Our firm has extensive experience serving as consultant engineers to several municipalities from Miami -Dade County to Palm Beach County that will be of great benefit to the City of Sunny Isles Beach and its residents. Our diversified experience and exposure to different professional perspectives has greatly enhanced our Team's ability to provide our municipal partners with innovative ideas, quality solutions and technical strength in our roles as engineers, designers, reviewers and agency liaisons. For over 68 years, our firm has been providing consulting services exclusively to the South Florida area. We have been under contract with some municipalities to provide consulting services in excess of 10 years, demonstrating that we continually satisfy our clients by providing and sustaining high quality services. Today, with over 175 employees including 13 licensed P.E.'s, CGA provides civil engineering, traffic engineering, environmental services, water and wastewater facility needs, planning, surveying, landscape architecture and construction administration services to many area municipalities. Option 2: Lift Station and Connection to Existing Force Main at Sunny Isles Beach Boulevard Should the Miami -Dade Water and Sewer Department (M- DWASD) decide that Option 1 is not feasible due to operation, maintenance or other engineering issues, the proposed force main would need to be extended north to connect to an existing force main along Sunny Isles Beach Boulevard. This would require 1,000 -1f of trenching along Collins Avenue as well as pavement restoration and maintenance of traffic during this construction activity. Item 3 - Resurfacing and Drainage of Atlantic Boulevard The resurfacing and drainage of Atlantic Boulevard would require pavement restoration for all the trenched areas and resurfacing the community's entire roadway system, except for the bridges, up to intersection with Collins Avenue. Drainage will consist of a new gravity collection system with pre- treatment in swales and exfiltration trench as necessary and the use of existing outfalls to the intercoastal for overflow purposes. Quality Assurance /Quality Control The QC process begins with the Calvin, Giordano Quality Control Handbook. This handbook will be utilized to develop the project specific plan. Quality is not a quantity, which can be added to a work product through any CGA has retained review process. Therefore, CGA's approach makes quality an integral part of the project. The concept is a major agenda item at the kickoff meeting with some clients, the design team. All team meetings will address the quality by measuring including the progress against the client's expectations. In other words, the preliminary design is one that has been carefully thought through and comprehensively analyzed by a qualified engineer with expertise specific to the demands of the project. Designs tasks are not assigned to engineers that do not have sufficient expertise in the areas required, or that do not have sufficient experience to be able to make competent key decisions early in the design process. A preliminary design must be able to stand alone on its own merits, and it is an unacceptable practice at CGA to allow engineers to omit "pieces" of the design presuming agency reviewers or others will fill in the gaps. Multi- discipline Peer Review The next step in the QA/QC process is the performance of a multidiscipline peer review. This phase of review is undertaken by a committee of designers from various disciplines within the firm (or "core team" when teaming with others) so that potential improvements or innovative ideas can be introduced to further improve the initial design. This process is important to ensure that related design elements from the various disciplines work cohesively so that one discipline's component does not cause problems for another discipline's portion of the design. A perfect example is in the design of a divided roadway with median landscaping in which the roadway engineer, traffic engineer and landscape architect must make sure that all sight distances and clear zones are maintained for the project. This peer review group therefore may consist of the following: • Roadway Engineers • Civil Engineers • Utilities/Drainage Engineers • Traffic Engineers /Transportation Planners • Land Planners • Surveyors • Urban Designers • Landscape /Streetscape Architects • Electrical Engineers • Environmental Scientists • Construction Management Personnel / CEI This peer review is typically conducted in a "workshop" or "charrette" type setting in which participants sit around a large conference table with the plans and have easels and/or white boards available to sketch out concepts or revisions. The participants troubleshoot for fatal flaws, provide critiques, and generally toss around, and often debate ideas and possible innovations to the plans. �. divi n olordano & Associates, Inc. An excellent recent example of this process was exemplified in the South Post Road/Saddle Club Road Roundabout designed for the City of Weston. Once the decision to move forward with the roundabout concept was made, a variety of preliminary design concepts were developed, which were then narrowed down to four principal design alternatives, and then ultimately one preferred alternative that was adopted for final design. The preferred alternative was then expanded upon and further refined through the peer review process, which resulted in an even more overall improved design. Design- Decision Documentation Although documentation is an important part of all projects, it is critically important to fully document the assumptions, reasoning, calculations, etc. leading up to any key design decisions made on a project, particularly if safety issues are involved. The process of documentation not only provides good records, but it provides another opportunity for the decision makers to examine the logic of the decisions made, as things often become more apparent when a written record of the process is made. This inherently leads to better decision- making, and in turn, better projects. Most people can remember making a decision, but how and why they made that decision, or who else was in agreement, may not be so easily remembered months later. Documenting decisions also establishes a record of the "coalition of concurrence" that existed at the time the decision was made, but which may become more difficult to recreate as time passes. It is also important to document the assumptions and environment at the time the decision was made because these things can also change after time. Constructability Review The "constructability" of a design is an important facet to consider during each phase of a design's development, however, when a preliminary design is nearing substantial completion (90% plans), it undergoes an in -house constructability review by our CEI and Construction Management departments. This review specifically ensures that the plans make sense from a construction perspective, and is intended to minimize potential problems in the field during construction. Many of the items targeted for this review include, but are not limited to: • Grading & elevations • Drainage • Materials and testing • Standard details and specifications • Potential utilities conflicts • Coordination with adjacent construction projects • Conflicting agency permitting requirements • Logic of construction timing and phasing • Maintenance of traffic / work zone safety • Adverse impacts to community during construction Value Engineering Value engineering is one of those industry buzzwords that is sometimes overused or misinterpreted. All projects should inherently be value- engineered an integral part of the design process is to produce a cost - effective project for the owner or client. This being said, most agencies view "value engineering" as a separate step in the design process in which engineers are asked to "step out of the box" and examine whether there may be creative ways to provide an • i , Giordano Associates, Inc. equal or better design for less initial cost, or less overall cost during the lifetime of the project. This cost - saving process is often automatically performed in the private sector simply because of the demands of the client and private financing, but public sector projects are traditionally subjected to much thicker layers of standardization which have had the unintended effect of creating less innovative, more "vanilla" projects. Designers are sometimes afraid to stray from the standard designs due to liability or other reasons, and therefore tend to stick with more standard, possibly over - designed projects that were ultimately more expensive. CGA believes that a true value engineering effort must include objective input from external reviewers that are not necessarily familiar with the project. No matter how astute, the in -house designers involved in a project are typically disadvantaged for being able to discern an innovative cost - saving solution or alternative. We therefore utilize professionals from other consulting firms that we have a good working relationship to participate in projects in which we invoke this external value engineering process. "Community Engineering" The term "community engineering ", or perhaps the more accurate "political engineering ", is a term we often reserve for municipal projects to remind us that no matter how great we think our ultimate design may be, it has to pass the less tangible test of being accepted by the public and community leaders. This means that the design must be consistent and compatible with the adjacent surroundings and fit in with the objectives of the neighborhood and prevailing political environment. On a more national scale, the Federal Highway Administration and other professional engineering organizations have adopted the term "Context Sensitive Design," and have established guidelines for federally funded projects in order ensure large projects are compatible with the local character of the community. • Therefore, "community engineering" or "context sensitivity" must be part of the first step of the design process, and continue through to final plans preparation. Even in very small local improvement projects, this concept is very important. Just imagine presenting a final intersection design that consisted of standard steel- gray galvanized traffic signal mast -arms, concrete separators and concrete light poles at the end of a corridor that was just designed by others with new landscaping, brick -paver islands and antique verde green street lamps as part of another enhancement project. • Post - Construction Re- Examination This post- construction evaluation process is a process that CGA undertakes at the end of certain projects in • order to learn more about what could have been done to produce an even better design. Much of the time, we examine contractor's requests for information or unanticipated change orders that occurred during construction. Sometimes we find that items that may have seemed clear to the engineer or designer were not • clear or were misinterpreted in the field by the contractor. Sometimes contractors try to find ways to invoke change orders, but other times, there are legitimate issues with the plans provided. Reduction of the westbound approach from two to one lane in conjunction with "textured -paver approach bands" reduced existing high vehicle speeds, and created a "traffic - calmed effect" at the park entrance. To accommodate periodic dense exit traffic, designed outbound approach with a free -flow, right -turn bypass lane to facilitate outbound flow. Proposed Johnson Street Access Justification Analysis, Memorial Healthcare Systems, Broward County, Florida. Performed data collection and traffic impact analysis to demonstrate traffic conditions with and without a controversial third access point from the hospital campus onto Johnson Street. Utilized traffic count data and future traffic projections (based on Master Plan traffic forecasts) to develop traffic turning movements for several configurations of the proposed access point. Based on isolating arriving /departing trip volumes to /from the hospital perimeter, re- directed traffic was estimated at the new opening, showing resulting traffic volumes on Johnson Street east and west of the access point. Analysis demonstrated the vast majority of hospital - related traffic that would use the new access point was already traveling on Johnson Street at that location. Memorial Hospital West Master Plan Traffic Impact Analysis, Memorial Healthcare Systems. Recommended isolating the internal streets from cut - through traffic through street closure, diverter or semi- diverter treatments, and addressed the collector roadways by implementing a modified configuration to include narrowed travel lanes, curbed median with ground cover, bike lanes and /or equestrian trails with edge treatment to give the psychological feeling of a restricted roadside. Recommendations were extremely well received by residents and the plan is being implemented. 0 ArvidaParkway/I -75 Traffic Study and Interchange Operations Analysis Report (IOAR), Weston, • Florida. The southbound exit ramp from 1 -75 to westbound Arvida Parkway is a free -flow ramp experiencing ex- cessive delay during peak hours. Further, a unique weaving situation developed due to lane geometry and alignment coupled with explosive population growth downstream of the ramp junction. Evaluated alternatives to • cost - effectively solve ramp's operational problem as well as downstream bottlenecking. Phase I identified ways • to minimize weaving and delay while Phase 11 will monitor and address potential problems at the ramp junction with 1 -75. • Parking and Traffic Study, Lantana, Florida. Recent redevelopment inquiries spurred the Town to analyze existing and future parking supply /demand, as well as the efficiency of traffic flow within the downtown area, • which spans from the Intracoastal Waterway to Broadway Avenue and includes US 1 and Lantana Road. Study was based on the Town's Visioning Process that included mixed -use development along Ocean Avenue. Identified parking supply deficiencies and recommended alternative mode transportation strategies to minimize • traffic impacts associated with future redevelopment, particularly along the Ocean Avenue corridor where land- scaped islands and other aesthetic improvements restricted traditional capacity improvements. MacArthur Boulevard /SR -A1 A Roundabout Justification Study, Martin County, Florida. A traffic operations study determined the appropriate future traffic control for the intersection of MacArthur Boulevard and SR -A1 A. The intersection was controlled by a traffic signal but the Justification Study indicated that future opera- tions would be best served by a roundabout rather than a stop - controlled condition or the current signalization • method. • Hurricane Evacuation Study, Marathon, Florida. Recent analysis indicated that in the event of a Category 3 or greater hurricane, the Florida Keys would require more than 26 hours to completely evacuate, exceeding the State - mandated 24 -hour maximum. As a result, the City commissioned CGA to identify measures to reduce • clearance times for the City's residents. Determined that the City's transient population and evacuees towing boats or driving large vehicles /motor homes were good candidates for early evacuation. The premise was to provide a head start to remove slow- moving vehicles from the general traffic stream. This would improve • clearance times for the City and County. Analysis indicated that this method could save as much as one hour in total clearance time to evacuate the entire population of the Florida Keys. • SR -A1 A/Hillsboro Boulevard Community Redevelopment Agency (CRA) Study, Deerfield Beach, Florida. The CRA was formed to create a long -range redevelopment plan for areas identified as not realizing their full economic potential. Study focused on transportation issues surrounding the redevelopment near the • intersection of SR -A1A /Hillsboro Boulevard. The unique geometry of the "S" curve located north of the intersection, along with the high pedestrian use, precipitated realignment alternatives to improve vehicular and pedestrian safety. "Group 1 - 1999" Traffic Signal Installations (Design and Construction), Weston, Florida. Performed traffic signal warrant studies, produced traffic signal construction plans, and prepared construction specifications • and bid documents for installation of four mast -arm traffic signals serving the Weston Park of Commerce. Jungle Trail in Indian River County. This project included a Phase 1 PD &E evaluation of enhancement improvements to the historic Jungle Trail, which paralleled the Indian River. Alternatives evaluated included passive recreational uses, preservation of archaeological and environmentally significant sites, and stabilization of the banks of the river. Planning Study for SR -5 and FEC Grade Separation. This project evaluated the feasibility of constructing an east -west grade separation over SR- 5 /US -1 and the FEC Railroad in Indian River County.
