05-01 for a Wireless Island: Solution Strategy and Design for Wireless Broadband Telecommunications

0 I. Business Proposal
a. Introduction
Wireless technology is progressing at a rapid pace. Many opportunities exist to
change the way we operate and achieve one of many business imperatives: Do it
first, do it faster, do it better, do more with less, and deliver more value.
Some entities are concerned with being first to market, others with higher quality and
yet others with cost reduction. No matter what the emphasis, or even why, every
wireless initiative needs to be grounded with an analytical foundation so that each
initiative achieves its original goal.
Modern cities and communities need more thought behind the creation of wireless
networks than simply, "build it and they will come." The metropolitan community
needs to proactively look at the new capabilities and the impacts of these capabilities
on its resources, employees, organizations, and citizens. The ability to create a
framework that looks holistically at the economy of the city and balances the trade-
offs between different stakeholders is critical. IBM typically classifies stakeholders
into three major categories: Public Safety & Security, Public Workers and Public
Access. Certainly there are underlying categories as well. All three have different
benefit and value streams, different funding and cost models and different
operational and technology requirements. For example, while "bridging the digital
divide" (Public Access) might be offered on a low or no cost basis with `best effort'
availability, an in -car mobile data unit for police (Public Safety) might have
millisecond latency requirements with priority bandwidth assignment.
,b. Executive Summary
IBM has read and reviewed the project objectives as outlined in the City of Sunny
Isles Beach Wireless Island: Solution Strategy and Design for Wireless Broadband
Telecommunications Infrastructure RFP # 06- 05 -01. IBM believes that the City's
vision and goals are clear and attainable and represent the correct components
necessary to make this progressive initiative a success.
IBM Global Services has the demonstrated expertise in analyzing business and
residential needs in cities like Saint Paul, Fresno and Brownsville. IBM has
developed a team of subject matter experts that specialize in identifying how
broadband technologies are meeting or not meeting the needs of communities and
local city governments. Although the trend is that broadband connectivity in the
workplace typically has been higher speed than consumer connectivity, the real
constraints to leveraging broadband technologies have been primarily technical in
nature since many substitute technologies enable broadband services using both
wired and wireless based standards. Assessing broadband services typically
requires a sound business model assessment methodology. That methodology
includes evaluating various physical infrastructure options like Wi -Fi, WiMax, PTP,

even broadband satellite services both from a cost perspective, but also from a
broader range of components including maximum throughput, network architectures,
transport protocols, quality of service and the ability to support several forms of
mobility. Recently, wireless broadband has proven itself at a business model level to
offer high speed services that enable lower cost ways to drive real -time collaboration.
IBM's expertise is centered on building sustainable Broadband business models built
upon identifying compelling new services, analyzing new sources of revenue,
identifying ways to improve the operations and identification of all one -time and
ongoing costs.
C. Vendor Qualifications and Experience Summary
IBM is uniquely qualified to be the City of Sunny Isles Beach's wireless broadband
solution partner.
IBM prides itself as being one of the leading system integrators in the world with core
experiences and competencies to work with multiple vendors and service providers
to build a strong wireless infrastructure system that incorporates existing and
emerging applications. Additionally, IBM is an established wireless integrator and is
proud to be recognized as the first IT and services provider to join the Wireless
Broadband Alliance, created in 2003 by wireless broadband operators to promote
wireless communications around the world. IBM is slated to invest more than US$1
billion over the next four years to extend and enhance our wireless and pervasive
40 solutions. IBM is committed to the development of citywide networks utilizing
emerging technologies to accelerate economic development, on demand solutions,
collaboration between government agencies and to extend services to the entire
community through a robust and scalable wireless infrastructure.
In addition to having the skills to assist the City of Sunny Isles Beach with the
strategic planning and design of a city wide wireless network, IBM is uniquely
positioned with the experience of building and managing these networks for
municipalities and service providers alike. Multiple constituents will have an interest
in the outcome of this initiative as it relates to their business plans, efficiencies
gained, and technology leverage to the greater good of both the commercial and
public interests of the City of Sunny Isles Beach.
It is critical at the outset of this project to put in place a team versed in identifying
these issues in collaboration with the City while in parallel planning the design and
deployment methodology of the physical infrastructure. There is no company better
positioned than IBM to play the role of total systems integrator from vision through
deployment, management, maintenance, and realization of value added services.
IBM's success in these types of projects leverages our considerable expertise in
strategic planning and consulting while keeping in mind the realities of an outdoor
wireless radio environment with all of the complexities of design, deployment, and
maintenance. Of equal importance is our experience providing solutions to the
various constituent agencies leveraging our experience working with Fire, Police,
Housing, Inspectors, and other government and commercial mobile workers. IBM's

metrics for the networking technology during the planning stage. Additionally, IBM's
expertise in organizational structure, change, and formulation allows us to bring
significant value to help craft the type of organization for the City of Sunny Isles
Beach that, based on its vision, will provide for its success.
IBM's recommended approach to meet the City's objective is based on our
experience with several other municipalities and governments. One that has
received recent public press is the State of Rhode Island. IBM's role as a trusted
advisor and key strategic partner has been critical as Rhode Island's business plans
and partnering understandings are transformed from conceptual idea to deployment.

Municipal governments are recognizing that wireless broadband solutions can be a
driving force in economic and social development in their cities. City leaders view
wireless broadband as an effective way to deliver services that can improve quality of
is life for citizens and generate new revenues for the city, leading to increased
investment in the local economy.
As a full life cycle systems integrator, IBM is proposing:

vision to provide for the success of this endeavor. IBM has a strong alliance of
business partners, including wireless Internet Service Providers that can be an
integral part of the comprehensive service solution.

definition of both government and public requirements, followed by a corresponding,
consolidated network architecture design that is standards -based and leverages
existing networks and assets. With this as a backdrop and in partnership with the
City of Sunny Isles Beach several business model options will be identified from
which to chose, including self funding models, revenue share, Wireless ISP service
providers partnering or a combination. .

models and city -wide network and application deployments - will provide the City of
Sunny Isles Beach with the best chance of success in this important endeavor.
d. Project Approach and Plan of Work
IBM recognizes that there are numerous reasons why the City of Sunny Isles Beach
( "City") should deploy a wireless broadband network. City functions can gain much
efficiency by allowing users to perform these functions without the traditional tethers
associated with wired network connections. In the process of deploying a wireless
network, the City is able to utilize existing data infrastructure, allowing for greater
utilization of the already installed wired /wireless infrastructure investment. Further,
the City will gain increased efficiencies, both from a mobile worker standpoint and
from a public safety standpoint. City users, as well as public safety users, will be
able to access agency applications (both for productivity and for mission critical
needs) wherever and whenever users need those applications. From a civil
standpoint, citizens will be able to access City services wirelessly, allowing the public
more opportunities to interact with their government. Finally, the City's wireless
network opens a new revenue stream not previously leveraged, enhancing economic
development while at the same time gaining efficiencies in other areas.
Creating an approach to gain the right capability, at the right time, for the right cost,
makes the creation of a valid Wireless Strategy critical to the City.
10 IBM's proposed approach would lead to an accurate definition of both government
and public requirements and a corresponding consolidated network architecture
design that leverages existing networks and assets. With this backdrop, the City of
Sunny Isles Beach will have multiple business model options from which to choose.

Typically the difference between allocated funds and anticipated system cost, while
not excluding any other desired outcomes, would generally follow this six step
approach:
1. Understand current business initiatives and priorities, financing and funding
capabilities, etc.
2. Jointly develop with the City a high level Wireless Strategy, employing IBM's
Wireless Strategy framework and using already developed infrastructure from the
City to the maximum extent possible.
3. Identify the initiatives required to create a specific level of internal funding by
reducing expenses or utilizing alternative financing mechanisms, either through
wireless transformation of legacy processes (i.e. worker dispatch) or
reengineering of existing processes (i.e. motor vehicle violations).
4. Validate the initiatives, outcomes and financial implications with required City
leadership and stakeholders. This includes interviews with these agencies and
stakeholders as well as an assessment and classification of the network assets.

IBM's Understanding of the City's Wireless Strategic Objectives
IBM understands the City's desire to maximize the investment of a wireless network
and enhance every aspect of the City's operation. At the top of the list is public
safety utilization to enhance responsiveness and access to mission critical
applications, such as CAD and RMS. Some of the other areas include but are not
limited to:
• Video Surveillance: Solutions that provide close captioned video for
communities (cities, airports, border posts, etc), enabling analysis of information
for communities safety, border protection, and effective communication
• Public Access: Public access for social and economic development. Provides
lower cost wireless broadband to address underserved areas; thereby enabling
the City to attract new businesses, to increase access for tourism, convention
venues, and to bridge the digital divide
• Municipal Workforce Mobility: Broadband and applications in support of
government workforce optimization. Examples are: on -site report filing, field
service operations, case management, data and record access, employee
communication, GIS service, social workers, health care assistance
• Open Standards: A broadband wireless solutions based on open standards to
provide the a scalable and malleable infrastructure

• Open Access: An infrastructure designed to accommodate multiple providers if
desired.

IBM's focus is to help the City of Sunny Isles Beach assess the overall network
architecture from a capabilities and outcome perspective, balance various trade -offs
associated with each application and create an actionable road map that can
maximize the overall value of the entire infrastructure within a realistic financial plan.
L Project Management Structure and Organization of Assigned
Staff
It is essential for the integrator of the wireless solution to have a proven method of
executing on time and with the highest quality.
IBM's Program and Project management consists of IBM's World Wide Project
Management Methodology (WWPMM). IBM will create a Project Office dedicated to
managing all aspects of the Brookline Wireless Project.
As an approach, IBM proposes the following criteria for success:

Approach
IBM will assemble a project team with end -to -end responsibility for managing the City
of Sunny Isles Beach Wireless Solution Strategy and Design. "End -to -end" means is
that IBM's Project Office is involved in the entire life cycle of the project from the
initial planning and assessment, and potentially through the details of daily
operations once the City of Sunny Isles Beach's wireless network is up and running.
Project Initiation
Two processes are implemented during the project's initiation and led by the IBM
Project Manager with input and participation from the City of Sunny Isles Beach
project team and the IBM project team.
1. Project Definition Process — The process by which an agreement is reached on
the objectives of the project, the scope of the project is established, the initial
organization is defined, responsibilities are assigned, and initial Risk Assessment
is made.

2. Project Planning Process — The process by which a detailed work and risk plans
are developed, the organization is confirmed, and staff assignments are made.
Budget and schedules are agreed to and authorization to proceed is given at the
end of this phase.
IBM has a strong history of successful complex network implementations. To
achieve the same success for the City of Sunny Isles Beach, the IBM project team
will be responsible for a number of key elements including:

IBM understands the specific needs of the City of Sunny Isles as articulated in the
RFP to provide presentations and recommendations assess needs, articulate
business models and design options, provide estimated costs, and detailed plan for
implementing the recommended design.
IBM has performed similar projects for municipalities of varying sizes, including
providing this type of work as a component of the ongoing citywide wireless project
being performed at the City of Miami Beach.
iii. Sensitivity to public concerns
IBM has a unique understanding of the concerns of the public as it relates to a
project of this scope. We have represented all sides of the issues and can articulate
public access benefits as well as public nuisance concerns. IBM has embarked on
many projects requiring careful understanding of agency, stakeholder, and public
concerns.
iv. Sample similar project plan and schedule
The project is essentially an engagement of approximately six to eight weeks of labor
for two people. The elapsed time of this project will be more dependent on getting
the appropriate input and time of city employees and stake holders than of the IBM
resources working on the engagement.

From project kickoff through completion the engagement will likely last six to eight

the RI -WINs pilot participants, a public /private partnership that includes over 10
member firms and agencies, such as Brown University, Cox Communications and
Cox Business Services, CVS /Pharmacy, the Rhode Island Department of
Administration, Verizon Communications, and Verizon Wireless. In addition, as part
of the project management office and partnership with BIF /RIEDC, IBM has

network design, engineering and deployment oversight responsibility.

Cook County Illinois
Synopsis
Cook County, Illinois is beginning deployment of an extensive county -wide solution to
connect county Sheriff's vehicles and other county vehicles and users to high -speed
wireless connectivity. In addition, the network infrastructure built to create the
coverage areas is also used for video surveillance in other real -time data applications.
The Cisco 3200 router will be used in outdoor enclosures connected by integrated
802.11 links where video cameras and digital video recorders are installed, as well
as cabinet environmental sensors connected to router. This is the beginning of a
strategy to dramatically improve communications between agencies within the county
to aid in homeland security for the county.

Cook County is comprised of the city of Chicago and surrounding communities, and
has a population of over 5 million people and covers 946 square miles.
Business Need
Cook County's need is to have always -on access for first responders and
interoperability communications between local, state, and federal agencies. A
solution that meets requirements for industry standards, ruggedization, flexibility,
security, scalability and manageability are critical.
Solution
IBM's solution was Cisco 3200 Wireless & Mobile Routers in the Sheriff's vehicles for
mobile access, use of the Cisco 3200 router in a wireless base station configuration
bridging locations, and creating wireless coverage areas as well as connecting video
surveillance cameras and other sensors. By combing the Cisco 3200 in both the
vehicle and deploying it in the infrastructure, the architecture takes advantage of
layer 2 and layer functionality for security, scalability, and manageability.

Cook County is comprised of the city of Chicago and surrounding communities, and
has a population of over 5 million people and covers 946 square miles.

0 Benefits of the Solution
For the In- Vehicle networking solution, the Cisco 3200 router connects multiple
wireless links and allows the vehicle network to have an always on connection, even
when the vehicle is moving and transitioning from one coverage area or wireless
technology to another. In the vehicle, multiple devices can be connected to the
router which optimizes the in car video solution with capabilities for both a networked
camera and a Digital Video Recorder. The solution allows for future upgrades to new
wireless technologies including 4.9 GHz for public safety.
City of Detroit, M/
Contact: Commander Andrea Jackson
Scope: Terrorist activity /threats increased the need for quantity of video capture
points and quality of video surveillance with intelligence in order to protect the public
in the central downtown festival area, Hart Plaza. IBM brought together a fixed
network Digital Video Surveillance solution to meet these customer needs, which
included design functions. The benefits of the solution include Automatic Digital
Video recording of information as well as the automatic uploading of information to
the central precinct computer. This results in reduced costs associated with legal
action, first responder interoperability, remote viewing, and management and control
of the video system. Overall, this solution helps to provide timely law enforcement
toassistance.
City of Fresno, CA
Contact: Captain Patrick Rhames
Scope: IBM designed and deployed a high speed mobile wireless overlay network
for the city of Fresno Police department. This network will provide enhanced
services to Fresno police officers operating the city's 250 police vehicles. The new
system will work in conjunction with the City's existing private Land Mobile Radio
wireless data network. This solution allows municipalities to leverage the relatively
low cost and ease of deployment of emerging broadband citywide wireless networks
in unlicensed spectrum while maintaining the benefits of existing private LMR
networks (or carrier based wireless data solutions). IBM's middleware gateway,
WebSphere EveryPlace Connection Manager, provides high speed coverage for
cross - network roaming and security capabilities. This enables a phased build -out
approach as the City of Fresno is prepared to add new applications.

US Air Force base streamlines its repairs pipeline, cutting its turnaround time by 85
percent through the use of IBM WebSphere Everyplace Access and IBM
WebSphere Everyplace Connection Manager.

Customer Background
Hill Air Force Base provides worldwide logistical support, repair and maintenance for
military aircraft. In today's dynamic global environment, the Air Force must keep its
weapon systems operating at peak efficiency. While some maintenance can be
performed on -site at remote bases around the world, failed parts are shipped to Hill
for repair and return.
This two -way pipeline between Hill and its far -flung customers is a critical link in the
aircraft repair cycle.

The rapid repair of aircraft is crucial to both Hill Air Force Base and the military
community at large, since while they are awaiting parts, these multi - million dollar
aircraft are grounded and entirely useless. However, Hill Air Force Base was
experiencing considerable delays in its parts repairs pipeline - these delays
predominately caused by a lack of communication.
The base had previously been using a manual entry tracking system, which would
sometimes lead to errors and subsequent delays. This was critical because one lost
part could cost up to $50,000. Additionally, since the base did not have a clear view

increased warehousing costs.
Overall, this previous system was far too inefficient, and Hill Air Force Base was
seeking a new solution that would streamline its repair cycle, while reducing costs
and shrinking the base inventory to a more manageable size. In addition, this new
system needed to provide Air Force officers and base executives with real -time
access priority e-mail messages, utilizing both existing and future technologies.
Specifically, the base's goals for its new solution were the following:
■ Capturing vital logistical information on aircraft parts movement in the supply
chain;
■ Improving order progress tracking;
■ Reducing mistakes from manual entry of shipping and receiving orders;

Solution
To streamline its repairs pipeline, Hill Air Force Base chose to implement an IBM
solution that uses wireless technology to automate the repair and return process,
reducing built -in delays. This new solution, based on IBM WebSphere Everyplace
Connection Manager and IBM WebSphere Everyplace Access, provides the base
with a highly secure platform that improves communications, parts delivery and
logistics movement. This is being done by extending the base's existing Automated
Materials Tracking System (AMTS) to wireless devices. Additionally, for senior
officers, this new system will provide instant access to a -mails and attachments,
allowing a more comprehensive view of the entire supply chain.
Under the new WebSphere Everyplace -based process, parts verification is automatic,
requiring no manual data entry. Using hand -held and global positioning system
(GPS) devices in each truck, facility and drop -off point, the wireless AMTS system
knows the location of every truck and part on the base. Drivers receive notification
over the wireless devices, alerting them of appropriate pickups. Since the system
tracks the entire parts supply inventory, drivers closest to a part can be alerted "on
the fly" regarding additional unscheduled pickups.
Benefits of the Solution
41 By improving communications and streamlining the base's parts delivery and logistics
management, this solution has provided a drastic decrease in Hill Air Force Base's
repair cycle. High priority items no longer face extended waiting times at drop -off
points before pickup, while parts and delivery turnaround has been cut by as much
as 85 percent. Additionally, Hill Air Force Base estimates that this reduction in the
turnaround time by a single day can result in the savings of $15 million.
Ultimately, this solution also adds additional value to the entire Air Force, ensuring
that its multi - million dollar aircraft remain usable and active.

0 11. Technical Proposal
a. Project Scope
IBM will provide deliverables in the form of power point presentations detailing
findings of the infrastructure assessment, stake holder meetings, and budgetary
design.
,b. Communication Plan
In order successfully complete this engagement, IBM will need to have a designated
City project manager to assist with setting up interviews, conference calls, and gather
appropriate City data.
c. Detailed Wireless Site Survey - Methodology
IBM will perform a site analysis to determine existing potential assets for a
deployment and recommended budgetary design based on those assets.

IBM will analyze existing backbone options including fiber, wireless ring, and other
outsourced services and make a recommendation based on cost effective usage of
City assets.
H. Backhaul
A resilient backhaul network leveraging wired and wireless connectivity in a
multilayered topology will be considered as part of the recommended design. The
first backhaul layer is a distributed - wireless backhaul network using unlicensed 5.8
GHz spectrum that connects to the WiFi network and consolidates to primary
backbone locations utilizing a point -to- multipoint connectivity scheme. Data is
transferred from the wireless portion to the wired portion of the backhaul at these
connection points. The backhaul fiber network delivers the subscriber data to the
Internet, providing a defined level of throughput. Government worker traffic is routed
separately to the City's internal network. Network traffic routing is managed by Layer
3 network switches residing at each of the backbone node locations.
The Multipoint network design will likely consist of 5.8 GHz that will service the
government as well as the private sector users we feel the application of the 5.8 GHz
spectrum is the best choice for the majority of the Backhaul nodes. The Backhaul
Nodes in the hot spot areas will use the 5.8 GHz spectrum.

• Subscribers will be routed through the Internet Gateway to the splash page and
portal, as well as to the Internet. Government workers will be routed to the Internet
to secured City applications and data based on their authorization through the City's
VPN services.

iii. WLAN Security
Network security will be integral in the architecture of the network design. IBM will
identify appropriate security measures for the network. The recommendations will
identify threats to each of these system components. The network must be made
easily accessible to public access users while not exposing the City of Sunny Isles
Beach assets to risks. The recommended design will support secure virtual private
networks, which will enable users to encrypt data sessions as needed. Provisions will
also be included for segmenting users by type -of -use. Unique wireless SSID's (sub-
system ID) and VLAN's (virtual local area network) can be used to partition and
prioritize available RF bandwidth such that network use by groups of users can be
managed for network security and efficiency. Equipment mounting locations and
techniques will be chosen to maximize the physical security of the infrastructure.
iv. Wireless mesh
The user WiFi network will likely be proposed as a mesh environment using the
802.11g protocol. 802.11g provides superior performance while maintaining
backward compatibility with 802.11 b, supporting connectivity through a wide variety
of client devices. The mesh technology utilizes flexible coverage and connection
routing to provide a high degree of performance and availability.
The WiFi cells automatically self organize and determine the best RF path to get to
the local interconnect locations. These RF paths are continuously evaluated and
altered as needed. Depending upon building density and foliage, approximately 32
nodes per square mile will be required for good coverage of the City. The
requirements of low power handheld devices such as PDAs increase the required
node density count due to the client side power issues; node density would be
reduced if PDA access was not required. Coverage will propagate indoors, but this
varies greatly depending on building type.
Hot Spot Nodes will be dual use servicing Government, emergency services as well
as the private sector. VLAN tagging, accomplished with ESSID translation, will
maintain traffic separation and security throughout the entire system.
In Hot Spot Areas, where interference in the 5.8 GHz band exists or may exist in the
future, 5.3 GHz Backhaul Nodes may be added in conjunction with or replacement
for, the 5.8 GHz Backhaul Nodes. This provides an extremely resilient and flexible
network for future growth and scalability.
