The scope includes: design of sanitary sewer collection system; lift station design; drainage improvements; resurfacing of the existing road and design of the street lighting; and coordination for the under - grounding of the existing overhead power lines. Existing Sanitary Sewer System within City Limits Design A new lift station to handle flows from an areas previously serviced by septic tanks requires a unique approach during construction. Special attention should be given to the allowable time residents are given to connect to the new system. Since residents can not realistically connect at the same time to the new system, design flows are not achieved immediately. The pump cycle time at the station will be longer than designed. This could lead to sewer going septic and emitting odor to the neighborhood. Chen and Associates has worked on similar sanitary sewer projects where we selected wet wells that could handle the initial low flows while maintaining reasonable pump cycle time. We have worked closely with the residents, City staff, and City officials to expedite the connection to new sanitary sewer systems. Chen and Associates has an edge since we are currently working with the City of Miami Beach and have establish a great working relationship with the staff. Additionally, we are continuously monitoring the progress of their future and on -going capital improvement projects. In regards to FPL, the relocation of overhead power can be a daunting task, not necessarily from the engineering point of view, but rather having FPL meet their schedule. We recently completed a Street Lighting project for the City of Dania Beach. Meeting Client's Needs Chen and Associates currently has on -going general civil engineering contracts with several municipalities and private utilities. Some of our recent tasks include stormwater and sanitary sewer master plans; infrastructure inventory; water and wastewater systems design; stormwater systems design; Infiltration/Inflow Analysis and Recommendations; Construction Inspection and Administration. A successful project demands a good quality assurance program. As such, Chen and Associates has developed a client based approach wherein a single point of contact is assigned to the City for all applicable work. This "client manager" is then able to become knowledgeable with the City's systems, personnel and procedures. Should the work load increase sufficiently, other Chen and Associates staff will be brought in to supplement as necessary. This familiarity comes from the experience of multiple projects for various clients throughout the Tri- County Area. This experience has taught Chen and Associates many lessons. However, one lesson stands out above all others. This lesson is the importance of building a coalition between all parties concerned for the single purpose of completing a successful project. This not only includes the owner, contractor(s) and consultant(s) but also the public. At Chen and Associates we feel that the public's role is of extreme importance, for they are the only members of the coalition that will be involved in the project on a daily basis after its completion. Only by working together can every stakeholder feel that their individual experience contributed to the successful completion of the project. By linking the two tasks, the information that the public will receive is current and correct because it comes straight from the source. Additionally, it provides the public with an opportunity to pose questions, give complaints and generally understand the progress of the project. Having been in charge of the public involvement for several projects of this nature, Chen and Associates has developed an approach that encompasses four general methods to ensure public involvement and minimize complaints. These include public information, Home Owners Association (HOA) meetings, services coordination and complaint resolution. Each of these areas is discussed as follows: 1. Public Information: A key component of public involvement is a public information campaign that ensures the public is always well - informed of the work. By giving the public information before it is requested, it minimizes the potential questions and complaints that may bog down the project team. The Chen and Associates approach includes a direct mail campaign to initiate the project along with door hangers and signage that informs the public as the project progresses. The language in these notices is always jointly approved by the entire project team to eliminate any potential surprises. 2. Meetings with Residents: In areas where an organized homeowner's association exists, the public meetings held for the association are good forums for the dissemination of information to large groups of the affected public. In these meetings, Chen and Associates has made presentations to inform the public of the upcoming improvements in lay terms to enhance the purpose of the direct mail campaign. In other meetings, Chen and Associates' staff has been present to give construction updates and record any concerns that may arise. Our presence at these meetings helps maintain public involvement and the idea that the public is an important member of the project team. Also, input from the residents is valuable when studying different design alternatives and during construction. Complaint Resolution: • One of the most critical components of public involvement is the acquiring, tracking and resolution of public complaints. The acquiring of the complaints needs to be • thorough and courteous to ensure that the nature of the complaint is accurately • portrayed and that the public is not additionally inflamed. The tracking of the complaints should include the complaint initiation, the results of the site and preconstruction research, the instructions to contractor and the actual resolution of the • complaint. In addition, a record of all contact with the person initiating the complaint • will be kept. Finally, the resolution of the complaint needs to include an official document notifying the originator of the complaint of the final outcome. Every step in • the complaint resolution process needs to be accurately recorded for use in any possible future concerns. Services Coordination: From experience, Chen and Associates has realized that over one - quarter of all complaints in projects of this nature are results of the resident being deprived of an essential service as a result of the construction. These include postal delivery, solid waste collection, public transportation rerouting and other "normal" daily services. In order to avoid these concerns, Chen and Associates works with the agencies involved prior to the deprivation of services in order to reach a solution that is amicable to all parties involved. This includes the sending of construction impacts, such as street closure schedule, on a weekly basis to any party that does business in the area so that they can plan around the necessary inconvenience of construction. Additionally, during the initial public information direct mail campaign, Chen and Associates sends out special needs forms whereby any individual who may experience difficulties as a result of the improvements is given an opportunity to be identified prior to any loss of service. Geographic Information Systems (GIS) Chen and Associates has experience in the implementation of GIS from planning through construction management. This approach offers many benefits in dealing with the immense amount of data that must be acquired and managed during the progress of the project. The GIS data is obtained through a variety of methods including: • Data conversion from digital AutoCAD Drawings • Direct data entry from in -field survey equipment • Digitizing new features in GIS • Adding information through tables In GIS, the ability to link a drawing to information has proven to be very useful in all aspects of a project including: • Conceptual Design • Permitting • Public Information • Construction Administration Similar Project Experience: Falcon's Lea Park Chen and Associates worked as the General Engineering Consultant to the Town of Davie. In this contract, we designed, permitted and prepared technical specifications for a ball field exercise path at Falcon's Lea Park. This experience can be applied to the review of any design documents prior to contract award or during the construction phase to "stay ahead" of the contractor and provide a logical and cost - effective pathway to the project's completion. North Andrew Gardens Neighborhood Improvement Project (NAGNIP), Broward County Water and Wastewater Services The project encompassed 1,362 acres, 9,000 people, 3,600 homes, and 2,600 septic tanks. The planned improvements for this area included 29 miles of roadway, 83 miles of pipe, and 23 miles of sidewalk.
