In addition, the consultant and staff will develop a project time line and schedule, method for public involvement and neighborhood meetings, locations of meetings, methods of public meeting advertisement. 1.2 The project area for each project will be defined. 1.3 Products provided by the consultant • Project schedule • Final Scope of Services • Public Involvement Process and Venue • Meeting list with participants, location, time, and agenda TASK 2.0 2.1 2.2 2.3 TASK 3.0 3.1 3.2 Design Programming The consultant shall work with the staff to establish a program for the project design. The consultant will hold a series of workshops in the neighborhood area. The input from these public workshops, and guidelines established by the City's Comprehensive Plan shall be used as a basis for the development of the final program. The consultant will prepare a draft program of uses based upon the workshop input. This program will be reviewed by the staff and put into final form by the consultant. The consultant will then develop a detailed site planning program which delineates the size and siting requirements of the proposed uses. Products provided by consultant • Public workshops • City staff meetings • Use Program • Site requirements program Site Analysis Utilizing existing boundary and topographic survey data along with any other reports and documents provided by the City, the consultant shall prepare a project base map. The consultant shall visit the site and prepare a site inventory and analysis data base. The site inventory and analysis shall include the following: a. Surrounding land uses b. Access / operations feasibility C. An existing condition inventory to include existing tree and plant material survey by species type and vegetative communities. d. Visual Analysis of on -site conditions and off -site viewsheds e. Pedestrian Circulation demand routing f. Vehicular Circulation and parking needs analysis (existing and future) g. Soils Conditions (SCS) h. Surficial and subsurface hydrology analysis (SCS) i. Structural analysis of existing walks roads, seawalls, docks, etc. j. Utilities availability analysis k. Products provided by consultant • Site visits • Plan map for existing site conditions • Meetings with appropriate agencies ' Opportunities and constraints analysis • Summary report TASK 4.0 Conceptual Site Planning 4.1 The consultant shall prepare sketch conceptual site plan alternatives which will identify proposed primary recreation activity zones such as: pedestrian and vehicular circulation, parking, drainage, landscaping, restrooms, boardwalks, and other elements outlined in the proposed program. Products provided by consultant • Conceptual site plans (30" x 42) • Preliminary cost estimates for the plans in spread sheet form Conceptual floor plans and elevations at 1/8" = 1.0" for architectural features TASK 5.0 Conceptual Plan Review Meeting 5.1 The consultant shall meet with the staff, the Parks Board, and hold a series of public meetings to discuss the conceptual plan. During these meetings, the plan shall be evaluated and critiqued by all parties. Based upon the comments and concerns, the final master plan will be prepared. Products provided by consultant • Public Meetings Summary of Changes TASK 6.0 Final Park Master Plan 6.1 A final master plan shall be prepared based upon the conceptual plan review meetings. The master plan will be a graphic presentation accompanied by a written report. The plan shall incorporate all comments and changes required by the staff, Parks Board and the public. The final plan will include refinement to the architectural plans, perspectives of the park, typical sections, and an aerial oblique perspective. The written report shall summarize the park facility program, the master plan, character sketches, conceptual architectural plans for the park structures, environmental, engineering permitting parameters, alternative funding sources, and construction phasing and cost estimates. 20 SCOPE OF SERVICES The RMPK Group - Pg 3 ' Products provided by consultant • One final master plan graphic (30" x 42 ") (one colored / rendered plan) • Final architectural floor plans and elevations at 1/4" = 1.0' • Final master plan document: • Final Cost Estimate • Conceptual drainage plan • Parking and Circulation plan • Permitting requirements • Funding alternatives Electronic files of all drawings and reports will be made available to the client CONSTRUCTION DRAWINGS PHASE TASK 7.0 Design Development 7.1 Architectural Consultant shall prepare design development documents for staff review as follows: refine schematic floor plans, typical wall sections, roof plans, foundation plans, mechanical systems, structural systems, materials selections, cost estimates, interior finishes, and architectural details as required. 7.2 Landscape Architectural Consultant shall prepare design development documents for staff review as follows: preliminary design and layout for grading, drainage, entry road parking areas, walkways, plazas, playgrounds, shelters, landscaping, wetlands, and all other areas contained within the final master plan; and preparation of cost estimates, material selections, and geotechnical conditions review. 73 Electrical Engineering Engineer shall prepare a preliminary layout and design of electrical service for buildings and site lighting 7.4 Planning Consultant shall prepare submittal documents for City site and development plan review process (City Building, Planning Division and Community Development Departments). Consultant shall coordinate meetings with sub - consultants, City staff, Planning Division and Community Development Division. 8.3 Site Electrical Engineering Engineer shall prepare all site electrical construction drawings and specifications necessary for bidding of the construction of the project. 8.4 Civil Engineering Drainage /Roadways /Utilities Engineer shall prepare storm drainage plans for roads, paved parking areas, and the park site. Roadway grades and cross - sections will be designed by engineer to meet requirements of the City. Stormwater design will include the provision of detention and treatment facilities as required by the County and Southwest Florida Water Management District regulations. Included in drainage plans will be the spacing of curb inlets, sizing of the Stormwater piping system, selection of pipegrades, determination of junction box locations, sizing of the treatment and attenuation pond(s), the determination of the outfall control structures, type of water treatment facility and ouffall location. 21 SCOPE OF SERVICES The RMPK Group - Pg 4 Details Engineer shall prepare details necessary for the proper construction and installation of the project. Details to be in conformance with City Utilities and Florida Department of Transportation requirements. Cost Estimates Engineer shall prepare quantity take -offs and preparation of cost estimates for the above proposed civil engineering aspects of the project for the City's use and for construction bidding purposes. The quantity take -offs and associated cost estimates will be prepared by engineer; one at design development drawing submittal (30 %) and one at 90% construction drawing submittal. Specifications The engineer will prepare technical specifications for the above proposed civil engineering aspects of the project. The Florida DOT specifications will be utilized as the main technical specification. These specifications will be supplemented, as necessary, with special provisions. The consultant will use the Standard Forms of Agreement as prepared by the engineer's Joint Contract Documents Committee or other forms provided by the County for the construction documents. 8.5 Planning The consultant shall prepare submittal documents for City construction plan review by City Building, Community ' Development Department, and Planning Division, and make necessary changes for final compliance and acceptance by same. The consultant shall coordinate meetings with City Recreation and Parks's staff and City Building and Community Development Departments and for review of construction plans at 30 %, 90 %, and 100% completion. TASK 9.0 Permitting Services 9.1 The Consultant shall submit all information, conduct field review, perform environmental jurisdictional sign -offs, and take all other necessary actions to obtain permits from regulatory agencies having jurisdiction over the project, including, but not limited to, the following: • Southwest Florida Water Management District • County Planning Division County Community Development Department TASK 10.0 Bidding Services 10.1 The Consultant shall attend pre -bid meeting chaired by the City purchasing department. Consultant will respond to bidders' questions during the bidding process, and issue bid addenda and clarification sketches as required. Consultant will review all bidders' submissions; and assist the City in the evaluation and award of the bids. TASK 11.0 Construction Administration 11.1 Construction Consultation and Coordination Consultant shall attend one (1) preconstruction meeting, consult with and advise the City during construction of the project, prepare supplementary sketches required to resolve problems due to actual field conditions encountered, and review and approve detailed construction shop drawings submitted by the construction contractor(s) for compliance with design concepts. Consultant shall review and approve test reports on materials and equipment. 22 ' SCOPE OF SERVICES The RMPK Group - Pg 5 11.2 Site Observation Consultant shall make visits to the project site at intervals appropriate to various stages of construction of the project in order to observe the progress and the quality of the executed work, and shall report findings to the City. Consultant shall issue instructions from the City to the Contractor(s) for construction of the project, issue necessary interpretations and clarifications of Contract Documents, review required change orders, required special instructions and testing of the work, and make decisions as to the acceptability of the construction work. Consultant shall attend scheduled project construction meetings and prepare minutes and address issues raised by the Contractor. Consultant shall determine amounts of progress payments due, based upon completion of the construction of the project, and recommend issuance of such payments by the City. Initial operation of the project and /or performance tests required by the specifications shall be observed by the Consultant. Consultant shall make a final inspection and report on completion of the project, including recommendations concerning final payments to Contractors and release of retained percentages, if any. TASK 12.0 Contract Closure 12.1 Record Drawings The Consultant shall review a set of reproducible record prints of drawings showing changes made during the construction process, based upon the marked up prints, drawings and other data furnished by Contractor(s) to City and which the Consultant considers significant. 12.2 Final Punch List The Consultant, along with City staff, shall visit the Project site once to observe and determine whether any apparent defects exist in the completed construction. The goal was to create an aesthetically pleasing yet accessible village allowing the flow of traffic and pedestrians. Traffic was an important factor in this plan because of recent developments and the increasing number of vehicles on the boulevard. For that reason several landscape islands and medians were designed to calm the traffic as weel as raised crosswalks and specialty paving.
