Cutting Edge TechnologyAt CGA it is important to provide the best end user ex-perience for our clients. To provide cutting edge ser- vices, we have implemented systems company-wide that streamline processes or add value to our clients. These systems include: Leica C-10 3D Scanner, capable of obtaining 50,000 points of data per second; Fleet of 145 new vehicles equipped with mobile computing systems and GPS trackers; In-house software devel-opment team that is capable of customizing software to meet the everchanging needs of our clients; Ajera Project & Resource Management System; Primavera and Microsoft Project scheduling software; Skysite, a newly implemented cloud based project management system.We pride ourselves on obtaining and mastering new technology ahead of our competitors, which enables us to provide an Exceptional Service to our clients.CGA utilizes Ajera to manage the full project lifecycle of each project. As one of our project management tools, the system controls all aspects of the project includ-ing accounting, project management, and resource utilization in realtime. This system is web based al-lowing both internal and remotely placed employees full function capabilities via any internet connection. The system not only keeps a “live” accounting of all our projects' budgets, earned to date, work in prog-ress and estimate to complete, but it also allows Proj-ect Managers to assign and resource load our staff and projects. The system allows for twoway communica-tion between staff and managers regarding the project status and individual workload. Staff Certifications & AchievementsOur only asset which could surpass our technology is the knowledge and experience of our in-house staff. We currently employ over 350 employees who provide 22 distinct services. A large number of our staff have worked for municipal governments prior to entering their careers in the consulting world. This mixed expe-rience allows our team to envision and avoid areas of concern prior to them becoming issues. The highlights of our project management system is shown below: 7 RFQ# 16-12-01 | Professional Planning and Zoning Consulting ServicesSunny Isles Beach On-Time Project Management: As proven by client references attached in TAB H, our team excels at proj-ect management and the result is the completion of projects on time and on or under budget. CGA attri-butes this cost control success to our in-house quality assurance and quality control standards, document control, and project plan execution. Quality Assurance / Control: Our Quality Assurance/ Quality Control (QA/QC) is a standalone department. Reviews are internally routed to a variety of indepen-dent reviewers including: Peer review; Department Head; Director of QA/QC; and, Client.CGA has instituted the policy of a multidisciplined re-view of the product before it is released to the client. By involving the entire team in the entire project qual-ity process, a sense of ownership can develop which keeps team members focused on quality throughout the design review process. At each progression of the plans, comments are made and plan revisions occur. Any comments received are addressed by the desig-nated project manager who will make assignments for corrective actions to be taken. All corrections are then resubmitted to the project manager for final sign off. Proper Documentation: CGA’s experience working with municipal clients for over seven (7) decades has instilled in our staff the Florida Record Retention Laws and proper project documentation. Our hard copy files are kept in a secure location and our electronic files servers are protected via third party email filters, and firewalls. The electronic data is replicated to an offsite, protected third party facility with redundant power systems, as well as both onsite and offsite tape backups. All contractors will be required to maintain proper project documentation to include cost loaded baseline project schedules, safety plans, hurricane preparedness plans, etc. These documents will assist our team in managing the project on-time and in ac-cordance with the plans and specifications.At CGA, project management is used to organize and meet the client’s needs by standardizing routine tasks and reducing the number of tasks that could potential-ly be forgotten. Our project management teams ensure that available resources are used in the most effective and efficient manner. At CGA “Project Management” is an organizational approach to the management of all our ongoing operations. Our project manage-ment teams apply their knowledge, skills, tools and techniques to meet the requirements of individual projects. The key people outlined in this RFQ will be involved in this project and will be supported by addi-tional professional staff. CGA will provide expertise in the following disciplines: Scope of Services Site Plan Review: CGA has undertaken the role of both leading and supporting planning and zoning depart-ments in several communities for more than 15 years. CGA has handled all the planning and zoning activities for the Cities of Weston and West Park and the Village of Estero since their incorporations. We have developed all the policies and procedures for planning and zon-ing reviews, modified and updated all comprehensive plans, codes and land development regulations. CGA also leads the Planning Departments in the Towns of Surfside and Medley. While these are long established municipalities, both towns lacked full service depart-ments and had serious deficiencies in their processes. CGA has formalized the development process and cre-ated standards for applications, including timeframes for completion of tasks. CGA’s planning staff possesses a thorough and complete understanding of planning processes from both a public and private perspective and from municipal to state authority. CGA staff partic-ipates in and regularly attends conferences and semi-nars at the local, state and national levels in order to keep abreast of trends in planning. The process that we engage in as a reviewing entity starts off with conducting a site visit once we receive a set of the plans from the City. Over the years, this has been a critical component to ensure that the com- 8 RFQ# 16-12-01 | Professional Planning and Zoning Consulting ServicesSunny Isles Beach ments generated are poignant to the development of the project and addresses current on-site conditions. Depending on the project, the initial site visit can also be coordinated with City Staff, particularly if there are sensitive considerations that need to be accounted for, such as proximity to critical land uses or utilities or the presence of valuable natural resources that de-serve a complete analysis. Specifically, by conducting this site visit we have been able to verify vegetation that is mislabeled, omitted or incorrectly accounted for on the plan’s included surveys. Re-zonings, Variances and Conditional Use Ap- plications: CGA processes re-zonings, variances and conditional use applications for our multiple munici-pal clients who have engaged us for planning services. This range of knowledge has allowed us to provide ef-ficient and comprehensive reviews and reports. Land Use Plan Amendment Review: CGA’s multi-disciplinary team members have worked together to build a long resume of providing comprehensive planning services throughout our many years of ex-perience. An important component of those plans and long-term visions typically include analyses and discussions on environmental protection, redevelop-ment, providing a wide range of housing opportuni-ties, improving neighborhoods, building upon existing community character, coordinating infrastructure im-provements and maintaining and improving quality of life. Our Team will review land use plan amendments for consistency with state statutes, as well as consis-tency with the City’s adopted Comprehensive Plan to ensure compatibility. Architectural and Urban Design Review: CGA cur-rently performs reviews of architectural and urban design criteria. We understand that land use regula-tions determine how buildings will be situated, their architecture and relationship to the surrounding com-munity. Land Development Regulation Revisions: Munici-pal land development codes encompass not only plan-ning and zoning items, but extend to landscape archi-tecture, civil engineering, and traffic engineering. We have worked on the Land Development and Zoning Codes for many CGA clients. CGA constantly stays on top of current planning trends and is involved with utilizing inventive solutions to ad-dress land use and zoning matters. CGA is a leader in innovative zoning concepts and code writing, whose effectiveness has been tested through many imple-mented site plans.CGA has prepared codes which have assisted munici-palities in their desire to either attract new develop-ment, create greater safeguards from development that appears too intense or clarify code language for ease of use. Some of these ordinances include TOC and TOD ordinances, an overlay district to accommodate places of public assembly consistent with the Reli-gious Land Use and Institutional Persons Act (RLU-IPA) and providing assistance in ways to address af-fordable housing. Other new zoning concepts include the preparation of solar panel and car charging station ordinances. In both cases, the city wanted to encour-age green technology, but understood the importance of having regulations in place for aesthetic purposes. These ordinances provided the cities with those pro-tections, while not hindering sustainable designs. 9 RFQ# 16-12-01 | Professional Planning and Zoning Consulting ServicesSunny Isles Beach CGA staff has worked on the Land Development and Zoning Codes for the Cities of Pahokee, Hallandale Beach, Miami Springs, Miramar, West Park, Weston, Sunny Isles Beach, and the Towns of Palm Beach, Medley and Surfside. Our work includes the first land development and zoning codes for the Cities of West Park and Weston after their incorporation. CGA also prepared a Transfer of Development Rights (TDR) Or-dinance for the Cities of Sunny Isles Beach and Madei-ra Beach and developed the Proportionate Fair Share Ordinance for the City of Homestead. Mapping Services and GIS (Geographic Informa- tion Systems): The Data Technologies and Develop-ment Department at CGA has been involved in the full spectrum GIS development for over 16 years, inclusive of, but not limited to, data development, data manage-ment, QA/QC, generalized mapping, data collection, data analysis, customize GIS web applications and GIS web hosting, just to name a few. CGA has also been an ESRI Business Partner for over eight years. This posi-tion allows us to leverage additional resources from the world’s industry leader to ensure that our client’s needs and requirements are met with the highest standards. CGA has installed an optimum GIS network environ-ment to handle most client needs. There are two net-work environments specifically dedicated for GIS, in an effort to provide the highest level of quality ser-vice and support. During the initial planning stages of all GIS projects, CGA conducts an assessment to be-come familiar with not only the project requirements, but also the goals, objectives and expectations of the stakeholders. In addition, other components of the as-sessment include the project responsibilities of both CGA and government agency staff. CGA has experience in traffic data collection, traffic operations, studies, traffic safety and design solutions. We cur-rently provide traffic engineering services to the Cities of Hollywood, North Miami, Parkland, Weston, Gre-enacres, the Towns of Medley, Surfside, and Davie, The Village of Pinecrest, and the St. Lucie County Trans-portation Planning Organization. Environmental Services: CGA’s multidisciplinary ap-proach is reflected in the integrated partnership of our environmental staff with the many other disciplines within our firm; this has allowed us to develop a broad environmental service base to fully serve all the needs of our clients. We provide regulatory permitting, envi-ronmental planning, resource management and tech-nical support, in addition to wildlife, habitat and wet-land site assessments. CGA is responsible for review of Conservation and Coastal Management Elements in Evaluation and Appraisal Reports, and Comprehensive Plan amendments. Our diverse and in-depth work ex-perience has provided us with a critical understanding of the local and regional environmental planning and permitting issues and the historic impacts that have affected and continue to affect the region. Civil Engineering Services: CGA Civil Engineers are involved in Evaluation and Appraisal Reports, prepara-tion of Infrastructure Elements including potable wa-ter, sanitary sewer, drainage, and solid waste subele-ments and special planning and urban design projects. Our comprehensive planning work includes state-re-quired Water Supply Plans and Capital Improvement Element Updates. CGA also keeps abreast of the latest regulations with respect to drinking water, wastewa-ter, and stormwater issues. CGA is at the forefront of the latest stormwater modeling software and tech-niques utilized to quantify pollution discharge and remedial technologies to improve water quality and runoff attenuation.CGA’s Civil Engineering department has extensive experience serving as consulting engineers to over 12 municipalities and six drainage districts. CGA en-gineering staff also creates, reviews, and updates the codes, standards and ordinances for a number of mu-nicipalities. Prior to issuance of any final deliverables to the City, the documents will be routed through the CGA QA/QC process to ensure the City is provided with a fully accurate document, in compliance with City stan-dards and practices. Public Outreach Services: One essential and integral aspect of our design processes is public participation. A summary of their experience and qualifications are below. More detailed description of the full project team is provided in the SF 330 forms provided at the end of this section. Shelley Eichner, AICP Senior Vice President Ms. Eichner is a Senior Vice President and a Partner of Calvin, Giordano & Associates and oversees all private sector and public sector planning activities. She has over 30 years of diversified planning and platting experience in securing land development approvals, land use plan amendments and local government planning. Ms. Eichner previously served as Senior Planner for Broward County’s Department of Planning and Environmental Protection. She managed and supervised plat applications, created a permit monitoring system, and monitored compliance with all aspects of development approvals. Duties included coordinating the development review agencies in the preparation and adoption of the ordinances amending the Weston Development of Regional Impact. Alex David, AICP Director, Miami-Dade Office Mr. David has over 30 years with private and public planning organizations. He specializes in both current and long-range planning including: comprehensive plans, land development regulations and site development reviews. Alex has extensive experience working with local, regional, and state planning regulations and is committed to providing municipal government clients the expertise and assistance they need to achieve local planning and development goals while meeting regional and state planning requirements. Mr. David's experience includes: Comprehensive Planning, Land Use, Zoning, Evaluation and Appraisal Reports (EAR’s) and amendments; municipal land development regulations; annexation applications; water supply plans; strategic visioning and concept plans and development review. Additionally, he has assisted new governments in establishing the planning and development procedures needed to guide growth and development. Alex also has a reputation for building intergovernmental partnerships and navigating through the bureaucracy of local and state agencies in an expeditious manner. He has also served as the Interim Planning Director for the Town of Cutler Bay and as Zoning Administrator for the City of North Miami. Sarah Sinatra Gould, AICP Director, Planning DepartmentMs. Sinatra Gould is a certified Planner with 12 years of planning experience including municipal planning director duties such as processing zoning requests, land use plan amendments, site plan reviews, plats rezoning petitions, variances, vacation/abandonments and all other development application reviews. She holds a Master’s degree in Urban and Regional Planning from Florida Atlantic University. Ms. Sinatra Gould has also written evaluation and appraisal reports, comprehensive plans and zoning and land development codes. She is experienced in writing form-based codes and transit oriented zoning codes.Ms. Sinatra Gould has over 10 years of experience handling planning issues within Miami-Dade County and provides her planning expertise to a number of municipal clients including the cities of West Park, Medley, Surfside, and Cutler Bay. As the planning department director for Calvin, Giordano & Associates, she acts as the community development director for the City of Weston, the City of West Park and the Town Planner for the Towns of Surfside and Medley. He has extensive experience working in many facets of a public planning department including managing and reviewing current planning projects; land development, permit and zoning review; developing and administering comprehensive plans and amendments; and managing and coordinating multifaceted community revitalization and conservation plans and projects. He is experienced in land development, site plan and zoning review; community outreach; citizen interaction, coordination and mediation; and physical improvement project implementation and management. Mr. Collins holds a Master in Public Administration, Management, from George Washington University. Richard D. Cannone, AICP Planning Administrator Richard Cannone, a Planning Administrator at Calvin, Giordano & Associates, assists the Department in representing various municipal clients of CGA by reviewing applications, preparing staff reports and attending meetings for current planning activities, including development applications such as rezoning, site plan and plat review, special exception, conditional use, annexation studies and design guidelines, development and management of implementation strategies, development of Targeted Area Plans including linkages to economic development and capital improvements Development of mixed use land use and development regulations and the creation of overlay and special overlay districts. When required, Mr. Cannone will be support project management, scheduling and budgeting. PROJECT EXPERIENCE CGA's comprehensive planning, zoning, and engineering services is extensive and supports several municipalities throughout Florida, including Miami-Dade and Broward Counties. Land Development Planning Services - Town of Surfside: CGA was selected to provide land development plan review services for the Town. CGA met this challenge by providing planning personnel that were knowledgeable about Town and County Codes and local inter-agency coordination. The entire CGA multi-disciplinary team serves as an available resource.CGA planning staff is available to the public during all regular working hours and attends Town and all necessary inter-local government meetings. CGA planning staff reviews and processes commercial and residential development projects; reviewed and processed all specialized planning functions such as variances, conditional uses, FLUM and zoning amendments as well as text amendments; prepares all necessary staff reports and CGA works closely with the Town administration, Code Compliance and Building Departments to provide seamless, efficient services to the community.CGA also prepared the Town’s EAR-based Amendments. The project included revised Comprehensive Plan Data Inventory and Analysis including current transportation data, population projections, and housing analysis. The revised Goals, Objectives, and Policies reflected Surfside’s interest in incorporating many of the concepts advanced in the November 2006 Townwide Charrette. Additionally, consideration was made to assure the Comprehensive Plan addressed improved transportation along Collins and Harding Avenue. General Planning and Zoning Services - Town of Medley: CGA staff was designated as the Town Planners; reviewing site plans and performing zoning permit reviews for all building permits; interacting with the public and town staff on a daily basis; performing all day-to-day planning and zoning activities required by the Town; as well as assisting the Town in the preparation of their Comprehensive Emergency Management Plan. General Planning Services - City of Weston: CGA has provided professional planning services to the City of Weston since its incorporation in 1996. The re-port specifically notes strategies included in the new comprehensive plan for Loxahatchee Groves such as requiring land use changes to be reviewed based upon energy efficiency and discouragement of sprawl, de-velopment to be “transit-ready” along major routes, and maintaining agriculture to reduce heat island ef-fects. UF noted the CGA-authored amendments to the Medley Comprehensive Plan, prepared through Eval-uation and Appraisal Report (EAR)-based Compre-hensive Plan Amendments, included strategies such as alternate energy production as an allowed use in Industrial land uses and requiring energy efficiency in new buildings. Noted Weston policies include de-veloping review criteria for placement of photovoltaic cells, and maintaining and improving the City’s exten-sive bikeway network with access to significant com-mercial, employment, and recreational centers. Support for Lawsuit against SB360 and Under- standing Local Government Concerns: CGA plan-ners and transportation engineers provided technical support to the City of Weston which led the legal chal-lenge to SB360 in 2009. The City of Weston, along with 19 other communities asserted that the bill (SB360) would have a detrimental impact on local govern-ments, forcing "unfunded mandates" to build the in-frastructure needed to support growth. CGA Senior Vice President, Shelley Eichner, AICP, provided a key affidavit in the finding that SB360 was an unfunded mandate. Embracing the corridor’s existing shade tree canopy and waterside vistas, the Greenway provides a passive recreational resource while improving the Town of Miami Lakes’ walkability. The Greenway design preserved 100% of the existing native tree species through precise alignment of the multi-modal trail. Extensive underground utilities were also present within the Greenway corridor. The design prevented any impact to these utilities and provided all requested maintenance access for the utility agencies. The Greenway also improved safety along the 170th Street corridor by providing a separation of pedestrian and vehicular uses. Connectivity to existing neighborhoods was provided by delineated ADA accessible enhanced crosswalks along the corridor. Community drainage was enhanced through the Greenway’s design by providing improved drainage storage and treatment areas within the corridor.
