IN THE CONTRACT DOCUMENTS: 1. Attached Pre-bid minutes to be added to contract docLunents. 2. Section 00300, Pages 00300-2, 00300-3 and 00300A to be replaced in its entirety. 3. In response to bidders RFT"S: RFI from Development FL: 1) In the Drawings (Demolition Plans) ClOD and elOl shown about the Power Poles to be relocated by Others, but in the Bid Schedule has the Item No. 12 Relocate power/light poles? What is Correct? Response: Pole removal wi/l be undertaken by FPL. 2) Is there an Engineer Cost? Resp01ue: ApproximCltely 1 million RFI from Tenex: 3) On sheet C200 of the bid set of Plans it indicates "Contractor to clean existing well and structures, contractor to core exist. StTucture and COIDlect Prop. 24" RCP." We do not have a bid item, please indicate HOW SHALL WE PROCEED? Response: See attached revised Bid Schedule, additional items added. The items discussed were as follows: 1. Liquidated damages of $1500 per calendar day until substantial completion; then after that $1000 per day until final. 2. Unit bid project: paying for installed and approved items only 3. Project will commence at 17211d Street and Collins Avenue 4. W ASA will be doing major sewer reconstmction: several deep manholes and this project will be completed in the same time that W ASA starts their constmction 5. Contractor should be prepared to install cross-drains 6. Water encroached on roadways will be eliminated 7. Other utilities are at a shallow depth (generally 4 feet) ~U1d may have to go deeper in cases where we have conflicts 8. An entirely new drainage system, eX1sting drainage will be demolished 9. FPL is undergrOlUld and will have to be coordinated as well as telephone and cable TV 10. 172nd Street will have to be closed and there will be no thru street, except to apt buildings ] 1. Asphalt is not salvageable - aU new base and new asphalt 12. Construction easement parallel with right-of-way provided; can encroach into adjoining properties so that you can put fiJJ adjacent to raised grade 13. Existing Contractor will clean drainage well aud core one catch basin, no outfall 14. Only attendees to this mandatory pre-bid meeting will be allowed to bid. 15. Contractor questions: a. Question: When is the WASA portion slated TO start? AVlSwer: Assistant City Manager/Service Jorge Vera advised that it will possibly start by tbe end of July 2007 or beginning of August 2007. b. Question: Is the idea to have tho road contractor start the job after W ASA? Answer: Yes. W ASA will be going the deepest and therefore starting the work first. It will be the 17211d Street contractor's choice to install cross drains or whatever is necessary at the time that W ASA has the ditcbes open Of wait until tbey have bacl,-filled to grade. Tbis contract is going to be nwarded around August 16th, 2007 so that we llre not really loo),ing of the 17211l! Street contractor to start until the end of August or the beginning of September. The 172m! Street contractor will not be present at W ASA's preconstruction meeting. c. Question: Since you mentioned laterals, will WASA get the head start and then the 172rJd Street contractor would have to coordinate? Answer: Yes d. Question: It is not their laterals hut ours that we would have to put in for our drainage .~ystem? Answer: Cross-drains arc shallow compared to the sanitary sewer. e. Question: Will they have much restoration in their contract? Answer: Yes. Their original contract provides for the resurfacing of the road and they indicated that it would include a change order on their part. It would be tal{en out of the sanitary sewer contractor's contract. Vou should bid on what we have nnd that would be the 8" of base rock and 1 y,," of whntevcr it is. You will be doing the paving. The road will be closed. When they get in there ,down the center of that road, they will close off sections of that. People will have to come in.through North Bay Road to have access to the property. If you are at Collins Avenue, there will be no turning into 172"d Street. f Question: The 172nd Street contractor will have to do it in segments because we don '/ have a wide roadway there? Answer: Assistant City Mnnager/Service Jorge Vera advised that WASA will try to }ieep one (1) one-way lane always open. Their concern is at Collins Avenue where tbe manholes are so deep that, without shoring, it will be a very large hole. This area has sugar sand. You will not have to be digging that deep. By the time you arrive, the first section will be ready at grade to install the various components of this job. They will be shallow so that you can maintain that one- way in. g. Question: Do they have extensive work west of/he connectingpoint of Collins Avenue on 172nd Street? Answer: Yes. They have the center of that road all tbe way to the end. h. Question: What is the budget for this project? Answer: Tbe budget will be included witb the minutes. t. Question: Sugar sand was mentioned, is that what is mostly there? Answer: Yes. As you know, most of Sunny Isles Beach was created by dredging so there could be a conglomerate of material. You will definitely run into sand and muck, a variety of material. j. Question: Do you have borings? Answer: Yes. We bave some borings. We will provide you with borings. Assistant City Managcr/Service Jorge Venl ndvised that by the time that the contractor starts, he will have IfPL's design and make the dropping of tbe pipes nn add-on. He advised that FPL will not drop the pipes, the contractor will. FPL will not furnish thc pipes either. They will tell us how much they necd. He will be having a meeting with IfPL and advise you through an addendum. k. Question: You mentioned FPL. Have the utilities been moved out of the way? Answer: No. We have gathercd as much information of the underground as possible (i.e. field survey, contacted utilities companies, etc.). It is not an extremely busy street beneath the surface but they would not be able to design a straight F,PL line. There will have to be some offsets because there are items that are not made parallel. Once FPL gives us their plans, a design will be included and forwarded to you as an addendum. /. Question: Do we have all the permits? Answcr: Yes. m. Question: Will the contractor be reimbursed/or the permit fees? Answer: If you are talking about Building Department permit fees, we suggest that you put it in your bid as it will be the contractor's responsibility. n. Question: There is a quantity discrepancy be/ween bid item and actual plans. under drainage pipes. Answer: That may have occurred if DERM hnd instructed us to do something different. There is probably less on the plans then on the bid. We will review it and get you an addendum right away. o. Question: Is this work to be done in accordance with FDOT spec!fications? Answer: Yes, in accordance with FDOT. p. Question: What about the service to light poles'! Where is the main service connection,from FPL? Answer: Therc is aJrendy n service plate at North Bay Road because they just completed it. 17. The Engineer of Record for this project is Calvin, Giordano & Associates, Inc.
