With over 40 -years of experience within the Dade - Broward area, assisting nearby communities and municipalities, we are excited to prepare this informational package in response to the City's Request for Qualifications for Landscape Architectural Services. Landscape architectural enhancements to the City's existing roadways, open spaces and community facilities establish a strong sense of community as well as improve the safety and enjoyment of these spaces. Miller Legg's landscape architects have assisted numerous I' communities including Sunny Isles Beach, to improve their aesthetics, enhance recreational opportunities and increase economic viability. ' Miller Legg's work with Sunny Isles Beach has included the City's new Active Park. We have assisted the City in securing funding through the FRDAP grant process to acquire and improve this project. We have also worked with the City to establish the programming for this multi -use facility. After the funding and program elements were established, Miller Legg developed the final designs for this exciting project and is currently assisting the City with construction observation services for it. ' In addition to Miller Legg's award - winning design skills, we have assisted numerous municipalities in landscape architectural review services. These municipalities include Miramar, Coral Springs and Davie. Review services are a very unique skill that requires familiarity with ' land development codes and the professional capability to interpret these codes. Our landscape architectural staff has established processes that will allow us to expeditiously perform these review services for Sunny Isles Beach. ' Ron Rollins, R.L.A., will serve as the Project Manager and Landscape Architect. Ron has over 14 years of design and management experience and has served as Project Landscape ' Architect for numerous streetscape, park, and dune restoration projects. Jill Cohen, RLA, AICP, will lead Miller Legg's Planning and Review Services for this contract. Ms. Cohen has more than 25 years of design, site engineering, code reviews and project management experience. She is responsible for landscape architectural design for a variety of public and private projects including roadway landscaping and irrigation, active and passive park landscape design, as well as residential and commercial projects and bid documents for public parks. Ms. Cohen also serves on the DRC (Development Review Committee) for other cities and has facilitated code revisions for their Landscape & Preservation Code Ordinances, as well as, Landscape Corridor Guidelines. As you will see from our enclosed qualifications, our multi - disciplinary and multi - talented team includes highly- experienced and committed landscape architects, project engineers and other professionals who have the experience and dedication to operate as an extension of your staff. Right -of -way beautification; b. Median and swale landscaping; c. Development of maintenance standards; d. Beach and Dunescaping; e. Active and Passive Development; f. Irrigation design, operation and maintenance; g. Wetland restoration; and h. Sensitivity to environmental issues unique to coastal barrier islands. Miller Legg has a vast amount of experience in these potential project task areas. Our ' experience in the development of right -of -way and median landscape beautification projects is demonstrated in the project approach used for this RFQ. In the area of maintenance standards, Miller Legg has been instrumental in the development of management plans for various recreational facilities. These recreational and environmental facilities include the City of Pembroke Pines' Academic Village and the City of Coral Springs' Sandy Ridge Sanctuary. These management plans address key issues as they relate to the long -term sustainability of the natural resources found on these projects as well as the daily operational issues as they are required for various security, safety, accessibility and aesthetic issues. In addition, Miller Legg has also developed maintenance standards for a variety of different facilities. These maintenance standards have included landscape maintenance requirements for various planting areas that Miller Legg has designed. Tree relocation specifications for the FDOT District IV were developed by Miller Legg. These tree relocation specifications were prepared for the entire District, which includes the Counties from Broward to Indian River. Miller Legg's experience in the development of active and passive recreation facilities include a diversity of facilities ranging from athletic- oriented regional parks to natural resource - oriented passive parks. Miller Legg is currently working with the City of Sunny Isles Beach on their 181st Drive Active Park. This park integrates many uses on a relatively small site. These include a community center, gym, ball field, and a tot lot in a central courtyard. The Weston Athletic Park is a 102 -acre facility that incorporates fields for soccer /football, baseball /softball, basketball, volleyball, and the world's largest roller hockey facility. Miller Legg was responsible for developing the program for this project through numerous workshops with the associated athletic leagues and other end users for this facility. The City of Pembroke Pines' Wetlands Park is a passive- oriented park that is focused on a nature center and canoe outpost that will provide access into an adjacent 600 -acre freshwater wetland system. Miller Legg is proud of its reputation as a leader in the area of irrigation design. For the City of Sunny Isles Beach, the improvement of the existing streetscapes within the City is a high priority. Therefore, Miller Legg has chosen this type of project to demonstrate a project approach. This approach outline can also be employed for other project types. Miller Legg is able to effectively provide excellent service and timely responsiveness to the requirements of the City of Sunny Isles Beach for a roadway landscape enhancement project. Special consideration will be given to the proposed schedule and budget requirements. Miller Legg has demonstrated its ability to complete projects with personalized and responsive service on time and within budget for other municipalities. This project approach has been successfully used in other streetscape designs for FDOT, Coconut Creek, Tamarac, and the Broward County Environmental Protection Department. Key elements of this approach include schedule, cost, and quality control. The following is an outline for the program and approach for a City of Sunny Isles Beach median streetscape enhancement project that includes landscaping, irrigation, and curbing elements. ITask 1: Coordination and Conceptual Design ' Prior to commencing the design work, the Miller Legg Project Manager will meet with the City in order to establish the design program and budget for the project. Typically, this task is coordinated through review of the City's Capital Improvement Plan (CIP), existing maintenance budget, and input from adjacent property owners. Using this information, Miller Legg will develop a preliminary concept plan to graphically depict potential improvements that can be ' implemented within budget, while meeting the needs of the City, its residents, and the ultimate users of the project. Based upon the approved conceptual design, the City and Miller Legg will establish a scope and schedule for the desired improvements. This schedule would take into consideration grant application deadlines, City fiscal year ' expenditure requirements, and resident expectations. Typically, for this type of \\>000 project, Miller Legg's schedule includes a 50% and 100% review of the design documents. The actual review process will also be developed as part of this Task. Task 2: Planting Design Miller Legg's project staff will conduct a field review to verify field conditions with the City's Project Manager. During this field review, Miller Legg will document and locate existing trees and vegetation within the project limit. Should existing trees be impacted or removed as part of the roadway enhancement, a tree survey will be conducted and a tree removal /relocation license will be applied for. Upon completion of the survey, Miller Legg will quantify the critical tree conditions and proceed through the permitting process. Miller Legg will prepare computer - generated base plans using base maps and information provided by the City and supplemented by field verification of above - ground visible physical features within the right -of -way. Miller Legg will then develop a planting i u design for the project that will improve cr E _.. 104 the aesthetics and complement the adjacent existing developed areas by maximizing the use of existing median trees and incorporating new plant installations. Landscape items to be addressed in the design will include trees, shrubs, groundcovers, and sod areas. The planting design documents will include plans, details, quantities, notes, and size specifications for the installation of the proposed landscaping. In order to facilitate the need for safety of both vehicular and pedestrian users of the roadway, Miller Legg will develop the planting design to conform to design standards of the reviewing agencies, including FDOT, Miami -Dade County, and the City of Sunny Isles Beach. Miller Legg's vast experience in roadway landscape designs provides the City with a consultant that has a working knowledge of the design criteria and guidelines necessary for ensuring clear lines of sight and safe conditions for roadway projects. The plans will also detail locations of necessary curb replacement and new construction. 1 All proposed hardscaping, such as pavers, and site furnishings will be shown and ' detailed on the drawings. For a growing City like Sunny Isles Beach, the hardscape treatments and amenities such as bus shelters, benches, and lighting are an important component to the streetscape. The selection of site furnishings ' and lighting will be a collaborative effort with City staff to maintain quality standards. ITask 3: Irrigation Design To ensure the longevity of the streetscape enhancements, Miller Legg will develop irrigation construction documents. This design will provide the necessary irrigation water requirements to sustain plant material within the right - of -way described in Task 2. The water source for irrigation systems designed by Miller Legg for streetscape projects has included wells, potable water, and canals adjacent to the project site. Should non - potable water be the source, Miller Legg has experience in the development of pump stations to withdraw water from wells or canals and deliver it to the landscape areas. Water use permitting through the SFWMD and coordination with the local drainage district would then be carried out by Miller Legg for the pump stations. The irrigation construction documents will include all required irrigation materials, details, specifications, and notes for the irrigation installation. Task 4: Status Meetings The Miller Legg staff will conduct regular status meetings with the City during the design process. These meetings will include coordination with the City Project Manager, engineering staff and maintenance personnel. This coordination will be critical to get "buy in" from the City to ensure the long -term success of the project. Task 5: Cost Estimates Cost estimates for the proposed landscaping and irrigation improvements will be prepared and submitted during the 50% and 100% submittals. ITask 6: Bidding Assistance / Contract Administration ' Upon completion of the construction documents the project AutoCAD files can be provided to the City in a variety of formats. These formats include email, diskette, or CD. Miller Legg's full - service CAD production staff will provide the ' files to the City in the desired format. \ X \>000 �J Miller Legg will then assist City staff in bidding the streetscape enhancement work and in the preparation, negotiation, and execution of contracts for the work on the project. Task 7: Construction Phase Services Preconstruction — Miller Legg will attend preconstruction conferences, review material shop drawings, and assist the contractor prior to commencement of construction. Construction Observation Services — Miller Legg's Construction Services Department has assisted numerous municipalities in the maintenance of roadway enhancement projects. These services have helped the owner maintain the established construction schedule and budget by proactively addressing issues as they are experienced in the field. Monthly Progress Meeting — Miller Legg and City staff will attend monthly progress meetings to review completed construction and contractor's pay requests. Increased pressures of development on the City of Miramar necessitated Landscape Corridor Guidelines to be established to provide unification and an overall design theme for the citywide corridors to guide and keep pace with increased growth. Concurrently, the Miller Legg engineering staff completed a master roadway network plan within the City limits which provided a compliment to the landscape guidelines, as well as, for use in integration into the City's overall GIS database. Working closely with the engineering staff on the development of typical roadway sections, the landscape architectural design staff provided direction on roadway section designs to allow for optimum landscaping of the corridors, particularly with regard to applying sight distance clear zones and landscaping per FDOT standard indexes 544, 546 and 100. In addition, the use of access management by creating shared parking areas, rather than on- street parking, was implemented to improve the aesthetics of the corridor and both pedestrian and vehicular circulation. The design of this park included a Gopher Tortoise Preservation / Relocation t Site, protection and enhancement of existing native plant communities, new public recreational opportunities and educational programs for the community as they relate to the unique habitats found on the site. A management plan was developed by Miller Legg for the Florida Communities Trust (FCT) that provided approximately $2 million of grant support ?S for this project. The management plan also was used to document the purpose and objectives of the site's development for future improvements, activities and changes. t The City's goal for the Sandy Ridge Sanctuary was to preserve the endangered pine Flatwoods and gopher tortoise habitats, while improving the community's recreational needs. This was achieved through the development of a linear park that provides a buffer between the adjacent developments and the Sanctuary's preserve area. The implemented design has been successful in establishing habitats for floral and faunal species, as one can see with a walk through the Sanctuary which offers the opportunity to observe, study and above all else enjoy an intact Florida ecosystem. The Miller Legg landscape architecture project team provided planting hardscape and irrigation design for 5 miles of residential streetscapes in Tamarac. The design included the development of a comprehensive plant palette that defined roadway hierarchy and continuity. This plant palette included palms, trees and understory species. This Streetscape design provides for unification and an establishment of a sense of place for five separate neighborhoods while utilizing existing vegetation. Additional issues that were of concern to City officials include compliance with the established City budget, incorporation with proposed roadway and curbing improvements, utilization of xeriscape principles, use of existing canals for irrigation sources, incorporation of FDOT sight requirements for driver safety, and enhancement to existing corridors with respect to existing utilities and resident input. Award: Broward Beautiful First Place for Large Parks, Broward County, 2004 Victoria Gardens Interpretive Nature Trail - Development of design concepts for an interpretive nature trail associated with this residential subdivision being developed by the St. Joe Towns & Resorts, located in Volusia County. The project includes the development of interpretive signage and a way - finding marker system to allow the residents to understand and enjoy the 100 -acre natural area set -aside associated with the development. The signage structures have been designed to compliment the architectural elements of the public architecture of the project. Town of Davie Math Igler Park - The project entailed development of a conceptual park master plan for the 2- acre site for the Town of Davie. The park would serve as a passive park for the surrounding neighborhood. The Miller Legg team created a design that paid homage to the heritage of the site as an old citrus processing /packaging site. The design of the tot lots followed the theme of 'orange processing' from picking oranges in a grove setting to processing them. Included in the park program was a connection to the area horse trails, a large picnic gazebo with open play areas associated with it, two tot lots, a small parking lot and a butterfly garden and retention area that is enhanced as a cypress dome. Sample Road Streetscape - Miller Legg prepared the planting and hardscape design of 4 -lane divided roadway in Broward County. The design incorporated existing trees and palms and established a plant and paver palette theme for future roadways within the City of Coconut Creek. In addition to landscape, irrigation and hardscape designs, grant preparation services were provided as part of this project. Award: Broward Beautiful Third Place for Roadway /Swale Beautification, Broward County, 2004 Reynolds Park - Development of design guidelines and master redevelopment plan for a 600 -acre technology and industrial park with rail and airport facilities on the St. John's River in Clay County. The project had previously been a naval base and these guidelines established an identity that allowed this project to transition into a technology park. u Pines Boulevard (SR820) Access / Streetscape Projects - This joint City /FDOT project focused on upgrading a segment of this Principal State Arterial from Douglas Road to Hiatus Road to current access management standards and to provide landscaping and other aesthetic enhancements. Project elements included: median redesign, with closure and channelization of openings, provision of turn lanes, curbing, landscaping, installation of paver treatment and coordination with adjacent land owners. The project also included performing a traffic signal warrant study at the entrance to Pine Lake Center. A signal was subsequently installed at this intersection. Miramar Master Parks Plan - The update of the City's Master Park Plan involves significant research to update the existing data. Future recreational needs through the year 2020 are outlined in this report. Additional information prepared for this project includes demographics, GIS maps, resident needs surveys, agency coordination, and public workshops. Miami -Dade Aviation Beautification Projects - Miller Legg is currently under contract with the Miami -Dade Airport Department to provide Landscape Architectural and Irrigation design services for its airport properties. The Miller Legg designs address security issues while maximizing aesthetic goals all while meeting the client's budgetary constraints. Two current beautification projects are at Opa -Locks Airport and two beautification projects are at Kendall - Tamiami Executive Airport. Included enhanced 'rest stops' and seating areas, boardwalk access points to the beach and ocean and enhanced pedestrian connections from Collins Avenue to the Beach Corridor. Avon Park Streetscape Improvements - Planned urban design changes to the City Center area of the City of Avon Park in conjunction with modifications to SR 64, the City's Main Street, and Commercial Center. The initial streetscape plans included public involvement, re -doing the street and sidewalks in the Central Business District, landscaping and irrigation, and other improvements. Miller Legg worked with FDOT District I on this project. Plans were prepared according to FDOT standards and reviewed by the agency on several occasions. Atlantic Boulevard Streetscape - This one -mile stretch of Atlantic Boulevard through the City of Coral Springs was designed within the medians. This project included field verification of existing plant material and irrigation, as well as coordination with Broward County for permitting along Atlantic Blvd. and the Florida Department of Transportation for permitting along University Drive. Immokalee Reservation Master Plan - Development of an innovative Master Plan for The Seminole Tribe of Florida's Immokalee Reservation that will be used to govern the future build -out of the reservation. The Tribe requested a break from conventional suburban master planning paradigms, wanting a plan that was conceptually in tune with the Seminole's Tribal clans. In addition, the plan was to respect the ecology of the site and work harmoniously with nature, an important ethic of the Seminole nation. The plan also incorporates existing man -made development: existing neighborhoods, recreational area and on -going utility improvements. Although, the Master Planning process of some 250 acres of the Reservation is still on -going and evolving, the essence of the plan remains: a series of clan neighborhoods around a village center. The neighborhoods are designed to facilitate and encourage familial gathering, play, and socializing. Each has a central common green area surrounded by lots in a radial fashion. The central village follows that same concept with retail and office opportunities, and a library enclosing a central green /park. At one end of the village is the church and /or community center, with the communal "Council Oak" for tribal gatherings. The village center also has multi - family housing associated with it to enliven the village around the clock. A new "Tourist Village" is proposed at the terminus of a new reservation entrance drive. The Tourist Village will house arts and crafts shops, a museum and cultural center, a nature walk, and other retail associated with tourism. Lakes are proposed for aesthetic and utilitarian purposes: for fill and to protect sensitive wetland areas as well as for scenic viewsheds. Essential wetlands are preserved and key water flows are left unimpeded - the ecology of the site may even be enhanced. The Seminole Tribe plans to use this Master Plan as a prototype for other tribal reservations. The park trail network was designed to be tied to a future County -wide network of biking and hiking trails. Tradewinds Park Development Plan - Designed the overall Master Development Plan that will serve to guide development for, and improvements on, the 240 -acres of land that constitute the north end of Tradewinds Park, a Broward County Regional Park. The plan was comprehensive in its scope, examining all park elements, from new additional park facilities and improvements to existing facilities, to addressing infrastructure improvements and dealing with parking and circulation issues. The design of the tot lots followed the theme of 'orange processing' from picking oranges in a grove setting to processing them. In order to meet the demands of the veteran population, a 'fast- track' burial development area was prepared to provide interments and immediate operation of the cemetery. Also, Miller Legg provided signal design. The site's freshwater wetlands, pine flatwoods and dense understory vegetation provide for a unique palette on which the master plan is developed. Miller Legg's services also included preparation of the Storm Water Pollution Prevention Plan (SWPPP) for NPDES permitting. Torino Park Master Plan - This project consists of approximately 13 1.5 acres located in the northwest quadrant of the City of Port St. Lucie. A conceptual Master Plan has been developed to incorporate both active and passive park elements. The project will be constructed in multiple phases beginning with a baseball /softball quadraplex. FAU Lee Street Roadway Project - Miller Legg is responsible for preparation of construction plans for a 4 -lane divided street and 1,600- parking spaces south of the new Lee Street location, topographic surveying, tree surveys, environmental site assessment and permitting for relocation of gopher tortoise and burrowing owl locations, master planning, civil engineering, electrical engineering for street lighting, mechanical engineering for new chilled water main plant interconnection, landscape architecture and irrigation design plans, permitting with South Miguel Juncal Florida Water Management District and Lake Worth Drainage District, and construction phase services. She also has been a CPTED instructor for the Broward Sheriffs Office and the Attorney General's Office. Ms. Cohen is an Associate of the firm. Currently, Ms. Cohen's focus is on revitalization projects and assisting cities in obtaining grants for project improvements and redevelopment. Emphasis was placed on unification and establishment of separate neighborhoods by incorporating existing vegetation into the proposed planting designs. The landscape architecture project team provided planting hardscape and irrigation design for 5 miles of residential streetscapes in Tamarac. The design included the development of a comprehensive plant palette that defined roadway hierarchy and continuity. This plant palette included palms, trees and understory species. This streetscape design provides for unification and an establishment of a sense of place for five separate neighborhoods while utilizing existing vegetation. Additional issues that were of concern to City officials include compliance with the established City budget, incorporation with proposed roadway and curbing improvements, utilization of xeriscape principles, use of existing canals for irrigation sources, incorporation of FDOT sight requirements for driver safety, and enhancement to existing corridors with ' respect to existing utilities and resident input. Miramar Recreation Redevelopment Plan - As a result of rapid growth and expansion, numerous City -owned properties became outdated and no longer could support the increased population of the City. Conceptual plans were developed for the reuse of these facilities. These proposed improvements ranged in diversity from active parks including ball fields and playgrounds, to athletic indoor facilities and senior, after school and early development centers. Joseph C. Carter Park Improvements - A 21 -acre community park in the City of Fort Lauderdale whose amenities include ballfields, swimming pool and complex, gymnasium, tennis courts, basketball courts, parking lots, entranceways and fencing. Services provided include: paving, drainage, water and sewer, site planning design, lighting, landscape architecture, and construction services. Miramar Landscape Corridor Planning - Landscape Corridor Guidelines consisting of 15 corridors for the City of Miramar exemplifies Miller Legg's strong understanding of the entire landscape architectural procedural process beginning with the defining of the scope of services through the design process to the eventual final costing and assistance in enacting ordinances to effectuate the proposed design. Increased pressures of development on the City of Miramar necessitated Landscape Corridor Guidelines to be established to provide unification and an overall design theme for the citywide corridors to guide and keep pace with increased growth. Concurrently, the Miller Legg engineering staff completed a master roadway network plan within the City limits which provided a compliment to the landscape guidelines, as well as, for use in integration into the City's overall GIS database. Working closely with the engineering staff on the development of typical roadway sections, the landscape architectural design staff provided direction on roadway section designs to allow for optimum landscaping of the corridors, particularly with regard to applying sight distance clear zones and landscaping per FDOT standard indexes 545, 546 and 700. North Andrews Gardens Neighborhood Improvement ill B. Cohen, RLA, AICP Project - A 730 -acre community, containing approximately 30 miles of roadway, located in Unincorporated Broward County. Services provided in the first phase of the project included: a Basis of Design Report (BODR) evaluated the existing conditions and recommended engineering and landscape architecture solutions. The design and construction administration portions of the project include the design, modeling of water distribution system, sanitary sewer transmission system & stormwater system, construction /contract administration and public information, permitting of the water, sanitary sewer, drainage and roadway improvements, preparation of bidding documents, as well as the design of landscaping, irrigation and entry sign features for the neighborhood. Services provided by Miller Legg also include control surveys for aerial photography - tied USGS monumentation, right -of -way surveys, topographic surveys, SFWMD and BCEPD surface water permitting, FDOT permitting and design of traffic calming elements. The two subject sites are the 45 -acre Volunteer Park site located at the southwest corner of Sunrise Boulevard and NW 1 18th Avenue, and the 28 -acre Broward County School Board site located at the northeast corner of NW 121 st Avenue and NW 1 12th Street. Environmental services provided included: mapping of jurisdictional wetlands within the mitigation site and ± 28 impact sites, functional evaluations of wetlands within the mitigation site and 28 impact sites, mitigation calculations, design of consolidated mitigation area, permitting of wetland impacts and consolidated mitigation area through DPEP and ACOE, and development of credit distribution mechanism for the City of Plantation. Boulevard Square - A 30 -acre commercial development in Pembroke Pines. Services provided included: planning, surveying, landscape architecture and irrigation design, lighting, engineering design and permitting, off -site roadway design, and construction services. Award: Broward Beautiful, First Place in Shopping Centers, Broward County, 2002 City of Plantation's SW 70 Avenue - Miller Legg served as liaison between the City and the Florida Department of Transportation regarding design of the roadway plans in Microstation to meet the FDOT's requirements. This roadway project is part of the Broward Boulevard /FDOT expansion project in Plantation. Linear Park at Weston Town Center - This 30 -acre mixed -use project included retail, office, residential and future governmental services. Other key elements for Weston Town Center include a lakefront linear park with band shell and an interactive fountain. The design process for this project included the preparation of Master Design Guidelines for the entire project and all the varied uses. In addition, this pedestrian oriented "soul" of the City of Weston included a highly central retail area with themed landscaping, specialty paving design, site furniture, and irrigation. The project objective is to restore the hydrology within the site boundary as close to its pre- drained condition with the installation of control structure, which will prevent adverse effects to surrounding off -site properties. New Testament Baptist Church - A 160 -acre Master Development Plan in the Town of Southwest Ranches requiring water management analyses and master utility design and permitting for an elementary and middle school expansion. The master plan included a new worship hall, gymnasium, multi -use ball fields and a passive park. Memorial Hospital Miramar - A 124 - acre site located in the City of Miramar. The campus -style project includes medical office buildings, maintenance facilities and outparcel facilities. Services provided for both on -site and related off - site improvements include: site planning, platting, surveying, civil engineering, landscape architecture, irrigation design, environmental risk management, consumptive water use permitting and environmental permitting. Project management, planning, expert witness and cost estimating services have also been provided for the Hospital's Certificate of Need process. Off -site improvements include the design and construction of a one -mile section of new roadway connecting Pembroke Road. Miller Legg's services also included preparation of the Storm Water Pollution Prevention Plan (SWPPP) for NPDES permitting. Award: Best of 2005 Award of Merit - Health Care, Southeast Construction, 2005 SFWMD Miscellaneous Engineering Services - Through a three year contract, Miller Legg provided miscellaneous engineering consulting support services to the South Florida Water Management District. Broward County Owner's Representative Contract - Miller Legg provided Owner's Representative Services for Broward County District Seven Parks; Secret Woods Nature Center and Easterlin Park. Responsibilities included management of the procurement, permitting and construction repairs and replacement of existing Park elements. The Parks are located in the Cities of Dania Beach and Oakland Park. Program elements include: exotics removal, reforestation, boardwalk repairs and replacement, roof repairs and replacement, campground improvements and water, sewer and drainage improvements. Monterra Development (Waldrep /TOUSA Homes Parcel) - This 526 -acre parcel is one of the last large remaining tracts of vacant unincorporated land in southwest Broward County. The project involves the development of a residential community that includes apartments, townhomes, and single family units. In addition, the development includes a Town Center that will provide limited commercial, restaurant and retail uses. Miller Legg is providing a variety of design and consulting services which include, but are not limited to: land surveying; planning services (annexation into the City of Cooper City), Land Use Plan Amendment, platting and site planning; environmental services such as wetland determination, wildlife surveying, permitting, mitigation negotiation and construction services; traffic engineering; and civil engineering services including the establishment of a community development district ( "CDD "), earthwork, drainage, water and sewer, road permitting, paving and construction assistance. The survey included static and RTK GPS surveys using RTK for the reconnaissance and recovery of the public land corners. Sheridan Shoppes at Muvico Theaters Davie - Redevelopment of the Master Plan for this 42 -acre retail Fernando Cano, El center including the addition of two 500 - seat theaters, and three restaurant outparcels. Services provided included: surveying such as ALTA Title review surveys, topographic surveys and sketch of descriptions, utilities relocation including drainage, and water and sewer design for the parking lot, landscape architecture and irrigation design. MILLER*` LEGG Mark R. Clark, MS, CEP, CE Senior Biologist Professional Experience: Mr. Clark joined Miller Legg in 2000 and has over 18 years of professional experience providing environmental and permitting services. As a Senior Biologist, Mr. Clark is responsible for performing studies and investigations on biological and ecological impacts effecting the firm's projects. This includes field evaluations, assessments, recommendations and report writing. Specific responsibilities include: wetlands jurisdictional determination, environmental resource permitting; wetland mitigation design; mitigation monitoring; protected species coordination, seagrass mapping, endangered species biological assessments, permit construction compliance; coordination of environmental GIS applications; NEPA documentation and assistance with plan preparations. Mr. Clark is also an Associate of the firm. Mr. Clark has held the position of Senior Scientist and Environmental Sciences Manager with other local, consulting firms. Relevant Project Experience Pembroke Pines Preserve at Florida Wetlandsbank - A 100 -acre private passive park containing an interpretive exhibit center, 3,000 LF of boardwalk and nature trails, and canoe trails in Pembroke Pines. Services provided included: land surveys; as -built surveys; topographic surveys; master planning, site planning and engineering; mitigation design and consulting; and construction management and observation. Coral Springs Sportsplex - A 25 -acre recreational park expansion project requiring mitigation design and jurisdictional wetland determinations, WRAP and WBI assessments, and permitting with the U.S. Army Corps of Engineers, the South Florida Water Management District, and Broward County. Kiwanis Park Mitigation Project - A ± 6 -acre cypress wetland mitigation area in the City of Coral Springs Park System. Services provided include: environmental investigations and assessment; hydrological analysis of site; development of management recommendation plan; preservation and enhancement of specific habitats; hydrologic enhancement design and implementation within specific habitats; continuing monitoring of ecological restoration; and permit compliance. West Lake Park II - Environmental Services - Miller Legg is the prime consultant for the permitting and design of enhancements for the second phase of this 1,400 -acre estuarine wetland. Services provided included: water quality data analysis, hypothesis development and review, sediment analysis, fishery analysis, rip -rap design, benthic macro - invertebrate identification, seagrass survey, mitigation credit determination, negotiation of permit modifications, and permitting with the U.S. Army Corps of Engineers, the Florida Department of Environmental Protection, the South Florida Water Management District, and Broward County Department of Planning and Environmental Protection. The seagrass survey was conducted using SCUBA and DGPS equipment and included transect/q uad rant measurements of seagrass density, abundance, and frequency of occurrence. Bal Harbor Artificial Reef - Miller Legg serves as the independent consultant for Miami -Dade County Department of Environmental Resources Management on the Bal Harbor Artificial Reef Project. Services provided include: committee oversight, scheduling, and artificial reef monitoring. Coral Springs Miscellaneous Environmental Engineering Services - The services provided under this contract include; planning, environmental and landscape architectural designs, site and construction observations, and development reviews. The development review services were provided to assist the City staff in the review of general development issues and to address specific environmental concerns of a proposed development project. In addition, Miller Legg supported the City staff by providing landscape architectural field inspection services to ensure that the landscape requirements were not only addressed in the submitted plans but also in the quality and quantity of material used in the field. These services were provided using a cost recovery process. Mark R. Clark, MS, CEP, CE Red Lichen Sanctuary - A 14 -acre parcel developed for mitigation. Services provided included: mitigation design and permitting with Broward County Department of Environmental Protection. Sheridan House - A 57 -acre site for a community facility campus containing mixed uses of residential, day care and offices. Environmental Services included: wetland delineation, permitting, wetland mitigation design, and protected species review. Surveying services included cross - sections and as- builts of lakes and wetland areas. MILLER \� LEGG J. Aaron Smith, CID, CLIA Irrigation Design Technician Professional Experience: Mr. Smith is responsible for irrigation design for a variety of public and private projects including roadway landscaping and irrigation, active and passive park irrigation design, as well as residential, commercial and institutional projects. As an Orange County Certified Irrigation Contractor, he also provides irrigation construction services. As a Maxicom- certified irrigation designer, Mr. Smith has expert knowledge of central control systems. Prior to joining Miller Legg, he worked with other Central Florida irrigation contracting firms, including managing his own firm for three years. Relevant Project Experience: Sunny Isles Beach Active Park - A 2.5 -acre active park site, for which Miller Legg managed landscape architecture, irrigation, engineering, surveying and architecture designs for a baseball field, recreation building, playground structure, multi - purpose court and related site amenities within the City. The project management team at Miller Legg received recognition from the City for their involvement in the design completion of the Park. McChesney Park Soccer Field Expansion - An existing active recreational facility with two regulation - sized soccer fields, concession / maintenance buildings, play area and parking. Miller Legg designed the park expansion consisting of three regulation - sized soccer fields, 205 additional paved parking spaces and restroom building. The soccer fields will be equipped with sports lighting in order to facilitate nighttime play. Miller Legg prepared the Storm Water Pollution Prevention Plan (SWPPP) and processed the Notice of Intent (NOI) for NPDES permitting. The total project site is approximately 13 acres. Jessica Clinton Park - A 20 -acre community park located in the City of Port St. Lucie. Miller Legg teamed with The Collage Companies and the project was delivered using the design /build process. This facility provides active recreational opportunities that include two lighted baseball fields, a soccer /multi -use field, and basketball and tennis courts. Passive recreation elements include a picnic area, playground and fitness trail. The park has a maintenance building and public restrooms. Miller Legg prepared the Storm Water Pollution Prevention Plan (SWPPP) and processed the Notice of Intent (NOI) for NPDES permitting. Artisan Park Interpretive Nature Trail - Design of a self - guided interpretive / educational signage nature trail throughout the residential community and its natural habitats. This trail incorporates architectural elements of the Craftsman architectural theme while providing an interpretive opportunity for the numerous natural environments preserved throughout the site. Artisan Park is a 160 -acre, 650 -unit subdivision developed by the St. Joe Towns & Resorts and is located in Celebration, Florida. Victoria Park - Development of irrigation designs for a variety of residential and recreational areas within the 2,000 -acre phased development in Deland. In addition to design activities, coordination and associated testing for irrigation installation activities as well as installation and establishment of the Maxicom central computer control system. FAU Lee Street Roadway Project - Miller Legg is responsible for preparation of construction plans for a 4 -lane divided street and 1,600- parking spaces south of the new Lee Street location, topographic surveying, tree surveys, environmental site assessment and permitting for relocation of gopher tortoise and burrowing owl locations, master planning, civil engineering, electrical engineering for street lighting, mechanical engineering for new chilled water main plant interconnection, landscape architecture and irrigation design plans, permitting with South Florida Water Management District and Lake Worth Drainage District, and construction phase services. This project also required coordination with other government agencies, including the Florida Fish & Wildlife Conservation Commission. Avon Park Streetscape Improvements - Planned urban design changes to the City Center area of the City of Avon Park in conjunction with modifications to SR 64, the City's Main Street and Commercial Center . The initial streetscape plans included public involvement, re -doing the street and sidewalks in the Central Business District, landscaping and irrigation, and other improvements. Miller Legg worked with FDOT District I on this project. Plans were prepared according to FDOT J. Aaron Smith, CID, CLIA standards and reviewed by the agency on several occasions.
