A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, RATIFYING A TEMPORARY
AGREEMENT FOR TRAINING AND CODE ENFORCEMENT
SERVICES WITH THE VILLAGE OF BISCAYNE PARK,
ATTACHED HERETO AS EXHIBIT "A"; PROVIDING THE CITY
MANAGER AND THE CITY ATTORNEY WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Village of Biscayne Park is in the need of assistance to enforce the
Village Codes and Ordinances which govern construction, land use, environmental protection,
housing, and building maintenance, vacant building standards, vegetation overgrowth, and
noise from construction and equipment; and
WHEREAS, the City of Sunny Isles Beach is willing and able to provide temporary
code enforcement services and training to the Village of Biscayne Park; and
WHEREAS, the City of Sunny Isles Beach and the Village of Biscayne Park have
executed an agreement outlining the terms and conditions to provide temporary code
enforcement services and training; and
WHEREAS, the City Commission wishes to ratify the Code Enforcement Services and
Training Agreement with the Village of Biscayne Park.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Ratifying the Agreement. The City Commission hereby ratifies the Temporary
Agreement for Code Enforcement Services and Training between the City of Sunny Isles Beach
and Village of Biscayne Park attached hereto as Exhibit "A".
Section 2. Authorization of the City Manager and City Attorney. The City Manager and the
City Attorney are hereby authorized to do all things necessary to effectuate the terms of this
Resolution.
Section 3. Effective Date. This Resolution shall become ect e upon adoption.

Commissioner Dear Ms. Ragoonan:
Christopher J.Russo This letter is intended to memorialize an agreement between the City of Sunny Isles Beach(the"City")
City Manager and the Village of Biscayne Park(the"Village")for Temporary Code Enforcement services. Under the
Hans Ottinot agreement,the City will provide training to newly hired Code Enforcement Officers for the Village and
City Attorney assist in the enforcement of the Village codes and ordinances which govern construction,land use,
Jane A. Hines environmental protection, housing and building maintenance, vacant building standards,
City Clerk,MMC vegetation overgrowth, and noise from construction and equipment. These services include
providing one code enforcement officer,and technical support,if needed.
Regarding the Village's responsibilities, the Village will provide the designated Code Enforcement
Officer with a vehicle and administrative support to carry out the duties under this agreement. In
addition, the Village hereby agrees to hold the City, its agents, elected officials, employees and
authorized personnel harmless and relieve them from any responsibility or liability for any legal action
or damage, cost or expense(including attorneys fees)which may result from the Code Enforcement
Officer's actions taken on behalf of the Village.
The services will start upon execution and terminates no later than February 1,2017 unless extended in
writing by both parties.As compensation for these services,the Village agrees to pay the City Twenty
Six Dollars ($26.00) an hour up to an amount not to exceed Two Thousand Five Hundred Dollars
($2,500.00).
Please confirm that the above conditions meet with your approval. If they are acceptable,the parties
will execute a formal agreement.This agreement is subject to ratification by the City Commission.

RECOMMENDATION:
This Resolution is presented for your consideration.
REASONS:
The Village of Biscayne Park has asked the City to temporarily assist
them with the enforcement of the Village Codes and Ordinances. Under
this agreement, the City will provide training to newly hired Code
Enforcement Officers for the Village and assist in enforcement of the
Village Codes for a period ending Februaty 1, 2017. The Village has
agreed to pay the City the sum of$2,500.00.
