverfront along the NPS property and would tie into the new City Park to the west. The landscape planting around the new visitor center would be made up of similar plant species to the ones found on Cumberland Island. This design extends the feeling of Cumberland Island to the visitor center and helps to prepare the visitor for their island experience. These structures are located in a dynamic coastal environment with unique Pitch Pine forests, dunes, and wetlands covering most of the park. Today, the park is also one of Delaware's most popular beach destinations and this popularity threatens to overwhelm the natural and cultural resources that make the park so special. The challenge of the plan was to (1) develop a common vision for the future of the park between a Steering Committee composed of community members and DNREC, and (2) create more diverse opportunities within the park while limiting the pressures of increased visitation. A tourist mecca, Atlantic Avenue is lined on the east side by oceanfront hotels and on the west by a mix of retail shops and restaurants. New streetscape design, utility relocation and burial, and a series of connector parks were key transformational elements. Thematically, each park focuses on a different aspect of beach and resort life. Functionally, the parks form safe, attractive links at cross streets to handle foot traffic between Atlantic Avenue and the boardwalk. Collaboration between the city and local merchants during every phase of the project transformed a concept into a viable civic achievement. This commercial center included retail shops, restaurants, plazas, arcades, and outdoor eating areas within a recreated Spanish colonial setting. The preservation of large existing specimen trees and inclusion of imported plant material from South Florida, presented a design challenge. Miramar Parkway Streetscape, Miramar, Florida Project Manager /Landscape Architect CLIENT: City of Miramar Redevelopment of a 1 mile area of a major roadway within the City of Miramar which included the preparation, coordination and design of conceptual plans and construction documents. This project focused on the creation of a streetscape environment that would encourage the redevelopment of adjacent parcels and encourage pedestrian circulation throughout the corridor. Port of Algeciras, Algeciras, Spain Landscape Designer CLIENT: Algeciras Port Authority Responsible for the landscape master plan, which includes the conceptual layout and design of a port terminal, outdoor plaza, and support facilities. Strategically located landscape areas with canopy trees and shade structures provide a welcome oasis to passengers waiting to board ferry ships bound for the Mediterranean Sea. Prepared conceptual plans through construction documents and coordinated with in- house disciplines as well as sub - consultants. Plantation Preserve, Plantation, Florida Deputy Project Manager /Landscape Architect CLIENT: City of Plantation Responsible for the design and coordination of a multi - disciplinary golf course renovation project. This historic private golf course was purchased by the City of Plantation to be converted into a world class public course and linear park with emphasis on the South Florida natural wetland environment. By introducing a linear park feature along the 200 acre course, this green space seldom experienced by non - golfers, became a welcome link to other recreational open spaces within the City. Close coordination with the Golf Course architect and Clubhouse architect provided for the successful design of a world class golf course. Cerrillos Lake Dam, Ponce, Puerto Rico Landscape Designer CLIENT: Army Corps of Engineers Prepared preliminary site plans for five recreational areas within a mountainous terrain and lake setting. Activities included active /passive sports, camping, and equestrian trails. The shores of a lake created by a large stone damn provide a beautiful setting for the aforementioned activities. SCOPE OF WORK Each landscape assignment under this contract will have unique requirements of functional design, budget, site opportunities and constraints, architectural context, user needs, and community and "stakeholder" expectations. Each will be designed and implemented in accordance with not just the landscape, tree protection and other regulatory and environmental requirements of the City, County and applicable state and federal agencies, but with a "best practice" approach that emphasizes cost - effective design, ease of constructability and maintenance, and environmental sustainability. We will review available site and background data received, as appropriate to the project, in advance of the meeting, and will identify with staff any additional information necessary for the project, including action item assignments for acquiring such information. As appropriate to the project, we will visit the project site in advance of, or in conjunction with, this initial meeting, in order to become generally familiar with its context, site character, existing vegetation and features, and other opportunities and constraints. Finally, we will determine with staff the preferred methodology for any public input to the design process, as well as confirm the City's review requirements. Task 2: Program Confirmation & Concept or Schematic Design We will develop drawings and, as appropriate to the project, other documents such as narrative description that confirm the required elements of the project design. These deliverables may include a Concept or Master Landscape Plan, or Schematic Design (e.g. for park or site development), a statement of program, budget parameters and /or other applicable data, and will serve as the basis for subsequent design. As appropriate to the project, these initial deliverables will be developed with significant input and feedback from City staff, area residents, or other stakeholders to the project. Task 3: Design Approval At the initial design stage it will typically be appropriate to secure initial review and approvals from the City as well as from any boards or agencies with a particular interest or role in the project. These may include neighborhood associations, the Historic Preservation Board (for projects on historic sites), DERM, SFWMD or other environmental agencies (for environmentally sensitive sites), user agency personnel or others. We will prepare and present the project for the review and approval of all such groups at the appropriate stage of each project. Task 4: Final Design & Construction Documents This task will typically include the traditional design phases consistent with AIA standard documents and most municipal contracts, although the phases may be modified to fit each project. Schematic Design may be included in this task if not completed previously. Design Development may be a discrete subtask, or - for small projects or those with accelerated schedules - combined with Construction Documents. Permit review agencies will be identified and early as well as interim reviews will be conducted to ensure a minimum of design changes based on agency requirements. During this stage of the project, submittals for City review, comment and approval will be made at milestone intervals appropriate to the project. Task 5: Bid / Negotiation Phase Services Typically during the bid process, we will assist the City with Pre -Bid Conference, responses to bidder inquiries, preparation of any Addenda, and review and evaluation of bids received and bidder qualifications. Task 6: Construction Administration Construction phase services normally will commence upon award of a contract for construction and will conclude upon issuance of a certificate of Final Completion, City acceptance of the project and sign -off of all necessary regulatory agencies. During the construction phase, and as appropriate to the type and scope of project, services provided will typically include the following: • Periodic on site observations of the progress of the work, to help ensure that project specifications, design intent and other requirements are complied with • Regular progress meetings with Contractor and City staff • Review of Contractor's Construction Schedule, Schedule of Values, materials submittals, shop drawings, pay applications and other submittals • Review of tagged nursery stock or assistance with tagging • Review of field layouts of planting prior to installation • Review of installed materials for compliance with requirements • Inspection and punch list at Substantial completion • Inspection and certificate at Final Completion We recognize that in certain cases, the City may opt to provide more of the construction administration through in -house staff; or that conversely, certain projects may require a more extensive role on the part of the design consultant.
