(CWI), is pleased to submit this Response to the Request for Qualifications for a Professional General Engineering Consultant for the Atlantic Isles Community improvements. CWI is interested in providingthe required engineering design, permitting, and construction administration. We are very familiar with Atlantic Island from a past drainage project in 2003. We have the manpower and the expertise to provide these engineering services to the City of Sunny Isles Beach. The following information is submitted to you for your selection. Experienced Professional Team: Linda Bell, P.E., will be the Project Manager. Ms. Bell has more than 23 years of sanitary sewer, drainage designs, environmental and general civil ' engineering experience. Ms. Bell designed the cul -de -sac improvement at the end of Atlantic Avenue in 2003. Vaughn Soares, P.E. will be the Senior Design Engineer. Mr. Soares has more than 13 years of water, sanitary sewer, and civil engineering experience in the State of Florida and is currently obtaining his General Contractor's License. Jose Gonzalez, E.l., has more than 34 years of civil engineering experience and has designed numerous water distribution lines, sanitary sewer systems, force mains, and pump stations throughout Coral Gables, Miami Beach and Miami -Dade County. Mr. Gonzalez recently completed the design and construction administration close out documentation for five sanitary sewer systems and four pump stations in Coral Gables. Mr. Gran has 24 years of water, sewer and other civil engineering experience. He was a past contractor and is very knowledgeable in the construction methods for drainage, sanitary sewer and lighting. He is also Value Analysis qualified. CWI additional staff members have extensive stormwater, sanitary sewer and utility experience. Alejandro Hernandez, E.I., Gustavo Eckardt, E.I., Ahmad Aljbour, and Jose Aldir, E.I., will assist with the design of this project. Their resumes are also included for reference. Roger Archabal, P.E. (LEE) is a geotechnical engineer with more than 22 years of experience. Cristina Gonzalez, P.E., also with LEE, has more than 25 years of geotechnical engineering experience. Both of these engineers are very familiar with the North Dade and Miami Beach soils and they have extensive experience in coastal geotechnical engineering structures. Al Tello, P.E., PLS (SSA) has more than 24 years of surveying and mapping experience. Mark Johnson, PLS has more than 20 years of surveying and mapping experience. They have extensive experience in the North Dade area and are ready to provide the required survey for this project. The CWI Team has successfully completed many Miami - Dade County projects, on time and on budget. Our qualifications are included for your review. Based on these qualifications, we believe that our CWI team is your best choice for this important community project. We have the expertise to coordinate, study, design, permit, and provide construction administration for the proposed improvements. Understanding of Project Issues: CWI has past and present knowledge of the Atlantic Avenue area. There are several important issues which must be considered while designing the improvements for this community. ♦ Public Involvement: The Atlantic Isle Community has approx. 60 residential homes, a quiet park and a small lake. The only access to the island is from Collins Avenue. Utility construction in the narrow streets will require close coordination with the City and the Island residents. We understand that there has been a lot of planning for these improvements. CWI can conduct public informational meetings to provide project materials to update the residents on the progress of this project. We can also prepare announcements and assist the City with scheduled meetings. ♦ Water Quality for Stormwater Design: CWI has a very good relationship with Miami -Dade DERM on coastal stormwater projects. Our staff designed several large drainage projects, including Golden Beach and the Key Biscayne Drainage Improvements including the west side of Crandon Blvd. The Key Biscayne improvements included 18 drainage wells. CWI will meet with DERM very early in the design process to confirm the water quality requirements for the improvements. These are anticipated to include pollution protection structures which would be placed before the existing outfalls to the Intracoastal Waterway. CWI designed the previous cul -de -sac improvement at the end of Atlantic Avenue. There were some minor drainage improvements included in that small project. Some adjacent homes were under construction at that same time. Therefore, it appears that there may still be some drainage issues where the homes were recently constructed at the end of Atlantic Avenue. ♦ Innovative Techniques: Langan Engineers have used a floating foundation system which may be an economical solution for the construction of the sanitary sewer system. The existing soils are anticipated to be poor and are not likely to support the sanitary sewer gravity and force main lines. A typical sanitary gravity sewer pipe in the past, has been supported by a concrete or wood pile foundation. This "floating" foundation has been used on other Miami -Dade projects with successful results. We will investigate the soil conditions during the design phase. If the soils are poor, this foundation system may be an Innovative solution. ♦ Existing homes and decorative driveways: Atlantic Island is a developed residential area with existing water lines and some drainage structures. The roads are very narrow with many decorative driveways constructed in the road right -of -way. These brick and concrete driveways will require protection or replacement during the construction of the sanitary, drainage, water, electric lines and lighting. ♦ Maintenance of Traffic: The narrow streets will create a construction phasing challenge. The utility trench construction will require almost total blockage of the street for the construction equipment. These would include the excavator and the dump truck to haul off the material. The driveways would be blocked and many residents may not be able to reach their homes. These requirements may include limiting the length of open trench, plating trenches at the end of each day and others. In a previous Coral Gables 36" sanitary force main project, we specified paving the completed trench work at the end of each week and placing sod at the end of each month. This construction method was extremely successful in minimizing dust. ♦ Sanitary Pump Station Location: The location of the required sanitary pump station will be an important issue for the residents. It appears that the only public land is located at the interior park and small lake. Although most of the pump station will be located Existing Park and Lake underground, the control panel and concrete slabs will be visible. Also, an area for one maintenance vehicle parking space will required. We will work with the City and WASD to determine the best location for the pump station. ♦ Decorative Lighting CWI will develop lighting alternatives for the City, if the type of light poles and fixtures have not yet been finalized. Once the pole and fixture is chosen, CWI will provide the pole spacing and location to avoid conflicts with the other underground utilities. CWI designed a decorative lighting system for the Grand Avenue development project in Coconut Grove. The 1 ight poles were designed with enough additional height so that roadway banners could later be added. The banners were designed by the local residents in a competition and then placed for the opening ceremonies for the rededication of the street. Knowledge and Past Experience of Similar _P_ rojects: Some of our recent Coral Gables projects include the Bermuda Village, with a private sanitary sewer system, a pump station with Telemetry, and 14001f of 6" force main along Ponce de Leon Blvd. This project included the development of 30 new homes, with a sanitary sewer collection system, new water main extensions, underground FPL, telephone, gas, and cable TV lines. CWI coordinated with FPL, telephone and cable companies to provide the underground connection locations so that they would not conflict with the water, sewer and drainage piping. CWI also provided the construction administration and site observation for the sanitary force main, which is being conveyed to the City. The Riveria and Rosaro new office buildings included two pump stations and 12501f of new 6" sanitary force main which was also conveyed to the City of Coral Gables after the completion. Jose Gonzalez, E.I. and Linda Bell, P.E. worked very closely with the City of Coral Gables during the construction and startup of the sanitary sewer systems. Some of our other recent project experience includes the design of 5,200 if of 24" sanitary force main on SW 184 St for WASD. CWI was a subconsultant for several design portions of the 3 -mile Biscayne Blvd. 36" sanitary force main Pump Station 670 project, and the 1 -mile Sunny Isles 48" force main project for WASD. CWI also designed the rehabilitation of the 50Hp Pump Stations 513 and 670 for WASD. CWI was the Prime Consultant for 1,600 if of 6" sanitary force main, and 2,400 If of 24" water main for the MIA Canal Relocation and Utility Modifications Project. This airport force main project included a jack and bore under the MIA access ramp at LeJeune Road. Some of CWI's other utility projects included the Design and Construction Administration for American Airlines, Concourse `D' Extension with 5,000 If of 16" water main and 5,000 If of 12" fire main looped around the new terminal, a gravity sewer system, sanitary pump station, and force main. We also completed 1,500 if of 16" water main, 1,500 if of 12" water main, two pump stations and 2,000 if of 6" sanitary force main for Ives Estates Park, a new 94 -acre Regional Park developed Department. This project included new roadway medians, a storm water system, decorative lighting, traffic signals, and coordination with existing water and sewer mains. This roadway revitalized this corridor for the residents of Coconut Grove in the City of Miami. Public Involvement on Grand Avenue was key to keeping the local residents aware of the project. CWI recently completed NW 102 Road for the Town of Medley. This project was successfully completed with SFWMD and local commercial property owners' funding. We also developed the 7 -year resurfacing program for the 114 miles of roadway in the Village of Palmetto Bay. We have provided construction administration assistance to the Village for the past four paving cycles and will be starting the fifth group of roads within a few months. Medley Drainage Palmetto Bay Drainage and Paving Past Performance of the Firms: Our local project experience includes working with the City of Coral Gables, WASD, MDPW, DERM, FDEP, FDOT, Department of Health and the Miami -Dade Parks Department for the design of sanitary sewer, force mains, pump stations, stormwater systems and other improvements. CWI Staff members have provided engineering services to local cities and Miami -Dade County for more than 30 years. We are proud of our selection for repeat contracts with many of our government clients. Indications of the quality of this service is our record with FDOT Districts 4 & 6. CWI has received scores as high as 100 from District 6 and 96 from District 4 during the past 10 years of service. This track record is evidence of our dedication to providing excellent service to our clients. project. Approach to this Project: We believe that Public Involvement will be an important part of this design project. CWI will coordinate with the City and provide public involvement presentation material, public forum meeting information, and any other materials that may be necessary to keep the residents informed of the project's progress. As an example, on the Grand Avenue Roadway Master Planning and Design Phase, CWI worked with Miami -Dade Public Works Department and successfully conducted several Public Involvement meetings. The residents were very pleased with the results of the completed Award Winning roadway project. We will work closely with the City's Project Manager to design this improvement project to meet the City's budget. We have reviewed the City of Sunny Isles Beach's, 2006/07 Capital Improvement Projects. We understand that there are various funding sources and a limited amount of funds. We will update the project budget at major milestones for review by the City. Our (7 .. "i:, i .� u:, procedures include the review of the project schedules and budgets. We communicate with our Project Manager's to maintain our schedules. Budgets are prepared at the very beginning and during the design process. These Budgets are reviewed with the PM and any required modifications are addressed in advance of the completion date. MIA Perimeter Road Modifications - Miami International Airport - This project included 1170 feet of new 24" water main, 2790 feet of communication duct bank, 1600 feet of 16" sanitary force main replacement, and relocation of an 8" sanitary force main, a 12" water main, and an electrical conduit as part of a 4.2 mile roadway widening and improvements project. City of Sunny Isles Beach, Conversion of FDOT Drainage Ponds Responsible for the coordination and design of a pump station, drainage manifold system, and injection well system to replace three FDOT drainage ponds while improving the existing FDOT roadway drainage design. This project included extensive research of existing FDOT drainage systems that capture runoff from a 24 acre area. Coral Reef Yacht Club Sanitary Sewer Inspection This project included the video inspection of 8501f of 4" Sanitary Sewer Pipe to determine the cause of the club's sanitary sewer problem. Extensive research was performed to gather information about previous repair attempts to this private system. A report on the condition of the pipes and the cause of the problem was generated and recommendations on solutions were submitted. Engineering calculations also included determination of 100 -storm wave heights, wave crest elevations, wave run -up on proposed building, wave forces and pressures on building walls, and uplift pressures on ground floor slabs. Hillsboro Inlet, Deerfield Beach, FL - Coordinated and supervised the off -shore subsurface investigation inspections for the dredging of the inlet. The off -shore borings included Standard Penetration Tests, core drilling, and gradation tests in the upper fill. The boring locations were in unprotected, tidal areas of the Atlantic Ocean. RELEVANT EXPERIENCE DEEP FOUNDATIONS Mr. Archabal has served as project engineer and project manager for a wide variety of deep foundation systems, including all types of driven piles and drilled cast -in -place piers; and augered cast -in -place (augercast piles). Several of his representative projects are presented below: Oceania Island - North Miami Beach, FL - The project consisted of two 28 -story tower structures and associated parking garage structures on a man-made island in the Intracoastal Waterway. The island was created by placement of varied fill primarily consisting of sand and rock fragments, but also including pockets of organic materials and construction debris. Fourteen and 16 -inch diameter augercast piles, 45 to 55 feet long and socketed into competent limestone, were ultimately selected for support of the Parking Garage and Tower Structures, respectively. Special interest was given to the installation of uncased augercast piles through the varied fill. Pile "pull -out" tests and load tests proved that installation of uncased augercast piles was feasible for production. Over 1000 production piles were installed under close supervision without complications. Louisiana Light & Electric (LL &E) Tower - New Orleans, Louisiana - Project consisted of a geotechnical exploration and load test evaluation for a 37 -story high -rise building. Considering the soft, compressible upper deltaic soils, it was necessaryto support the structure on 350 foot long, 30 inch diameter steel pipe piles embedded in a thick, very dense sand stratum to achieve a 350 ton designload carrying capacity. American Airlines Arena - Miami, FL - The project consisted of construction of a 20,000 seat sports arena, built over and old port area and dredged fill deposits. Consultation included providing foundation recommendations with regard to high capacity auger -cast piles, dewatering recommendations and ground floor slab elevation requirements. Mr. Archabal served as Project Engineer. ' Key Biscayne Resorts and Residences, Key Biscayne, FL - The project consisted of the development of two high rise Condominium Tower structures, a high rise resort Hotel Tower structure, associated Parking Garage structures and amenity structures, adjacent to the Atlantic Ocean. The geotechnical exploration, ' conditions and geotechnical evaluation resulted in augercast piles foundations being the preferred foundation alternative. Sixteen -inch diameter, 150 -ton design capacity piles, installed to depths of 50 to 55 feet, were used to support the Tower structures. Pile load tests and production pile supervision were also ' performed. The Parking Garage and smaller structures were supported on shallow foundations using a bearing capacity of 5 kips/ftz. Miami International Airport - Miami, Florida - Mid -rise Parking Garage No.7 and 5 to 7 -story Concourse ' D /E/F Wrap Structures projects. Based on structural loading, site constraints and site history, augercast pile foundations were recommended for support of these structures. Recommended pile diameters ranged from 16 to 18 inches for design load capacities of 130 to 200 tons. Pile embedment lengths were designed I to minimize settlements to less than one inch. At both sites installation concerns which were addressed and consisted of potentially deleterious upper fill materials, as well as petroleum contamination. Regional Distribution Warehouse - New Orleans, Louisiana - The project consisted of the construction of a one million square foot distribution center located on a site that had received 10 to 15 feet of hydraulically dredged fill materials decades before. The facility was to utilize a high -tech, sensitive rail ' system for merchandise handling which could only tolerate a maximum of 1/10 of an inch of deflection over 10 feet. Based on the geotechnical study and pile load testing program, a 65 foot long, composite timber - concrete (spliced) pile was chosen as the most suitable and economical rile type. ' Perdue Feed Mill - Bridgeville, Delaware - The project consisted of the construction of a new Feed Mill Facility containing various heavy structures including a 125 foot tall Silo and a 160 foot tall slipform- IROGER A. ARCHABAL, P.E. concrete Mill structure. Assuming large mat foundations, these structures would exert greater than a 6 kips per square foot bearing pressure. Settlements were estimated using conventional data and in -situ test data and found to be unacceptable. Considering the cohesive character of the soil and shallow groundwater, ground improvement was not practical. Consequently, various alternative deep foundation options were evaluated including: pressure- injected footings, driven precast concrete and steel pipe piles, and augercast piles. The 45 -foot long, 100 -ton design, steel pipe pile was chosen for design and a compression load test was performed to verify loud carrying capacity. Kalorama Place Development - Washington, D.C. - The project consisted of the redevelopment of a parcel in Washington, D.C. Existing three to four story brick structures were to be razed and replaced with seven, four to five story steel framed, masonry wall condominium structures. Maximum column loads of the new structures were up to 600 kips. Competent weathered rock was encountered at depths of between 5 to 20 feet on the moderately sloped site. Considering the variability in depth of competent bearing materials, drilled shaft foundations were recommended for structure support. Various Tall Transmission Tower Structures — Mr. Archabal performed geotechnical explorations and provided foundation recommendations for support of 150 to 200 ft. tall transmission towers. Drilled shafts, typically 9 to 11 ft. in diameter and 40 to 60 ft. deep, were recommended for support of the tower structures. Mr. Archabal also provided overall project management and quality control of the drilled shaft installation activities. SHALLOW FOUNDATIONS Mr. Archabal has served as project engineer and project managerfor numerous projects involving varied shallow foundation types, including spread footings, composite footings and mat foundations. Several representative projects are listed below: Turnberry Place, Las Vegas, Nevada - The Project consists of 4 - 38 story condominium Towers along with a Club facility TTinlh nn snit y mat foundations were evaluates' and iecommenr,7eri as the --- ferred foundation solution. Extensive groundwaterstudies were performed to lower the finished floor level as close as practical to the groundwater level. In addition, dewatering studies were performed to recommend a temporary dewatering system. The Metropolitan, Miami, Florida - A 27 -story condominium tower and 5 level parking garage were founded on the surficial limerock layer in downtown Miami using a mat foundation and spread footings, respectively. Detailed elevation of bearing capacity and settlements were performed in order to provide this most cost - effective foundation solution. Bulk Petroleum Terminal, Donaldsonville, Louisiana - The project consisted of large diameter bulk petroleum storage tanks. Bearing capacity and settlements were analyzed. Stage loading and instrumentation during initial loading was recommended to allow for controlled strength gain and safe foundation support. ' ROADWAYS /BRIDGE PROJECTS AND PAVEMENTS Mr. Archabal has extensive experience in roadway construction projects ranging from elevated roadway "fly- overs ", bridges, roadbed preparation and improvement, subgrade stabilization and pavement thickness design methodology. Representative projects are presented below: Miami International Center (AEC), Miami, Florida - The largest, most aggressive conceptual undertaking by the FDOT related to enhancing mobility, facilitating transfer between transportation modes, reducing the use of private autos and integrating transportation modes and land uses. Performed geotechnical exploration for the 38.5 acre MIC Core Facility, three miles of elevated roadway "flyover ", half -mile of MIC/MIA elevated passenger rail system and 3/4 -mile of Rail Corridor to be rehabilitated. ' recommendations ranged fromshallow to deep foundations, ground improvement, site preparation and construction activities, and subsurface drainage for each project element. i NW 21st Street Bridge, Miami, Florida - Performed the geotechnical exploration for a proposed bridge crossing over the Miami River at the NW 21st Street intersection. The proposed bridge would be a mid to high rise bascule bridge. Geotechnical evaluations are recommendations were made for existing ' bulkheads, shallow and deep foundations, site preparation and construction activities, and subsurface drainage. State Road 15 /U.S. Road 441, Palm Beach County, Florida - The project consisted of the construction of a new section or roadway over highly compressible, organic muck soils of the Okeechobee area in Palm Beach County Florida. Roadway construction recommendations were provided which included preloading ' and the use of geosynthetics to enhance pavement durability, increase the life of the structure and reduce the total thickness. Pavement thickness analysis was made using AASHTO design methodology and Florida Department of Transportation guidelines. ' Laughlin /Bullhead Airport, Bullhead City, Arizona - Originally, the scope of the project consisted only of quality control during asphalt placement. However, when difficulty in achieving asphalt compaction occurred, Mr. Archabal performed a subgrade/base course evaluation through a series of field California Bearing Ratio (CBR) tests and laboratory soil tests. Results of the study indicated suitable subgrade and base materials and consequently, the asphalt mix design was ultimately changed. ' Naval Air Station, Belle Chase, Louisiana - Field investigations including California Bearing Ration (CBR) testing and laboratory testing were performed to evaluate the subgrade for runway and taxiway expansion. Beau Chene Subdivision, St. Tammany Parish, Louisiana - This exclusive subdivision is situated in highly expansive clays and collapsible silt soils. Geotechnical recommendations were made for chemical stabilization of the subgrade soils on numerous roadway projects. This option was utilized in lieu of excavation and replacement with select soils. ' Pavement Recommendations for the City of New Orleans, New Orleans, Louisiana - Geotechnical pavement recommendations were made for variousprojects including new streets and rehabilitation of older streets.
