HomeMy WebLinkAboutHPB Reso 2016-16HISTORIC PRESERVATION BOARD RESOLUTION NO. 2016- V A RESOLUTION OF THE HISTORIC PRESERVATION BOARD OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE APPLICATION FOR CERTIFICATE OF APPROPRIATENESS REQUESTED BY PETITIONERS GEORGE "BUD" SCHOLL AND DIONE DEL MONICO TO CONSTRUCT A SIDE PATIO EXTENSION, TWO (2) TRELLISES, AND A CANOPY ON THE PROPERTY LOCATED AT 334 ATLANTIC AVENUE, SUNNY ISLES BEACH, FLORIDA, ATTACHED HERETO AS ATTACHMENT 64A99; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Section 171-3.D., Code of Ordinances of the City of Sunny Isles Beach, Florida, ("City Code") the Historic Preservation Board has been empowered to approve applications for certificate of appropriateness for a designated historic landmark, which requires determination by the Historic Preservation Board before said certificate can be issued; and WHEREAS, the Water Court Villa and Pergola located on Atlantic Island, at 334 Atlantic Avenue, Sunny Isles Beach, Florida, has been designated as a local historic landmark, legally described in Plat Book 34, P 17, Lots 71, 72 and Tract marked Pergola Landings was built in 1927, and is a fine example of the homes envisioned by Harvey B. Graves (I 920's) and Kurtis R. Froedtert (1930's), developers of Atlantic Island; and WHEREAS, The Water Court Villa and Pergola is architecturally significant for its Mediterranean style; and WHEREAS, the Miami -Dade County Historic Preservation Board designated this site as an historic site on January 19, 1984; and WHEREAS, the City's Historic Preservation Board re -designated the Water Court Villa and Pergola as an historic site on June 6, 2005; and WHEREAS, the Petitioners George "Bud" Scholl and Dione Del Monico, applied for a Certificate of Appropriateness on August 18, 2016, requesting a side patio extension, two (2) trellises, and a canopy to be built on the west side of the house; and WHEREAS, Section 171-10 of the City Code provides, in relevant part, that the Historic Preservation Board's decision on the application for a certificate of appropriateness be based upon an evaluation of the compatibility of the physical alteration or improvement with surrounding properties, and, where applicable, compliance with A) the Secretary of Interior's Standard for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, as may be revised from time to time; and B) other guidelines/policies/plans adopted or approved by resolution or ordinance by the City Commission. Scholl and wife, Dione Del Monico Agenda Item AP 6 - S Date q' � Lk ^ k STATEMENT OF SIGNIFICANCE Between its extraordinary setting on the point of a canal, and its design, this seasoned professional can honestly say that is one of the finest houses in Miami -Dade County. Built to occupy the apex of one of the "fingers" that extend into the bay, the house is at the very summit of these streets. A seawall terminates the end of the Atlantic Isles. The site allowed the architect "carte blanche" to create a construction that has a monumental feeling that reflects the same monumentality as the residence. SCOPE OF WORK The house faces north on Atlantic Isles while the rear (south) faces onto the waterway. Grassy areas make up the distance from the water and on the west side of the home. The plan for new construction is to excavate the lawn adjacent to the existent patios, in order to install the foundation necessary to provide the necessary below -ground support. DESIGN At first glance, one might consider the residence to be Mediterranean Revival in design. In fact one would not be incorrect to classify it as such. The interesting aspect of this design is that it is built in 1936 (Exhibit "A" reflects the original design aspects), when architectural tastes began to move towards an Art Deco idiom. Evidence of the subtlety of the design nuances comes in the concave window surrounds and the stylized relief that ornaments cornices, window surrounds and the unique termination of the chimney. 2. SOUTH ELEVATION (REAR) WITH PROPOSED PERGOLAS 2 SCOPE OF WORK The vistas from the rear of the property are spectacular and the owner made the decision to expand on that space by building pergolas on either side of the slightly off -center doorway (which had previously been altered.). A Pergola, like a colonnade, is a garden structure with an open wood framed roof, often latticed, supported by regularly spaced columns of masonry or wood. The structure is often covered with climbing plants to create shade within the pergola itself. 1 THE CERTIFICATE OF APPROPRIATENESS PROCESS Paraphrasing the ordinance, a certificate is required when changes to historic homes are proposed. Those changes can be an excavation; addition; alteration; new construction, etc. Before construction occurs, the owner of the Sunny Isles Beach Historic Designated building must appear before the Sunny Isles Beach Historic Preservation Board for their review. The Board is looking to see if (in this case) the new construction affects the historic building in a negative way, i.e. does the new construction alter or occlude from view elements of the historic building that help to create its character. To assist the Board in making their decision a document entitled the "Secretary of the Interior's Standards for Rehabilitation" produced by the Federal government and codified in the Code of Federal Regulations is used as a guide in making their decisions. Of the twelve standards, in this instance there are four that have particular applicability to the nature of this construction. (EXCERPTED FROM THE SECRETARY OF THE INTERIOR'S STANDARDS) The historic character of a property will be retained and preserved. The replacement of intact or repairable historic materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved. 1 Cyril M Harris, A Dictionary of Architecture and Construction. ( New York: McGraw Hill)) 1975 p 356. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. ANALYSIS The plan presented before the board follows each of the standards, and because of its free- standing nature could (theoretically) be removed if ever there was a desire to return the house to its original ( see last paragraph "Standards") The classically inspired columns are a perfect match given the symmetrical arrangement of the home itself. The Classical order of the columns are an appropriate and sensitive choice. There will be no destruction of elements of the original architecture as the area selected is the grass that surrounds the house at the side and rear. Therefore no historic materials or distinctive features will be affected. Because of the height of the columns and the height of the home (two stories) the pergolas will be minimally visible from the street. (Use the back of this sheet or another sheet if needed): The area immediately adjacent to and between the existing patios will be excavated for the placement of pilings and forming of grade beams and new slabs. Once the flat concrete work is complete prefabricated steel columns will be installed to support the decorative wooden trellis. It may include initial stabilization work, where necessary, as well as on-going maintenance and repair. Samples of material may be requested. Restoration: The act of accurately recovering the form and details of a property as it appears at a particular period of time, which may involve the removal of later additions or alterations, or the replacement of missing features. All applications for restoration shall include: elevations, site and landscape plans (if necessary), and other supplementary information that will support the proposed project. Rehabilitation: The process of repairing or altering an historic building so that an efficient contemporary use is achieved, while preserving those significant, historical, architectural or cultural features which establish the character of the property. All applications for rehabilitation shall include: elevations, site and landscape plans (if necessary), and other supplementary information that will support the proposed project. Excavation: The process of performing an archaeological dig to recover artifacts, historical material, or other archaeological features. It is recommended that the applicant include a 300 - word statement describing the project, its methodology, and where the recovered material will be disposed. Demolition: The process of destroying or tearing down a building or structure or a part thereof or the process of removing or destroying an archeological site or a part thereof. The Applicant(s) shall include a report explaining why the proposed action should occur. If this action is to occur for financial hardships all pertinent financial data should be included. Any other material to the application is also encouraged as supplementary information. New Construction: The process of constructing a building or structure that has never existed at that location. Applications shall include: a site plan, elevations, floor plan, and landscape plan. Relocation: The act of preserving an historic structure which cannot remain on its existing site by physically moving it to a new location. Applications shall include a report justifying the relocation and indicating that efforts to preserve the building would not be feasible and justifying the proposed relocation site. Special Certificate of Appropriateness — Those certificates involving the demolition, removal, reconstruction, alteration or new construction of an individual site or in a district which requires detennination by the Historic Preservation Board before such certificate can be issued.
