CALL TO ORDER The meeting was called to order at lO:OOa.m. Rick Conner, Public Works Director, introduced himself and distribllted an aerial photograph of the area with the proposed facilities shown on it (titled: "Fund 1: Parks Impact Fees", page 220 of Comprehensive Plan or LDRs). 2. DISCUSSION Emergencv & Pedestrian Bridge Rick Conner displayed a photograph displaying where the Emergency and Pedestrian Bridge, that will connect N. Bay Road from 1 74th Street to 172nd Street, will be located. A walkway will connect Town Center Park down to the Pedestrian Bridge (where there will be an observation deck). The City wants a design of bridge that will connect North Bay Road throllgh. At this point, Collins is the only way to get from the north-end of the city to the south-end of the city. Another parallel emergency route is needed in case there is an accident or other emergency. A fire station is located on 172nd Street. We currently have a 20' pedestrian easement offset through there. The building that currently exists there abuts an easement. An alignment must be made on the western side. It is believed that at some point the abutting bllilding will be renovated and rebllilt. All we have is the 20' easement and so the alignment must be made on the west side. At this time we want a very elaborate pedestrian bridge such that if and when we obtain (and if the Commission desires) the additional access needed, we can tllrn it into a fllll-fledged vehicular bridge with really nice pedestrian facilities. Boardwalk The second part project is a boardwalk that will connect to the Town Center Park. Originally, these two were going to be separate projects. We are combining the designs to ensure good connectivity. That is the overall bulk and content. 3. QUESTIONS & ANSWERS Q: The RFQ states that the bridge is NOT elevated. Is that correct? A: Correct. It is an "at-grade". The space that we have to work in can have an arch but needs to meet the ADA requirements. The bridge is only to expand the canal, landfall to landfall. Landfall is essentially the southern boundary. Now, part of the process that you (the awarded bidder) will go through would be to determine those lines. This has to be, for several reasons, a clear span bridge, landfall to landfall. There may be issues with some easements (i.e. underwater ownerships) and we are currently trying to clarify that. Ultimately, whoever is selected will be helping us if there are issues to be resolved. Q: Which canal is this? A: My guess is that it is Winston Towers Access Canal. You're best bet to view it is to go to North Bay Drive (when you leave this facility, go directly west to North Bay Road and keep migrating south-west until you reach North Bay Road)when you reach the southern dead end of N. Bay Road and you're looking at the bridge. Q: Who maintains the canal? A: That is one of the questions that our legal department is working on. As I understand it, there are at least three claiming parties involved and we are trying to resolve that. Q: Will there be an aesthetic selection process to look at the bridge beforehand? A: I am almost certain that there should not be but, I cannot guarantee that. We will present and make recommendations for approvals and we will work with you. We have some visions but on the other hand we are lookingfor your creativity and your expertise. It should have an aesthetic appeal. It should be a nice facility because, again, initially it is a pedestrian bridge. We don't know ifit will be that way in 15 or 20 year. or it could be a vehicular bridge in 5 months. Q: Are there any restrictions of the North side? A: I believe that the right of way is 50 or 60 feet. We can verify that for you but it is adequate - you have room there. Q: Is there any work involved in the North-side? A: Other than the normal tie-ins, no, just a transition. Whatever transitional designs you need is up to you. Q: Do you know the width of the canal? A: You will be responsiblefor the entire process, including geotechnical and surveying. We want a turn-key project. Q: Is the public going to be involved? A: The public might be involved but we don't currently envision it. I don't see a lot of public hearings, and you need to base your design on that. It may turn out that we hold 15 public hearings, but if we do, that will be considered additional services. Q: Is the Request for Qualifications limited to 15 pages? A: Please limit yourselves to 15 pages. You will not be graded on the thickness of the bundle, but on the content. You should be able to present your case succinctly. Q: What kind of vehicles will have access to cross the bridge? A: Maintenance vehicles and emergency vehicles - That's why we want the pedestrian facilities to be moveable or portable. We have to setup a pattern that the emergency vehicles know that they can maneuver through. CLARIFICATION: The RFQ information package asks for your expectations of the construction costs and NOT what your costs are. We want to see if you are more qualified than the competition and that you will use the latest technology or ideas that no one else uses. Again, I want to clarify that although it does say "your estimated costs" please understand that it is notfor your fees, it's independent of your fees. It is what you think the structures are going to cost. If you low- ball the numbers, you will have to show us how you came to thatfigure. You can break them out: "estimate for pedestrian bridge" and" estimate for boardwalk ". We would like to look at your hours so we can see if you really grasp the aspects of this project. We see the focus being permitting and structural. As for the financials, show us that you are not in bankruptcy, etc. We envision a nice facility built such that when we open it to traffic, we could still have some very appealing space and amenities on the outside of that bridge for pedestrian access. Q: I would like to make a suggestion/recommendation. The package is due on the 18th of April which is seven (7) days from today. That might be a little tight. I would like to recommend an additional week or two to get the package together. A: Thank you for thefeed back. We are going to send out an addendum changing the bid opening date to April 25th, 2007 at lO:OOa.m. Everything else will remain the same. Q: Do we have access to any existing surveys? A: That is probably going to cause a little bit of problem. At this point of the process, we would like you to assume thatfor the purposes of submitting the proposal, that you have adequate alignment. Q: Whose canal is this? A: We don't know, but for everyone's benefit, assume that the City has all necessary clearances. Q: Is there a desired speed? A: The geometry is going to rule what the design speed is but you can assume it will be around 25mph. Q: Are there any restrictions of the North side? A: Not that we are aware of Q: Who will be funding this project? A: The City. Q: Will the bridge have to accommodate utilities? A: FPL is currently negotiating to run some underground conducts. When they found out about the bridge, they inquired if they might hang them. We are willing to work with them, and other utilities, in this process. Thank YOll all for your interest and your time.
