Services for the City of Sunny Isles Beach. We are confident that you will find

Our combined landscape architectural experience of over sixty years and the
successful completion of hundreds of projects has qualified us as leaders in sub-

O'Leary Richards Design Assoc., Inc. (ORDA) is a landscape architectural firm known for its' innovative
ideas and dedicated to the creation of living environments in harmony with nature and humanity. We are
committed to the concept that we can coexist with the environment through careful and responsive design.
ORDA is a Miami -Dade County based Landscape Architectural firm with several years of experience in
working with local municipalities and agencies. ORDA is currently certified as a DBE /WBE with the
Florida Department of Transportation and a CBE/DBE with Miami -Dade County. ORDA is currently

Kathryn O'Leary Richards, ASLA, is President of ORDA and has over twenty-two years of professional

landscaping, park planning and design, streetscape design, site planning, planting and irrigation design. She
is currently the Landscape Architectural Consultant for the City of Aventura. She is also the Landscape

administration. Under the technical and administrative guidance of Ms. Richards, there have been numerous
' successful projects that were built on time and within budget. Her most recent award winning project is a 10
acre park in Pinecrest. Her knowledge and skills allow her to provide expert solutions to any challenge. She
is an advocate of quality design and dedicated to the highest principles of professionalism.
William A. O'Leary, FASLA, has practiced as a Landscape Architect in Miami -Dade County for over forty
years. He is widely considered a leader in his field and his experience includes being the Landscape
' Architectural Consultant for the Florida Department of Transportation, as well as the municipalities of Key
Biscayne, Pinecrest, Bal Harbour, Sunny Isles Beach, Coral Gables, North Bay Village, City of Miami
Beach, City of North Miami, Miami -Dade County, City of Miami, and the City of Aventura. He has lectured
extensively and periodically serves as a visiting professor at the University of Florida as well as Florida
' International University. He has served on several boards in Miami -Dade County and has been the
Landscape Architectural Plan Reviewer for the City of Aventura, City of Sunny isles Beach and the Village
of Bal Harbour for the past several years. His vast experience and expertise has made him one of South
Florida's most respected Landscape Architects. With over sixty years of combined professional experience,

' Representative Projects
' O'Leary Richards Design Assoc., Inc. has completed numerous projects for both public and private
entities throughout South Florida. Kathryn O'Leary Richards, ASLA and William A. O'Leary,
FASLA were the Landscape Architects and were involved from the initial planning through
construction for the following projects:
Evelyn Greer Park (formerly Pinecrest Park)
' Village of Pinecrest, Florida
Evelyn Greer Park is an active 10 acre park in the Village of Pinecrest. Amenities within this park
include multipurpose athletic fields (softball and soccer), batting cages, a tot lot, a recreation center
' and community gazebo. The Landscape Architects attended several community and public meetings
in order to obtain public input during the master planning phase. They went on to complete the
landscape architectural plans and provided construction administration for this project. The park was
highlighted as one of the best playgrounds in South Florida by Parenting Magazine in 2005. This 3
million dollar project was completed on time and within budget.
Aventura Founders Park
Aventura, Florida
Founders Park is a twelve acre municipal park located in the City of Aventura. It is bisected by N.E.
190'h Street with a 2 % acre passive park on the south side and an active 10 acre park on the north
side. Amenities within this park include jogging paths, tennis courts, a combination
baseball /football/soccer field, a concession building and restroom facilities, an outdoor amphitheater,
custom signage, and extensive landscaping. The Landscape Architects provided landscape
architectural services from conceptual design through construction administration for this project.
The park was highlighted as one of the best playgrounds in South Florida by Parenting Magazine in
2005.
Town Center Park
Sunny isles Beach, Florida
Town Center Park is a 3 acre park located on Collins Avenue in Sunny Isles Beach. This site was
environmentally sensitive as it has a large tidally flushed wetland area. The Landscape Architects
carefully designed this park to protect its' environmental sensitivity. Amenities within this park
include a playground, a fitcenter, open air pavilion, a jogging path, a lifetrail for seniors and
extensive landscaping. The Landscape Architects provided landscape architectural services from
conceptual design through construction administration for this project.
' Village of Pinecrest Street Tree Planting
Village of Pinecrest, Florida
The directive from the Village of Pinecrest was to develop a Streetscape Master Plan that would
' create a `Coconut Grove' feeling. This required an assessment of the existing tree canopy and a plan
that filled in the void areas. This was accomplished by the Landscape Architects by driving and/or
walking each individual street to determine quantity of trees in relation to maintenance and mature
' spread issues. Native canopy trees and an assortment of flowering trees were used so that at all times
during the year shade and color will occur. This project has helped Pinecrest become a premier
residential community. This project was completed on time and within budget.
' Biscayne Boulevard from Miami Gardens Drive to N.E. 213th Street
City of Aventura, Florida
' Biscayne Boulevard, an FDOT roadway, is the main thoroughfare in the City of Aventura. The
Landscape Architects transformed the City's two mile stretch of Biscayne Boulevard into a signature
roadway for the City. The medians are lined with Majestic Date Palms and under planted with a
variety of flowering and evergreen groundcover. A lush landscape using a variety of palms as well
as flowering trees line the swale. The entrance signs on the north and south end of the project
welcome the motorist as they enter the City. This 2.2 million dollar project was completed on time
' and within budget.
Biscayne Boulevard from NE 87th Avenue to NE 121" Street
t Miami, Florida
Biscayne Boulevard from NE 87`h Avenue to NE 121' Street, an FDOT roadway, is the connection
of neighborhoods within an urban vehicular and pedestrian corridor. It is an important arterial
' roadway that intersects the Village of Miami Shores and Miami -Dade County. FDOT hired a team
of professionals to enhance this stretch of the corridor. A center median was introduced to gain area
for a center landscape median. Date Palms and Royal Palms were used to create a desirable
' streetscape scale. Existing asphalt swale areas were turned into green space lined with shade and
flowering trees.
Aventura Boulevard
City of Aventura, Florida
The directive from the City of Aventura was to develop a Landscape Master Plan for the entire City
of Aventura. A part of this plan included the streetscape design for Aventura Boulevard, a main
gateway into the City. The landscape concept included new custom street lighting, new custom street
furniture including bus shelters, benches, and trash receptacles; landscape lighting, xeriscape
irrigation; illuminated street signs and landscaping. The landscape palette included Majestic Date
and Coconut Palms in the median, with Live Oak trees shading the pedestrian walkways in the
swales. The medians were accented with evergreen groundcover in the center and flowering seasonal
color at the ends. Aventura Boulevard is the signature roadway for the City of Aventura.
U.S.1 Exclusive Bus Lanes
Miami -Dade County, Florida
The Florida Department of Transportation provided Exclusive Bus lanes along an eight mile corridor
paralleling U.S.1 in south Miami -Dade County. This project provided bus shelters, a bicycle path,
and extensive landscaping, along a 100' right -of -way purchased from FEC railroad. The Landscape
Architects developed a xeriscape conscious planting design that provided privacy to adjacent
residences, blocked objectionable views, created tree canopy for the bicyclist and pedestrian, and
beautified this major arterial corridor.
Williams Island Boulevard
City of Aventura, Florida
Williams Island Boulevard is the gateway to some of Aventura's most prestigious residential
communities. The directive from the City of Aventura was to create a feeling of scenic beauty while
providing traffic calming. The Landscape Architects introduced a landscaped median with large
Coconut Palms and Royal Palms adjacent to iMaule Lake. Decorative street lights with banners were
under planted with Bougainvillea, Wax Jasmine, Philodendron, and seasonal color.

The Principal in Charge for the City of Sunny Isles Beach will be Kathryn O'Leary Richards,
ASLA. Ms. Richards has over twenty -two years of professional experience as a Landscape
Architect in South Florida, and has most recently overseen the coordination of all aspects of
design and construction for municipal projects in the Village of Pinecrest, Key Biscayne,
City of Aventura, City of Doral, City of Sunny Isles Beach and the Florida Department of
Transportation. She is currently the Landscape Architectural Plan Reviewer for the City of
Aventura and FDOT, District 4. Under the technical and administrative guidance of Ms.
Richards, there have been several successful projects that were built on time and within
budget.
II. William A. O'Leary, FASLA
Senior Landscape Architect
Mr. O'Leary's vast experience and expertise as a Landscape Architect and Planner has made
him one of South Florida's most respected Landscape Architects. He has over forty years of
experience in the South Florida area and thirty years working with local municipalities and
agencies. Mr. O'Leary has served on the Miami -Dade County Shoreline Review Board, Bal
Harbour Architectural Board, City of Miami Urban Development Review Board, Florida
Board of Landscape Architects, City of South Miami Environmental Review Board, Growth
Management Task Force and the Miami -Dade County Growth Management Task Force. He
has been the Landscape Arcitectural Plan Reviewer for the City of Aventura, the City of
Sunny Isles Beach, and the Village of Bal Harbour for the past several years.

Approach to Projects
ORDA has extensive experience in the development of right -of -way beautification, transit
related streetscape projects, park planning and design, and landscape architectural plans review.
ORDA is well qualified to complete the required scope of professional services for the City of
Sunny Isles Beach and the following is a description of our approach to any project:
I. Coordination with the City of Sunny Isles Beach
• To have a successful project will require close coordination with the City,
particularly at the outset of the project, where fundamental decisions will be
made. As in previous projects, this open channel of communication is important
in order to receive proper direction and information and to keep the City
constantly apprised of our progress. In addition, prompt personal response via
telephone and/or email is essential in this coordination. A meeting with City staff
will be held to gather information and discuss opportunities and constraints based
on specific site conditions.
II. Site Inventory and Analysis
• The initial task includes reviewing available plans and documents depicting
existing conditions of the project area. Once this task has been completed,
including creation of a base plan on Autocad, ORDA will conduct an on -site
analysis to determine opportunities and constraints. This information will include
verification of above ground utilities, obstructions, existing tree species, size,
condition and determination on retention or removal.
• If tree removal is recommended, a written report will be directed to the City
documenting the reasons and validity of removal. This information can be used in
the future if public resistance or questions are encountered. If specimen or
endangered trees are encountered, they will be located and protected.
III. Conceptual Design
• Prepare Conceptual Alternatives that depict the character and intent of the
landscape design. Once approved by the City, develop graphic renderings that
will include plan views and typical sections, will be mounted on boards, and will
be accompanied by booklet size reductions of the renderings for public
distribution (if deemed advisable by City staff).
• The Conceptual Design plans will include an inventory of existing trees, an
analysis of existing conditions such as scenic values, areas of emphasis, vehicular
encroachment, visibility, safety and maintenance considerations.
• Prepare a preliminary cost estimate that will help the City establish a Construction
Budget.
• Present the Conceptual Design as well as the preliminary cost estimate to City
staff for review and approval.
' • Attend public presentations to the City Commission (if deemed advisable by the
City).
IV. Final Design / Contract Documents
• In close coordination with the City, final Construction Documents will be
' completed.
• Prepare a final and detailed estimate of Probable Construction Cost.
' V. Post Construction Watering and Maintenance
' • Prepare a Schedule of Maintenance requiring the Contractor to provide watering
and maintenance during the establishment period (if deemed advisable by City).
VI. Bidding Phase
• Attend pre -bid conference.
• Respond to written bidder inquiries.
• Review and evaluate competitive landscape and irrigation bids and make
recommendations.
' VII. Construction Administration
' • As directed by the City, act as the City's construction representative to include the
following:
• Attend pre - construction "kick -off' meeting.
' Review and approve all required Shop Drawings and Payment Requisitions.
• Review and answer contractor RFI's.
• Periodic site observation of the landscape and irrigation installation and reports on
same, as required.
• Select specimen plant material.
• Complete final punch list.
• Provide final acceptance correspondence to City.
' VIII. Final Project Submittal
• The final project contract documents will be submitted to the City of Sunny Isles
' Beach. One set of reproducible "As- built" plans and one compact disk or email
with the final dra.ving file in Autocad format.

design and follow up of each project.

in designing the playground at Pinecrest Park. The Village of Pinecrest has won "Best
Playground" from the South Florida Parenting Magazine two years in a row. It is through her
