Built on a foundation of serving public sector clients since 1946, our firm specializes in providing on-call services to cities, CRAs, counties, and special districts. Our firm is structured to provide full service teams to support large projects when needed, as well as individual specialists for quick turnaround tasks. The model is a proven success for public sector clients whose project needs range from the large scale, award- winning multi-phase Fort Myers Downtown Riverfront project with expected economic impact of $67 million, to the smaller scale tasks of inventorying and documenting trail signs for Miami-Dade County Parks, Recreation & Open Space in support of a wayfinding project. With decades of experience and diverse expertise, comes an understanding of what it takes to make plans and concepts transform from vision to reality. Our planners, ecologists, civil and environmental engineers, transportation engineers, landscape architects, and supporting staff are able to work together as a team with our clients from project inception through completion. Having team members who are accustomed to seeing plans through from concept to construction is a benefit because we identify challenges early and resolve them efficiently, whether it’s helping obtain grant funds to resolve fiscal constraints, or crafting policies and code that address context and avert unintended consequences. If selected, our firm will meet any location, budget, or task orders. We operate using workload projections to determine allocation of our personnel and resources on a six month basis. With over 120 employees and a current workload that translates to average utilization of 60%, we have personnel available to be dedicated to Sunny Isles Beach when called upon. Additionally, during the term of the Agreement we shall maintain in good standing all required licenses, certifications and permits required under federal, state and local laws necessary to perform planning, civil engineering, surveying and landscape architecture services. All project files, reports, plans, permits and correspondence are maintained for future reference purposes. Our electronic filing system allows for easy recovery and if desired, we can create a complete digital copy of the project files and provide them to the City. For task-based contracts, we have one contract manager who will oversee the overall contract. Heidi Siegel, AICP will be the contract manager for this project. When tasks are identified, Heidi will coordinate with the City to estimate the internal staffing needs and allocate personnel accordingly. Our goal is to put the right people in the right place, based on the nature of the task and specific expertise required. Our process for developing the scope and fee for task assignments is shown below: ¬Pre-Task Meeting - Key team members will meet with the City representative to discuss the intent of the task as well as the schedule and budget requirements. The purpose of the meeting is to make sure we understand the City’s desires and expectations. ¬Pre-Task Site Visit - Key team members will then visit the project site to identify site specific issues that will need to factored into development of the scope and fee, if applicable. The goal here is to identify all planning and design issues and eliminate any surprises. This can typically be done the same day as the pre-task meeting. ¬Develop Scope, Fee, and Schedule - Based on the pre-task meeting and site visit, we will develop a preliminary scope, fee and schedule to address the needs of the City and the constraints of the project. We’ve found this process to be very helpful in making sure all questions are answered up front and everyone begins the project sharing the same expectations. On any project, getting started on the right foot is key. Once a task is identified, a task manager will be assigned. This person will oversee that specific task and see it through to completion. The task manager is selected, with concurrence from City staff, as the best professional suited to handle that particular task. The goal is to make sure the specific expertise is applied where it’s needed. Project Control Good communication is key to the success of any project. This is especially true on projects involving multiple disciplines, departments and funding sources. As your consultant, our team is committed to keeping everyone on the same page and ensuring that any funding requirements are satisfied. We pride ourselves on quick responses to your needs and concerns. While working for City of Sunny Isles Beach, your interests and project are our main priority. Project Schedule Project scheduling is critical to successful operations and requires considerable flexibility. Each project schedule will be tailored to meet the needs of the City for that project. Realizing each project has its own characteristics, schedules will be determined on a project by project basis. Once a specific project scope has been agreed upon, a schedule of tasks will be provided to City staff. From there, an initial critical path method (CPM) schedule will be developed to identify the milestones necessary for successful project completion. As the project commences, the CPM schedule will be continually monitored for logic and accuracy. Throughout the project incremental deliverable submittals will be provided so City staff can confirm the work is proceeding per their vision and schedule. With each phased submittal, we also recommend a face to face project submittal meeting. In this meeting, we will present the submittal along with an explanation of where we are and how we arrived there. Most importantly, we will identify the issues and ask the questions that must be addressed for us to proceed with the project. Often, we can address the issues right then and there and leave the meeting with the information we need to keep moving forward. This does not preclude the official review process, but allows it to run concurrently without slowing down production. This also significantly reduces staff’s review time. We have used this process successfully in the past, saving time and promoting shared understanding. Furthermore, we will arrange meetings with City staff on a regular basis to keep all parties “in the loop” in regards to project milestones or upcoming project challenges. Sub-consultants will also be required to review completed milestones and provide “look-ahead” summaries. We understand the importance time has on controlling costs. Should unforeseen issues arise, Johnson Engineering has the resources to assist in a time-crunch. We are structured and comfortable in handling multiple projects concurrently, and we have Cordova Rodriguez & Associates, Inc. on our team to provide additional support for running multiple projects. Our staff includes professional planners, engineers, ecologists, biologists, landscape architects and geologists, and we have experience in projects that required skills in multiple disciplines like what is required in the scope of services. With a strong core team and a full complement of ancillary support, we feel very comfortable in our ability to handle multiple projects and meet the City’s scheduling demands. Project Costs As in life, what you want to do is not always what you can afford to do. With fixed budgets, it often becomes an effort aimed at maximizing return on the funds you do have while minimizing long term maintenance. From our experience, we have found that an iterative process is the most effective way of exploring different options to arrive within your target budget. The goal is to make sure every expenditure sees its maximum rate of return identifying what you want and determining what you need. Due to the broad range of potential projects under this services contract, the costing process to complete a project will vary. The approach to estimate cost for completing a code amendment is fairly standard and can be straightforward, while developing costs for a streetscape design project may require consideration of many and varied components. Unique circumstances specific to each project must be taken into account so that budget shortfalls do not occur, while maintaining value engineering standards. Quality Control Quality Assurance/Quality Control reviews will be used as needed for projects that may have an extensive checklist of engineering and plan information. We do not rely upon the City staff’s reviews for QA/QC. That is not your job, it is ours. At the completion of each project, we also like to request that our project manager and key team members meet with City staff to evaluate the effectiveness of our work product. This will allow our team to constantly improve and make any adjustments needed to ensure these projects are being delivered with the high standard of care which the City should expect. We expanded the outreach efforts on behalf of the Collier MPO while working on their Bicycle and Pedestrian Safety Study. Using multilingual media and communication, we expanded on the old model of outreach by adding on-street intercepts of bicyclists and pedestrians, and on-bus signage with QR codes to link bus riders to online safety surveys. Formerly, hard copies of surveys and website links to surveys were only accessible to those who looked for them… our efforts reached the bicycle and pedestrian community that rarely had a voice by extending our services beyond traditional outreach methods. Fort Myers Downtown Development We have also applied an innovative strategy on behalf of the City of Fort Myers to bolster Downtown development and redevelopment linked to a funding mechanism to support City priorities. Our team has devised a strategy to quantify the “untapped” available utility capacity in the City’s existing and planned infrastructure system to capitalize on this resource to stimulate private development. Surplus utility capacity has been translated into equivalent dwelling units that may be allocated by the City to developers who are seeking the opportunity to build more intensely in exchange for a proportionate payment to a new Community Fund that helps the City accomplish needed public improvements. The program helps the development community who needs more flexibility and relief from regulatory barriers, and it helps the City maximize its resources and achieve goals to sustain the community through redevelopment. Phase One of the project evaluated 3 subareas and identified "quick- fixes" in the Land Development Code that did not require comprehensive plan updates. This included establishing a zoning based Equivalent Dwelling Unit and expanding uses standards. Phase Two of the project is a multi-faceted approach that includes amendments to the 2010 Downtown Plan, the Comprehensive Plan and the Land Development Code. This innovative project, led by Johnson Engineering, consists of identifying surplus utilities capacity and creating a bonus density program based on the available surplus. This work was combined with the development of a Burrowing Owl Management Protection Plan that was submitted in support of the application package to Florida Fish and Wildlife Conservation Commission for a Migratory Bird Nest Removal permit. Johnson Engineering was able to obtain a three-year blanket permit for their client, which allowed our ecologists to excavate burrows, unoccupied by juveniles, on a “as needed” basis. The flexibility and programmatic nature of this type of permit facilitates the uninterrupted operations for the cemetery and prevents potential disruptions of the burial process that would have occurred if the cemetery had to get a permit on a case by case basis. Our work within the cemetery also included creation of artificial burrows using a custom pipe and chamber device built by our ecologists, which is buried underground to facilitate and direct burrowing owl occupancy within certain locations of the cemetery. These artificial burrows have been extremely successful and are currently providing refuge for some of the owls previously occupying gravesites. As part of the protection plan, Johnson created burrowing owl educational brochures, in both English and Spanish, that are provided to the staff and families visiting the cemetery. This education program was combined with classes conducted by Johnson for education of cemetery staff on how to recognize and deter owl activity in unwanted areas through non-impactful best management practices. Three years later our team continues to provide on-going monitoring, excavation and other required permit reporting and compliance activities for the cemetery. The manner in which this proactive program has been implemented by our ecologists has resulted in developing an excellent rapport with the FWC regional biologist that oversees the Broward County area. This park serves as a nature preserve for endemic pine rockland, transitional rockland hammock plant communities, which supports rare, threatened, and endangered plant species. To date, we have received a six years of total grant funding from the Florida Forest Service and a grant from Florida Fish and Wildlife Conservation Commission Invasive Plant Management Section. The FWC will provide a much needed initial invasive plant treatment and hardwood removal. Johnson Engineering has been assisting with the oversight of the Forest Service grant, which will include maintenance treatments, prescribed burns, supplemental planting, development of educational literature, and community outreach events to help increase community support of the park. Johnson Engineering will also be providing matching contributions for the grant in the form on in-house rare plant and habitat surveys, delineating habitat boundaries to monitor and prevent hardwood encroachment, creation and maintenance of a GIS database, and community education. Most recently, our ecologists conducted Florida bonneted bat acoustic surveys with our in-house equipment and were able to demonstrate the bats use of the park including documentation of feeding buzzes, social calls and even parent-juvenile contact calls. Future grant writing efforts are focusing on continuing the restoration efforts as well as obtaining funding for implementing other portions of the Park's master plan such as development of nature trails and signage, and an educational center within the 3-acre wayside portion of the park. Harbor Blvd. at U.S. 41 is the main gateway entrance for the Parkside district, the oldest section of Port Charlotte also known as the medical district. Improvements include extensive landscaping with tree shading, addition of 10' multi-use paths on both sides, reconstruction of the roadway, drainage, curbs, gateway signage, upgraded lighting/regulatory signs and comfort stations with a bicycle repair station. The project also consisted of the reconstruction of utilities including major upgrades for CCU (Charlotte County Utilities). Utilities involved are watermains, gravity sanitary sewer, lift stations, force mains and reclaim water main. FPL has a transmission line that will be relocated underground. Permitting for the project included FDOT, FDEP and SWFWMD. Location of the enhancement improvements for the 4-lane Harbor Boulevard will be between U.S. 41 (Tamiami Trail) and Olean Boulevard with construction scheduled to start this fall.
