HomeMy WebLinkAboutReso 2016-2638 RESOLUTION NO. 2016- 2.2,34 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING APPOINTMENTS TO THE HISTORIC PRESERVATION BOARD FOR CALENDAR YEARS 2017 AND 2018; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission created the Historic Preservation Board through Ordinance No. 2004-197 adopted on April 15, 2004, providing for standards and review for the preservation of historical properties within the City, and through Ordinance No. 2004-214 adopted on September 22, 2004 adding two additional members to the Board; and WHEREAS, the Board provides recommendations to the City Commission regarding the designation of historic properties within the boundaries of the City; and WHEREAS, Board members are appointed for a two-year term commencing January 1 and ending December 31 of the second year; and WHEREAS, the Mayor shall appoint the Chairperson and one additional member, the Vice-Mayor shall appoint two (2) members, and the Commission shall appoint one member each for a total of seven (7) members; and WHEREAS, Board members shall be governed by the Rules of Procedure that govern the City Commission, the Florida Sunshine and Public Records Laws, and the terms of this Resolution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and confirmed as being true and the same are hereby made part of this Resolution. Section 2. Appointment of Board Members. The Mayor shall appoint the Chairperson and one additional member, the Vice-Mayor shall appoint two (2) members, and the Commission shall appoint one (1) member each for a total of seven committee members (7). Additionally: (a)No person shall serve as Chairperson of more than two (2) Boards/Committees. (b)No person shall serve on more than two (2) Boards/Committees. (c) Should any appointee resign during the term of the Board, the Commission, by majority vote, shall select another appointee to fill that vacancy. (d) Members shall be appointed to serve for a two-year term, but that term may be renewed as often as desirable. Historic Preservation Board Appointments 2017-2018 1 (e) Attendance Policy: The City's attendance policy for members of boards and committees provide that, if a member fails to attend three (3) duly noticed meetings of such groups without being excused for good cause, the member may be removed from his or her seat automatically. A board member or committee member may not be removed from his or her seat unless the City Clerk certifies that the member has failed to attend three (3) duly noticed meetings. Committee duly noticed meetings of the board and committees include regular scheduled meetings and any special meetings. The City Commission finds that personal illness, family emergencies, military absences, family weddings, family graduation exercises, and bona fide business and vacation trips constitute good cause for nonattendance at a duly noticed meeting. Section 3. Selection of Board Members. The City Commission hereby approves the following appointments (individual appointments attached as Exhibit "A") to the Historic Preservation Board for calendar years 2017 and 2018: _ Name Title Arie Steiger Chairperson Shari Blank Member Dione Del Monico Member Tim Lanham Member Warren J. The Board shall provide the Clerk of the Courts and the Miami-Dade Historic Preservation Chief with a report regarding the activities of the Board over the year. Section 5. Rules of Procedure. The Board shall be governed by the Rules of Procedure that govern the City Commission, and subject to Florida's Sunshine and Public Records Law and Financial Disclosure requirements. Section 6. Effective Date. This Resolution shall become effective immediately upon adoption. PASSED and ADOPTED on this 15th day e December 2016. Georg H. Hines, MMC, City Clerk DATE: 12/15/2016 RE: Historic Preservation Board Appointments RECOMMENDATION: It is recommended that the City Commission approve the attached Resolution appointing members to the Historic Preservation Board for a two-year term. REASONS: The City Commission created the Historic Preservation Board to provide for standards and review for the preservation of historical properties within the City. The Historic Preservation Board provides recommendations to the City Commission regarding the designation of historic properties within the boundaries of the City. The Board appointments are two-year terms, and the following members have been appointed as follows: Chairperson Arie Steiger; Members: Shari Blank, Dione Del Monico, Warren J.
