(CGA) is pleased to submit this statement of qualifications to provide Landscape Architectural Services for the City of Sunny Isles Beach (City). Our 68 years of experience and diverse support staff allow us the flexibility to develop and design a wide range of award - winning landscape architectural projects for both municipal and private- sector projects. In fact, in 2003 alone, CGA's Landscape Architecture Group won five awards. Despite this achievement, CGA has not lost touch with the realities of budgets and timeframes and serves all types of municipal clients, both large and small with equal attention to detail and to the bottom line. Our landscape staff includes three (3) registered landscape architects, five (5) landscape designers, four (4) landscape inspectors, two (2) environmental specialists, and one (1) environmental inspector. Our landscape staff includes three (3) certified arborists. With such diverse and experienced personnel, the City can be assured of sufficient and qualified personnel to manage this project. As Project Manager and point of contact, I will be dedicated to assigning the most qualified personnel to each project and ensuring that all team members perform their tasks to meet the schedule and budget set for the project. We are well qualified to handle this project for the City in that we have landscape architectural experience in every aspect of municipal work that includes park landscape design, landscaping for public works and utilities facilities, and roadway /median beautification. In the roadway /median work, we do the landscape design work keeping both the vision of the municipal clients and the requirements of other governing agencies such as the Florida Department of Transportation requirements in balance. Because CGA is a full- service engineering, planning, surveying, and landscape architecture firm, nearly any unforeseen challenge during a project can be brought in -house immediately for a quick solution. This translates into saved time and cost to the City. We have found that often a landscape architectural project requires civil and traffic engineering, drainage /irrigation engineering, site planning, graphics /charrettes, permitting, surveying, environmental assessment, and construction management services. We offer all these services if and when needed. Currently, CGA is providing full -scale GIS data development or implementation for Weston, Sunny Isles Beach, and the South Broward ' Drainage District. For Lauderhill, CGA completed multiple data conversion projects involving public utilities and data conversion into the ArcGIS 8.3 environment. Recently, CGA developed a zoning data layer in geodatabase format for Monroe County. Repeat municipal clients underscore the firm's understanding of city and county GIS, planning, engineering, and architectural needs. They understand how they benefit by our having these technologies in place locally, which allows us to test run each module before deployment. Mr. Feoli is the assigned project manager for the creation of a design master plan for a boardwalk on the waterfront portion of the parcel including the American Airlines Arena in Downtown Miami. This high - profile project has a pivotal role in the ongoing ' creation of a 'walkable', pedestrian- oriented waterfront amenity and has an important role in providing a pivotal connection between Bayside Marketplace, Bayfront Park, and Bicentennial Park. Mr. Feoli was responsible for creating a vision for the newly established Sunny Isles Town Center, through the development of zoning ordinances specific to the 'district'. Mr. Feoli worked closely with civic and community leaders to address the City's and the residents' concerns pertaining ' to overall densities, building heights, land uses, volumetric character of the building masses, and open space requirements. Mr. Feoli, as a part of the visioning process, developed a conceptual master plan that would alternatively drive the patterns of development in the town center. Of greatest importance was the balancing of FDOT roadway requirements with the insurmountable need to brand Red Road as an important thoroughfare for the City of Miramar's New Town ' Center. As the in -house manager, Mr. Feoli coordinated all productions of construction documents between the engineers and the landscape architects. In addition, he was responsible for the creation of explanatory illustrative graphs for the residents and staff, as a consensus - building tool for the project. Mr. Feoli led a team of experts on the creation of a master plan study for the redevelopment of the North Fork River, beyond Broward Boulevard, in the City of Fort Lauderdale. As the hospital facility expands and updates their grounds, they sought out the expertise of CGA to design a character landscape for their new ambulatory expansions. Mr. Feoli, as project manager, worked with external architectural subconsultants, to devise a character design to be the 'new face' of the hospital along one of the City's main thoroughfares. Mr. Feoli's creative solution both provided the simplicity of design that mediated between the hospital's new 'modern' fapade and their world -known Joe Di Maggio Children's Hospital. In successfully completing the project, Mr. Feoli worked closely with the City of Hollywood's Arborist, MGE subconsultant Architects, and the hospital's Department of Construction. The project consists of the master planning of a 1 -acre property for Gilda's Club, a cancer support center, in Fort Lauderdale, Florida. On that day, Islamorada sustained winds of 200 miles per hour and a barometer reading of 26.35 inches for many hours. Many local buildings and the Florida East Coast Railway were destroyed by what was recorded as the most savage hurricane in history. Hundreds of World War I veterans who had been camped in the Matecumbe area while working on the construction of U.S. Highway One for the Works Progress Administration (WPA) were killed. ' In 1937, the cremated remains of approximately 300 people were placed within the tiled crypt in front of the monument. The monument is composed of native keystone and its striking frieze depicts coconut palm trees bending beneath the force of hurricane winds while ' the waters from an angry sea lap at their trunks. CGA performed a detailed survey and landscape restoration to the drive immediately southeast of the Islamorada Hurricane Monument. The park has been used for daily recreational uses as a beachfront park and for seasonal events, such as the City's Fourth of July Celebration. Additionally, the beach park is a designated turtle nesting habitat, utilized by four predominant species of turtles. CGA was approached by the City and the Community of Marathon to redesign the park to expand its programming for recreational uses, enhance its environmental condition as a turtle nesting habitat, and provide new on -site amenities that were sensitive to the architectural character of the Florida Keys. More importantly, the redesign for the park had to preserve and strengthen the role the public space had with the aspects of the community's identity. In response, CGA expanded the program for the park to include extensive, walkable circuits for pedestrian use, children's playground and play equipment, restroom facilities, new gateway and controlled access features, added picnic shelters, volleyball courts, and multiple -use open public spaces that lend themselves to the personalization of the park by the visitors. The design reestablished a beach dune habitat in a manner that would be conducive to the promotion of turtle nesting and the protection of the nests from tampering or neglectful destruction. The architectural color schemes and plant palettes all were in character with the beachfront nature and the cultural aspects of the Florida Keys. Lastly, CGA incorporated an educational component, creating colorful signage and plaques dispersed throughout the park grounds that provided facts and information about the turtles that nest on Sombrero Beach, their habitat, and the role the park plays in their survival and existence. Deering Estate at Cutler, located in South Florida, is a 430 -acre environmental, historical, and archaeological park. The largest of its kind, it serves as a center for education and recreation. The park grounds feature several of Florida's native habitat communities, including mangrove swamps, maritime hammocks, a coastal tropical hardwood hammock, an endangered pine rockland forest, and a variety of archaeological resources, most notably one of the few remaining Tequesta Indian burial mounds. In 1992 Hurricane Andrew virtually destroyed the Estate. The storm's winds ravaged the landscape and decimated the historic structures. After extensive cleanup, the CGA's duties included developing a Masterplan for the restoration of the Estate; the siting of and plantings surrounding new maintenance, trailhead, and environmental demonstration facilities; updating the grounds for ADA compliance; the resculpting of a Champion Black Olive Tree; the re- establishment of a destroyed historic palm glade; and the overall coordination be- tween the Project Architect, the Historical Preservation Group, the Miami -Dade County Parks Department, and the General Contractor. In an effort to reconnect to the property's historical precedent, the design team created the experience of historical regression and of connection to the Estate. By developing a sequential rite of passage, the visitor is first led along a historic coral rock wall with butterfly attracting vegetation, through the recreation of the historic country road edge, then immersed into the denseness of a sub - tropical hammock, and finally emancipated into a palm glade that foregrounds the Biscayne Bay out to the Atlantic Ocean. Today, the Charles E. Deering Estate at Cutler, listed on the National Historic Register, stands as a testament to the region's rich and diverse past; it serves the present community with cultural, educational, and recreational uses; and it faces the future with proven tenacity, perseverance, and dignity as a surviving ambassador of the wealth of Floridians and of their i Pioneering character. Gilda's Club South Florida offers support groups, lectures, workshops, and social events in a conveniently located home- like setting. CGA had a dual role in renovating Gilda's Club. CGA applied for the Broward Beautiful grant that is assisting improvements to the donated, historical property. CGA also provided equal "in- kind" services to create landscaping. The improvements provide aesthetic landscaping along the edge of the Tarpon River. Constraints on the site include a sloped yard. CGA developed a level sodded area to introduce useable space for activities. On the west side of the site, an historic vernacular wall had been offset 7 feet from the property line and prohibited the utilization of the space. So, CGA proposed pockets of seating areas where the wall would be removed and reconstructed in a U- shaped form. This creates private outdoor seating area. Early design concepts incorporated three - dimensional landforms to create a spatially interesting and interactive park. The landforms were limited in size to the amount of muck fill that had been relocated on the site. Thus, careful consideration and calculation of fill material was undertaken. Three earthen mounds of varying elevations were designed along with appropriately graded handicap accessible walkways. The range in topography facilitated a range of planting concepts and diverse pro- grammatic elements. The park is primarily passive in nature, with ample walks and pathways. There are several active elements, including a multi - purpose field associated with the adjacent school and a sand volleyball area and the installation of children's play equipment. A signature programmatic element of the park is the creation of an area designed to attract butterflies, display native plant species, and serve as a nature trail. Trails, connected to a larger network, with greater grade changes, were included to accommodate for more rigorous activities including jogging, and rollerblading. A final 100% completion signed- and - sealed submittal set will be prepared, including all necessary information as required by the project for regulatory approval.
